    What Does Glasnost and Perestroika Promise for Russia, theSoviet-Occupied States and the Free World?

    Since Mikhail Gorbachev came to power in the Soviet Union four years ago, theWest has not ceased to be fascinated by his policies of economic and politicalreform. We have been repeatedly told by the Soviet press and by the Westernpress that the policy of perestroika is principally ordered to the purpose ofrestructuring the Soviet economy in such a manner as to decentralize

    production in a state where industrial and agricultural production has beenheavily centralized since Stalin instituted the first five year plan in !"#.$specially in the West it is said by those who should know betterthat perestroika is the initial move in a trend that will eventually lead tosomething like a free market.

    Glasnost Does Not Mean Openness But Means Publicity

    %ikewise Mr. Gorbachev&s policy of lasnost  is being hailed as a move away fromthe political totalitarianism of the Soviet slave state toward a more democratictype of rule which will eventually guarantee respect for human rights. 'he

    Western media seems to have been thoroughly mesmerized and mystified bythe reform movement which is represented by that single abstract noun,(lasnost (. 'he press is constantly bombarding us with propagandaabout lasnost  which allegedly designates (openness( and (frankness(, but atbottom is nothing but the same old sterile bolshevist propaganda repackaged inMadison )venue style.

    'he word (lasnost ( does not mean (openness( or (frankness(. *n the +ussianlanguage the word for (openness( is otkrovenost . (!lasnost ( merelymeans publi"ity , and is derived from the verb lasit , (to declare(. ow what is

    declared and publicized is not necessarily true, but can -ust as easily be abrazen lie or empty propaganda. Only last July 25th, Andrei Sakharo!arned the "estern nations a#ainst bein# oerly enthusiastic about thechan#es takin# place in the Soiet $nion%

    *t is an entirely valid uestion to speculate why the present Soviet regime isundertaking this policy of reform in marked contrast to the previous regimes,but it would be a great mistake to think that there is any radical ideologicalreform underlying the present economic and political reforms which are nowtaking place.

    /irst of all, the reforms that are taking place in the Soviet Union, are not in theleast intended to be moved away from a Mar0ist form of government. 'hedecentralization of Soviet agriculture and the other economic reforms now

    taking place throughout +ussia are practical measures which have beeninstituted in order to avert the unrest and chaos that would ensue as a result of

    a total economic collapse. Gorbachev is aiming for a more efficient economy,and this can only be achieved by a profitable economy that does not rewardwaste and inefficiency with government subsidies.

    &he Soiet $nion is an

    'cono(ic Basket )ase'he ratio of G1 to national debt in the Soviet Union is much worse than that of the United States and most 'hird World countries. With all the natural resourcesat its disposal, the Soviet Union would certainly be the wealthiest nation onearth if it were governed according to the principles of atural %aw, with privateproperty and free enterprise. *t is the 2apitalist economies of the West, andprincipally that of the United States which prop up the terminally ill Soviet

    economy, but in spite of the massive infusions of Western capital the SovietUnion shows no sign that it will ever be able to recover from its economicallymoribund condition.

    'he great Soviet Union, unable to produce the goods to supply the basic needsof its own citizens, is compelled to spend its precious hard currency on suchthings as 3anish hams and Swedish consumer goods. 'he socialist economy ofthat immense nation has demonstrated itself to be totally incapable ofalleviating the profoundly impoverished and backward conditions that havebeset the Soviet Union since its foundation. &hree out o* *our potatoes neer

    'he recent coal4miners& strike which crippled the Soviet economy in 5uly well

    illustrates the moribund state of the Soviet economy. 'he mere fact thatagreements have been reached and promises have been made does not by anymeans indicate that the underlying economic problems have been or can besolved. 6ne of the key demands of the striking miners was that the system bereformed in such a manner so that Moscow will not continue to drain the

    resources from the mining regions while not bringing back enough money tosatisfy local needs. 'he essence of socialism is that its purpose is not that ofdirecting production for the sake of the common good, but rather that allproduction be totally controlled by the government. 'he 2ommunists e0ploit theworkers and rape the nation in order to bring about the realization of worldwide2ommunist hegemony. 'he rights of the workers do not count for anything

    according to Mar0ist teaching.

    %ast 5uly "7th Mr. Gorbachev said that the coal strikes have been (the mostdifficult test( of his four4year rule. 'he Soviet Union is the world&s largest coalproducer, and one4fourth of its coal is produced in the mines of the 3onbass

    'he reforms have not been designed as a means of initiating a move away fromthe tyranny of Mar0ist rule toward democracy and free enterprise. 'hey areneither a voluntary transition in that direction, nor are they meant to be an

    open4minded e0perimental compromise with the West.

    Gorbache1s Perestroika is -ike

    Gorbachev follows the teachings of %enin, who wrote, ('he lie is sacred, anddeception will be our principal weapon.(

    Gorbachev&s perestroika is not without precedent, but was paralleled in the!"8&s by %enin&s #e$ %"onomi" Poli"y . 'hat policy was instituted in order topreserve the 2ommunist system, not to reform it. 'he $1 only lasted a fewyears, and was then abolished by Stalin who dictatorially instituted the

    has pledged his support for the agricultural reform that will bring about thedecentralization of agricultural production and will permit the long4term leasingof state lands to private farmers. 'his reform is not a move toward a moreliberal society, but like %enin&s policy, it is a practical measure whose purpose isto preserve the socialist system.

    'he reforms that are being allowed in the east4$uropean states are to a certaine0tent parallel to the reforms taking place in the Soviet Union. 'he new policiesof the east4bloc governments seem to be rooted in a new Soviet foreign policy

    based on the lasnost  of the Gorbachev regime in the USS+. Moscow in factseemed to grow impatient with the 1rague regime for its failure to institutereforms in 2zechoslovakia. 'he lasnost  policy of Mr. Gorbachev has not onlybeen the catalyst for political reforms in the Soviet system, and the economicrestructuring in the Soviet Union, but Moscow seems to be encouraging thesame in its occupied satellites as well.

    Unrest is growing in the :altic states, and through 1oland, 2zechoslovakia, and;ungary. +adical reforms are being proposed, discussed and promised by theMar0ist regimes which, in the face of a looming economic collapse may lead to a

    situation of total political breakdown and anarchy if a workable compromise andreform policy is not effectively put into place in each respective country.

    Growing sentiments of nationalism in the face of nearly fifty years of ruthlessSoviet tyranny and repression have brought the peoples of the :altic states to

    the brink of revolt. While %atvia and %ithuania have declared their autonomyfrom Moscow, $stonia has gone even further and has declared itself to be asovereign state last ovember

    Generally throughout 1oland, the mood of the people is not very enthusiastic.'he 1oles, who have been betrayed by the ruling 2ommunists too many times inthe past, are faced with the prospect of a total economic collapse in a country

    where the Soviet brand of socialism has already reduced the nation to a

    desperate condition of grinding poverty and severe food shortages. 'hegovernment of 1oland has lifted the price control for food. )ccording to %echWalesa, the program, which is ostensibly a move toward creating a marketeconomy for food, may not be a true reform, but -ust a new round of pricehikes.

    With the e0ception of sausage, meat is practically unobtainable, even with aration card. &he $P3 reported on Au#ust 4st that the Poles !ho lined upin the "arsa! (arkets *ound yo#urt and cotta#e cheese prices up 56

    percent, but butter, (ilk, hard cheese and salt !ere not to be *ound%&he (eat shops !ere closed% &he prices *or so(e *oods hae #one up

    by 4,666 percent% )ccording to the same report a Warsaw store manager saidthat he has (no flour, no sugar, no butter, not much bread, no cheese > and *don&t e0pect it in the near future > no salt and no pasta.( 'he desperate foodsituation has unleashed strike calls for higher wages.

    *n ;ungary, a similar situation developed which led to a movement to reformthe government, and to institute a new constitution along the lines of the US2onstitution. 'he new constitution would replace the former constitution whichwas modeled according to the old Stalinist 2onstitution of the USS+.

    'he government called for a multi4party system of democratic rule, and a

    neutral government that would not be subservient to Moscow. *n the electionsheld last 5uly opposition candidates out4polled the 2ommunists. 'he low voter

    turnout seemed to indicate that the ;ungarian people do not believe that theycan e0ercise any real political power at the polls, or that they can therebyalleviate the difficult economic conditions that the government imposedausterity measures have brought about.

    Under the previous regimes of Stalin through :rezhnev, movements towardreform in the occupied states invariably led to armed suppression by militaryintervention, such as the invasion of ;ungary in !?
