How/why do Airports get money?
They are part of the NPIASNational Plan of Integrated
Airport Systems
International Airport
Yuma is Part of that System
International Airport
How is the system developed?
• The FAA Develops the NPIAS• Identifies Airports that in the National Interest• Works to see they are “Integrated”
International Airport
NPIAS Airports are “Integrated”
These are our Hubs
Into a “Hub & Spoke” System
International Airport
“Hub & Spoke” covers the Globe
Today Over 480 US Cities Receive Air ServiceThrough Hub & Spoke
International Airport
Hub & Spoke = Visit the World in One Stop
International Airport
Airport “Certification”
• Certification allows us to have Airline Service• We meet Strict Requirements on Pavement,
Lighting, Security, etc• Annual Inspections by FAA
• Makes us “Grant Eligible”
International Airport
The Airport identifies local needs
• Airport identifies/confirms needs with FAA– And asks for money (Grants)
• That money comes from User Fees– Aviation Fuel and Property Tax
• Works at the State and Federal Level– $1+ Million per year Federal (Entitlement)
• Compete for addition Millions
– $2 Million per year State (Competitive)
International Airport

Airport Growth
• We can grow thanks to Grants– Builds our Infrastructure– Expands our Capability
• This gives the Airport a Unique Advantage– The government funds our infrastructure– The government does NOT pay for vertical facilities
• What are the Opportunities?
International Airport
Adding Value to MCAS
International Airport
Who is the world’s biggest customer?
International Airport
Sec AF to Congress, Mar 1, ‘06
“Presently, we have the oldest aircraft inventory in our history.”
International Airport
Lt. Gen. Jefferson Howell, USMC
"Our trucks, amphibious vehicles and aircraft are the
same ones we used in Desert Storm."

DOD Weapons Systems in Procurement
• Space Systems• Aircraft• Land Systems• Ships• Support Systems• Munitions
• Joint Strike Fighter• Osprey Tilt Rotor • Smart Weapons
– JSOW– JDAM– JASSM
International Airport
One System is Joint Strike Fighter
• F-35 Lighting II• Supplier network
includes nine partnering countries
– United States, UK, Italy, Netherlands, Turkey, Canada, Australia, Denmark and Norway.
– Israel and Singapore have also joined the program as Security Cooperation Participants.
International Airport
How does this affect us?
• The F-35 will be manufactured in 3 versions1. Conventional takeoff and landing (CTOL) for AF2. Aircraft carrier version (CV) for the U.S. Navy3. Short takeoff/vertical landing (STOVL)
• The U.S. Marine Corps• Royal Air Force• Royal Navy• Spain• Italy
International Airport
Planned Buy is 2,000 to 5,000One of the most complex weapons systems everOne of the most complex weapons systems ever
Who builds these for DOD?
International Airport
CONTRACTORS
International Airport
Over 1,000 Sub System Suppliers
International Airport
Our Goal
• Provide Service to Contractors • Who Provide Service to MCAS Yuma
• By renting Land or Hangar Space
International Airport
What are the Opportunities
• What is possible from the F-35– A single large weapons system
International Airport
Initial F-35 Deployments in Arizona
• The F-35 will replace:– Air Force A-10s and F-16s– Navy F/A-18s– Marine Corps AV-8B & F/A-18s– UK Harrier and Sea Harriers.
Source: Press Release on U.S. Air Force Maj. Gen. John Hudson, director of the U.S. Department of Defense F-35 JSF program
International Airport
Yuma will be the first F-35 deployment
• MCAS Yuma is First• Then Arizona• Lessons learned start here.• World-wide support starts here

What does that mean?
International Airport
What does that mean?
• Global Supply Warehouse supporting– Lifetime System Upgrades– Parts Distribution– Based on Block Upgrade Programs
– Each Upgrade must be replicated through the fleet

International Airport
What is MCAS “Best Vision” for us.
• “JSF/DOD Logistics / maintenance complex”– Low airfield operations– Reduced downtime on Fleet– Close to source of replacement kits– Direct Benefit to MCAS Operations
International Airport
What is our "Best Vision"
• “JSF/DOD Logistics / maintenance complex”– High job creation– Most beneficial to community– Smallest impact on MCAS
• Our “Best Vision” is the same as MCAS– We need to start the growth trend in that direction.
International Airport
F-35 Opportunities are truly Global
5,000 Aircraft World Wide
International Airport
That is a “Small” Opportunity
• Each Part, System, Sub System, Weapon, etc that pertains to the F-35 Aircraft must be tested before deployment to the Fleet.
• Those items are tested at YPG
• So is everything else the DOD buys
International Airport
Yuma Proving Ground
• Every Weapons System• Every Munition• Every Service• Every Day• YPG tests all weapons coming into the Military
• They are all built by contractors– Who need space

International Airport
Why would we do this?
• It’s Good Business– Contractor work is high value– Minimum Salary $50-60,000– High Job Multiplier– Value to Yuma far exceeds air cargo
• Contractor work is low impact on the airfield– Very low air operations count– Normally working on sub-systems– High Value to MCAS Yuma (our partner)
International Airport
Why? (continued)
• Because it is realistic– Contractors require minimal initial investment
• 12 to 15,000 Sq Ft Hangar, Cost ~$2,000,000– 40 to 50 high value jobs per hangar
• We are working with MCAS to find Defense Contractors we can support
International Airport
How will this work
• Refinance Existing Debt– This frees up debt service funds
• This funds the 1st Hangar (No Existing Tenant)• Start Marketing the Space
– Plenty of existing customers• NASA, ECIII, Others
• Once Tenant Secured– Re-Start the Cycle
International Airport
Current Goal for Financing
• Secure Funding Availability for 2 rounds– This will validate the model– Ramp Space immediately available– Architect is ready
• Complete 2 Full Rounds– 2nd round starts with first tenant lease signing
• Re-Evaluate– Expand, Contract, Change Model
• Conservative Approach
International Airport
Summary for Hangar Development
• We have infrastructure (growing with Fed $$)• We have land• We have customers• We have market
• We don’t have money for Hangars– Neither do our customers (They Rent)
International Airport
2. ADOT Line of Credit
• $2 Million per year in Grants• ADOT is slow payer• Construction can move rapidly
– We must pay on time• We foresee a “possibility” of exhausting reserve• We need a “Line of Credit”
– Discussion
