Winter 2018 The UK’s leading manufacturer of composite components to the automotive industry invited members of the public to take a behind the scenes tour of its Wellingborough facility. Crosby Composites excels in the design and manufacture of high quality carbon bre parts for use in Formula 1, motorsport and the automotive industry. Visitors to the Denington Road production facility were given an exclusive insight into the live production environment at an event to celebrate and promote thriving business in the town, jointly presented by Wellingborough Chamber of Commerce and Crosby Composites. Crosby’s managing director, Paul Field, treated spectators to the unveiling of 3 McLaren supercars, including McLaren’s hyper car – the Senna, built utilising Crosby manufactured components, during the open morning on Friday 17 August. The event included a tour demonstrating the processes involved in taking the raw materials through to nished products. Simon Toseland, President of the Wellingborough Chamber of Commerce, said: “This event has been hugely successful and demonstrates the diversity of business in our town – it’s not all about logistics. We’ve seen signicant growth in the manufacturing and service industry sectors over the last 3 years. Wellingborough’s location in the centre of Northamtponshire, the expansion of the housing and commercial property markets and rst class leisure facilities, such as Rushden Lakes, all combine (along with the rail link into London St Pancras) to make the town a prime location for future growth’’. Paul Field added: “Eight years ago Crosby secured its rst major automotive contract and demand has increased hugely since that milestone. Our manufacturing facilities were solely based in Brackley, so it became necessary to expand productive capability and we evaluated where a second factory should be located. “Crosby settled on Wellingborough due to the supply of labour, excellent road infrastructure and affordable housing for staff’’. In 2015, Crosby Composites purchased a second facility in Wellingborough. After an eight month refurbishment and initially with only ve staff, the company started to manufacture automotive parts. The site now employs 100 staff with more than 70 per cent of trained following local recruitment campaigns. Paul added: “The future looks very positive for both sites. Originally founded as an Engineering company in 1905, Turnell and Odell can trace its routes rightback to the Village Blacksmiths at the end of the 18th century. Quite a history and this must makeit one of the oldest surviving companies in Wellingborough.

Today the company is based on Sanders Rd. andemploys 35 people and the engineering performedtoday is incredible. Although the principles of metalremoval remain the same, today the factory is cleanand light and the machines are controlled by computers– but the skill levels are very high and today’s engineersneed to be knowledgeable about not only machiningbut the huge range of materials and good with I.T.– A big challenge!

Today’s factory is full of high tech. sophisticatedmachines that are able to move in multiple axes at any

one time – the ability to change from a man moving a m/c in 1 axis to a computer controllingmultiple axes has revolutionised modern machining. Designs are taken directly from drawings andmodels produced on the computer to simulation and then cutting, but the skill of the Engineer isstill paramount in this process to ensure the quality and accuracy of the final product.

Quality is synonymous with T&O and the company holds various accreditations includingAS9100D – aerospace - and is also one of the few engineering companies in the country

recognised as Fit 4 Nuclear. But the industries worked in are extremely diverse – from Formula 1to Food and from Oil and Gas to Mining – if there is a need for precision machined parts thenT&O is there.

The investment in new machines, systems and the most important asset – the people has beenhuge. T&O continues to take on Apprentices and is very much focused on the future – and what afuture lays ahead – one of technological challenges and change that we can only dream of --- butT&O will be there supplying parts all over the World – and still working in Wellingborough andremaining part of the history of the town, the present day - but more importantly the future!

In this month’s Enews we report that the government has announced the UK Budget date and that Class 2National Insurance Contributions will no longer be scrapped. The government has also published lots ofguidance on a ‘no deal Brexit’. With information on deliberate tax defaulters and the latest minimum wagestatistics, there is lots to update you on.

UK BUDGET DATE ANNOUNCED:MONDAY 29 OCTOBER

The Chancellor of the Exchequer,Philip Hammond, has announcedthat the Budget will take place onMonday 29 October.

Breaking with the tradition of aWednesday in November, perhapsin a bid to avoid the ongoingBrexit negotiations, thegovernment is expected to set outits plans ‘to build a stronger, moreprosperous economy, building onthe recent Spring Statement andlast year’s Budget’.

The government announcementsare expected to include updateson draft legislation andconsultations, and proposed taxrates and reliefs.

SELF-EMPLOYED CLASS 2NATIONAL INSURANCE WILL NOTBE SCRAPPED

The government has decided not toproceed with plans to abolish Class2 National Insurance Contributions

(NICs) from April 2019.

Class 2 NICs are currently paid at arate of £2.95 per week by self-employed individuals with profitsof £6,205 or more per year. Thegovernment had planned to scrapthe Class 2 contribution and hadbeen investigating ways in whichself-employed individuals with lowprofits, could maintain their StatePension entitlement if thisinexpensive contribution had beenabolished.

In a written statement to MPs,Robert Jenrick, Exchequer Secretaryto the Treasury, stated that:

‘This change was originallyintended to simplify the tax systemfor the self-employed. We delayedthe implementation of this policyin November to consider concernsrelating to the impact on self-employed individuals with lowprofits. We have since engagedwith interested parties to explorethe issue and further options foraddressing any unintendedconsequences.’

‘A significant number of self-employed individuals on the lowestprofits would have seen thevoluntary payment they make tomaintain access to the StatePension rise substantially. Havinglistened to those likely to beaffected by this change we haveconcluded that it would not beright to proceed during thisparliament, given the negativeimpacts it could have on some ofthe lowest earning in our society.’

‘NO DEAL’ BREXIT GUIDANCEAND SMALL BUSINESS SURVEY

Following the issue of some ‘nodeal’ Brexit technical notices, in

August, the government hasissued further notices with the aimof helping both businesses andindividuals to prepare in the eventof a UK-EU agreement not beingrealised.

The second and third batches ofnotices cover topics such aspassports, driving licencestogether with data protection andmobile phone roaming chargesamongst other topics. The full listand access to the collection oftechnical notices can be viewed byvisiting the link at the end of thisarticle. The government hasconfirmed they plan to issuefurther technical notices.

Although reaching a deal remainsthe ‘overriding priority’ unless aWithdrawal Agreement is ratifiedby the UK and EuropeanParliaments, the possibility of theUK leaving the EU without a dealon 29 March 2019 remains.

Meanwhile, a survey by theFederation of Small Businesses(FSB) has revealed that:

• Only 14% of small businesseshave started planning for a nodeal Brexit.

• A further 41% believe that a nodeal Brexit will have an impacton their business but have notyet started planning for thepossibility.

• 10% believe that a no dealBrexit will have a positiveimpact on their ability to dobusiness whilst 48% believethat a no deal Brexit will have anegative effect on their abilityto do business. This figure risessharply to 66% for those smallfirms that trade with the EUand to 61% for those thatemploy a staff member fromthe EU.

FSB National Chairman, MikeCherry, said:

‘Looking at this research it isobvious that our small firms arenot prepared or ready for achaotic no deal Brexit and theimpact that it will have on theirbusinesses. If you sell yourproducts to the EU, buy goodsfrom the EU or if your businessrelies on staff from the EU, younow see this outcome as a clearand present threat to yourbusiness.’

DEADLINE FOR ‘PAPER’ SELFASSESSMENT TAX RETURNS

For those individuals who havepreviously submitted ‘paper’ selfassessment tax returns thedeadline for the 2017/18 return is31 October 2018. Returnssubmitted after that date must besubmitted electronically or theywill incur a minimum penalty of£100. The penalty applies evenwhen there is no tax to pay or thetax is paid on time.

HMRC HAS PUBLISHED ANUPDATED LIST OF DELIBERATETAX DEFAULTERS

HMRC has published an updatedlist of deliberate tax defaulters.The list includes details oftaxpayers who have incurred apenalty because they have either:

• deliberately provided one ormore inaccurate documents toHMRC

• deliberately failed to complywith an HMRC obligation

• committed a VAT or excisewrongdoing.

HMRC’s criteria for publishing thisinformation also states that ‘Thesedeliberate acts have resulted inHMRC establishing an additionalamount of tax of more than£25,000. HMRC only publish thedetails where the taxpayer has notmade a full and immediatedisclosure when HMRC started toinvestigate or prior to anyinvestigation.’

HMRC has updated their guidanceon how to recognise when contactfrom HMRC is genuine and how torecognise phishing or bogus emailsand text messages.

HMRC IDENTIFY RECORD £15.6MILLION MINIMUM WAGEUNDERPAYMENTS

HMRC has announced that theyachieved record enforcementresults this year, identifying£15.6million of minimum wageunderpayments.

The number of workers identifiedas underpaid was double that in2016/17 and the highest numbersince the National Minimum Wagecame into force.

The figures reveal:

• a record £15.6 million ofunderpayment identified formore than 200,000 workers

• employers fined £14 million fornot meeting legal obligations

• more than 600 employersnamed in 2017/18 as part of‘naming’ rounds.

Business Minister Kelly Tolhurst, said:

‘We are dedicated to stoppingunderpayment of the minimumwage. Employers must recognisetheir responsibilities and pay theirworkers the money they areentitled to.’

‘The UK’s lowest paid workershave had the fastest wage growthin 20 years thanks to the NationalLiving Wage and today’s figuresserve as a reminder to allemployers to check they aregetting their workers’ pay right.’

HMRC has prioritised the socialcare, retail, commercialwarehousing and gig economysectors for enforcement of theminimum wage. This is alongsideemployment agencies, apprenticesand migrant workers. These arethe sectors where HMRC believesnon-compliance with NationalMinimum Wage is morewidespread.

CHAMBER RULES (MARCH 2012)1. The Association shall be called “The

Wellingborough Chamber Of Commerce”(hereafter called The Chamber)

OBJECTIVES2. (a) The objectives of the Chamber are to

observe and monitor business activity andtrading within the town and industrial areasof Wellingborough, inclusive of itssurrounding district. To take such activemeasures for the promotion and protectionthereof as may be considered advisablein the interests of its members. To takeconsidered steps which are deemed necessaryto further enhance business prospects withinWellingborough and District.(b) To affiliate with and/or support suchorganisations as the executive committee ofthe Chamber believes to be fit & appropriatein all matters affecting the interests of themembers.

MEMBERSHIP3. (a) Membership of the Chamber shall be open

to all businesses, trades and professions withinthe town of Wellingborough and districtsubject to their acceptability by the Officersand Executive Committee and the productionof satisfactory references if required.(b) Associate membership shall be open to allindividuals who have an interest in the businessof the district or who have been in employmentor owned a business in the district, subject totheir acceptability by the officers and ExecutiveCommittee and the production of satisfactoryreferences if required.(c) Chamber membership means the businessorganisations and each of its employees.Representation may be by any number ofpeople, however, at meetings each membershall be entitled to one vote only but mayappoint a proxy authorised in writing to acton their behalf or submit a postal vote.

(d) The Chamber Executive Committee shallrecommend to the AGM, when an individualmember having rendered outstandingservice, be proposed for honorarymembership. To those having renderedoutstanding service and retired frombusiness, Life Membership, both with allrights and privileges.

SUBSCRIPTION4. (a) The annual subscription payable on

acceptance and subsequently on the 1st ofMarch each year, shall be decided by theExecutive Committee of the Chamber andapproved at the Annual General Meeting orat an Extraordinary General Meeting(b) A person accepted for membership on orafter the 1st of September shall pay a reducedsubscription equal to one half of the agreedannual subscription and thereafter the fullsubscription on the 1st of March or an amountas agreed by the Executive Committee.

THE EXECUTIVE COMMITTEE5. (a) The Executive Committee shall consist of

the President, Senior Vice President, JuniorVice President, the Immediate Past President,Hon Treasurer and Hon Secretary and eightelected members, a total of fourteen. Theeight elected members shall retire annuallybut shall be eligible for re-election at theAnnual General Meeting or at anextraordinary General Meeting.(b) Past Presidents who retain their business/personal membership shall automatically beelected to the Executive Committee,providing they have attended a minimum offive executive committee meetings in theprevious Chamber year. This attendance rulealso applies to every executive memberwishing to renew his or her position to serveon the executive, from the annual generalmeeting, held in April of each year.(c) The Executive Committee shall have thepower to co-opt.(d) In the event of a tie in the number of votescast or any dispute, the decision of the Presidentshall be final and binding on all parties

(e) The Management of the affairs of theChamber shall be vested in the ExecutiveCommittee.(f) All major decisions of the ExecutiveCommittee shall be reported to the nextGeneral Meeting.

ELECTION OF THE EXECUTIVE COMMITTEE6. (a) The election of the eight elected members

of the Executive Committee of the Chambershall be annual from nominations as agreedat an Executive Committee meeting held atleast ten days prior the Annual GeneralMeeting. Nominations having been requestedfrom members no less than ten days prior tothe Executive Committee Meeting.(b) Members so nominated shall have giventheir prior consent to serve if elected.

MEETINGS7. The Annual General Meeting of the Chamber

shall be held in the month of April in eachyear, notification of the AGM together withnominations for committee members to besent at least ten days prior to the meetingdate, the meeting agenda being available onthe day

8. Full Executive Committee Meetings shall beheld at least four times per year of which duenotice shall be given to its members inwriting. A quorum shall comprise ‘four’elected executive members.

9. General Meetings of the Chamber will beopen to all members and held at least fourtimes a year.

10.An Extraordinary General Meeting shall becalled by the Secretary:(a) At any time pursuant to a Resolutionpassed at a meeting of the ExecutiveCommittee or;(b) Upon a request to the Secretary signed byseven members of the Chamber and statingthe business to be transacted thereat.

11. All Members will have the power to vote atan Extraordinary General Meeting

12 The Agenda for all Extraordinary GeneralMeetings shall be sent to each member at leastten days prior to the Meeting taking place.

RULES13. Changes to the Rules of the Chamber may

only be made at the Annual General Meetingor at an Extraordinary General Meeting foradoption

14. A copy of the rules of the Chamber shall besupplied to each member

FINANCE15. The Treasurer will prepare accounts up to the

end of February each year, which will beaudited and approved by the ExecutiveCommittee and submitted to the AnnualGeneral Meeting for adoption.

16. Executive members who receive moniespertaining to Chamber activity will passthese monies directly to the Treasurer, whoseresponsibility it is to make record of and paythem into the Chamber account.

17. The funds of the Chamber shall be depositedin a bank account, the signature of whichshall be any two of the Treasurer, Presidentand Secretary

18. Accounts for payment shall be authorised bya majority of the Executive Committee.(Quorum of four)

19. Bankers, Solicitors and Auditors shall beelected at the Annual General Meeting eachyear.

20. The Treasurer shall not make payments inexcess of £100 in respect of a singletransaction, without authorisation from theExecutive Committee. (Discussion with thePresident & Secretary as needed).

facility. Crosby Composites excels in the

design and manufacture of high quality

carbon fibre parts for use in Formula 1,

motorsport and the automotive industry.

Visitors to the Denington Road production

facility were given an exclusive insight into

the live production environment at an event

to celebrate and promote thriving business

in the town, jointly presented by

Wellingborough Chamber of Commerce

and Crosby Composites.

Crosby’s managing director, Paul Field,

treated spectators to the unveiling of 3

McLaren supercars, including McLaren’s

hyper car – the Senna, built utilising Crosby

manufactured components, during the

open morning on Friday 17 August.

The event included a tour demonstrating

the processes involved in taking the raw

materials through to finished products.

Simon Toseland, President of the

Wellingborough Chamber of Commerce,

said: “This event has been hugely successful

and demonstrates the diversity of business

in our town – it’s not all about logistics.

We’ve seen significant growth in the

manufacturing and service industry sectors

over the last 3 years. Wellingborough’s

location in the centre of Northamtponshire,

the expansion of the housing and

commercial property markets and first class

leisure facilities, such as Rushden Lakes, all

combine (along with the rail link into

London St Pancras) to make the town a

prime location for future growth’’.

Paul Field added: “Eight years ago Crosby

secured its first major automotive contract

and demand has increased hugely since

that milestone. Our manufacturing facilities

were solely based in Brackley, so it became

necessary to expand productive capability

and we evaluated where a second factory

should be located.

“Crosby settled on Wellingborough due to

the supply of labour, excellent road

infrastructure and affordable housing for

staff’’.

In 2015, Crosby Composites purchased a

second facility in Wellingborough. After an

eight month refurbishment and initially

with only five staff, the company started to

manufacture automotive parts. The site

now employs 100 staff with more than 70

per cent of trained following local

recruitment campaigns.

Paul added: “The future looks very positive

for both sites. Currently Crosby Composites

Wellingborough is working on its largest

ever contract, building structural and visual

carbon fibre composite parts for a new

road-going supercar.”
