White Paper on Homelessness and National Partnership Agreements
The National Affordable Housing Agreement (NAHA) will replace;
The Commonwealth State Housing Agreement (CSHA) Supported Accommodation Assistance Program (SAAP V) Agreement. and Capital Assistance Program (CAP)
Base funding has been secured
All SAAP contracts honoured until June 2010
Further detail on future directions and reforms to be announced by December 2009

the Cycle and Better Connected Services)

4 Core Outputs in the NP on Homelessness
A Place to Call Home initiative
Street to Home for chronic homeless people
Support for private and public housing tenants to help sustain their tenancies
Assistance for people leaving; child protection services correctional services health facilities
Additional Outputs Support services and accommodation for older people Services to assist homeless people with substance abuse Services to assist homeless people with mental health issues Support to assist young people Improvement in service coordination and provision Support for women and children experiencing domestic and family violence Assistance for homeless people to stabilise their situation and housing Outreach programs for rough sleepers National, state and rural homelessness action plans Support for children to maintain contact with education system Legal services Workforce development and career progression for workers
National Partnership Agreement
A Social Housing and Homelessness Reference Group has been established to progress the National Partnership State Implementation Plan Department of Premier and Cabinet, Department of Treasury and Finance, Social Inclusion Unit, Department for Families and Communities (Housing SA) Department of Health (Mental Health)
Implementation Plans will be finalised by the 1st April 2009. A working document Can be amended with consent of all parties
Reporting requirements 2 status reports to Commonwealth annually
July – December (completed by Jan 31st Yearly) January – June (completed by July 31st Yearly)

National Partnership Agreement on Nation Building and Jobs Plan (Stimulus Package)
The key outcomes expected to be achieved: Within 3 years around 20,000 new social housing dwellings will be built -
primarily for people who are homeless or at risk of homelessness
Dwellings built will meet the needs of people on public housing waiting lists
New dwellings will provide around a 50% reduction in the waiting time for people with high housing needs on public housing lists
75% of new dwellings to be completed by Dec 2010
Around 2,500 existing public housing stock will become available that would otherwise become unfit for occupation
This initiative will provide an immediate stimulus to the building and construction industry

1500 housing outcomes into South Australia Emphasis on housing homeless or at risk of homelessness
Proposed targets Youth Adults Families at risk Domestic Violence Exiting care Mental health Aged
All housing will have support attached – a key strategy and reform requirement - more detail to follow over the next month
20% targeted to indigenous outcomes
