History of the Bank

March 08, 1975: Rural Bank of Balasan (RBB) established.

March 21, 1994: a new group of young entrepreneurs led by Elsa A. Kapunan, Col. Red Kapunan Jr., Atty. Vic Sumulong and Col. Ceferino Sarmenta was issued an authority to take over by the Bangko Sentral ng Pilipinas.

October 1998: RBB re-registered with the Securities and Exchange Commission (SEC).

2002: start of KABULIG Grupo microfinance program—a group lending program using a combo approach of the Grameen system, MABS (micro-access to banking services), and GRASA (a mix of Grameen and Association of Social Advancement systems).

August 04, 2003: RBB was renamed Progressive Bank, Inc. (PBI).

October 15, 2005: Loan Collection and Disbursement Point (LCDP) established in Pototan, Iloilo.

mid-2006: Suga KABULIG Solar PhotoVoltaic Lending Program for Gigantes islands and other non-electrified areas of northern Iloilo. It is a government-subsidized individual microfinance loan program, in partnership with the Department of Energy (DOE), Solar Electric Company (Solarco), Development Bank of the Philippines and People’s Credit and Finance Corporation.

2007: the rural bank expanded its microfinance products and services to include the umwad KABULIG (business) and KABULIG panguma (agri-fishery) loan programs under the USAID-Microenterprise Access to Banking Services (MABS). Also, KABULIG Clean Air.

January 2008: opening of the bank’s Iloilo City branch. PBI is accredited by the Bangko Sentral ng Pilipinas,

Land Bank of the Philippines, and People’s Credit and Finance Corporation.

It is a member of the Philippine Deposit Insurance Corporation (PDIC), Rural Bank Association of the Philippines (RBAP), and Iloilo Federation of Rural Banks (IFRB).
