It’s a pleasure to welcome you to the 2019 P3 Higher Education Summit.

Public-private partnerships (P3s) are delivering essential infrastructure on campuses across the country. As some higher education institutions face challenges in finding ways to enhance their capacity to fund and construct major expansion or even maintain needed infrastructure, many are looking to P3s as an opportunity to facilitate growth.

Over the next two days you will find a program that explores how P3s are addressing some of our most significant campus infrastructure challenges. Through plenary sessions, panel discussions, workshops, and roundtables; this year’s agenda digs into financial, technical, and legal considerations we must make when evaluating a public-private partnership.

At this year’s Summit you will find a program with over 125 experienced and incredible speakers. These public and industry leaders, P3 experts, and owners will help us all better understand the value proposition of P3s, the principles behind successful partnerships, and how the delivery model is being used to maintain and improve our nation’s higher education infrastructure.

We encourage you take advantage of the opportunities available at P3 Higher Education Summit to connect with others and let new partnerships grow. You will find that many attending share similar campus improvement challenges, and others who have found viable solutions are here to share what they did. Numerous networking events have been incorporated into the agenda, and we hope you are able to make the most of these sessions and meet with many of the delegates in attendance.

Overview Through a series of keynotes, panels, and diverse networking opportunities, the P3 Higher Education Summit will focus on alternative delivery education, financing solutions, pro-curement methodologies, and innovative ways partnerships are developing campus infra-structure around the country. This year’s agenda is designed for those exploring alternative project delivery and examines where P3s and other methodologies can be applicable, and how they can be used to save money and time when dealing with large-scale project up-grades, repairs, and facility maintenance.

Main Hall and Concurrent Sessions All sessions are open to the general audience. We encourage you to attend as many as you can and interact with our speakers as they discuss the latest approaches, tools, and strate-gies for public-private partnerships.

P3 Higher Education Summit Expo Hall The P3 Higher Education Summit will host exhibitors sharing information about their orga-nizations, products, programs, and services. Networking breaks and meals will all take place in the Expo area.

Today the lifecycle costs of operating and maintaining capital assets are a significant contributor to the overall cost of higher education in the United States. U.S. public and not-for-profit institutions of higher education report owning more than $1 trillion of capital assets on their balance sheets. At the same time, we recognize that the cost of attendance has become a significant issue that threatens the accessibility of higher education for a significant number of students. Since 2010, tuition costs have increased at an average of 4% per year to $145.6 billion. During the same period, student debt increased from $811 billion to $1.6 trillion and now represents nearly 40% of all outstanding consumer credit.

As a result, American universities are facing important questions about how they will address affordability and access issues, and how they will adapt to the rapidly changing environment for higher education. Emerging modes of learning, the application of new technology inside and outside of the classroom, and corporate partnerships offer promise. While some institutions seek to adapt their physical footprint to the changing modes of learning, others are exploring new markets to offer prospective students choice and to enhance the programs that they provide.

We are beginning to see institutions take action and new market leaders are emerging. Arizona State University, Samford University, and the University of Texas are all taking significant steps to adapt, to grow, and to establish the future of the American institution of higher learning. We welcome leaders from these institutions to discuss how they are adapting to the changing environment for higher education and provide new methods of thinking about how your institution might take advantage of these trends.

Colorado State University Ft. Collins issued a Developer solicitation for the development of a Translational Medicine Institute utilizing a Design Build process with highly prescriptive specifications. However, several of responding Developers noted that the specifications in the RFP we are too prescriptive to allow any room for innovation and the University might be better served by revamping the process to consider P3 methods and more performance-based specifications. As a result of this feedback, the University contracted with JLL to evaluate the potential benefits and risks associated with changing delivery methodologies in the middle of a solicitation. Based on JLL’s analysis, the University paused the process for 6 months to rewrite the specifications and to also add operations and maintenance to the Developers obligations, under the condition that the Developer could provide these services at an equal or lower cost than currently provided in house. These changes allowed the

Hardly a day goes by without hearing about housing shortages in all sectors and age groups. For example, The University of California System has identified the need for over 20,000 student beds system-wide which they are trying to solve by using Public-Private Partnerships. The City and County of San Francisco will attempt to alleviate their affordable housing crisis by asking the voters to approve the $600 million affordable housing bond in November 2019. Over 20% of California community college students are homeless, many of which sleep in their cars in college approved parking lots. Many K-12 schools, colleges and municipalities are exploring the feasibility of using their excess land to develop work force housing, student housing and affordable housing. To further compound the problem, our population is getting older. As expected, there is a demand for more senior living facilities. However, the baby boomer population is looking for more than just a place to live out the rest of their days. They are demanding more amenities and opportunities to continue to learn. As industry headlines during the past year have focused on projects at other universities that are struggling to achieve pro forma operating results, the UCI project team continues planning for a future development that upon delivery will mark nearly two decades of successful partnership.
