Hertfordshire County Council has received pump priming transformational funding from the Department of Communities and Local Government (DCLG) to enable the co-location of Redbourn Library and Redbourn Fire Station. The aim is to co-locate the services to deliver a bright, attractive, welcoming, flexible, tech-enabled new library and to refurbish and improve the existing fire station. The proposals were considered by Hertfordshire County Council Cabinet on 12 March 2016. HCC Cabinet approved co-location of Redbourn Library and Fire Station at this meeting and resolved to progress the project.
This exhibition sets out the current planning application proposals to:
• Create a new library and refurbished fire station in Redbourn.
• Redevelop the existing Redbourn Library site for residential use
The purpose of the exhibition is to inform and seek the views of local residents and other interested parties.
The proposals will in due course be the subject of two detailed planning applications that will be submitted to the County Planning Authority and St Albans City and District Council once all the comments on the current scheme have been received and evaluated. It may be that, prior to the submission of planning applications, we will make some changes to the current proposals as a result of outcomes from this public exhibition.
The public exhibition panels displayed here today explain:
• How the consultant team have undertaken different technical studies on the Redbourn Fire Station and Library sites to look at traffic, trees, ecology, flooding, drainage and town planning issues
• What the current planning application proposals for the Fire Station site look like
• What the current planning application proposals for the Library site look like
• How you can make your views known on what you have seen this evening

fire station site appraisal
The existing Redbourn Fire Station is located north of the centre of Redbourn. The site is bounded; to the north by a dense tree belt and agricultural land beyond; to the east by a dense tree belt with agricultural land beyond; to the south by Harpenden Lane and two storey residential development beyond; and to the west by Dunstable Road and two storey residential development beyond. The Fire Station is a retained facility which means that it is not manned full-time. There are 12 retained firefighters who are called out when there is an incident and the first 6 fire-fighters arriving at the Station then go on to attend the incident. In 2014-15 there were 194 call-outs.
Key features of the site are as follows:
• The fire station site is in the ownership of Hertfordshire County Council
• The existing fire station buildings of no particular architectural merit
• There is one access/egress from Harpenden Lane and one egress onto Dunstable Road
• Hard standing is located around the buildings in the form of car parking, access roads and paths
• The site has trees along the northern and eastern boundaries and a single tree on the frontage to Harpenden Lane
A number of technical studies have been completed to assist the preparation of the planning application proposals:
• Topographical survey which accurately plots all buildings, levels and existing trees
• Planning policy appraisal which shows that the site lies in a Conservation Area, the Green Belt and a Landscape Development Area
• Tree survey which shows that the silver birch on the street frontage is of low quality but his visually important in the street scene and should be retained
• Ecological survey which shows that the site has no statutory or non-statutory recognition for ecological importance and there is no potential for protected species on the site
• Access appraisals and traffic surveys examining the capacity of the road network have informed the proposals
• Car parking assessment which looks at highway policy and determines the number of car parking spaces required for the combined Fire Station and Library
• A flood risk and drainage assessment found that the site is not at risk of fluvial flooding and the development will not increase the chances of flooding elsewhere
• There is sufficient foul sewerage capacity to accommodate the proposals
All of these studies will be submitted as part of any planning application package.

library site appraisal
The existing Redbourn Library site is located west of the High Street close to the town centre. The site is bounded; to the north by residential development fronting Holts Meadow and Dunstable Road; to the east by residential and retail development fronting the High Street; to the south by residential development fronting Lamb Lane; and to the west by a detached residential property fronting Lamb Lane.Key features of the site are as follows:
• The library site is in the ownership of Hertfordshire County Council
• The existing library building is located on the site frontage and was constructed in 1979 when temporary planning permission was first granted by St Albans City and District Council (permanent planning permission was granted in 1985)
• The existing library building is temporary in construction, of no architectural merit, does not contribute towards the character of the Conservation Area in which it is situated
• The Library is a well-used facility but the library service are looking for a modern purpose built permanent building to accommodate the library
• Hard standing is located to the rear of the site and provides a small staff car park
• The site access is from Lamb Lane (which is one-way)
A number of technical studies have been completed to assist the preparation of the planning application proposals:
• Topographical survey which accurately plots all buildings, levels and existing trees
• Planning policy appraisal which shows that the site is within a Conservation Area
• Tree survey which shows that the site has one low value tree located between the existing l library and western site boundary
• Ecological survey which shows that the site has no statutory or non-statutory recognition for ecological importance and there is no potential for protected species on the site
• Access appraisals and traffic surveys have informed proposed highway access
• Car parking assessment which looks at highway policy and determines the number of parking spaces required for residential development
• A flood risk and drainage assessment found that the site is not at risk of fluvial flooding and the development will not increase the chances of flooding elsewhere
• There is sufficient foul sewerage capacity to accommodate the proposals
All of these studies will be submitted as part of any planning application package.

The planning application proposes the alteration and extension of the existing Fire Station to provide a new library alongside refurbished improved fire station facilities. A detailed planning application will be submitted to Hertfordshire County Council (as the development is for County service uses). The current proposals are as follows:
• A new library which is on one level and replaces all the floorspace currently provided at the Lamb Lane site
• New shared library workroom/fire control room and kitchen area for Library and Fire Station staff and firefighters
• New changing accommodation for firefighters
• Staff and disabled visitor car park for library use and car park for firefighter use in accordance with St Albans City and District Council requirements
• New landscaping proposals which include replacement planters for Redbourn in Bloom
• New pedestrian crossing to ensure the site has safe and suitable pedestrian access the location of which has been discussed and agreed with the Highway Authority
• On site vehicular segregation of Fire and Rescue appliances and visitor and staff car parking
• New one-way circulatory system for vehicles on site to ensure safe movement at all times
• An innovative modern timber clad design that will enhance the Conservation Area

The planning application proposes the redevelopment of the existing Library site for residential use. A detailed planning application will be submitted (in parallel with the Fire Station planning application) to St Albans City and District Council. The County Council proposes to dispose of the site once planning permission has been obtained. The entire capital receipt raised from the sale will be used to supplement the pump priming funding received from the DCLG for the new Library and Fire Station.
• Demolition of existing library building
• Three new three bedroom residential dwellings fronting the car park to the rear with gardens behind the dwellings to ensure maximum privacy to existing dwellings to the south of Lamb Lane
• Two storey height dwellings to minimise impact on the Conservation Area
• Garden space at the site frontage to Lamb Lane
• Car parking spaces in accordance with St Albans City and District Council requirements
• Extension of existing Lamb Lane hedge along southern site boundary to enhance the setting of the buildings and to ensure further privacy for existing and proposed dwellings
• Traditional cottage style dwelling respecting the existing local context in Lamb Lane
