The WDVA Form 2902 is a checklist that helps ensure that your catalog(s) and program approvals meet all of the SAA’s and VA’s criteria to ensure proper approval for the GI Bill®

New Changes The SAA will start the form for you going forward

After the SAA completes the form an Education Consultant will email you the prefilled out form

SCO’s responsibility is to review the form with the publications that are identified

After the SCO’s have reviewed the form then sign, date and print your name at the bottom of page three, return the form to the SAA

Compliance Surveys Purpose

Compliance surveys are conducted in order to ensure that schools and training establishments, and their approved courses, are in compliance with all applicable provisions of the laws administered by VA. Compliance surveys are, however, not the only means to this end. They should be regarded as part of a spectrum of VA activities which includes review of approval information and liaison with schools, training establishments, and SAAs. The purpose of all these activities is to prevent deficiencies and violations, as well as to identify and correct them when they are found.

Authority Schools and training establishments must make records of progress and training,

tuition and charges, and other records available upon request by a duly authorized representative of the Government (38 U.S.C. 3690(c))

Objective of Compliance Survey

To verify the propriety of payments of educational benefits to eligible individuals and facilities under the provisions of the laws administered by VA

To assist school or training officials and eligible individuals in better understanding their responsibilities and the procedural requirements of VA

To determine, on the basis of facts disclosed from document reviews and personal visits, whether there are deviations from the responsibilities and requirements by eligible individuals, schools or training establishments

To assure that proper action is promptly taken through appropriate channels for the correction of existing discrepancies, or for the discontinuance of benefits in the event correction is not accomplished

Benefits Post-9/11 GI Bill recipients. The payment rates are as follows: You will receive 100 percent of your applicable MHA during the first six months of

training in these increments: 80 percent of your applicable MHA during the second six months of training 60 percent of your applicable MHA during the third six months of training 40 percent of your applicable MHA during the fourth six months of training 20 percent of your applicable MHA during the remainder of the training

Post-9/11 GI Bill recipients will also receive up to $83 per month for books and supplies.

All other GI Bill programs. For all other GI Bill programs, the payment rates are as follows:

75 percent of the full-time GI Bill rate for the first six months of training 55 percent of the full-time GI Bill rate for the second six months of training 35 percent of the full-time GI Bill rate for the remainder of the training program*All calculations are ultimately based on the Veteran’s remaining benefits.

Apprenticeships Did you know....both on-the-job training

(OJT) and apprenticeship training programs are available for Veterans using their VA education benefits? These programs are not as widely used, however it provide a great benefit for individuals who are interested in a less traditional educational path*. *https://www.benefits.va.gov/gibill/onthejob_apprenticeship.asp

Paragraph (c): The appropriate SAA may approve the applicationsubmitted under paragraph (b) of this section, when the trainingestablishment and its courses are found upon investigation to have metthe criteria outlined in this paragraph. Approval will not be granted fortraining in occupations which require a relatively short period ofexperience for a trainee to obtain and hold employment at the marketwage in the occupation.
