WHAT IS A SLOW ZONE?
The Neighborhood Slow Zone Program supports the City of Philadelphia’s Vision Zero goal to eliminate traffic fatalities by 2030. In response to residents’ common concerns about speeding on neighborhood streets, the Program expands traffic calming options from single-block solutions to entire zones of residential streets. The Program:
Works with neighbors to develop a plan for traffic calming that responds to critical safety issues
Installs traffic calming improvements

ZERO TRAFFIC DEATHS BY 2030
WHAT IS TRAFFIC CALMING?
Traffic calming is the installation of different improvements—like speed cushions—that slow driver speeds
and enforce the posted speed limit.
Traffic calming makes streets safer for everyone.

Slow Zones are clearly marked zones of residential streets in which speed limits are posted at 20 MPH and traffic calming—like speed cushions—are installed.
MADE POSSIBLE BY—The Neighborhood Slow Zone Program is made possible by Automated Red Light Enforcement (ARLE) funding, which is distributed by the Pennsylvania Department of Transportation.

PROGRAMA NEIGHBORHOOD SLOW ZONE
WHAT IS A SLOW ZONE?

Example Neighborhood Slow Zone map.

Neighborhood Slow Zone Program brings posted speed limits down to 20MPH and installs traffic calming throughout an entire zone of residential streets. Depending on the challenges that neighbors and the City identify, different combinations of these
tools can be used to slow driver speeds to the 20MPH speed limit.
Marks beginning of Neighborhood Slow Zone with:• 20MPH signage• 20MPH pavement
markings• High-visibi l i ty
crosswalks• Corner clearances
Considerations:
• Neighbors may be used to parking within 20’ of crosswalk
GATEWAY TREATMENT
A speed cushion is a raised area of the street that is designed to slow driver speeds to 20 to 25 MPH
SPEED CUSHION
Something physical that is instal led near an intersection to prevent i l legal parking in the crosswalk
Benefits:
• Improves visibi l i ty of people walking
• Provides clear path for people walking
Considerations:
• Neighbors may be used to parking within 20’ of crosswalk
CORNER CLEARANCE
“S” shaped roadway design to slow driver speeds
Considerations:
• Only appropriate for one-way roads
• May impact parking
CHICANE
Diverters are temporary or permanent instal lat ions that physical ly restr ict vehicles from driving onto a street, but maintain access for people walking and biking
DIVERTER
Alternative to a stop sign that controls traff ic f low and reduces confl ict points

Brings the crosswalk to the level of the sidewalk and acts as traff ic calming to reduce driver speeds
Benefits: • Improves visibi l i ty of people walking• Provides clear path for people walking
Considerations: • May impact drainage
Temporary project that enhances neighborhood character and can be designed col laboratively with neighbors
Considerations:
• Wil l fade and may not be repainted
• Uti l i ty or road work may disturb mural
STREET MURAL
May reduce cut-through traff ic
Considerations: • Impacts access to surrounding streets
• Impacts travel distance
CHANGES TO STREET DIRECTION
Compliments other traff ic calming and may include:• Speed l imit signs• Speed l imit pavement markings• Upgraded crosswalks
