WEEK IN REVIEW 11/23/2018 Chief Allen Baldwin resigned his position this week after five years with Winchester Fire and Rescue Department. He will pursue a new, exciting opportunity in Stafford County, Virginia. City Manager’s Takeaways Participated in monthly meetings of the Economic Development Authority and Planning Commission. As the holiday season kicks off later this week with Thanksgiving and the lighting of the Old Town tree, I am thankful for the opportunity to serve a community of active and caring residents. Development Services

Economic Redevelopment

• Met with developers and businesses interested in doing business in Winchester.  • Conducted business retention/expansion visits with city businesses. • Attended and participated in the Business and Education Workforce Initiative Board Meeting. • Filmed Episode 8 of publiCITY with the City’s Communications Department. • Continued working on redevelopment efforts for Towers and Kent Street/Piccadilly sites. • Held EDA meeting where the Authority approved an Enterprise Zone incentive for Continental’s $10.5M

investment in the Valley Avenue facility and the 61 additional jobs the expansion will create. The Authority also approved a change to the lease agreement for Chopped Corner Tacos on the corner of Kent/Piccadilly and agreed to sell the former Mountain Trails building on Cork Street to the owners of Chopped Corner Tacos.

Old Town Winchester (OTW)

Winchester/Frederick County Tourism

• Hosted a meeting with the director of the Civil War Trails organization and the Shenandoah Valley Battlefields Foundation to discuss the abandoned Civil War Trails interpretive panels throughout the City and County and work to establish potential sponsors for them.

• Attended the Chamber of Commerce’s Business and Breakfast meeting at Yount Hyde and Barbour and made several important connections.

• Received the limited edition locally hand-crafted Christmas ornaments at the Visitor Center. They feature the Handley Library dome (last year was an apple). The 2018 ornament will go on sale on Black Friday.

• Working with the Facilities Maintenance Division, installed and decorated the downtown 30’ holiday tree. • Downtown holiday bells installed on secondary district lampposts and holiday garland installed on the

Loudoun Street Mall. Due to changes in wiring on half the posts for security cameras and WIFI, garland will no longer be lit.

• Worked with streets division on plan to install lights on large trees on South Loudoun Street. Ordered and received lights.

• Worked with Old Town Winchester Business Association to promote Plaid Friday and Shop Small Saturday. Distributed promotional materials to numerous downtown businesses.

• Discussed questions and concerns with 12 downtown business owners. • Finalized details for Holly Jolly Celebration caroling and the Holly Jolly Market (new this year) to be held on

December 8. • Developed draft 2019 events calendar for planning purposes and projected dates for reoccurring events. • Continued a holiday shopping Facebook campaign with boosted shopping ads. • Continued distributing holiday promotional postcards.

• Attended Planning Commission meeting. The Commission held a public hearing on a privately sponsored zoning ordinance amendment pertaining to building mounted sign allowances for regional shopping centers in the B-2, CM-1, M-1, and M-2 districts. The Commission forwarded the item on to Council with a unanimous favorable recommendation.

• Met with Innovation and Information Services for a preliminary discussion about FY2020 Information Technology Plan. Planning to discuss requirements for first occupancies to be granted.

Zoning and Inspections

Planning

• Staffed the November 20th Planning Commission meeting. Public hearings included a Conditional Use Permit for another Extended Stay Lodging use on Gibbens St between ZeroPak and Winchester Cold Storage and a privately-sponsored signage amendment. Those two items will appear on the November 27th Council work session. The public hearing for the rezoning of the former American Woodmark office site from M-1 to CM-1 to allow for Grafton School use was tabled until December 18th. The Commission also adopted updated bylaws.

• Met with a Crowley Company rep to discuss the archival building permit scanning/indexing project. Started boxing up the old building permit application files in the attic to send off for scanning. The hardcopy documents will not return to the attic. Documents pertaining to public buildings will, however, be saved.

• Met with a researcher working on an effort to document the life of Heywood Shepherd who was a free African-American who lived on N. Kent Street and worked as a baggage handler in Harper’s Ferry. He was the first person shot during John Brown’s raid in 1859. The researcher will be exploring the possibility of getting a marker placed where his dwelling once stood at 438 N. Kent Street.

Communications• Distributed the November 21 CitE-News issue (now being distributed on Wednesdays). • Handled 4 media requests for City information and staff interviews and 10 media requests for WPD. • Handled or began processing 3 FOIA requests. • Filmed and began editing publiCITY episode 8 which will explore the City’s Economic Development

Authority and current projects. Expected launch date is November 28. • Released Timbrook Toy & Food Drive and anti-drunk driving videos on social media. • Communications Manager completed the City’s Leadership Academy. • Continued promoting Winchester Fire & Rescue’s Stuff-A-Truck program. • Continued designing the 2019 informational calendar. • Continuing to work on disaster recovery documentation and testing. • Working with vendor to set up an HTTP server instance for personal property tax system. • Continued Phase II programming for personal property semi-annual billing. • Uploaded more data sets for City’s new OpenData portal. • Continued IT Plan meetings with departments for FY2020 Budget preparation. • Configured network security to allow RapidSOS software for ECC. • Configured and successfully tested the VPN setup for the Water Treatment Plant. • Researching storage solution for Communications Department’s video and photo files. • Scheduled demos for new programs under consideration: Council Chambers camera equipment, TV

channel system, agenda management solution, and texting program. • Completed testing phase of E-ticket capability in three police vehicles. Going live on 11/26.

Parks & Recreation• Continued accepting applications for Aquatics Specialist Position, Lifeguard, and Child Care Assistant. • Sold surplus items that will be picked up this week. • Resurfaced outdoor pool flooring. • Held Thankful for Volleyball inclusion tournament with 52 total participants. • Set up Santa Letter mailboxes at designated locations: City Hall, Visitors Center, Old Town Welcome Center

and Jim Barnett Park Rec Center. Children can send a letter to Santa (by December 8) and Santa will write back.

• Hosted Little Turkey Treats program with 20 enrolled. • Hosted Girls on the Run 5K in Jim Barnett Park with 500 runners. The event was a great success.
