Permafrost is permanently frozen sub-soil. Sub means below the ground. And permanently means ALWAYS.

So…. if an area has the top layer frozen and it melts, the water has nowhere to go.

Especially if the region is flat, the permafrost cannot absorb the water.

So basically, a “permafrost bog” is a cold swamp.

Just east of the Ural Mountains is the West Siberian Plain, which turns into the world’s largest swamp during its short warm period.
