Registration Act, 1908• The subject relates to guidelines issued by Commissioner &

IG Registration Stamps in Circular MemoNo.G1/19131//05 Dated:14.09.2007 based on the G.O.MsNo 863 Revenue (Regn-I) Department Dated 20-6-2007bringing the Registration (AP amendment) act 2007 intoforce.

• The Summary and directions of the Hon’ble High Court aredetailed in the Para 36 of Full Bench Judgment.

Court Directions on Section 22-A 1 (a to d)

• There is no need to notify these lists preparedunder 22-A(1)(a to d).

• The authorities forwarding the lists ofproperties/lands to the registering authority shallalso upload the same to the website of theGovernment, namely registration.telangana.gov.in ofthe State of Telangana. If there is any change in thewebsite, the State Government shall indicate thesame to all concerned, may be by issuing a press noteor an advertisement in prominent daily news papers(Para 36.iv of Full Bench Judgment) .

Court Directions on Deletion of properties from Section 22-A 1 (a to d)

• It is open to the parties to a document, if therelevant property/land finds place in the list 22-A1(a to d), to apply for its deletion from the list ormodification thereof, to the concerned authoritiesas provided for in the guidelines. The concernedauthorities are obliged to consider the request inproper perspective and pass appropriate orderwithin six weeks from the date of receipt of theapplication and make its copy available to theconcerned party. (Para 36.iv of Full BenchJudgment).

• Any deletions or modifications to these lists should be sentto the Commissioner and IG of Registrations and Stamps,who in turn will furnish the same to the concernedRegistering officers ( Para 25.2 of Full Bench Judgment andcircular memo No.G1/19131/05 Dt:14.09.2007 ).

• The Registering officers shall accept lists furnished by thecompetent officers as noted above only. They shall notaccept lists furnished by other than those officersmentioned above. If they receive lists from others, they haveto return the lists with a request to resubmit through theauthorized officers (Para 25.3 of Full Bench Judgment).

Court Directions on Redressal Mechanism• The redressal mechanism under Section 22-A(4)

shall be before the Empowered Committee to beconstituted by the State Government as directed inparagraph-35.1 of Full Bench Judgment Comprising ofPrincipal Secretary Revenue, Director Survey &Land records and a retired Judicial Officers of theRank of a District Judge which shall meet toperiodically to consider the grievances of personsaffected by Notifications.

• The State Governments shall constitute suchcommittees within eight weeks from the date ofpronouncement of this judgment (Para 36 of FullBench Judgment).

• Apart from the redressal mechanism, it is also open to anaggrieved person to approach appropriate forum includingCivil Court for either seeking appropriate declaration ordeletion of his property/land from the list of prohibitedproperties or for any other appropriate relief.

• The directions issued by learned single Judges in six judgmentsreferred to above or any other judgments dealing with theprovisions of Section 22-A, if are inconsistent with theobservations made or directions issued in this judgment, it ismade clear that the observations made and directions issuedin this judgment shall prevail and would be binding on theparties including the registering authorities under theRegistration Act or Government officials or the officialsunder the Endowments Act, Wakf Act and Ceiling Acts.

Integration of Revenue Registration Departments

• SRO-MRO Integration module is enabled to viewthe up to date transactions transferred from SROoffices to Tahsildar Offices to carry out theMutations in land records.

• All District Collectors/Joint Collectors to take upspecial drive to clear the pending transactions forMutations under this module.

• If Mutations carried out already, then thoseTransactions will be closed by uploading theMutation Proceeding.

Discussion on Circular issued on action to be taken in Mutation of Registered documents

• Instructions issued vide CCLA’s Circular No.CMRO/162/2014, dt:22.03.2016 where in theDistrict Collectors are directed to instruct theconcerned officials not to take cognizance of anydocuments which are merely validated under theIndian Stamp Act 1899, with a view to create aright on land they need to scrupulously examinedbefore taking any action.

• The Revenue Officials must take cognizance ofRegistered Documents under the Registration Act,1908.

Telangana Land Records Management System ( TLRMS- formerly WEBLAND)• As the Existing WEBLAND system is moving

from Offline mode to a full fledged WorkFlow Based System the nomenclature hasbeen changed from WEBLAND toTelangana Land Records ManagementSystem (TLRMS).

• NIC will incorporate necessary changes intransforming WEBLAND to TLRMS
