Purpose
Review current provisions of Debt Arrangement Scheme (Scotland) Regulations 2011:-
• What’s working well
• What’s not working so well
• What do we need to address
• How can we work better together
The Changes
• Widen Money Advice Gateway• DAS Administrator administers
DPPs from free sector money advisers (MAs)
• Update the approval process to become DAS Approved MA
• New central IT system – DASH• Joint DPP for couples• DPPs for single debts• 6-month payment holiday• Change payment distribution
process• Recovers costs to public purse

Fair & Reasonable Tests:
• Approx 4300 applications where F&R carried out

• 94 Approved Money Advisers who submitted at least one DPP pre-July 2011.
• Now 105 active Approved Money Adviser organisations • 78% free sector, 22% fee-charging
