• To identify all the risk during the work preparation and set in place preventionmeasures
• To manage both his teams and subcontractors teams
• SPOC function for Elia :• Coordinate activities between Elia personnel and others contractors
• Control and sign work permits
• Inform his team(s) about the risks related to the site and interactions with othersactivities
• Distribute daily the planned tasks to the team(s) and supervise the works execution
For all these reasons, the Work Leader must :
• Be always present on the construction site during the execution of works.
• Able to talk and understand the local language (coordination with Elia and authorities),and to explain the instructions to his team and the subcontractors

PROCESS1. The auditor will first observe the work leader during
the start of works
2. He tests the work leader on the work documents,reviews critical points and analyzes the level ofunderstanding
3. He then interviews a member of the team to ensurethat he has correctly been informed about risks andexecuted works
4. To conclude, the auditor writes his report and does adebriefing with the work leader.

Introduction to the bonus-malus system: principles

The bonus-malus system is introduced to have a transparent incentive for
works contractors to exceed average results in terms of safety given an
adequate level quality.
The evaluation will apply to the contractual entity and will be part of the final
statement of the project. The evaluation process remains unchanged.
The financial impact and the process will be reviewed annually to ensure that
it is financially neutral for Elia.
The methodology has already been successfully tested on a selection of
purchasing categories in the past years.
