F. Local Advisory Council (LAC) Reports — LAC Representatives  (Beaverhead Co., Flathead Co., Lake Co., Lincoln Co., Madison Co., Mineral Co., Missoula Co., Ravalli Co., Sanders Co., Silver Bow Co., Pintler: (Deer Lodge & Granite counties) 1.  Beaverhead Co./Dillon (Rick) —  New chair Jerry Gerard. Patty Buckley shared flyer on event Oct 3-4, 2019, UM Dillon campus; several noted presenters on Trauma Care and Recovery. Available to register on Eventbrite; more announcements to follow. ACES committee active in presentations & trainings in community (including UM Elementary Education); training May 15 for School District trustees to attend. Online, self-paced training for PSS (tuition $595, scholarships available); Heads Up Camp for HS students interested in MH/BH job field. Resource Advisory Center; trying to make up for loss of OPA services; staffed PT office hours with Weds appts. For OPA access. Funding only through June; no funds thereafter. Costs @$400/mo for part-time staff (office and utilities are “comped”). 2.  Flathead Co./Kalispell (Courtney) — Not present to report. 3.  Lake Co./Polson (Douglas) —  Same story of having difficulty getting people to attend. 4.  Lincoln Co./Libby (vacant) —  Currently inactive.  5.  Madison Co./Virginia City (Claire) —  MHAM activities to present. Replaced banners to direct public to events. MHFA (5/23, Karl Rosston). Revised Resource Guide and distributed in county. Full complement of 15 members: county commissioners, community representatives. 6.  Mineral Co./Superior (Dawn) —  Lots of planning for this summer/fall. Gearing towards getting grant funds for 5-6 events: gun safety trainings (sheriff provides gun locks), June party of food + training! QPR or MHFA? August ice cream social. Speaker for underage drinking. Dinner/Game Night @ substance abuse prevention; medication “take back” program. 7.  Missoula Co./Missoula (Sylvia/David) — Wasn’t at meeting. Katie: Best meeting ever had! Planning July party in park; want to plan a panel to connect MH and SUD network in Missoula. MHFA trainings: April, May, June (through UM, at St. Pat's) search MHFA.org website. 8.  Ravalli Co./Hamilton (Denelle) — Met informally; planning to invite stakeholders to a “Meet ’n’ Greet” with food! Networking to find free meeting space (again!). Discussed to reapply for grant funds for Prescription Assistance program. 9.  Sanders Co./Plains (Vicky C.) — Not present to report. (Meets 4th Weds; 532-9190x.1) 10.  Silver Bow Co./Butte (vacant) — Not present to report. OLD BUSINESS: 1. 2019 Legislative Committee Update — Tyler Steinebach Legislative session ends May 1st. Updates next month. 2. Proposed New SAA Catchment Areas — Stacey Some discussion on considering rearranging the state regions from 3 to 5? (See attached map.) Asked for LAC feedback. Would not be implemented until our next 2-year contract with AMDD (2021?) WMMHC is changing their area/regions. H. NEW BUSINESS: 1. MSH census: AMDD oversees MSH, but claims they don’t collect/compile the data of admissions/county, etc. ADART (still meeting?) reports from MSH have been requested; email response from Director was that information is not available due to HIPAA constraints. (Not a legitimate impediment!) Could ask MACO? Need to talk about this with all related agencies that would benefit from this information. Disability Rights MT has funding that should oversee this over-population/safety concern. May need to write the Governor (cc: newspapers, legislators?). 2. SAA Summit – Meets quarterly. Next: Friday, June 14, (ESAA hosts) 10a -3p, Helena. Phone-in option; each SAA gets 4 votes. Stacey and Denelle plan to attend; others? 3. Statewide Congress – Pre-planning for Sept. 6 meeting in Helena; in coordination with MT Peer Network; free attendance. Our 2-hour portion will be in the morning; plus 1-2

workshops may be presented (would like to be on LAC support). (Ask to add Secretary’s email to be notified of the next committee meeting by phone.) 4. New SUD (Substance Use Disorder) Providers: sub-section newly added to AMDD responsibilities. How can we add those providers into our network? Need AMDD direction and support to put this together. At present, SAAs have been tasked with serving SDMI and MH with Co-occurring Conditions; now we need to give equal time/money/attention for WSAA to function including SUD. LACs can look at community needs/resources gaps, etc. to provide advice to SAAs and AMDD. 5. WSAA/LAC Workshop Potentials: Through WebEx, may be better than trying to have single geographical location for in-person attendance (although it’s difficult to hold an all-day training only online). Topics: struggling LACs help with membership, SHIP, etc.? Adjourned at 1:00 p.m. Next meeting: Tuesday, May 28, 2019, 10:00am-1:00pm  Submitted by:  Denelle Pappier, WSAA Secretary (406-363-1311 / [email protected])~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ ACRONYMS GLOSSARY: AMDD Addictions & Mental Disorders Division BH Behavioral Health BHAM Behavioral Health Alliance of Montana CBPRS Community-Based Psychiatric Rehabilitative Support CIT Crisis Intervention Team CM Case Management CLO Community Liaison Officer CPO Community Program Officer CSAA Central Service Area Authority DPHHS Dept. of Public Health
