Newsletter 2018-52 December 28, 2018 WEIRTON-STEUBENVILLE, WV - OHIO METRO AREA HAS LARGEST PERCENTAGE GAIN IN CONSTRUCTION EMPLOYMENT Construction employment grew in 265, or 74 percent, out of 358 metro areas between November 2017 and November 2018, declined in 45 and was unchanged in 48, according to a new analysis of federal employment data released this week by the AGC of America. The Weirton-Steubenville, WV-OH Metropolitan Statistical Area continues to be a robust construction area ranking first in the nation in percentage gain with a 26 percent increase in jobs in November. Another 500 construction jobs were added in the last year bringing the total to 2,400. The Charleston MSA is on the other end of the spectrum. Charleston ranked 4th worst percentage losses in a year’s time – a reduction of 500 jobs from 7,400 to 6,900 - a 7 percent decline. CAWV ANNOUNCES NEW MEMBER PORTAL IN 2019 The CAWV is excited to announce that at the start of the New Year, a switchover to the association’s new membership management software and member portal to GrowthZone will be finalized. The CAWVs current integrated system, MemberFusion, has been in place since 2010. Members will receive next week an invitation email in which new log-in credentials can be created. The primary contact of each member firm will have access to constantly update / change their company information listed on the new online directory. (To see the updated online directory, click here.) As a reminder, CAWV (as well as AGC of America) membership is corporate. CAWV WORKFORCE DEVELOPMENT TASK FORCE MEETING SCHEDULED CAWV President Roger Thomas recently assembled the Workforce Development Task Force which will be charged with developing programs that will encourage high school and middle school students to consider a career in the construction industry. The task force will work with the Department of Education, career and technical colleges as well as other workforce development groups to implement a sustainable program. John Boyle, Source Contractors, and Mark Urso, Bear Contracting, CAWV Workforce Development Task Force Co-chairmen, have scheduled the initial meeting of the CAWV’s newly created task force for Wednesday, January 16, at 10:00 a.m. at the CAWV Headquarters. Dr. Steve Paine, West Virginia state Superintendent of Schools, will attend the meeting at 11:00 a.m. to give information on what the school system and career and technical center programs currently offer. PREVENTING FROSTBITE AND HYPOTHERMIA

Prolonged exposure to low temperatures, wind or moisture whether it be on a ski slope or job site can result in cold-related illnesses such as frostbite and hypothermia.

How to detect and treat cold-related illnesses Frostbite is the most common injury resulting from exposure to severe cold. Superficial frostbite is characterized by white, waxy or grayish-yellow patches on the affected areas. The skin feels cold and numb. The skin surface feels stiff but underlying tissue feels soft and pliable when depressed. Treat superficial frostbite by taking the victim inside immediately. Remove any constrictive clothing items and jewelry that could impair circulation. If you notice signs of frostbite, immediately seek medical attention. Place dry, sterile gauze between toes and fingers to absorb moisture and to keep them from sticking together. Slightly elevate the affected part to reduce pain and swelling. If you are more than one hour from a medical facility and you have warm water, place the frostbitten part in the water (100 to 105 degrees Fahrenheit). If you do not have a thermometer, test the water first to see if it is warm, not hot. Rewarming usually takes 20 to 45 minutes or until tissues soften. Deep frostbite usually affects the feet or hands and is characterized by waxy, pale, solid skin. Blisters may appear. Treat deep frostbite by moving the victim indoors and immediately seek medical attention. Hypothermia occurs when the body’s temperature drops below 95 degrees Fahrenheit. Symptoms of this condition include change in mental status, uncontrollable shivering, cool abdomen and a low core body temperature. Severe hypothermia may produce rigid muscles, dark and puffy skin, irregular heart and respiratory rates and unconsciousness. Treat hypothermia by protecting the victim from further heat loss and calling for immediate medical attention. Get the victim out of the cold. Add insulation such as blankets, pillows, towels or newspapers beneath and around the victim. Be sure to cover the victim’s head. Replace wet clothing with dry clothing. Handle the victim gently because rough handling can cause cardiac arrest. Keep the victim in a horizontal (flat) position. Give artificial respiration or CPR (if you are trained) as necessary.

How to prevent cold-related illnesses Avoid frostbite and hypothermia when you are exposed to cold temperatures by wearing layered clothing, eating a well-balanced diet, and drinking warm, non-alcoholic, caffeine-free liquids to maintain fluid levels.
