Welcome

It’s a pleasure to welcome you to the 2020 Healthcare Project Delivery Conference!

Across the nation healthcare facility administrators are evaluating new approaches for project delivery to meet the challenges represented by aging infrastructure, limited resources, and evolving market needs. Today many are examining how innovations in project delivery, financing, design, construction, and O&M can help better allocate risk and capital for critical infrastructure projects while driving innovation and efficiency.

Over the new two days you will find a program that explores how administrators are addressing some of their most significant healthcare infrastructure development challenges. Through a series of keynotes, panels, roundtables, and diverse networking opportunities, the Healthcare Project Delivery Conference program will examine different production delivery models, financing solutions, procurement methodologies, and best practices that project owners are taking to build, maintain, and operate facilities across the country.

At this year’s conference you will find a program with over 75 experienced speakers. These institutional and industry leaders, design-build experts, and operators will help us better understand the value proposition of different product delivery models, the principles behind successful partnerships, and how new approaches are helping maintain and improve our nation’s healthcare infrastructure.

We encourage you take advantage of the opportunities available at conference to connect with others and let new partnerships grow. You will find that many attending share similar capital improvement challenges, and others who have found viable solutions are here to share what they did. Numerous networking events have been incorporated into the agenda, and we hope you are able to make the most of these sessions and meet with many who are attending this year’s conference.

Thank you for joining us this year. And a very special thank you to all our speakers, sponsors, and event partners. We hope the next few days are a unique and rewarding experience that helps you meet all of your business, educational, and networking objectives.

Sincerely,

The Healthcare Project Delivery Conference Team

9:45 AM – 10:30 AMCreating Adaptable Projects by Planning for Evolving TechnologiesGrand Ballroom D

Advancing healthcare technologies and integrated building systems are constantly changing clinical op-erations and the spaces we design. Frequently the impact of technology is missed during master plan-ning, space planning, and design. Artificial intelligence, augmented reality, remote monitoring, and virtual care are just a few technologies driving operational changes that improve patient safety and healthcare outcomes. Developing master plans, space programs, designs, and project budgets that are capable of addressing evolving technologies are key to the success of long-term facility planning. This session will challenge our traditional planning techniques to incorporate the unpredictable technical elements of advanced technologies.

maintenance obligations to address their deferred maintenance challenges and realize better asset man-agement oversight. This roundtable will discuss contracted deliverables that can keep facilities in good repair and improve operating efficiency.

PresenterClaudio Andreetta, Director, Business Development, Johnson Controls

Table 2: Lessons Learned from Five Collaborative Big RoomsWhat are the key factors to building an integrated and collaborative project team? We walk through five variations of project big rooms with co-located teams to find the common drivers that became the build-ing blocks for the project’s success. Working under different Owner contracts and delivery models, all five project teams were motivated to work together to build an integrated team that would work togeth-er in the same place. In this roundtable we’ll discuss how each team accomplished this on each project.

PresenterJeff Russell, VP Healthcare, Rudolph and Sletten

Table 3: Key Terms and Conditions in Design and Construction AgreementsDesign and Construction Agreements are laden with terms and conditions that shift risks from one party to the other. Often, at least one party is not aware of the shifts or has not fully considered the potential consequences. The implications of these shifts can surprise even savvy healthcare project professionals if they are first identified during a dispute or as a result of an insurance claim. This roundtable will iden-tify key deal points and discuss methods of appropriately allocating and mitigating risks associated with them.

PresenterSeth Merewitz, Partner, Best Best & Kreiger LLP

Table 4: Healthcare Finance: Tracing the Project Value StreamDesign-build partners have experienced increasing pressure to innovate within the value streams of their healthcare clients. However, most have a limited understanding of how their work product is evaluated financially. This discussion is designed to provide a basic understanding of key healthcare financial and strategic business drivers, terms, and calculation, as well as the direct application to their design practic-es. Our roundtable will discuss common questions related to forecasting, long range planning, and O&M and why they are important to project financial viability.

Table 8: Understanding Life Safety Approaches in Healthcare Facilities Hospitals and related healthcare facilities have unique challenges and hazards related to building protec-tion when it comes to fire related incidences. Having to evacuate the entire building is not ideal which is why a defend-in-place approach is enacted. Ensuring full coordination of all the fire protection systems (exiting, fire-rated construction, fire suppression, fire alarm, smoke compartmentalization, etc.) is key to a successful design and operation of these facilities. In this roundtable we review successful holistic fire protection approaches to hospital design and operation, and how they may be applied to your existing and new healthcare facilities.

Discuss the housing concerns in your area with industry leaders to educate yourself if more affordable housing for your faculty & staff would benefit your project.

PresenterJared Everett, Managing Director, Greystar

Table 10: Profit Growth through Waste Reduction Studies have shown that 70-80% of activities performed in construction are waste or considered non-value added. We need to learn to see waste in order to reduce waste. This discussion will provide the participants with a great way of creating the list of wastes and will also provide creative ways to start to reduce waste and add more value to our construction projects. Waste reduction should result in prof-it growth.

Table 11: Cost, Efficiency and Reliability benefits of District Energy to Healthcare Operations Learn how district energy can free up real estate on a hospital campus allowing the entity to add reve-nue generating facilities, allow off-site emergency generators (at the district energy plant) to supply the hospital’s critical power loads, and re-purpose existing central plant staff to proactive maintenance and more efficient hospital systems performance.

PresenterWayne Barnett, Director, Thermal Development & Strategic Partnerships , Clearway Energy Inc

Table 12: Post Occupancy Evaluation, How Can it Improve the Healthcare IndustryIn the design and construction process, an owner, designer, and contractor may take years working together to define project goals, plan, design, and construct a healthcare facility that meets the needs of their staff and patients. But once the owner occupies the building, the keys are turned over with limited follow-up other than closing out punch list items and a one-year warranty walk-through. The formerly close group of owner, designer, and contractor then move on to their next project without gaining feed-back from the occupants or finding out if the building has indeed met the goals of the organization. This is a lost opportunity for the team to gain insight by comparing their planning assumptions with actual building operation. This insight can then be used to fine-tune operations, identify and solve problems, and gather data that each team member can utilize to justify decisions on future projects. This discus-sion will focus on the benefits for post occupancy evaluations and barriers on why it is not more com-mon in the healthcare industry

1:45 PM – 2:15 PM Afternoon Keynote: Dr Elizabeth Baca – Linking Resiliency to the Future of HealthGrand Ballroom D

Hospitals and healthcare systems serve a critical role in a community’s resilience, and will likely see increased responsibility for the future of health for a large segment of the population disproportionately affected by natural disasters and climate change.

Climate change is introducing complex hazards that challenge our traditional as-sumptions for building capabilities, needs, redundancies, and ability to respond in times of disaster. While the need for action to make hospitals and health care

systems more resilient and better prepared for the worst impacts of climate change is clear, uncertainty remains about what innovations, investments, and changes need to be made today.

We welcome Dr. Elizabeth Baca, former Deputy Directors with the California Governor’s Office of Plan-ning and Research, and Specialist Leader at Deloitte. Dr. Baca joins us to speak to the future of health, care innovation models, and actionable steps to create climate-smart health care systems and promote healthy, resilient communities.

Healthcare is one of the most complex types of design and construction. For decades, owners have engaged builders and designers earlier and earlier in their projects through progressively more open and collaborative delivery methods. These methods – construction management at-risk, design-build, pro-gressive design-build, and integrated project delivery – help manage the risks and challenges inherent in healthcare design and construction and drive project teams to innovate. In this panel discussion, hear from healthcare leaders who have extensive experience in integrated delivery. Learn about the positives and negatives owners see across the different delivery models through their lessons learned and per-sonal experiences. Hear about best practices to implement when transitioning a health system to a new procurement or delivery method and learn, firsthand, where leading healthcare organizations in Califor-nia are headed regarding the delivery of patient care and the facilities that support it.

Page 27: Welcome [s3.amazonaws.com]...Welcome It’s a pleasure to welcome you to the 2020 Healthcare Project Delivery Conference! Across the nation healthcare facility administrators are evaluating

Completing any kind of construction project in a hospital or healthcare setting can be a challenging undertaking. There’s no room for downtime, and getting necessary repairs and updates completed in an efficient manner is often complex. But what if there was a way to complete these projects faster and cheaper while retaining the same quality? No more coping with construction delays, frustrated project managers and upset doctors and patients.

Faced with endless technology updates, difficult schedules, budgets and workloads, more and more hospital systems and healthcare facilities across the U.S. turn to Job Order Contracting (JOC), an alter-nate project delivery method. JOC helps organizations save time and effort while avoiding disputes and project delays. In fact, facility owners estimate a 24% administrative cost savings when using JOC. With JOC, facility managers can complete large numbers of repairs and renovation projects with a single, competitively awarded contract based on a set of pre-priced construction tasks. Tasks are customized for each client and include items critical to hospital and healthcare procedures, such as Infection Control Risk Assessment and Life Safety issues.

Job Order Contracting eliminates the time, expense and administrative burden of completing the normal design-bid-construct cycle for each project and delivers quality construction faster and more cost ef-fectively, with complete transparency. As a case study we’ll review how since implementing a Job Order Contracting program, Jackson Health System has experienced a decreased time to construction, result-ing in the completion of more projects. As well as leading to a standardized process and fixed pricing controls costs, and increased transparency in costs that have helped support the health system’s auditing and reporting requirements. Additionally we’ll learn how with Job Order Contracting, Jackson Health System has also been able to ensure hiring of quality contractors, including Community Small Business Enterprise certified companies.

Session Learning Objectives:

1. Discover how JOC keeps construction projects on budget with greater cost control.2. JOC best practices and how to implement them.3. How to determine what projects are best suited for JOC.4. Learn how Jackson Health System utilizes JOC for increased operational efficiency and cost savings.

8:00 AM – 9:00 AMDriving Efficiency into the Construction Process with Hybrid Lean Project ApproachGrand Ballroom A

In this session, our speaker will share experiences building over 20 sites in 2 years. These sites in Chi-cago for NorthShore University HealthSystem (NorthShore) will become the new “front door” to the healthsystem.

A hybrid lean project approach was used and this will also be discussed along with metrics and outcomes proving that selecting the same team and working repeatedly with them shows how efficiency can be driven into the construction process. We’ll hear the history of the project - from exploring all parts of the Chicago landscape, to the criteria used to select the sites. Budget for each site will be discussed along with the innovative ways the system and its Owner’s Representative partner, IFS, have found to reduce cost while maintaining overall quality.

There have been many challenges along the way and our presenter will speak in depth with the inner workings and dealings with various landlords, newly constructed spaces that have fallen behind schedule and are delaying the opening of the clinics and what the team has done to keep these projects moving forward. Learn how sites are being selected, designed, permitted and constructed faster and faster as this team learns to work together at a very high level. This is one presentation not to be missed because it is the trend that healthsystems are going to across the country.

8:00 AM – 9:00 AMAchieving Greater Value: When and How to Implement Modular and Prefabrication ConstructionGrand Ballroom B

The interest in modular and prefabrication design and construction has continued to increase in the healthcare industry, but not all owners have embraced the idea. Why is this? Some of it is due to the project delivery model, poor timing or an overall lack of understanding on how to implement these strategies in your project. In this session the panel will discuss their experiences from the perspective of a contractor, architect, and engineer on why modular and prefabrication design and construction should be considered on many healthcare projects. Presenters will also review strategies to ensure an owner is obtaining the greatest value that balances both first cost and future flexibility.

vage partially constructed buildings to accommodate revised needs and programs, and perk up demoral-ized teams?

Enter the Vibra Rehabilitation Hospital of Rancho Mirage, a 50-bed rehabilitation hospital, the only free-standing acute rehabilitation facility in the Coachella Valley, that was finally completed in 2018, 15 years after it commenced. Battered and bruised from the 2008 crash and multiple owners, programs, and codes, this project eventually turned lemons into lemonade.

With an aim to maximize therapy for quicker recovery times, everything from the building’s layout to the rehab garden and 5,000sf PT/OT gym was designed to create interactive, collaborative spaces for inte-grated care teams to provide individualized care to patients. Understand the design compromises made, opportunities capitalized upon, regulatory challenges overcome, steps taken to minimize negative im-pacts, and how the permit was kept alive for 10 years. This session will cover lessons learned – how can you be proactive when progress stagnates.

Learning Outcomes:

1. Learn how to build consensus and facilitate collaboration and compromise amongst a large number of stakeholders. 2. Discover how to capitalize on program changes throughout the life of a project, specifically when there are changes to ownership. 3. Understand how regulatory changes can affect a project over time and what can be done to mini mize negative impacts. 4. Identify effective strategies to implement a phased plan review on a partially constructed building and the impact of keeping the building permit alive during the stalls.

1:00 PM – 2:00 PMWin/Win Strategy: Negotiating and Writing Contract Terms to Include a Dispute Board to Avoid and Resolve Issues During Construction Grand Ballroom B

Troubleshooting and resolving construction issues while the project is being constructed using Dispute Boards (DB) is a smart strategy to control project costs while assisting in creating happy teams. Disputes and claims have been a part of construction projects for eternity and drag out the project well after the completion of the construction, tying up valuable resources and adding costs. Traditional methods of conflict resolution are done at the end of the project, are adversarial and the legal and expert fees sub-stantially impact overall project costs. DBs were created by the construction industry to be used for any project delivery method and to provide a less adversarial, cost effective and practical solution to resolve contract issues on construction projects. Defining project terms that include empaneling project neutrals to operate as a DB to visit the construction site while the project is being constructed and assist the parties in resolving issues and disputes “real time” focuses on eliminating claims that would linger at end of the project. Today, DB are an important aspect of Best Practices for project management on major projects world-wide. This panel will present a primer on the dispute board process, recommended con-tract terms and specifications, and present the best practices on how to use the process to bring your project in on time and on budget.

SPONSOR AND EXHIBITOR INFORMATION

We are a company founded after the 2011 Christchurch, New Zealand earthquake which claimed 185 lives. Today, our solutions are used to brace interior partition walls and suspended ceilings in Hospitality, Hospitals, Schools, Federal, Mixed use and Retail complexes in Australia, New Zealand and the U.S. We have certifications from ICC and OSHPD, and sell our solutions direct online to specialty contractors online from this site.

We bring innovation to an area of construction which has long troubled contractors, installers, architects, engineers, specifiers and regulators. Nonstructural damage in seismic events is the most expensive to remediate. In major earthquakes it often results in structurally sound buildings being demolished because the cost of repair and business interruption is so high.

Our solutions allow building owners to cost effectively mitigate risk, while increasing resilience in both new and existing commercial construction. We save lives and reduce liability by compliance with building code and manufacturers’ warranties.

Seismic activity worldwide has shown that nonstructural damage to buildings is the most expensive to remediate in terms of actual damage, loss of operational capability, and time to repair. Our solutions enable business continuance after major seismic events. We provide the ultimate win-win with safer buildings, reduced costs, and faster implementations. Our solutions are the result of real-world experience in seismic countries, coupled with extensive testing for the building code.

Wherever you work, if seismicity is an issue, then we have solutions for you that have been thoroughly researched, tested, and proven in actual seismic events.
