This two-lane bridge allows for state Highway 87 and state Highway 73 to connect Port Arthur in Jefferson County on the southwest bank of the Neches River with Bridge City in Orange County on the northeast bank. Until the construction of the two-lane Veterans Memorial Bridge (cable- stayed) in 1990, the Rainbow Bridge carried traffic in both directions. Today the bridge carries close to 27,000 cars and trucks with heavy loads on a daily basis. “We’re completely repainting the bridge and doing all the repairs that need to be made,” said Harriet Sarah Dupre, public relations office of the beau- mont district of TXDOT. “It’s a very well-known bridge and a symbol of the area. It meant a lot when it was built and it was a huge accomplishment. Some people have said that has enough steel to build a bat- tleship, so it is a huge bridge. ALLU Screener Crusher Meets Tough Demands of AlaskaFor contractors in Alaska, nothing comes

Construction Company has specialized incomplex and challenging projects, often inremote locations; that is, projects that requireextensive preplanning and the ability tocoordinate and manage difficult logisticalissues. Finding a piece of equipment thatmakes the company’s job easier and one thatcan be used on each of their jobs helps thatcoordination and logistical planning gomuch more smoothly. After using the ALLU D-Series DH4-

27/60 screener crusher attachment for a jobin 2010, Osborne went to ConExpo-Con/AGG 2011 and purchased one fromALLU Group, Inc. to attach to its 66 ton (60t) John Deere 600C LC excavator. “To date we’ve already used the ALLU

attachment on three job sites and are gettingready to use it on a landfill job coming up,”said Don May, civil manager of OsborneConstruction Company. “At each job site it has helped us over-

come challenges quickly to get the job doneon schedule. One of the advantages of theALLU screener crusher is that you don’thave to set up a big operation for screeningand loading. We just attach the ALLU andget the job done. We were direct-loading 40ton arctic trucks on one of the jobs and weregetting 300 to 360 ton per hour of screenedmaterial. Having as small of a footprint aspossible is important to us, and this one piece

of equipment has allowed us to save extraproduction equipment and man-hours.”

Foundations For Military Housing

Contracted to build 303 units of militaryhousing in Joint Base Elmendorf-Richardson (JBER), Alaska, Osborne quick-ly discovered that the on-site material theywere using under the concrete slab containedcobbles (called “big bones”), which arerocks that are generally 2.5 to 15 in. (6.4 to38 cm) in diameter, in the raw material.Osborne built the previous housing phase 2near the site in 2004 to 2006. “On the Phase 2 we ran into poor concrete

yield, 15 to 20 percent off from theoreticalyield projections because the cobbles werecausing the edges of the areas excavated for

the thickened edge slab of the slab to col-lapse. For phase 3 we considered using moreconcrete but it was much cheaper to screenthe top three feet of under slab material,”said May. They started off screening 140,000 yds.

dation quality, Osborne brought in theALLU screener crusher attachment to screenthe cobble material for the slabs. “Once we screened the bones, the yields

came back to within a couple of percent ofwhat the theoretical yield projected. We hadgreat success not having the bigger rockthere.”

In addition to saving money using the on-site material, they were also able to continueon schedule with the job because the cobbleswere being used for construction roads andin the waste fills to keep the trucks from get-ting stuck in the mud.

Railroad ExtensionWhile building a railroad extension in

September of 2012, the Osborne crew wasusing a ripper bucket on the John Deere600C LC loosening to a depth of 6 ft. (1.8 m)for a length of about 3,000 ft. (914 m) afterthey ran into frozen material. “The materialmade spec, but it was full of frozen chunks,”said May. “Normally all the material wouldhave been hauled off and replaced. Instead,we ran the material through the ALLUattachment, screened off the big stuff andreused the material in place. Everybody wasreally happy.” Specializing in complex and challenging

projects requires extensive preplanning andthe ability to coordinate and manage difficultlogistical issues. Finding a piece of equip-ment that makes the company’s job easierand one that can be used on a variety of jobsmakes that preplanning go much moresmoothly. “The ALLU attachment fits this criteria.

At each job site it has helped us overcomechallenges quickly to get the job done onschedule without setting up a big operation.I have no doubt it is a piece of equipmentthat will be frequenting our upcoming proj-ects,” said May.

Doosan, Alaska Contractor ‘Get Er Done’For specialty contractor Scott

Yaskus, the road to success is over-loaded with obstacles: cold weather,limited working season, long travel dis-tances, a shortage of available rentalequipment and stringent deadlines. His11-year-old company, however, has metthese challenges to achieve an unprece-dented market share of projectsthroughout the biggest state in theUnited States.

Yaskus and his 19 full-time employ-ees travel to every corner of Alaskaworking for petroleum retailservice stations. They doeverything from full sitedevelopment to 24/7 fieldservice, including repairs,remodeling, new construc-tion, and testing and certify-ing.

When Yaskus started hiscompany, he already had 14years of experience workingin Alaska, providing fuel sta-tion construction, mainte-nance and operation. Initiallyhis firm, Prism Design andConstruction, did service andsome installation work.

“Out of the blue one day, a majorpetroleum retailer called me to repairthe car wash portion of a service sta-tion,” Yaskus said. “I had never doneone, but eventually I figured it out.Next, they had me do remodels, andthen three new builds. The businesskept growing to where my companynow has a majority market share of allthe retail fuel-related work in Alaska.”

He said between 1998 to 2000 therewas a huge push to get service stationsupgraded. After that, the work taperedoff and several firms got out of the busi-ness. He started his business in 2003when there was not a lot of work. That’scertainly not the case today.

“My biggest concern is getting mypeople where they need to be with thematerials and equipment to do theirjob,” said the owner of the Wasilla-based company. “One day a crew couldbe flying somewhere, the next day driv-ing 400 miles to a job site. We take pridein doing the project correctly the firsttime. For that you need everything right— people, supplies and Doosan equip-ment. We’ve got those bases covered.”

That’s good because there are a lot ofunique circumstances that his companyhas to regularly deal with — particular-ly fewer, shorter workdays. Service sta-tions throughout Alaska want to avoidany disruption from May to September, the prime tourist season, when many

of them do 80 percent of their annualbusiness.

“After summer ends we have to doall our underground work fromSeptember to November,” Yaskus said.“Our paving season shuts down inOctober. To continue working in winter,we have to use heated tents. Still, wehave to wait until spring to complete thepaving work.”

Although most service stationremodeling and teardowns are limitedin summer, Yaskus can take advantage

of up to 19 hours of daylight to do serv-ice, maintenance and new builds. Inwinter, the amount of daylight shrinksto as little as six hours. Temperaturescan be as low as -30 to -40 and the workstill goes on.

Tight SchedulesAs an example of how time-sensitive

a project can be, Yaskus said that on araze and build, he may have 90 to 100days to demolish a building, strip thesite, remove all debris, install new tanksand fuel system, build a new structureand have it fully operational.

“That’s why we have a broad rangeof skills, so the entire project flowssmoothly,” he said. “We do all our owndemolition, dirt work, electrical, piping,tank installation and carpentry. Now wesub out very little. Not many firms cando this much of the job themselves.That’s our niche. In fact, the clients wework for only put out bids to a fewselect contractors who they know canmeet the deadlines and still keep up thequality of work. We work very hard tobe on that short list and our Doosanequipment helps keep us there.”

Limited Rental EquipmentA shorter work season has made it

difficult for Yaskus to rent high-demandconstruction equipment at times. Whenmachines were available, the econom-

ics of renting could be overwhelming.“When I traveled to a place like

Fairbanks [400 miles away], I tried torent an excavator for a two-day job,” hesaid. “No luck. So I decided it would bebetter to have my own equipment andhaul it to job sites when I could.”

Two other factors led to Yaskus seri-ously looking at purchasing an excava-tor. In 2005 and 2006, he started doingmore site work, including removingtanks, tearing down buildings and put-ting up new installations.

“I used to sub out much ofthat work and it was costingme a fortune,” he said. “I waspaying and still had to beonsite directing the project. Ifigured I could save money,have better control of theschedule and have equip-ment available throughoutthe year if I had my own.”

Economically, it was awinning situation.

“When I would rent anexcavator for a month itwould cost $15,000 to$20,000, and then I wouldneed it again three weeks

later. Sometimes only for a few days ata time,” he said. “I did the math andrealized that if I could buy the mostcost-effective machine, I would be wayahead financially and be able to use it atany time.”

According to Yaskus, the bestmachine turned out to be a DoosanDX225LC crawler excavator.

“It was a great value,” he said. “Afterthe renting availability issues and thecost, the DX225LC turned out to be ahuge plus. I ran it for about five yearsand never had to make any repairs.”

Next he purchased a DX140LC forworking in tighter sites. That machineimpressed him with its lifting power.

“I use it to remove old tanks from theground, a job that is difficult becauseonce you dig around the entire perime-ter, you cannot get to all the sides again,so you have to drag the tank out of thehole,” he said. “These tanks usuallyweigh 10,000 to 20,000 pounds andoften snag on anything they come incontact with. The DX140LC pulledthem right out.”

DX235LCR: A Tight Spot FitDX235LCR has just 3 in. (7.6 cm) of tailoverhang over the side, making it ideal forworking on confined job sites.

“The DX235LCR is a real good fitbecause we regularly work around light polesand buildings,” Yaskus said. “A gas tank isusually 8 to 10 feet in diameter and 30 to 40feet long. When you have to dig a couple ofthose out of the ground, there is not a lot ofroom to maneuver. The tank area can take upto a quarter or half of the site, so an excava-tor that can work in limited space is a must.The guys love this machine and it’s hard toget them out of it.”

Yaskus said that as his volume of site workcontinues to increase, the economic advan-tages of having his own excavators is sub-stantial.

“I put about 1,600 hours on the DX225LCexcavator from 2006 to 2011,” he noted.“The DX235LCR accumulated that manyhours in its first year. It wouldn’t bother me ifwe only used it for 500 hours — it would stillbe very valuable. I figure what I previouslypaid in rent will pay off the loan on thismachine within two years, and the followingyears will be free.”

In addition to his excavators, Yaskus alsohas a Doosan DL200TC (tool carrier) wheel

loader. He takes it to almost every job, usingthe pallet fork attachment to unload trucksand move materials around the site.

“It provides a smooth ride and is an excel-lent pick-and-carry machine,” he said. “TheDL200TC is a good, all-around piece ofequipment.”

The Canadian government issued an orderthat would have blocked the state from doingthe project on land it leases at Prince Rupert,British Columbia, unless a resolution wasreached.

The dispute centered on “Buy America’’requirements for steel, iron and manufac-tured products used in projects funded by theFederal Highway Administration.

Much of the construction funding for theproject was to come from the federal agency,with the rest coming from the state. The costof the ferry terminal replacement project wasestimated at between $10 million and $20million.

Canadian officials called the requirement

to only use U.S. steel on Canadian soil unac-ceptable. They suggested that the state seeka waiver from the federal government of the“Buy America’’ provision, but Gov. BillWalker said he had not seen a need for one.Another option would have been for the stateto fund the project itself, but Alaska facesmultibillion-dollar budget deficits because ofthe fall in oil prices.

It was not immediately clear what the Jan.21 action will mean for the project in thelong run. The Prince Rupert terminal is partof the Alaska Marine Highway System.

Patricia Eckert, the associate director ofinternational trade within the governor’soffice, said by email that the state transporta-tion department can maintain normal opera-tions at the port “over the next several yearsuntil this is sorted out.’’

The ferry system signed a 50-year leasewith Prince Rupert in 2013, she said.

SEATTLE (AP) Hoping toavoid a repeat of the 2013 SkagitRiver Bridge collapse, state trans-portation officials have created anew online tool to help truckersplan their routes and avoid colli-sions. A section of that bridge on

Interstate 5 fell into the SkagitRiver on May, 23, 2013, after atruck carrying a tall load hit thebridge in Mount Vernon, about 60miles north of Seattle. Two othervehicles also went into the waterand three people had to be rescued.The drivers survived but a statetrooper was killed while handlingall the traffic. The National Transportation

Safety Board investigated and saidone of the causes was insufficientroute planning. It recommendedbetter warnings of low-clearance

bridges. At the time of the collapse,the bridge carried about 70,000vehicles a day along I-5, the state’smajor north-south roadwaybetween Oregon and Canada.Workers installed an emergencyspan and then replaced it with apermanent one later that year. The Washington State

Department of Transportation

responded by creating a tool calledthe “state route bridge verticalclearance trip planner.’’ It’s a data-base that allows truck drivers toenter their trip information and itprovides warnings about potentialconflicts. Officials said the driverswill still be responsible for check-ing clearance levels, but the toolmakes it easier when applying for

trip permits. “This innovation offers truckers

a new tool to find the safest routefor their trip,’’ Gov. Jay Inslee saidin a statement. “It applies lessonslearned from the Skagit RiverBridge replacement, and it willreduce the risk of collisionsthroughout the system.’’ The Washington Trucking

Association helped develop thetool and its members conductedbeta testing on it. “This is a huge step in the right

direction,’’ said Sheri Call, theassociation’s vice president of gov-ernment relations. Before the tool,drivers had to look up bridge dataonline or in a book and then con-sult their own maps, she said. The trip planner database will be

available to navigation app devel-opers, who have expressed interestin the data, state officials said. “We’ve taken advantage of

existing technology to helpimprove safety on our roads,’’Transportation Secretary LynnPeterson said. “Sharing this datathrough private-public partner-ships will help get this informationinto even more customers’ hands.’’

The Terex Finlay 893 is a highly ver-satile and aggressive machine engi-neered and built for working in quarry-ing, mining, construction and demoli-tion debris, topsoil, recycling, sand,gravel, coal, ore and aggregate applica-tions.This aggressive forward facing

inclined modular configuration screen-box has a 20 by 6 ft. (6.1 by 1.83 m) topdeck and an 18 by 6 ft. (5.5 by 1.83 m)bottom deck. Depending on the working applica-

tion of the machine, hydraulic adjust-ment can be used to vary the workingrange angle of the screen box between14 to 18 degrees. Construction employment totaled 6.16million in December, the highest level sinceMarch 2009, with a 12-month gain of290,000 jobs or 4.9 percent, Simonsonnoted. Residential building and specialtytrade contractors added a combined 13,500employees since November and 132,100 (6percent) over 12 months. Nonresidentialcontractors hired a net of 34,400 workers forthe month and 158,200 (4.3 percent) sinceDecember 2013. The heavy and civil engi-neering construction segment, whichincludes pipelines, petrochemical and powerplants, and public works construction, added11,600 jobs in December and 57,900 (6.6percent) over the year.The number of workers who said they

looked for work in the past month and hadlast worked in construction fell to 680,000from 958,000 a year earlier. The latest totalwas lower than in any December since 2000.In addition, the average workweek for craftworkers (“production and nonsupervisoryemployees”) lengthened to 40.1 hours, the

most since the series began in 1947, as firmsask employees to work more overtime tomake up for the difficulty in finding addi-tional workers.Association officials said the construction

employment gains come as more contractorsreport having a hard time finding enoughqualified workers to fill available positions.They urged Congress to act quickly toreform and increase funding for the PerkinsAct, which funds most career and technicaleducation programs in the country.“We need to make sure our education sys-

TXDOT Creates List of Repairs as Crews Remove Paint“We did a complete renovation

of the bridge in the early 1990s,”she added, “and the work that willbe done this time will concentrateon the nuts, bolts, and any of thebeams that need to be replaced.These types of repairs are doneabout every 20 years.” TXDOT takes bridge mainte-

nance seriously and all of itsbridges are inspected every twoyears.“The Rainbow Bridge is

inspected every year,” said Dupre.“It’s an important bridge and it car-ries a lot of traffic because we havea lot of chemical plants in our areaand a lot of people live in BridgeCity and work in Port Arthur.”As the work continues, TXDOT

will keep one lane closed and DOTinspectors will be monitoring thework on a constant basis.“We want to make sure that

everything is done correctly — thatthe bridge is safe and that driversare going to have a safe drive everyday when the renovation is com-pleted,” said Dupre.Saffo Contractors operates in

many states, specializing in indus-trial painting (plants, chemical,pulp and paper, etc.) and bridgemaintenance and rehabilitation.Nick Saffo, the owner and presi-dent of the firm, points out that 85percent of the work force on thesite is based in Texas.“This project calls for the total

removal of the bridge’s paint sys-tem and the installation of a newthree-coat paint system,” saidSaffo, “and we have several lineitems for bolt repair and rivetreplacement and structural steelrepair. Our crews arrived lastDecember and we have just begunthe process of rigging the bridge.The major challenge is the rigging— it is extremely difficult becauseof the bits — the legs that are hold-ing up the bridge, and the otherchallenge is the weather conditionsin Texas — high humidity, rain,and wind.”The first step for Saffo will be to

remove the paint — not an easytask.“There are different spans and

sections and some are easier thenothers,” said Saffo. “The approachspans, which account for 28 spanson the north and south sides,should be blasted and painted with-

in two to three months. As you getinto the truss spans — there are sixof them, because they are deeper,you have to rig at different levelsfor accessibility. Safety is key issueon this job.Successful painting requires

good conditions on a multi-daybasis to account for various coatsand drying times between them.“The first coat [primer coat] is a

zinc-based paint and normally youcan get back on it within 24 to 48hours,” said Saffo. “Then youapply your intermediate coat, thestriped coat, and finally the topcoat. You can paint 24/7, but itdepends upon the conditions. Inthe summertime, your conditionsmay be more favorable in theevening because of the heat and inwinter they may be more favorablein the day because of the coolerconditions.“We maximize every hour to get

the job done,” he added.TXDOT inspections of the

bridge have created a list of rivetsand nuts to be replaced andrepaired, but as the paint isremoved, Saffo anticipates thatadditional sections of the structurewill require repairs. When possibleadditions are found, TXDOTinspectors are brought to the loca-tion to determine whether theyneed to be added to the list.Re-painting begins after the sec-

tion of bridge super-structure isdealt with. When the work on thebridge peaks, Saffo expects to havebetween 40 and 50 workers on site(Saffo and subcontractors). At themoment, there are about 25 peopleon site setting up the rigging. Approximately 375 tons (340 t)

of paint will be removed from thebridge, and with the lead paint hav-ing been removed in the 1990s, it isnot considered to be hazardous.Saffo expects that 10,000 to 12,000gal. (37,854 to 45,425 L) of primerwill be used, with similar amountsfor the intermediate coats and thetop coats. The firm has an office/yard and

laydown area in The Groves, near-ly 10 mi. (16 km) from the job site.Mechanics are brought on sitewhen needed.“Aside from routine mainte-

nance,” said Saffo, “the mainrepairs will likely be for compres-sors that malfunction, and we haveseveral vendors close by that are

helping us.” Daily inspections by operators

are key to maintaining the equip-ment and vehicles. Electronicmonitoring also is crucial.“Everything that happens on the

job via the equipment is sent elec-tronically through a share file sys-tem,” said Saffo, “so we’ll knowall about here at the home office, atthe field office, and obviously, thesuperintendents know about anyproblems immediately.

“We’ve had this system for fiveyears and I have some very inno-vative staff that put all this technol-ogy together, including the sched-ules, safety reports, contract docu-ments, contingency documents,and plans,” he added, “so if you’rein the field and you need to take alook at a blueprint, you can openup a share file on your laptop oripad. TXDOT and other DOTs alsoare going electronic for reports tokeep with the work that is per-

formed daily and to help resolveissues rapidly when they comeup.”Saffo added that electronic mon-

itoring of equipment and vehiclesis helping to reduce maintenancecosts and extend lifespans viatimely and efficient replacement ofoils and hydraulics, and alarms thatserve as reminders for oil changesand potential equipment break-downs. Each piece of equipment has a

file that covers its history andrepairs.“One of our most valuable

assets is our equipment and main-taining it properly is a must for usto deliver our projects on time,”said Saffo. TXDOT has recognized Saffo

Contractors as a prequalified con-tractor. Nick Saffo and his teamtake pre-planning for projects andthe choice of project seriously.“We studied the whole market

of all the states, including projectscoming out of TXDOT andreviewed them to see if we wantedto be involved with them,” saidSaffo. “Even though we are pre-qualified, you still have to be thelowest bid in any kind of state orfederal project. For the RainbowBridge, we did a field trip and it fit.We put in a successful bid andwe’re now involved in a very inter-esting and challenging projectwhere we will hone our skills andput best practices into action.”

Until the construction of the two-lane Veterans Memorial Bridge (cable-stayed) in 1990, the RainbowBridge carried traffic in both directions. Today, the bridge carries close to 27,000 cars and truckswith heavy loads on a daily basis.

pipeline project has been beset by delays inNebraska over its route and at the WhiteHouse, where the president has resisted priorefforts by Congress to force him to make adecision. In 2012, Obama rejected the proj-ect after Congress attached a measure to apayroll tax cut extension that gave him adeadline to make a decision. The pipeline’sdeveloper, TransCanada Corp., then reap-plied. The 1,179-mi. (1,897 km) pipeline is pro-

posed to go from Canada through Montanaand South Dakota to Nebraska, where it

would connect with existing pipelines tocarry more than 800,000 barrels of crude oila day to refineries along the Texas Gulfcoast. Obama has said he will not be forced to

pipeline will only create 35 permanent jobswhile dumping millions of tons of carbonpollution into the air and threatening water-ways and communities across theMidwest,’’ said Tom Steyer, the investor andphilanthropist who founded the NextGenClimate political action committee. Supporters say the pipeline is a critical

piece of infrastructure that will create thou-sands of jobs during construction and boostenergy security by importing oil from afriendly neighbor. “We urge the president to make the right

decision and approve KXL because it is inthis nation’s best interest,’’ said Jack Gerard,the president and CEO of the AmericanPetroleum Institute. “The fact is that if allother infrastructure projects are delayed likeKeystone XL, we are years away fromapproving anything that could create jobsand enhance our energy security.’’ Sen. tent supporter of the pipeline, and one ofnine Democrats to back the bill, said thepipeline had a “distorted position in the ener-gy debate.’’ “Keystone is first and foremost an energy
