Environment
Th e region’s Fish and Wildlife Com-pensation Program has gained a stay despite a looming closure order by BC Hydro.
One week ago the B.C. Wildlife Fed-eration’s Al Martin, director of strategic initiatives, said he met with the Minis-try of Environment’s assistant deputy min-ister and the execu-tive director of the Ministry of Forests, Lands and Natural Resources in Victoria over the issue.
Martin said the
future of the experi-enced employees in the program, based in Nelson, and the need for transparen-cy in the administra-tion of the program were talked about.
Although support for independent op-
eration of the pro-grams was needed — serving the needs of compensation programs than BC Hydro’s needs — a process was still needed to deal with what form the FWCP would take.
“It is clear that the program will contin-ue,” Martin said. “I also think it is clear that it won’t continue in its current make-up.”
Further discus-sions will take place on how that might occur, but protection of the investment in the employees was secured, said Martin.
Th e Fish and Wildlife Compensa-tion Program com-pensates for the im-pacts to fi sh, wildlife and their supporting habitats aff ected by BC Hydro owned and operated genera-tion facilities.
Th e program de-fi nes compensation
objectives that re-fl ect the goals of a partnership between BC Hydro, Ministry of Environment and Fisheries and Oceans Canada and aligns with provincial and federal fi sh and wild-life conservation and management objectives in the ar-eas where BC Hydro works.
In 1995 the Fish ans Wildlife Com-pensation Program was established in or-der to off set the im-pacts resulting from construction of BC Hydro dams in the Canadian portion of the Columbia Ba-sin. Since 1995, the FWCP has invested more than $55 mil-lion in fi sh and wild-life projects. Almost one third of FWCP projects focus on species-at-risk.
Th e layoff notices issued to Nelson staff in October will aff ect at least six jobs.

Th e recent Win-ter Carnival turned Rossland into a town bustling with activity. Over the weekend, everywhere you went, there was something to do, from learning to luge to watching insane ski and snow-board tricks from the downtown beer gar-den. Th e beer garden itself was a series of sculpted ice, carved out Friday morning.
Friday was busy, with the King of the Mountain race start-ing off the day. Pete Golden took the king’s crown with the fastest combined time on snowboard, alpine and telemark skis. Golden was the defending champion from last year.
Later on Friday, carnival-goers took to Columbia Avenue to march down the street in their best Olaus (carnival founder) Jeldness costume. Fire dancers blew fl ames and the Rossland Fire Department followed close behind.
Th e fi re danc-ers gave an encore later that night, with crowds amassing in
the street. On Queen Street, the Rail Jam kicked off with fi re-works and skiers and snowboarders show-ing off their best free-style tricks. Th is fol-lowed the fi reworks on Red Mountain.
On Saturday, the fi refi ghters put on a pancake breakfast to fuel people up for the Sonny Samuelson Bobsled Races down Spokane Street. Rac-ers got up to speeds of 71 kilometres per hour, despite slower snow conditions. Th ere were a few dra-matic crashes as well.
Friday night, skiers
packed onto the T-bar at Red Mountain Re-sort for the family fun night, which featured night skiing.
Both Friday and Saturday included showings of Ski Bum the Musical and live music at the local es-tablishments.
Sunday, the Olaus Invitational BC Cup Luge Race was off to a start as luggers who qualifi ed through the learn to luge sessions on the other days competed for the fast-est down the course
on the side of Red Mountain.
Th e Rossland mu-seum was open for hot cider and coff ee and nearby the Kids Car-nival had snowmobile rides and maple taff y for the younger carni-val-goers.
Th e John Heintz Race Relay from Red to the Lions Camp-ground, where the Kids Carnival was taking place, fi nished the weekend off as racers skied, biked and snowshoed to the fi nish.

The Kootenay Ice major midget team hosted the South Island Thunder-birds this weekend at the Nelson and District Community Complex. On Saturday night the team — comprised of players from all around the East and West Kootenay — built a three goal lead after forty minutes, but let it slip away in the third. The Thunderbirds notched three unanswered goals in the fi nal frame to earn the tie. Sunday’s game was tied at 1-1 after the fi rst two periods. South Island managed scored early in the fi nal period, but the locals pushed back hard with three straight goals to close out the game and earn the 4-1 victory. The Ice are now tied with the Thun-derbirds for tenth place in the 11-team BC Major Midget League. The Ice now travel to Coquitlam this coming weekend for a two-tame set with the third place Vancouver NE Chiefs.

ARIES (MAR 21 – APR 20)Coming to better realize who are your true friends and what is most important in life is a current focus. This is a time when
deep heart felt feelings are opening your mind and vice versa. Yet confl icts between how much you feel you give and receive
may be an emerging issue. You would like to achieve a more balanced deal. Aim to achieve your goal, patiently yet surely.
TAURUS (APR 20 – MAY 21)You stand to be commanding a lot of attention now. You are in an ambitious and expansive mood. To achieve your goals you may
have to overcome a needy attitude and exercise full integrity. This implies a willingness to earn verses feeling you deserve. There
remain some important skills you must learn involving changes in your perspectives before you can lay claim to greater success.
GEMINI (MAY 21 – JUN 21)Many new realizations are illuminating your mind. These are leading you to forge ahead in new ways. Yet, there
remain some core issues that you must overcome. These are linked to home and/or family. Your willingness to do
some real inner work to ‘clear stuff’ or actual renovations is ideal. Your sights are set and your focus is sharp so
make use of this determined state of mind.
CANCER (JUN 21 – JUL 22)You are ready to nurture new dreams. Yet to succeed you may have to take an inventive and collaborative approach. This
will require that you do some research. Facing certain fears is part of the deal. There is nothing wrong or bad about having
fears per se’, yet denying that you do will simply block progress. Identify and confront these blocks and you will prevail.
LEO (JUL 22 – AUG 23)Increasing your social network continues. Ideally you are ready and willing to reach out and stretch as necessary. You
may not feel as confi dent as you like yet with each realistic step you take your confi dence will rise. Take initiatives to
ask, outline proposals and negotiate. Balance deliberate action and patience with the outcome for best results.
VIRGO (AUG 23 – SEP 22)Sudden changes in your health linked to your lifestyle or the other way around are now in focus. You want to achieve
better results and more abundance. Work with your powers of imagination for best results, as in visualizing success. Yet,
avoid making assumptions about what others can or will give to you. Rather, be willing to give more and invest as well.
LIBRA (SEP 22 – OCT 22)A creative wave is washing in. This will inspire your playful and romantic nature. Passionate urges could be well received.
At worst, you will feel anger if despite all these feelings you feel unable to enjoy or express them. If this is the case, Mars
retrograde in Virgo may be worth further investigation for better understanding and healing.
SCORPIO (OCT 22 – NOV 21)Home and family remains a central focus. Safeguarding yours and the individuality of others is a priority. For the sake
of love you are willing to make changes and adjustments. This may be activating innovation and invention. Visions of
the future are directing your focus, yet are they realistic or are your actions to achieve them? Reality check!
SAGITTARIUS (NOV 21 – DEC 21)A busy time with places to go and people to see and network with is a source of excitement now. Inspirations to
advance are rising. Yet, are you leaning on the past? Ideally, you are open to learning new ideas, methods and skills. This
can prove to be a very constructive time during which you acquire new knowledge and abilities.
CAPRICORN (DEC 21 – JAN 19)Consolidating your foundation is linked to making connections with key people. Tapping the creative resources of others
can be a win/win deal. Yet, you may also sense an emerging urge to push for new levels of freedom. This trend will
continue for a while, so get clear on what is implied. Aim to balance personal freedom with cooperative intentions.
AQUARIUS (JAN 19 – FEB 19)You are in the mood to assert new leads. Being focused yet keeping an open mind is ideal, yet could prove complicated.
Your willingness to be open to new perceptions about yourself and others will help. Beware of jealousy; nobody can have or
live anybody else’s life. Take the time to get clear on what you feel you genuinely need verses would simply like.
PISCES (FEB 19 – MAR 20)A busy time behind the scenes continues. You may get called out, yet you want to get a lot done and so frivolous
activity will leave you impatient. An activation of your ambitions is underway. Some confusion about what you
really want and need in relationships is part of the plot. Redirecting these energies to self-improvement over the
next few months could prove very successful.
TIP OF THE WEEK: On
February 9 Neptune will enter Pisces
and will travel though the sign of the
fi shes, its own sign, until 2026. This 14 year
cycle will activate new levels of awareness and new priorities. At best, it
will re-awaken people to the importance of empathy, compassion and imagination. Ideals like ‘choosing to live simply so other
people can simply live’ will become more popular. Exploitative attitudes and selfi sh activity for the mere sake of ‘unnecessary’ personal
profi t will become increasingly unpopular. Neptune in Pisces will signifi cantly stimulate imaginations and even mystical states of awareness in
mass proportions. Telepathy and other forms of psychic perception will increase measurably. Religious dogma and separative belief systems will yield
to a genuine spirituality where unity becomes the new mantra. This coincides quite nicely with the positive predictions linked to 2012. Are you ready for a
massive transcendental wave to stimulate ascensions in consciousness to greater heights than ever before? Well, ready or not…. Some of the more mystical voices
are asserting that Homo Sapiens are rapidly evolving to an elevated status called Home Spiritus.
