Pursuant to notice through the media and in conformance with the Public Meeting Law, Cherryl Walker, Chair, called the meeting to order at 9: 00 a. m. Items discussed were as follows: 1. PROCLAMATION: a. In the Matter of Proclaiming the Month of January 2016 as Child Trafficking Awareness Month ( One original Proclamation filed with the County Clerk) Commissioner Heck read and presented the Proclamation to Steve Raycraft and Jannell Baun. Mr. Raycraft thanked the Board and revealed this is the 4th year they have recognized the issue to combat modern day slavery. He announced on Friday, February 5' s at Rogue Roasters guest speaker Rebecca Bender will be there to speak about how she was sex trafficked out of Eugene and sold for six years and hear her remarkable story of survival. 2. REQUESTS/ COMMENTS FROM CITIZENS: ( Each person will be given three( 3) minutes to speak) David Everist, Josephine County, spoke about his mining claim and submitted Plan of Operation( Exhibit A). Dale Matthews, Grants Pass, spoke about his dissatisfaction with a tax levy. Judy Ahrens, Josephine County, spoke about her disappointment with what happened in Harney County. Ray Smith, Cave Junction, spoke about House Bill 3453. Sandi Cassanelli, Merlin, read and submitted Weekly Business Session - January 27, 2016( Exhibit C). Lisa Childs, Grants Pass, spoke about chipping organic matter rather than burning it. Brad Converse, Grants Pass, said he would like clarification on Ordinance 92- 27, Section 7 regarding item " e" on the agenda. Commissioner Hare made a motion to ratify the approval ofslide removal on Galice Road and awarding the contract toROBCO. Inc. for the terms therein and not to exceed$ 50.000. seconded by Commissioner Heck. Upon roll call vote,motion passed 3- 0: Commissioner Hare— yes. Commissioner Heck—yes and Commissioner Walker— yes.

5. MATTERS FROM COMMISSIONERS:

Commissioner Hare regarded today as a very solemn day and was concerned about tensions mounting across the Countywhere there is federally controlled land. He referenced Wildlife Images that has been in the process of renewing their leasewith BLM for approaching 10 years due to their property being half on private land and half on BLM land.Commissioner Heck presented America' s View of Government slide ( Exhibit D) referencing a visual graphic of how we t

are losing the confidence in the political core, but yet we all acknowledge that we have no other solution than the politicalcore.

Commissioner Walker encouraged citizens to not believe everything they read on social media and they should do theirresearch.

Weekly Business Session was adjourned at 10: 13 a.m.

WEEKLY BUSINESS SESSION— January 27, 2016

Last week during the Commissioners' protected time when no public response was allowed,

this Board mentioned me by name, out of the blue, with no readily apparent context other thanto impugn my character.

Keith Heck said: ` There' s a popular hue and cry about popular vote, popular vote, popularvote. Let' s remind ourselves that Sandi Cassanelli was recalled by about a 73% popular vote.

So we' ll get over that hurdle first before we start listening to other issues. That was a popularvote that was a rather resounding recall from the position of, ah, County Commissioner."

Simon Hare chimed in: " It was 71%, but, at this, you know, the margin of error."

It' s amazing how much Commissioners Heck and Hare remembered about that recall. But theyconveniently forgot the most important thing about it, namely that it was totally illegal. Don' tthey remember how our former County Clerk, Art Harvey, conveniently looked the other waywhen multiple laws were violated in order to push it through to the ballot? Have they

forgotten that it somehow didn' t matter that each and every petition sheet lacked thesignature of the Chief Petitioner to make them lawful? I guess Commissioners Heck and Hare

just conveniently forgot to mention those little facts about the recall.

So maybe we' ll get over that hurdle first, before I start speaking of my second issue.

On the Agenda for today, an interesting addition is included at the bottom of the page. Wenoticed that the last item states that the presiding officer can refuse to recognize anyone whois campaigning for public office. What' s up with that? I looked up Ordinance 92- 27, Section 7,and it says absolutely nothing about campaigning.

Did this Board simply decide to change the Ordinance without Public Notice or any PublicProcess? No, couldn' t be. That would be downright deceitful.

For decades, we have always campaigned right here in the Anne Basker. It' s a fabulous way forthe public to hear and learn about the views of each candidate. Campaigning in here is onlybanned by law after the ballots have been sent out for an election. That' s because this buildingis within 100' of a ballot box.

Could this new fake campaigning rule be because Commissioners Walker and Heck are runningfor re-election and they want to eliminate any competition? No, couldn' t be. That would be

extremely self-serving and un-American.
