CSLB Press Release - 03/11/11CSLB Blitzes 135 in Statewide Undercover Sting Operations
Sex offenders, convicted burglar, holders of fake IDs, fake driver licenses, and welfare cards, as well as illegal drugs caught bidding on home improvement jobs in 10 different cities
SACRAMENTO —The Contractors State License Board’s (CSLB) spring “California Blitz” is putting a glaring spotlight on the severe risks California consumers take when they hire unlicensed operators to work in and around their home. A total of 135 suspected unlicensed contractors were arrested during the statewide undercover operation, conducted in 10 cities on March 8-10, 2011. The stings were conducted in Kings, Madera, Marin, Monterey, Orange, Riverside, Sacramento, San Diego, Shasta and Tulare counties.
Two of those arrested (Monterey & Shasta County stings) were registered sex offenders; one was taken to jail. Investigators found that two others (Shasta & Tulare County stings) had “No Bail” warrants and were taken to jail. One of those arrest warrants was for burglary; the other for domestic violence. Another suspect (Tulare County sting) had eight different arrest warrants for driving under the influence and other traffic violations. A suspect (Kings County sting) had a $50,000 arrest war-rant. Both went to jail.
During the Blitz, investigators from CSLB’s Statewide Investigative Fraud Team (SWIFT) posed as homeowners or landlords, asking for bids on projects that ranged from landscaping, concrete, and fencing to painting, gutters, garage doors, cabinets, tile work, and tree trimming. Those who bid more than the legal limit of $500 for labor and materials received a notice to appear (NTA) in Supe-rior Court for a misdemeanor charge of contracting without a license.
Other charges included illegal advertising and soliciting excessive down payments. State law re-quires contractors to include their license number on all forms of advertising. Those who are not li-censed can advertise and contract for jobs valued at less than $500, but their ads must state that they are not a licensed contractor. Also, it is illegal to ask for a down payment greater than 10 percent of the contract price or $1,000, whichever is less. There is an exception for about two dozen licensees who purchase special bonds for consumer protection. Those exceptions are noted on CSLB’s website.

He and his wife Kim live in Novato and have three children; Joe 23 a Cal Poly grad and Enologist at Pelligrini Winery, Tom 20, a junior at UCLA and Linde 18, a freshman at Cal Poly. Kim, a Terra Linda High School graduate is an Interior Designer and works part time at Mertel Carpets.

update on Off-Road equipment and On-Road truck Regulations

In December 2010 the California Air Resources Board (CARB) approved modifications to the Off-Road Equipment and On-Road Truck & Bus Regulations. The changes to the two rules provide a measure of relief by delaying the dates fleets must begin to upgrade or replace equipment and trucks. The updated regulatory language approved in December is still pending and is expected to be released for review and a 15-day comment period with the next two weeks. The Construc-tion Industry Air Quality Coalition (CIAQC) will provide more on the two regulations including the Low-Mileage Exemption for construction trucks when they become available. So stay tuned!
In the mean time, CARB has recently released information about the Off-Road Equipment and Truck & Bus Regulations that contractors should be aware of. Please take a moment to review CARB’s messages below and note the links for Enforcement Advisory 424 and a compliance tool for the Truck & Bus Regulation.__________________________________________________ Off-Road Regulation
Dear Registered DOORS Fleet Contact:This note is to inform fleets that ARB will not be enforcing the off-road regulation large fleet reporting and compliance certification deadline this year. The first large fleet annual reporting date and due date for a signed statement affirming compliance will instead be March 1, 2012. Section 2449(g)(2) of the off-road regulation that is currently in effect includes a requirement for large fleets to update their DOORS data and submit a compliance certification signed by a responsible official (now called a Responsible Official Affirmation of Reporting) by April 1, 2011, but the December 2010 amendments modified this requirement. However, we do encourage you to double check that your DOORS data is accurate. We also remind fleets that the requirements to report added vehicles within 30 days to ARB, and to label vehicles with red and white Equipment Identification Numbers (EINs) remain in effect and are being enforced. Additionally, we thank those fleets who have already submitted their annual reporting and compliance certification for this year. Your diligence in submitting it is greatly appreciated. CARB Message:The California Air Resources Board (ARB or Board) staff has posted the fleet calculator to assist fleet owners in evaluating various compliance strategies to comply with the Truck and Bus Rule.The compliance tool is an Excel spreadsheet that allows the user to input the engine model year, and emission control technology assumptions to determine what compliance options may be available to comply with the regulation for each calendar year. Fleets can view automated compliance strategies for meeting the compliance schedule based on engine model year or can evaluate more flexible compliance strategies including the phase-in option, compliance credits, and special provisions. This will be our second annual award presentation and will take place at the Marin Home & garden Expo on June 4th, 2011. There are four categories for this year’s awards. They are: Individual, Organization, Pioneer and Education. The selection criteria for the award recipients should follow these brief guidelines: Recipients must make a direct and local impact by enhancing the environmental health, social equity, and economic prosperity in Marin County. Recipients can be based elsewhere but must be engaged in the local culture of Marin County to qualify.

SAFETY TOPICConstruction Site Hygiene
Construction site hygiene encourages good housekeeping, provides workers with clean drinking water, sanitary restrooms, and washing facilities to clean up. Access to clean water and restrooms encourages good hygiene on the job and helps avoid cross contamination to safeguard worker health and safety.
Good housekeeping isn’t just important at home, it’s critical for construction safety. Ensure that trash and debris on the jobsite make it to the proper receptacles. Clean up the jobsite after major tasks or at least daily; avoid the buildup of hazardous, flammable, or combustible materials. Stack scrap lumber out of the way and remove protruding nails. Keep walkways, stairs, and work areas clear. Walking surfaces should be as level as possible and have adequate fall protection from heights.
Clean drinking water can be provided by plumbed drinking fountains or in clean portable containers. Make sure that portable water containers are clearly labeled and have drinking fountain spouts or faucets that can be used to fill single-use water cups; water should not be dipped from the container. If there is a nonpotable (non-drinkable) water source on the site, it should be clearly labeled that the water is not safe for drinking, washing, or cooking.
Separate bathroom facilities are required for every 20 employees (or fewer) of each sex on a job site. For example, if there are 30 men and 10 women, a total of 3 is bathrooms required. The bathrooms may contain a toilet and urinal, but half must have a toilet. On job sites fewer than 5 employees, separate bathrooms for each sex are not required if they can be locked and contain a toilet. Bathrooms should be private and in good working order with an adequate supply of toilet paper. Ideally, inspect and clean bathroom facilities at least daily.
Washing facilities on the jobsite allow workers to wash their hands and avoid cross-contamination before eating, drinking, smoking, and/or heading home for the day.
Workers can wash away harmful substances and use the washing area to service and decontaminate personal protective equipment (PPE). This is especially important to workers using potentially harmful substances such as paints, coatings, solvents, or other materials.
One washing station is required for every twenty (or fewer) employees on a jobsite. Wash areas should be clean with a good supply of water and soap, other skin cleansing agents, or special hazardous substance cleansing compounds. Wash stations require single-use drying towels or a warm-air hand dryer. Washing facilities must be located outside, but convenient to, bathroom facilities and should be labeled. On jobsites with fewer than 5 employees and only one portable toilet facility, the washing facility may be located inside the portable toilet station.
Do your part on the job to ensure good hygiene. Participate in site cleanup activities, clean as you go, and keep the worksite clear of debris, trash, and hazardous substances. Use washing facilities to clean your hands and avoid cross-contamination. Immediately report unsanitary or hazardous conditions on the jobsite to your supervisor.
There’s no in-between when it comes to clean; practice good hygiene!

La higiene en los sitios de construcción promueve el orden y el aseo y le brinda a los trabajadores agua limpia para beber, sanitarios higiénicos e instalaciones para el aseo personal. El acceso al agua limpia y los sanitarios promueven la buena higiene en el sitio de trabajo y ayudan a evitar la contaminación cruzada para salvaguardar a la salud y la seguridad de los trabajadores.
El orden y el aseo es importante no solo en la casa; es crítico para la seguridad en la construcción. Asegure que la basura y los desperdicios en el sitio de trabajo se depositen en los botes apropiados. Limpie el sitio de trabajo después de terminar tareas mayores, o al menos diariamente; evite la acumulación de materiales peligrosos, inflamables o combustibles. Apile los desperdicios de madera en un lugar apartado y quite los clavos sobresalientes. Mantenga libres de obstáculos los pasillos, escaleras y sitios de trabajo. Las superficies sobre las que se camina deben estar lo más a nivel posible y tener protección adecuada contra las caídas de lugares altos.
El agua limpia para beber se puede suministrar a través de bebederos alimentados por tuberías o en recipientes portátiles limpios. Asegúrese de que los recipientes de agua potable estén claramente rotulados y tengan fuentes para beber o grifos que puedan usarse para llenar vasos de agua para un solo uso. Si existe una fuente de agua no potable en el sitio, ésta debe estar claramente identificada como agua no apta para beber, lavar o cocinar.
Se requieren sanitarios separados por cada 20 empleados (o menos) de cada sexo en el sitio de trabajo. Por ejemplo, si hay 30 hombres y 10 mujeres, se requiere un total de 3 sanitarios. Los sanitarios pueden contener una taza y un orinal, pero la mitad deben tener tazas. En sitios de trabajo con menos de 5 empleados no se requieren sanitarios separados para cada sexo si éstos pueden cerrarse con pestillo y contienen una taza. Los sanitarios deben ser privados y estar en buenas condiciones con un suministro adecuado de papel higiénico. Idealmente se deben inspeccionar y limpiar los sanitarios al menos diariamente. Las instalaciones para lavarse en el sitio de trabajo le permiten a los trabajadores lavarse las manos y evitar la contaminación cruzada antes de comer, beber, fumar y/o irse a su casa después del trabajo.
Los trabajadores pueden deshacerse de sustancias dañinas y usar el área de lavarse para darle servicio y descontaminar sus equipos de protección personal (PPE, por sus siglas en inglés). Esto es especialmente importante para trabajadores que usen sustancias potencialmente dañinas, tales como pinturas, recubrimientos, solventes u otros materiales.
Se requiere una estación de lavado por cada veinte (o menos) trabajadores en el sitio de trabajo. Las áreas de lavado deben estar limpias y contar con un buen suministro de agua y jabón, otros agentes limpiadores para la piel o compuestos especiales para la limpieza de sustancias peligrosas. Las estaciones de lavado deben estar ubicadas al aire libre, pero cercanas a las instalaciones sanitarias y deberán estar rotuladas. En sitios de trabajo en los que hayan 5 o menos empleados y sólo un sanitario portátil, las instalaciones de lavado pueden estar ubicadas dentro del sanitario portátil.
Coopere en su trabajo para lograr una buena higiene. Participe en las actividades de limpieza en el sitio de trabajo, limpie según trabaje y mantenga el sitio de trabajo libre de desperdicios, basura y sustancias peligrosas. Use las instalaciones de lavado para lavarse las manos y evitar la contaminación cruzada. Reporte de inmediato a su supervisor cualquier condición peligrosa o no sanitaria en el sitio de trabajo.
¡No hay punto intermedio cuando se trata de limpieza; practique la buena higiene!

Sleep: Staple or Luxury?
For those of us working hard to stay fit, eat well and live a healthy lifestyle, sleep - along with exercise and proper nutrition - is a critical component of maintaining that lifestyle.
Unfortunately, due to our invariably hectic schedules, get-ting adequate sleep often ranks lowest on our list of priori-ties. In fact, many of us underestimate the value of sleep and subscribe to the myth to think you can “train” your body to function on less sleep. Not so. For the average person, the minimum daily requirement to simply function normally is 7-9 hours of sleep. Based on this figure, an es-timated one-third of North Americans are sleep deprived.
Ironically, it is that lack of sleep that renders busy people less effective, as even a modest loss eventually creates a serious sleep debt when sustained over several nights.
“Sleep… who needs it!”
When you do not get sufficient sleep on a regular basis, your body attempts to both preserve & replenish its stores of energy until adequate sleep has been achieved. The result? A higher rate of weight gain, reduced motivation to exercise, and a reduction in the benefits that accrue from exercising. Yikes.
Research shows that inadequate sleep can result in:
* Higher stress & lower motivation levels* Slower reflexes & higher incidence of accidents* Poorer coping skills & reduced productivity
Sleep deprivation is serious: not only does it affect your health, it significantly impairs your overall quality of life.
How does it work?
During the valuable hours of sleep, your body goes to work: sleep allows your brain to consolidate the day’s learning into memory & improves your ability to learn repetitive skills, and cells are repaired & replenished allowing you to re-charge for the next day.
So how do you get a “good night’s sleep”?
For most of us it is simply a matter of making sleep a prior-ity. Set a regular scheduled time to go to sleep. Make sure you calculate a minimum of 7-9 hours between the time you go to sleep and the time you wake up. And if you find your-self unable to drift off to sleep right away, give yourself an allowance of an hour or so of reading and “wind-down” time in addition to your 7-9 hours of sleep.*
The Bottom Line:
Make sleep your priority and you’ll be able to reach your peak faster and more efficiently. And most importantly, you will experience a significant improvement in your quality of life.
* Note: If you find that you are frequently unable to fall asleep, awaken several times in the night or feel tired even after sleeping for 7-9 hours, you should consult your physi-cian or see a sleep specialist

Perform all functions relating to accounts receivable and billing (this is not a training position).
This person should be able to process both simple and complex billing adjustments.
Respond timely and professionally to client questions by phone and/or email.
Prepare aging and summary reports for company management.
Maintain client billing schedule; ensure regular and timely client billings.
Responsible for all new job set up in Master Builder for accurate billing.
Review and follow up with billing/payment status inquiries both internally with Project Management team and externally with clients.
Appropriately escalate collection processes.
Apply cash receipts and update customer accounts.Possess strong analytical abilities.
10-key by touch and basic accounting principles.
Competencies with Excel, Word and database use (Act ).
Ability to work both independently and collaboratively.
