Project History/Background

Purpose and Need

9 SLOSSS locations

500 vehicle and pedestrian accidents

2006-2010 project design parameters/improvements established

2009 project deemed unfundable based on funding constraints at CTDOT

2010 combine Albany Avenue Safety Improvement Project And Albany

Avenue Clean Water Project (MDC)

Reduce overall construction duration

Reduce interruption of adjacent homes and businesses

Reduce impacts on traffic, pedestrian, and transit flow

Required full depth road reconstruction

Project History/Background

2010 TIGER Grant Funding Application submitted

Scope included Safety and MDC Work ($50 million)

Funding not obtained

2012 MDC designed alternative for the Albany Avenue Clean Water Project

2013 project back on track as stand alone project

Replaced most full depth road reconstruction with mill and overlay

2013 CTDOT agreed to fund full project at $29 million

2013 CTDOT/City of Hartford MOU challenges

Fall 2014 relaunch of the Project

January 7, 2015 PD submission to CTDOT/City of Hartford

Maintenance and Protection of Traffic

No disruption to travel lanes EXCEPT between 9:00 AM and 3:00 PM

Maintain 1 lane of travel in each direction for Albany Avenue

Alternating 1 way allowed on side streets

Work zone will be restricted to 750 feet or one block whichever is

shorter and only one side of the road

Secondary operations allowed if restricted to parking lanes

and sidewalks

Milling and paving as night time operations (9:00 PM – 5:00 AM)

Milling and paving not to run concurrently

Maintain access for businesses, bikes, pedestrians, etc.

Coordination with CTTransit

Project scheduler supplied by contractor

Utilities were submitted PD Plans - January 2015

Proposed test pit plan to be prepared and submitted

Utility Meeting to be held Spring 2015

City of Hartford to perform utility test pits to keep on schedule
