Widows were the poorest and most vulnerable of people in Jesustime. Oppressive legal and eco- nomic structures were the norm. We are encouraged to pray for the poor, the weak and the vulnerable as they cry for justice. And that we must not lose heart that we can effect change in their lives? The word of God is living and effective, discerning reflection and thoughts of the heart.

La palabra de Dios es viva y eficaz y descubre los pensamientos e intenciones del corazón.

“Jesus told his disciples a parable about their need to pray

always and not to lose heart.” But could there be a more challen-

ging message for serious stewards? Widows were the poorest and

most vulnerable of people in Jesus’ time. Oppressive legal and eco-

nomic structures were the norm. We are encouraged to pray for the

poor, the weak and the vulnerable as they cry for justice. And that

we must not lose heart that we can effect change in their lives?

Catholic Stewardship Appeal begins this weekend!

Thanking God for the many gifts he has given us, we are obliged to share what we have been blessed with. Take the opportunity to “walk together” and share our gifts with other Catholics of the diocese. Sometimes it’s difficult to envision how one pledge can make a dif-ference. However, each gift—no matter what the amount—does make a difference. And it is a sign that we are part of something larger—the local Church known as the diocese of Jeffer-son City. Dando gracias a Dios por todos los dones que nos ha dado, nos vemos obligados a com-partir lo que hemos sido bendecidos con. Aprovecha la oportunidad de "caminar juntos" y compartir nuestros dones con otros católicos de la diócesis. A veces es difícil imaginar cómo un compromiso puede marcar la diferencia. Sin embargo, cada regalo, no importa lo que el monto de hace una diferencia. Y es una señal de que somos parte de algo más grande, la Igle-sia local conocido como la Diócesis de Jefferson City.

(MCC) The The r ight to par tici-pate in the political process is a funda-mental constitutional liberty that ex-tends to churches and other religious organizations no less than to secular institutions and private citizens. Religious leaders and laypeople have important contributions to make to the political order. They should educate themselves and others about moral and religious principles, analyze con-temporary social issues, and partici-pate in the public policy debate. Churches and other tax exempt organizations must be aware, howev-er, that 501(c)(3) non-profit organiza-tions may not support or oppose can-didates for public office. Supporting or opposing a candidate includes a wide variety of activities, including distributing promotional material in favor of a particular candidate. Activities Permitted – Tax-exempt Organizations: Distributing non-biased, nonpartisan literature on a wide range of issues; Distributing non-biased encourage-ment of citizens to register and vote; Conducting nonbiased, nonpartisan public forums or debates; Endorsing/Opposing an issue (as opposed to a candidate), e.g. a constitutional amendment; and Educating candidates and attempting to change the candi-

date’s position on an issue. Examples of Permitted Activities: Holding a candidate forum in the par-ish hall, provided all candidates for an elective office (e.g. state representa-tive or state senator) are invited and the sponsoring organization does not use the forum to further its own agen-da or platform; Surveying the posi-tions or views of political candidates and reporting them in parish bulletins, etc. provided that: The questionnaire is not biased in favor of one candi-date; A wide range of issues are se-lected; and The results are reported in an accurate and unbiased manner without editorial comment. Note: All educational material should explicitly disclaim any intent to endorse or oppose any candidate. Activities Prohibited – tax-exempt organizations: Endorsing or opposing candidates for public elective office; Contributing money or offering in-kind support to a candidate or political party; and Distributing literature that supports or opposes a certain candidate or politi-cal party. Examples of prohibited activity: A homily urging parishioners to vote for or against a particular candidate; Labeling candidates in parish bulle-tins or other publications as anti-

(Churches continued) abortion, pro-peace, etc.; Rating candidates with signs, such as + or -, or distributing completed sample ballots; and Dis-tributing materials (or authorizing the distribution of materials) that endorse candidates on parish-owed property, including parking lots. Examples of prohibited financial or other support: Donating money or soliciting finan-cial contributions for a particular can-didate; Providing free volunteers to a candidate; Providing free use of facili-ties to particular candidates; and Providing membership lists to one candidate but not another The Internal Revenue Code regulations should be taken seriously. The prohibition against tax-exempt organizations en-dorsing or opposing candidates is an absolute prohibition and, if violated, can result in the loss of tax-exempt status and additional penalties. It should be noted that the Internal Revenue Code applies to tax-exempt organizations and not to individuals. Individuals are free to participate in the political process, to endorse and support candidates. Individuals who are officials of a tax-exempt organiza-tions, however, should make it clear when speaking publicly that their en-dorsement and support is being made in their individual capacity, not on behalf of the tax-exempt organization. If questions arise as to the legality of a planned activity, it is recom-mended that the parish or religious group consult with its diocesan attor-ney, or contact the MCC for assis-tance.
