10.4 Director Infrastructure & Planning Report – Prepared by James Magee Automatic Weather Station (AWS) for Warracknabeal The installation of a weather station at Warracknabeal Aerodrome has been approved by the Bureau of Meteorology (BOM) and its data will be publicly available on the BOM website. The weather station will have an Automatic Weather Information Service (AWIS) attached which will provide live weather information to the aviation industry as well. Works are expected to commence in the last quarter of the year. Warracknabeal and Brim Flood Study The second steering committee meeting has been completed. Flood modelling is now underway for various rainfall and flood events. Once draft mapping is complete community meeting will be held to gain feedback. Mitigation options such as levees will also be considered including their designs and locations. Renewable Energy Target There has been much discussion at a Federal Government level regarding changes to the Renewable Energy Target which will have an impact on the proposed windfarm at Murra Warra. While the energy target itself seems to have agreement at the Federal level, a concern is the requirement for a two yearly review which would create uncertainty for any proponents of renewable energy.

10.6 Community Services Report – Prepared by Gavin Blinman Kindergartens Staff recently attended mandatory Reporting and Child Trauma training. In Hopetoun we have reviewed staffing and have put an additional assistant on for three hours per week due to high numbers of children on Thursdays, with 3 and 4 year olds attending. We are now looking at the new ratios set by the Department of Education and Training that will come in next year, the 1:11 ratio will be an issue at Warracknabeal, maybe Hopetoun and depending on numbers Murtoa. Council are looking to trial rubber soft fall at one of our Kindergartens following complaints received about the soft fall we have had supplied in recent times. If successful we may need to look at our current playgrounds and designs. Environmental Health / Local Laws – Prepared by Tim Rose & Greg Wilson Health Food inspections have been ongoing during this month. These inspections have not revealed any major non-compliance issues. One assessment was undertaken of a building in respect to a potential new business opening in the south of the Shire. Three food sample results have been received for this period, with one receiving a result of only marginal quality. This business will be investigated to determine a likely cause. A number of onsite wastewater applications have been received, including five CFA toilet upgrades to Fire Stations. All applications are currently been assessed and permits will be issued in coming days. I attended a forum in Stawell in relation to changes to the onsite waste water management field. This area is currently being reviewed and a number of Environmental Health Offices have serious concerns over the increased risk to Council as a result of possible changes. Extensive feedback was provided to the Environment Protection Authority and Municipal Association of Victoria regarding these concerns and it will hopefully improve the outcome of this review to the Environment Protection Act. Final sampling of Lake Marma occurred this week with the results indicating that levels of Blue Green Algae are no longer considered a threat to public health. The signage around the lake has now been removed and the water body will continue to be monitored over coming months. Local Laws The local laws area has been busy dealing with a number of cat related issues, including providing traps and collecting caught animals. A total of five animals have been held at the pound with the exception of one dog, all animals have been returned to their owners following the payment of associated fees.

There is currently an issue with dogs attacking chickens in the north of the Shire. The owners of the dog responsible have been spoken to and the best course of action is still being considered. A Shire wide door knocking program has commenced for all overdue animal registrations. This has resulted in a significant number of payments being received and co-operation from the community has been good. Aged and Disability – Prepared by Lisa Dunkley Seasons of Wellness launched at Hopetoun on 12 May 2015, around 55 people attended and Cr Helen Ballentine MC’d the event. Shire staff Bronwyn Clayton and Murray McKenzie also attended and presented with guest speaker, Pastor Paul Noble. In May Home & Community Care Workers (HACC) participated in first aid which is conducted annually and there is also plans to complete medication update training in the near future. We held a course on Hoarding, Hazards and Incidents for the HACC staff with further training courses happening through the year. A Memory Strategies Group has been formed in Minyip with the guidance of the Shire and Rural Northwest Health (with wonderful support – 28 registered). As this group has been successful, we will now implement a Memory Strategy Group in the north in the later part of the year. Volunteer Meals and Transport – Prepared by Michelle Hallam Volunteers 11 – 17 May 2015 was National Volunteer Week which is the largest celebration of volunteers and volunteerism in Australia. It provides an opportunity to highlight the role of volunteers in our community and also to say thank you to our volunteers. Yarriambiack Shire Council worked along side Volunteering Western Victoria, Murtoa Neighbourhood House, Hopetoun Neighbourhood House & Warracknabeal Neighbourhood House to hold three successful events across our Shire. Murtoa Neighbourhood House ‘SLAMM’ held a morning tea on 12 May 2015 with approximately 35 people in attendance. Warracknabeal Neighbourhood House held a BBQ Luncheon on the same day; with approximately 56 people and Hopetoun Neighbourhood House held a BBQ luncheon on 13 May 2015 with approximately 15 people in attendance. All events were well attended and it was great to see local media/papers attend to capture photos and stories regarding the events. Transport For the month of April 2015 we have completed 12 drives with three cancellations, this has again increased, compared to April 2014. This month, mostly residents from the northern end of the Shire utilised our service for attending specialist appointments in Horsham and Warracknabeal.

Youth Report – Prepared by Murray McKenzie A group of Hopetoun P12 students attended three Film Workshops with ABC Open Producer Jennifer Douglas. The students were taken through all phases of film production from planning, filming and editing, to the final addition of music and a public viewing. Their 30 second long films were then presented at the Hopetoun Seasons of Well Being Launch held 12 May 2015.
Representing Council, I held a series of meetings across the Shire at Murtoa, Warracknabeal and Hopetoun to discuss the formation of a Youth Action Council. The meetings were advertised through Social Media and the Newspaper. The meetings were poorly attended but speaking to several youth in the area, I think there is a legitimate belief that they have had a couple of meetings previously, done some planning and it has all been for nought. In the future we will promote our information through school groups and hopefully be able to engage older Youth in a targeted fashion.
Meetings with the schools seem much more productive and we seem to have successfully garnered support for a Youth Summit. Nathan Hulls to be locked in as facilitator for work shop and presentation with a possible date set for Thursday, 25 June 2015.
Four local Shire Councils were linked to the ‘Change It Up’ program for 2015. Yarriambiack wasn’t one of them, but we have since been included in the group and have had initial talks with the Shire’s schools to participate. The ‘Change It Up’ program is delivered by the Foundation for Young Australians (FYA). ‘Change It Up’ sparks young people’s ideas for change in their local communities through a two-day workshop. Young people aged 14 to 19 build their confidence, skills and networks to make their ideas happen. The program supports young people to contribute to local decision making and have a voice in determining the future of their local community. ‘Change It Up’ works in partnership with the local community to support young people to have a voice and act on issues that are important to them. At each ‘Change It Up’, young people can access up to $1,000 of seed funding to bring projects to life.
A bus was organised to attend the Nexus FReeZA event on 15 May 2015 at Horsham with a couple of elder youth attending with the view of assisting, the holding of an event in the Yarriambiack Shire.
I’m currently investigating the holding of gaming nights across the Shire Neighbourhood Houses. Warracknabeal Neighbourhood House has equipment they are willing to share (and we may be able to update some). Have had the equipment checked and set up by Warracknabeal Secondary students (thanks Lisa) as well as an inventory of the Equipment by two VCAL students and what is possibly needed to update some things.

Emergency Relief Funding We are using our Emergency Relief funds to provide support packages for families as we move into winter, MCH nurses and Home & Community Care staff are working together to identify families in need. We will also purchase a number of food vouchers that can be used by clients as we move away from being funded. The newly funded Emergency Relief Agencies form Bendigo and Mildura have contacted us in recent weeks to check on our service to ensure our clients are supported in our area. Shortly we will send out notification to the media and clients on the changes of our service in this area and how clients can access the support packages we will supply.

SHARE Program (Sustainable Healthy Adaptable Resilient Engaged) – Prepared by Marianne Ferguson Wimmera Southern Mallee Identifying Supply Chains Study The project builds on the Wimmera Southern Mallee Regional Transport Strategy 2014 and other work conducted by the Wimmera Southern Mallee Regional Transport Group, identifying the need for transport routes which are appropriate for the region’s freight task. Consultation with relevant stakeholders for the Yarriambiack Shire has begun. Regional Victoria Living Expo The Regional Victoria Living Expo was well attended and promotional items at the Wimmera Mallee Council stands proved popular. The Warracknabeal Open for Inspection weekend is currently being organised for 30 – 31 May to promote regional living. The weekend will include racing, a football and netball match, Neighbourhood House Monster Garage Sale, Food Fest, Yarrilinks Tree Planting, Burnout Competition at the Aerodrome and a Fishing Competition. Re-invigorating Your Product Group Mentoring Sessions A free group mentoring session will be held at the Yarriambiack Shire Council Office in Warracknabeal on Monday, 27 July 2015 and the Mallee Bush Retreat Stick Shed on Wednesday, 29 July 2015. The mentoring session will focus on reinvigorate existing business products and services. Wimmera Mallee Tourism The Wimmera Mallee Tourism Facebook Page currently has 2,640 ‘Likes’. Wimmera Mallee Tourism is currently preparing to partner with the Horsham Tourism Advisory Group to attend the Melbourne 4WD and Outdoor Expo in August 2015. The Strategic and Marketing plans are currently under review. Woomelang Caravan Park Upgrade A Building Application for the installation of a new roof for the amenities at the Woomelang Caravan Park has been approved. The upgrade will also see landscaping of the site. This project was funded by the Local Government Infrastructure Fund. Yarriambiack Tourism The Yarriambiack Tourism Facebook Page currently has 1,195 ‘Likes’. Yarriambiack Tourism is currently working to promote destinations to attract weddings to be held in the Shire. An advertorial will be created for the upcoming Mail Times Wedding Planner. The Tip Treasure Tour to promote the Transfer Station Resale Sheds in Hopetoun, Warracknabeal, Murtoa and soon to be constructed shed in Rupanyup is currently being distributed.

10.7 Infrastructure Services Report – Prepared by Bernie Naylor Free Green Waste Day Council held our annual Free Green Waste Day on Sunday, 24 May 2015, the collection day was very well received by the rate payers with all transfer stations kept very busy. The following transfer stations were open for disposal of Green Waste during their normal operating hours: Woomelang Beulah Rupanyup Yaapeet Murtoa Hopetoun Warracknabeal Minyip Note: Warracknabeal, Patchewollock, Speed & Tempy were open on Saturday, 23 May 2015 Transfer Stations were open for other types of waste as usual but normal charges applied.
Scrap Metal Collections Council’s together with other members of the Regional Waste Management Group are investigating the possibility of a joint tender for the recovery and sale of scrap metal. It is intended that the contract would be for a period of three years. Environment Protection Authority (EPA) Inspection – Warracknabeal On 23 April 2015 a representative from the EPA undertook a site inspection of the Warracknabeal Landfill and Transfer Station. A number of issues as detailed were raised as part of the inspection:-
• Large amount of litter on the internal side of the eastern boundary fence. (Most of this material was polystyrene) – Council will try ensuring that in future polystyrene is bagged and then disposed of in the landfill.
• Council has separate areas for green waste and timber, but during the inspection it
was observed that there was painted timber, particle board and laminate in the timber pile. These items must be disposed of in the landfill.
• Capping of the former landfill cells at the northern end of the site is showing signs of
erosion and cracking with signs of water intruding into the old cells. Council will be required to undertake earthworks in this area such as dozing and provision of additional capping material.
• Asbestos was found in the new concrete stockpile – Council has engaged a
contractor to pull the stockpile apart and remove the asbestos.

The issue in relation to asbestos is of great concern as Council has now changed all the locks at our Transfer Stations, contractors and residents only accessing the sites during normal hours of operations. Unfortunately there are residents and contractors who are hiding the asbestos at the bottom of their loads making it impossible for the site supervisors to identify the material. If this continues I believe Council will have no alternative but to no longer take concrete at our sites and refer residents and contractors to Horsham to dispose of this material. To date this year, Council has spent around $30,000 cleaning up asbestos from our Transfer Stations. Fire Tanks – Water Access Over the past couple of months both GWMWater and Council staff have found farmers accessing water from the fire tanks by either directly pumping from the tanks or in one instance actually tapping into the pipe between the meter and the tank, and running a pipe to their water troughs. These tanks were installed for fire fighting purposes only and it is illegal to take water from these tanks. Council is responsible for this water and we are not allowed to access this water. Letters have been sent out advising the landholders their actions are illegal and could be subject to prosecution.

Design – Prepared by Garrett Liston Alex Pearson (Casual Assistant Design Engineer – University placement) is again working with Council to aid in the engineering area with survey and general duties as required. In the past month there have been a few construction works commenced. Sea Lake Lascelles Road is going well as to is Watchem Warracknabeal Road, both being prepared for the final layer of material to be placed prior to being stabilised. There is culvert works occurring on the Murtoa Settlement Road as too the breaking up of the existing material which is also being prepared for stabilisation. There is a multitude of survey works which is currently being sorted through to enable a speedy completion to the end of this financial year. Craig Avenue works are nearing completion, which will near the end of the footpath component of the contract. Mill Street and Hopetoun Yaapeet Glenore School Roads are also underway. OH&S/Risk Management – Prepared by Barry Sullivan The new outdoors smoking bans came into force on 13 April in Victoria. The ban affects Council’s Kindergartens and Maternal Child Health Centres. No smoking within four meters of building entrances signs have been acquired from the State Government and are now being installed at entrance ways into all Kindergartens and Maternal & Child Health Centres. A Guide to Managing Occupational Health & Safety on Community Projects Manual has been developed and handed out to all Council officers involved in overseeing community projects. The manual clearly defines what safety systems and Council permits are required to be put in place prior to projects starting on site. This process will minimise the risk of incidents occurring on site as contractors and volunteers will need to alien to the legal requirements of the OH&S Act, OH&S Regulations & Codes of Practice. Community Project Officers can run through a Safety System & Permit Checklist and determine what they need to have in place prior to the project starting. Community Project Officers are currently being trained in the use of the manual. Safety inspections are currently being conducted on; on-ground community projects to ensure Community Project Officers have safety systems in place. Recent reports to the Risk & Safety Officer relating to remnants of illicit drug material found by Council’s maintenance staff have resulted in the development of a basic recording and reporting system to Police. The items found would be collected and put into a small sealed bag and a report sheet filled out noting the type of item, date and location found. Information on the location and type of material found will be recorded on a Council database and then the item handed over to police for finger printing. The procedure is yet to be presented to the Risk and Safety committee for discussion and approval.

The Risk & Safety officer will be assisting the Community Projects/Building Officer in the inspection of Council Assets over the next few months. Information on the condition of each building will be recorded on Asset Asyst to assist managers to formalise maintenance budgets and to assist in the insurance of buildings. Mick Evans (Asset Engineer) and I attended the Municipal Association of Victoria Insurance Best Practice Forum at Buloke Shire Council. The forum focuses on recent trends in insurance and legal claims against Councils within Victoria. Open discussions were held on the minimising risks and claims relating to playgrounds, footpaths and trees. Car recovery kits will be purchased to assist the Maternal & Child Health nurse and the Assessment Officer when working in isolated areas north of the Shire and the southern region of Mildura City Council. Kits will assist staff when bogged in sand or mud to help them get themselves out of the situation. Nurses will be trained in the use of the equipment prior to receiving the kit. Jardine Lloyd Thompson (JLT) will be conducting their Biennial Audit on three Council buildings at Warracknabeal this month. The audit will also look at Council’s asset audits, the Business Continuity Plan, Council’s Key Register, property valuations and insurance claims relating to Council assets. Data has been collected for the auditor and will be submitted to JLT’s office in Melbourne prior to the property inspections. The management team conducted a desktop Business Continuity Plan (BCP) exercise to determine the (BCP’s) functionality. Managers were given a scenario where the existing Council officers were burnt down (along with the Library) and the Technical Services Building badly damaged. Managers had to plan how to have the Council up and running as quickly as possible, determine what other buildings could be utilised throughout the Shire for staff to use and what resources could be obtained to assist staff. Around sixteen Council staff will be attending the five day OH&S course along with two staff from the Rural Northwest Health this month. The training provider will be the training arm of the Australian Services Union. The course structure and course content have recently been upgraded by WorkSafe and the ASU is currently one of a few accredited training organisations that have been approved to run the new structured course. 10.8 Community Projects Report – Prepared by Dennis Smith Country Football and Netball Program 2013/2014 and Putting Locals First Program The tender advertising for the Hopetoun Community Centre Upgrade is now complete and prospective contractors are being evaluated. The Building Permit is ready for issue once a contractor has been appointed. Work is to commence immediately following this football season. Local Facilities for Local Clubs Program – 2014/2015 Work on the Minyip Cricket Practice Wickets project is anticipated to commence late June/early July due to lack of voluntary labour from the farming community. Country Football and Netball Program 2014/2015 We are waiting on the outcome of the application, submitted under this program, for the facility upgrades at the Minyip Recreation Reserve. Community Facility Funding Program 2015/16 – Planning Preliminary work has been undertaken to implement the development of a new Yarriambiack Shire Council Sport and Recreation Strategy 2016-2020 with a Project Brief completed and advertisements for Expressions of Interest placed in the local press. A Steering Committee will be formed consisting of sport and recreation community members, two Councilors and appropriate Staff members. It is expected this project will commence in July this year. Community Facility Funding Program 2015/16 – Minors A Purchase Order will be raised for the contractor in early June for the installation of lights at the Beulah Bowling and Croquet Club. Work is to commence in July this year. Restoring Community War Memorials and Avenues of Honour Program The application for $13,615 through the above program has been approved for restoration of the Anzac Park gates. As Council is auspicing the Warracknabeal RSL for this project we are waiting to receive the Activity Schedule prior to any work commencing. Other Work Undertaken Works at the Rupanyup Maternal & Child Health Centre are expected to be completed early/mid June. The Warracknabeal RSL Anzac Centenary project is complete and grant acquittal documentation will be prepared when all invoices have been received and paid. The shade structure at the rear of the Sheep Hills Hall has been completed.

Through community consultation it was requested to review the potential for there to be parallel parking implemented in Main Street, Minyip. The proposal would see the removal of three trees, two on the northern side of the road and one on the southern side. These trees would be replaced with shrubbery/trees on the nature strips in similar locations. The parking space for the mobile library will still be reserved during the signalled timeframes. The proposed plan had one written objection and one verbal objection. The objections where based around trucks utilising the parking and disrupting the residents. The implementation of long vehicle parking would aid the local businesses in the area through the ability of caravans, trailers and longer than normal vehicles having a location to park. Cr T Grange stated that a Superintendent has not yet been appointed to the Grampians region, therefore no Police Officer has been appointed to Minyip. Cr T Grange spoke with Danielle Green MP and Jaala Pulford MP in relation to monies available for street-scaping and available to our Council. Danielle Green MP will visit Council in the near future to obtain wish list. Cr T Grange asked Council for new signs for the Mobile Library for Minyip. Cr T Grange spoke with concern of the break-ins that have recently occurred in Minyip (local Chemist, Emma’s Cafe & Senior Citizens building). Cr T Grange pointed out that according to police statistics, alcohol consumption is a far greater problem than drugs. Cr G Massey highlighted that the Rural Northwest ‘COMMUNIversity‘ workshops/presentations will be held on Saturday and Sunday, 13 -14 June at Rural Northwest Health.
