In response to our previous series, “Know Your Rights”, we’ve been asked to bring you some
information regarding your r e s p o n s i b i l i t i e s as a tenant or homeowner. This information is
according to the city of Winston-Salem’s website. For more info, visit: cityofws.org.

What to Know
Tenant | Landlord Issues
A tenant cannot withhold rent for any
reason. Only reimbursement can be sought for repair issues, etc. Tenants are responsible for maintaining smoke detectors (not removing batteries). Landlords are required to provide operable detectors in every bedroom and every floor
of your home. Landlords can charge tenants a reasonable amount for removal of items left after moving. Tenants can be charged even after moving and removing all their personal items if they have not turned in keys.
Lease Agreements
You must follow your Lease Agreement to determine: -If pets are allowed -If all applicants must be listed -If you can sublet -If locks can be changed -If any changes can made to the home like
carpeting or light fixtures (all permanent fixtures become property of the landlord) -Utilities responsibilities -Reasons an eviction can occur The landlord has no obligation to explain the lease. It is the tenant’s responsibility to read it and ask questions for clarification.
All residents’ Responsibilities All residents are required to follow city codes
on certain issues. Some of these include: Barking Dogs: 15 minutes of continuous barking
constitutes a nuisance according to city code. Call the non-emergency police line @ 773-7700 to report. (Sec 6-9)
Interior furniture used outdoors on porches, patios, etc. is against city code. It can be
unsanitary and a breeding source for pests and molds. Sec 62-2 (7)
It is unlawful to allow grass, ground cover and weeds to grow unchecked and exceed 8 inches in height. Sec 62-2 (c)
Keep your yard free of litter, garbage, rubbish, trash, yard waste, lumber, junk, old appliances,
old furniture, tires, barrels etc. at all times. Sec 26-10 (j); Sec 26-6(g)
On February 8, Keep Winston-Salem Beautiful held their
annual Volunteer and Sponsor Celebration Program with a
luncheon at the Twin City Club. All of the major events and
programs were recognized, including West Salem's Tree
Project and the Community Roots Day tree planting in West
Salem. Keep Winston-Salem Beautiful, Inc is a non-profit,
volunteer organization whose mission is to enhance the
appearance of the City through clean-up events,
beautification projects and educational activities. The West
Salem Neighborhood Association was recognized as a 2011
KWSB Platinum Sponsor, as was the West Salem Garden
Club - both for their donations to the West Salem Tree
Project. But more important than these recognitions was the
honor bestowed upon our neighbor Barry Lyons, who
received the 2011 Jerry Long Memorial Outstanding
Volunteer award for his work in guiding the West Salem
Tree Project to success. Barry, West Salem thanks you!

Recycling pickup will now occur every
other week. You can put ALL your
recyclables together in the cart and place
the cart at the curb for automated
collection every other Wednesday. No
sorting necessary. If you are not
physically able to get your cart to the
curb, you can fill out an exemption form for a crew to service your cart. Call 311.

What 96 gallon rollout carts were
delivered to West Salem for the new recycling program.
When The new carts should not be used
until Wednesday, April 11th. Until then, continue with your green bins.
Why
how
The city has been testing rollout
recycling for the past 3 years and saw an
increase in recycling by 30%. The new
system also saves fuel and reduces emissions.
where The new carts are not allowed to remain on the
sidewalk or your front yard on non-collection
days. Please find an appropriate place to store
your cart on your property. The green bins you
currently have are yours to keep. If you don’t
want them, place them in your new rollout cart to be recycled.

Recycling Changes
Meet Dennis Hopper. No, the late Hollywood actor didn’t call West Salem home,
but his frog counterpart does. Having grown up from a wee tadpole in a quaint pond on Mulberry St., Mr. Hopper is a West Salemite through and through. He shares his home with fellow frog, Kermit. Since Kermit has been on the scene for 3 years, he showed Dennis
Hopper the ropes, including introducing him to the other brood in the pond. First, there was John and Joann. Not to be confused with their namesakes and
owners of the pond, this particular John and Joann are a pair of red-eared slider turtles. Rescued from an ad on Craigslist, they were brought home to live a peaceful life in West
Salem. Who knew they were in love and smitten with adventure? Those two were caught trying to cross Broad Street one day. True Story! They’ve since taken off for their next adventure-probably a Vegas wedding-so only time will tell if spring brings them home. The
pond awaits. In the meantime, Franklin is holding down the fort. Franklin, the turtle, is a
homebody. He was found by Gage, who is the grandson of the people versions of John and
Joann. Gage kept Franklin inside for 3 weeks while they played and bonded. Franklin likes his people friends and pond so much that he wouldn’t dream of leaving. He’s already as big as the palm of your hand.

West Salem would like to congratulate a local track star, Myshale Spigner, who is the granddaughter of West Salem neighbor Irma Jackson. She
is running the New Balance National Track Event in New York City on March 9-11. Myshale is a 10th grade student at Parkland High School
and has qualified in all of her events since she began running track last year. Myshale runs the 300 meter, 4X400 meter relay and the 4X200
meter relay. The Parkland High Indoor Girls Relay Team is 2nd in the state. Congratulations Myshale and good luck!

An event in the fall of 2011 marked a first for the organization and West
Salem. As the founder of the Historical Association, I conducted the first history bus tour of the historic West Salem district in November. The tour was organized by the Shepherd Center as part of their project to "Discover
Winston-Salem." Four locations were chosen; West Salem, West End, East Winston, and Downtown. College Park Baptist Church provided the buses for the tour. They also provided a luncheon for tourists at the church. Four tours
over a two-week period helped become one of the most successful fundraisers for the Shepherd Center. Interest was so overwhelming for the West Salem tour, a larger bus had to be brought in. I had the pleasure to connect with local
tourists as well as those from abroad. Representation of tourists from churches and organizations in and around Winston-Salem opened up new connections for the WSHA. Future bus tours and walking tours of the neighborhood are being planned for 2012.
I have a new book arriving in 2012 entitled "Historic Forsyth County." West Salem and East Salem play a large part in the creation of Forsyth County in
the book. I am also working with the WSHA to produce a sequel to the "Ye Old West Salem Scrapbook, circa 18th and 19th Century." The new scrapbook will concentrate on the 20th Century of our history/1900 forward.
What is all the history without a little bit of fun? For several years, I have been asked by residents to produce a ghost story book of our area. If all goes well,
a publication could be released in the fall of 2012. Added fun will be a West Salem ghost tour in late fall organized by WSHA and myself.
