The Practice
Welling Partnership is a multi-disciplined private practice offering propertyand construction consultancy services to a wide range of clients covering anextensive geographical area from their offices on the South Coast.
Rocco Russo formed the Practice in April 2000 following a re-structuring of hisformer consultancy Practice that was established in 1985. The main areas ofservice and operation remain predominately the same continuing the Practice’scommitment to its Clients. However, the current management structure and inparticular the introduction of a new team of Partners has enabled the Practice to strengthen its established reputation and its range of services. Consequentlythe Practice has experienced significant and controlled expansion.
The Partners have considerable expertise and experience in the field of propertyand construction and are committed to providing an efficient and professionalconsultancy service in its chosen areas of operation. The Practice has a dedicatedteam of experienced Associates and staff who share the Partners’ vision to consistently deliver high quality services to our Clients.
The Practice has a highly respected reputation and established track record in its core market sectors of affordable housing, health, education and commerce.This position has resulted in the Practice being extensively recommended fornumerous projects and a significant volume of repeat business being generatedon a regular basis. However, the Partners have not become complacent andcontinue to demonstrate 'added value' by delivering and sustaining the highestpossible level of professional service.
The Practice has fully embraced the Egan Agenda and the Construction Clients'Charter and is pro-actively involved in moving this process forward on behalf ofits Clients and indeed the beneficial development of the Practice. The desire forcontinuous improvement is championed by all the Partners and monitored atregular intervals.
The Partners are actively involved in providing continuing 'hands-on' involvementin projects to ensure that Clients receive the highest level of service. Furthermorethe teams assigned to the projects are suitably qualified and experienced in thearea of service provided and empowered to deliver the project objectives.

The Partners
Rocco Russo BSc FRICS MaPs has a career spanning some 25 years in propertyand construction consultancy since graduating from Leicester Polytechnic in 1979.Working life began in London with the notable multi-disciplined design practiceArup Associates followed by the prominent building surveying firm Hunter &Partners. These posts provided a variety of project involvement such as high profile commercial projects and large-scale inner London housing refurbishmentprogrammes, which formed the basis of a broad range of experience in design,cost control and contract administration.
Rocco joined Welling Partnership in 1983 and assisted in the growth of this smalllocal Practice and established a successful multi-disciplined consultancy offeringa range of property and construction related services. As a Partner since 1987he has guided and directed the Practice to ensure the delivery of high qualityprofessional consultancy services to both public and private sector clients.
His particular experience has been in the field of project management andEmployer’s Agent / Client Representative on schemes procured under the designand build form of contract. The ‘Egan Agenda’ has provided an environmentwhere his management skills have been effective in building relationships andteam work.
In April 2000 Rocco re-structured and expanded the Partnership to include likeminded professionals with the ability to manage and deliver a pro-active, efficientand client focused business capable of meeting the challenges and opportunitiesof modern day consultancy.
David Wagg FRICS ACIArb has a career spanning some 25 years in property andconstruction since commencing work and study in 1979. Working initially in LocalGovernment for the London Borough of Hounslow and the Royal Borough ofWindsor and Maidenhead he moved into private practice in 1984 where hegained considerable experience in contract administration and cost consultancyacross a wide variety of sectors which include housing, health, education, commercial and retail projects as well as a range of projects for the Ministry of Defence.

David joined Welling Partnership in 1989 as a Principal Associate to lead the in-house Quantity Surveying team and promote the service within the Practice’smarket sectors. In April 2000 David became a Partner of the re-structured businessand continues to manage the development and growth of the Practice.
John Tubby BSc (Hons) FRICS started his career 26 years ago with WellingPartnership as a building surveyor graduating from Leicester Polytechnic in 1984.During his time with the Practice he gained considerable experience in mostaspects of building surveying and in particular major repair, refurbishment andconversion projects with a particular interest in building contracts. John Held theposition of Principal Associate with the Practice from 1989 to 1998.
In 1998 he joined Comax Secure Business Services (now part of Amey) where he gained experience in Project Management for the Defence Evaluation andResearch Agency (DERA), where he headed the Project Team on DERA’s £ 8 millionY2K (millennium compliance) project. After successful completion of this importantduty he was seconded to Amey’s Wembley office as Acting Chief Surveyor providingbuilding and quantity surveying services to the London Borough of Brent.Subsequently John joined Johnson Controls where he worked on the IBM accountproviding technical support on their asset management and small works programmein the UK and Ireland.
In 2001 John returned to the Practice as a Partner assuming responsibility for a team providing traditional building surveying services specialising in major refurbishment and repair contracts. He is also actively involved in the procurementof new build housing calling upon his experience when he was a member of theRICS Contract and Contract Administration Skills Panel where he advised on procurement utilising the design and build form of contract
