Last week the varsity soccer forward signed off for St. Mary’s where she’s given a full ride scholarship to continue improving her game. “She definitely will be missed when she’s gone. She helped the program take a turn,” head coach Kamal Singh said. “Since I’ve been here, she’s the first D1 scholar (the team has had).” A member of the varsity team since she was a freshman, Jaylen has gotten the team to win more and more. “This is my 11 th year at River City and the last five years started turning around once Jaylen and her crew came, her and four other girls, they definitely had a huge impact on the program” the coach added. A very humble player with undeceiving speed, it’s as though Jaylen possesses an extra gear, Singh says. ”She can turn on that gear whenever she wants to … Over the years she scored some great goals. She’s won some games with her athletic ability for us. She’s a team player. She loves being a part of this team.” One such game Jaylen describes as a high- light for her time thus far at River City was against Woodland High School last year when in the last three minutes she scored two goals, making the score 3-0. “They’re our biggest rivals,” she says. In conditioning now for River City, Jaylen hopes to lead the team further than ever in the playoffs and she hopes to make the All City List. “I made it last year; to make it again would be good,” she said. Having played club soccer for Sacramen- to United, which practices at Granite Park in Sacramento, since she was 8 years old, Jaylen has traveled all around California. “I played the majority of my games with them. I found a lot of coaches help me,” she said. Excited to attend St. Mary’s and study ki- nesiology and eventually practice physical therapy, she said she likes the smaller feel of the college. “I went on my official visit in October and met all players coming in and with the ones that are there and we got to bond a little.” At the sport since she was just 3 years old (4 years old on a team), Jaylen said her parents have been her primary inspiration. “They inspire me to do my best. Washington Unified Kick Starts New Dual Language Immersion Program By Bia Riaz [email protected] Although the city of West Sacramento is a mem- ber of the Yolo County Homeless Coalition and participates in implementation of the Ten-Year Plan to end homelessness across the county, around 2010 the city noted a marked rise in citi- zen complaints and concerns related to homeless- ness issues and realized a specific plan to address the unique needs of our city needed to be created. Through a Community Development Block Grant, the city worked with community stake- holders, concerned citizens, service providers and other partners to develop the 2013 Homeless Up- date on Oct. 16, 2013. The goal of the 2013 study was to analyze and determine the most effective way how to use the city’s limited resources and “provide a com- passionate response to inner-city homelessness, while providing the community with a sense of safety and security, while encouraging respect for all residents.” The 2013 study helped the city de- velop an informed homeless policy based on the guiding principles of respect, sustainability, ac- countability and cooperation. The report details each city department’s roles and responsibilities for addressing homelessness. As a result of the research and work of the 2013 Homeless Update, the city developed the 2013 Homeless Action Plan on Nov. 6, 2013. The Ac- tion Plan is based on the principles from the 2013 Homeless Update, and focuses on: enhancing pub- lic safety; improving communication between the city, county and other stakeholders; expanding resources available to combat homelessness; and developing effective delivery systems for services. “The intent of this Action Plan is to reduce the number of persons experiencing homelessness in West Sacramento and to minimize the negative impacts of homelessness on those who are experi- encing it directly and on the community at large.” -- West Sacramento Homeless Action Plan, Page 2 The Action Plan contains 24 Recommended Actions which include: Enhancing Public Safety Activities Improving Communication/Coordination be- tween the City, County and Stakeholders Resources Actions “Neighborhood Court” Pro- gram Developing an effective delivery system for ser- vices to homeless persons and families Homeless Action Plan also contains an imple- mentation schedule in Appendix A Both documents are available on the city’s Com- munity Development Page under the heading of Homeless Strategy: https://www.cityofwestsac- ramento.org/city/depts/comdev/hci/housing_poli- cies_and_studies/hmlsstrat.asp The News-Ledger recently reached out to Aaron Laurel, Economic Development and Housing Di- rector for the City of West Sacramento to inquire about the status of the implementation of the rec- ommended actions. According to Laurel, in the 18 months since the creation of the Homeless Action Plan, all of the 24 Recommended Actions have been implemented. Most importantly, the city now has a dedicated Homeless Coordinator, Ryan Collins. This new position allows the city to conduct “on the street” The Washington Unified School District (WUSD) an- nounced the launch of a new Dual Language Immersion Pro- gram in English and Spanish next school year to help stu- dents develop strong skills and proficiency in both their native language and English. “Fluency in multiple languages is a phenomenal asset to our stu- dents,” Linda C. Luna, WUSD Superintendent. “The program will work to strengthen our stu- dents’ cognitive abilities while broadening their academic and global understanding—better preparing them for success out- side the classroom.” Dual language immersion programs utilize two languag- es to teach academic content in the classroom. The programs provide the same academic content and address the same standards as other education- al programs while incorpo- rating two languages over an extended period of time, from kindergarten through grade eight. Students participating in dual immersion have a unique op- portunity to develop high levels of language proficiency and lit- eracy in both program languag- es, to demonstrate high levels of academic achievement, and to develop an appreciation for and an understanding of di- verse cultures. Students will have the opportunity to receive a State Seal of Biliteracy on their high school diploma recog- nizing that they have attained a high level of proficiency in speaking, reading, and writing one or more languages in addi- tion to English. The program will begin at Elk- horn Village Elementary School in August 2016 with Kindergar- ten students, adding a new grade every subsequent year. Families interested in enrolling children should complete the Dual Im- mersion Application Form and Student Registration Form. Both forms may be obtained and submitted at your school office on the WUSD Registration Day: Saturday, February 27, 2016. Past the house with four vehicles in the front yard (many residents on this road did not bargain for the eventual devel-opment of Jefferson Boulevard into a major thoroughfare, and would prefer the old days when they could maintain their various auto repair, boat repair, and livestock compounds in peace), there sits a particular family-run con-venience store.Owned and operated by a group of cor-

dial Middle Eastern gentlemen, this store offers a variety of arcane snack items (fresh dates, kangaroo and elk jerky, Dr. Pepper-flavored bubble gum, jalapeno lollipops) as well as a respect-able display of incense and the usual wall of Doritos. If you look hard enough, you may find a set of drill bits (dis-counted, since the 3/16th is missing) in the tiny housewares aisle. More often than not, a soccer game plays silently on a screen mounted above a bin of dog and cat toys.The apparent patriarch of the family

usually sits in a comfortable-looking armchair off to the side of the cash reg-ister, silent and wise-looking. A young-er man, probably a nephew, is stationed at the register. He wears a droll expres-sion, and a spotless Oakland A’s jersey.The store is plentifully stocked with

beer and other sundries, so a healthy wave of thirsty customers swings through at peak times: right after 5 pm, right before an NFL game, or right be-fore cut-off time.But, tonight is a very special night; a

magical night. Power Ball Night. $1.5 billion at stake. The urban myth is that the farther out of the way or obscure the store, or gas station, the better chance one has of chalking up a win.On this night, the myth is operational.

As the clock ticks towards launch, it’s clear that a mob scene is developing. In due time, a second relative is sum-moned to help process the tsunami of Power Ball slips and jolly requests for Quick Picks. There is a festive air in the place. The patriarch gets up from his chair and slips on an Adele CD.As the patrons wait expectantly in

line, they daydream to themselves: What Would One Do With All That Money? Is that too much money? May-be drop everything and move to Bermu-da, and give a giant chunk away to the Red Cross? One woman in a fast-food uniform

shouts gleefully, “Give me 40 Quick Picks!!”Some players are more esoteric.

They study the fill-in tickets with the intent gaze of a pharmacist, and pop-ulate their tickets with random but significant numbers: mother’s birth-day, last two digits of a license plate, year that Led Zeppelin’s first album came out, etc.The tickets are distributed efficient-

ly and without a hitch. The custom-ers head home with their hopes and dreams, and a thick fog settles over West Sacramento. Somewhere a dog barks, unconcerned with magic num-bers. All he knows is, when his master gets home from the store with a fresh rawhide bone, the party starts.

Matías Bombal’s HollywoodHail, Caesar! The MPAA has rated this PG-13 Universal Pictures re-

leases the latest Coen Bros. picture, “Hail, Ceasar!” a comedic look at a classic movie studio so very close to the real M-G-M of the Golden Era that the characters are named after real M-G-M executives. It was even filmed at Sony Studios, what had once been the M-G-M studio. Set in the 1950s, it relates the ex-perience of the studio’s cover-up executive, the man in charge of keep-ing the company’s hu-man assets, actors and others under long term contracts, from any bad or unfortunate publicity. In an era before the tab-

loid insanity of today, the movie studios carefully controlled all publicity about their personalities, which they built up over time with considerable in-vestment. From arranged marriages and dates for publicity that would bene-fit the studio, to the more unseemly issues covering up homicides, underage sexual encounters, sex-ual deviance and a host of other issues that some movie starts might get in-volved with that must not reach the press.Josh Brolin stars as just

this type of a “fixer” for the fictional Capitol Stu-dios, Eddie Mannix. We see that he has a quiet home life with his wife and two kids, although hardly there as he’s up at all hours keeping way-ward studio assets from disaster. At the beginning of the picture, he’s pulling away an underage starlet from a photographer tak-ing French postcard type photos of her and bribing the police, who he knows on a first name basis, not to mention a thing about the issue in the press.Mannix has a stressful

life, and with two kids, a

job with less stress would be helpful. He finds him-self going to confession ev-ery day, where he tells the priest that he lies to his wife about quitting cig-arettes. Mannix is being courted, in a rather clan-destine fashion, by a lead-ing aeronautical company to come work for them for much better money. The core of this movie is about his unease in choosing to stay in the movie business or take the job with more security and less stress.Peppered around this

thin core story are sev-eral delightful vignettes evocative of movie studio life in classic Hollywood. Mannix’s stress is bound to get worse when a group of disgruntled commu-nists have kidnapped the studio’s biggest male star, Baird Whitlock, played by George Clooney. They hold him for ransom. Whitlock is loosely modeled after a Robert Taylor type. Thus, this movie studio’s biggest biblical epic in produc-tion, “Hail, Caesar!”, so very much like M-G-M’s two versions of “Ben-Hur” comes to a grinding halt.Eddie Mannix in real life

was indeed a “fixer” at the M-G-M studios. Although Brolin’s role has the same job and name, the movie is not a depiction of, or a biographical account of the real Eddie Mannix. You’ll also hear the name Nick Schenck talked about on the phone in the movie as a studio boss. It is not supposed to be the real Nicholas Schenck, chief executive of Loews,

Inc. which owned M-G-M, the real life boss of Louis B. Mayer, Irving Thalberg and others.We also get to visit the

studio’s big swimming star, DeeAnna Moran, played by Scarlett Jo-hansson, who gives us her best Esther Wil-liams, in sequences ac-tually shot in Esther’s original pool stage at what had been the real M-G-M. She has a child with no father for Ed-die to fix. Then there is the tension between the director of refined draw-ing room comedies, Lau-rence Laurentz (Ralph Fiennes) and cowboy star Hobie Doyle (Alden Ehrenreich), an Audie Murphy type struggling with his drawl to say lines in a clip Brit accent trippingly.It is 26-year-old Alden

Ehrenrich which makes this picture so enjoy-able, along with some very brilliant comedic vi-gnettes that classic mov-ie fans will really enjoy. Sadly, the movie’s thin plot and very rushed un-satisfactory ending was a great disappointment. It was great to see some great vintage Hollywood spots in the movie, in-cluding the inside of the old Hollywood Palla-dium, which serves as supper club where Hobie takes his arranged date, Carlotta Valdez (Veron-ica Osorio). You’ll also see the beautiful Los Angeles Theatre, where Hobie’s movie premières. The Los Angeles is one

of the nation’s last great movie places. I was so disappoint-

ed that this movie did not meet the excel-lence of the past work of the clever and artis-tic Coen Brothers, yet it has fun moments for movie fans, the best of which occurs with a film editor played by Frances McDormand and an old film editing device called a Moviola. Also in the picture, Til-da Swinton in a double role as sister gossip columnists, Jonah Hill, and Channing Tatum.

The Choice The MPAA has rated this PG-13 Lions Gate offers “The

Choice”, the latest movie adaptation of a Nicholas Sparks romance. The cast is not made up of major players other than the great actor Tom Wilkin-son as Shep, the local veterinarian in a coastal town where opposites be-gin to attract between two neighbors, Travis (Benja-min Walker) and Gabby (Teresa Palmer).The two fall in love after

a rough start as they an-noy each quite a bit. Natu-rally, there are complica-tions, in that he’s a ladies’ man which few find hard

to resist, and she actual-ly has a boyfriend, Ryan (Tom Welling). As much as my colleagues

deride these Sparks movie romances, which he also partially produces, I find in them values not seen in many modern movies. The story development is slow, which I like, allowing the characters to be properly established. There are no explosions, nasty dialog or loud music. Nor will you find all those comput-er graphic infested ele-ments of pop culture gar-bage that may be seen in most major releases. They are in a way rather old fashioned. To me, that’s a value. It’s nice to see these lesser known actors have a chance to have di-alogue advance the story

with some rather beauti-ful photography; in this, it is the fine work of Alar Kivilo.In one sequence, Travis

takes Gabby to his tiny private island, his spe-cial place. This is evoca-tive of the scene between Greta Garbo and John Gilbert on the Isle of Friendship in the 1927 silent movie “Flesh and the Devil”, right down to the row boat. This movie will likely quickly be for-gotten. It is not very good, but yet, for the reasons I mentioned, not that bad either. Nicholas Sparks’ movies are the movie ver-sion of Hallmark cards or paintings by Thomas Kinkade: A pleasing, pret-ty serenity but without much life.

The reporting per-son stated the suspect was intoxicated, possibly had a gun and was trying to break into the home. It was reported that the suspect had also assault-ed another male earli-er causing injury. Upon contact in public, the suspect was detained. He had slurred speech, a strong odor of alcoholic beverage, unsteady gait and admitted to drink-ing. No charges were pressed for the assault. He was handcuffed and booked into Yolo County Jail for being unable to care for himself.

Jan. 30 at 10:55 a.m. -- Reporting Date and TimeThe suspect was placed under citizen’s arrest by store security after he was seen selecting store merchandise and refunding it for cash at customer service. The suspect surrendered the cash back to security. While in the security of-fice, the suspect tried to grab his keys after the security officer placed them on a self. The secu-rity guard was bumped and she hit her head on the shelf. The suspect accepted the citizen’s arrest. No store employ-ees were injured at this location of incident, the 700 block of Riverpoint Court.

During an altercation, the suspect pushed the victim three times and the victim was not in-jured, but desired pros-ecution. They live near each other and the sus-pect refused to calm down. Feb. 1 at 11:47 a.m. -- Reporting Date and TimeThe suspect was trespass-ing in a motel room at the 1800 block of West Capi-tol Avenue. The suspect had a confirmed felony warrant and two misde-

meanor warrants. The suspect was in possession of methamphetamines. The suspect was arrest-ed and booked into Yolo County Jail.

Feb. 1 at 1:45 p.m. -- Re-porting Date and TimeA transient was advised to leave the 1800 block of West Capitol Avenue. He threatened to assault and kill the victim. Upon exiting the room momen-tarily, the victim closed and locked the door. The suspect pounded on the door and continued his threats. The victim felt in danger and called the West Sacramento Police Department.

Trees for Tomorrow – Free Shade Trees!: The city of West Sacramento in part-nership with Tree Davis has been awarded a large Cap and Trade Grant designed to reduce Greenhouse gas by planting trees. The target area for the grant is north of the deep-water channel. Feb. 29: Yolo Community Foundation (YCF) Yolo Youth Service Award Deadline, an affiliate of Sacramento Re-gion Community Foundation (SRCF), announces that guide-lines and application process for the 2016 Yolo Youth Service

Award scholarships (YoYo-SA) are now available online at www.yolocf.org and www.sacregcf.org. Applications are due Feb. 29 and must be com-

pleted online. YoYoSA awards will be announced by Friday, April 8 and awardees will be recognized at a reception hosted by Yolo Community Foundation in April. YCF seeks applications from high school seniors who have volunteered with a recog-nized Yolo County nonprofit at least 60 hours during their junior and/or senior years of high school. YoYoSA student awardees will receive a $1000 scholarship to support post-high school education, which may include college, vocational, or technical school. A $500 grant will be awarded to the non-profit agency sponsoring each YoYoSA student scholarship winner. The YoYoSA program is designed to promote Yolo County youth volunteering with local nonprofit organizations, and encourages Yolo County nonprofits to engage with youth volunteers. Yolo Community Foundation strives to boost local philanthropy by serving donors, nonprofits, and youth in the Yolo County area, and is proud to recognize tomorrow’s leaders in local philanthropy through the YoYoSA program. Cheap “Fixes” for Pet Dogs and Cats: Pet owners in West Sacramento can apply to have

their pets spayed and neutered at a deep discount during “Spay Day Sacramento 2016.” The program is open to Yolo and Sacramento residents and West Sacramento residents are en-couraged to apply. Who is eli-gible? Pet owners who receive public assistance and/or have an annual household income of $35,000 or less. Priority will be given to pit bulls and Chihua-huas (including mixes).What is provided? Each pet will receive spay or neuter surgery, permanent microchip identifi-cation, and core vaccinations. An advance appointment and proof of income is required. Limit two pets pet household (dogs and cats only). How much does it cost? Just $15 per cat and $20 per dog.Where is it? Spay and neuter surgeries will be provided at participating veterinary clin-ics and animal shelters on or around Feb. 28. HOW TO AP-PLY: Fill out an online request form at www.sacanimal.org. Spay Day Sacramento is an an-nual event run by the nonprofit Sacramento Area Animal Co-alition; since 2000, more than 9,300 dogs and cats have been spayed or neutered through the program.
