    ATO Overview

› Primary responsibility is to coordinate RTC’s Investment Roadmap Process.

› Conducts inter-command coordination with other ATEC organizations as it pertains to capability investment

› Facilitates interactions with sources of funding

    › CTEIP› TDAP› MI› SBIR

› Performs as the program manager for these investment actions

› Will be the primary interface for EVCAPP

    METHODOLOGY & TECHNIQUES

    EXPERTISE

› RTC sits at the intersectionof a program’s values and

    the products it is developing.

› Now is a great opportunity to modernize the classic

    Developmental Test

    approach and find ways to

    more efficiently collect

    decision making data

    quickly

› RTC needs development of new test capabilities and

    integration of existing

    capabilities to keep pace

    with the accelerating

    technologies that our

    organization is being asked

    to test. EVCAPP Focus

    Slido: TALX20

  • UNCLASSIFIED

› EVCAPP takes a holistic approach to RTC test capability development focused in five pilot demonstration scope areas:

› Data Collection, Processing, Analysis, and Visualization

    › Expeditionary Test Support Capability

› Test Execution Command and Control

    › Instrumentation and Simulation

› Modular Open System Approach Test Capability

› EVCAPP seeks to create a modular, open system architecture for test and evaluation that enables RTC to quickly integrate and employ the latest in technological advancement.

  • UNCLASSIFIED

› Data Collection, Processing, Analysis, and Visualization: data storage, networking, high performance virtual machining, artificial intelligence (AI), machine learning (ML), real time data visualization, telemetry, data analysis solutions

› Expeditionary Test Support Capability Development: expeditionary test control vehicles, test support vehicles, remote computing/networking, cross-domain information security (INFOSEC) solutions, and data backhaul/telemetry

› Test Execution Command and Control: test control architectures, fire control, SA tools, test article monitoring, networking/power distribution, test environment monitoring, communications, and visualization

› Instrumentation and Simulation: instrumentation to support the collection of EO/IR data, structural data, survivability data, atmospheric data, TSPI data, test article data recording, and IR and RF simulation

› Modular Open System Approach Test Capability: HWIL/SIL, Surrogate, Labs

    EVCAPP Scope

    Slido: TALX20

  • UNCLASSIFIED

› Five Pilot Demonstrations that leverage a spiral development approach

› Each pilot demonstration will be broken down into a series of negotiable spirals to allow persistent development as funding availability dictates

› Spiral Kick-off, Prioritization, and development will be negotiated with the prime for each increment of capability

    EVCAPP Acquisition Approach

    Slido: TALX20

  • UNCLASSIFIED

› TENA Compliance – TENA is the primary architecture utilized by RTC (and most other test centers) to provide command/control and data exchange between instrumentation.

› Integration and Interoperability – RTC has been historically hindered by closed architectures and proprietary interfaces. As the rate of technology advancement increases, RTC needs to be able to adapt.

› Cybersecurity Compliance – The data collected and analyzed by our workforce often has national security implications and must be handled appropriately.

› Validation and Verification – RTC provides subject matter expertise to acquisition decision-makers at all levels of the DoD. The foundation of this reputation is the quality of the data and insights we provide. We have to be able to trust that what we build allows us to get to accurate, reliable, and repeatable answers.

    Key Attributes for Consideration

    Slido: TALX20

  • UNCLASSIFIED

› RTC is a reimbursable organization which means our funding sources are not always guaranteed year-to-year.

› We have 4 major sources of capability development funding that we target› TDAP, Major Instrumentation, CTEIP, and Customer funding

› Generally some amount of RTC generated overhead funding is also available

› All funding is RDT&E funding

› Funding for each pilot prototype will be incremental based on funding availability and requirements

› Currently up to ~7 million dollars in funding are available to begin parts of each pilot project.

› Total anticipated funding that may be available over the next 5 years is $83M. However, that funding level is not guaranteed.
