Edge Engineering would like to present our tender for the Feasibility Study for the South Road and Outer Harbor rail line grade separation, offered by the Department of Planning, Transport and Infrastructure (DPTI).

Established in 2009, Edge Engineering have a team of 32 professional, young and enthusiastic engineers who specialise in Engineering disciplines such as project management, structural, transportation, geotechnical, water, environmental, and urban planning.

The following expression of interest contains a complete profile of Edge Engineering, and offers a proposed design for the feasibility study of the project in question.

2.1. Company History

3.1. Roles and Responsibilities

3.1.1. Project Manager

The responsibilities of the Project Manager are the overall planning of the works, liaising and

corresponding with the Client, Client’s Representative, Consultants, Authorities, Sub-Contractors and

Suppliers to ensure the work is carried out as per the projects requirements. The Project Manager is

also responsible for allocating the necessary amount of required resources at the right time to the

project to facilitate its implementation. Furthermore, the Project Manager must ensure all of the

contracts are appropriately administered.

The Project Manager is also responsible for monitoring and ensuring the project is progressing

positively on time, under budget, and with a high quality. They should also proactively value-

engineer the project to make it cost effective for the company as well as the client whenever

possible.

3.1.2. Quality Assurance and Quality Control Manager

Each Head of Department leads their respective department and reports to the Project Manager.

They assist the Project Manager in matters of finding suitable sub-contractors with the required

qualifications, whilst working closely with the QA/QC Manager to ensure that the work produced by

their department is according to the relevant standards.

Their responsibilities include but are not limited to the following:

Coordinating respective teams by making detailed plans showing the delegation of work for

each team member

Assisting the Project Manager in estimating the cost of the project

Negotiate or consult with the Client and/or client’s representative(s)

Resolving contractual issues or claims, if any

Direct, approve and review of their respective departments’ report and designs

3.1.3. Head of Departments

(Transportation, Urban Planning, Structural, Geotechnical, Water & Environmental)

Each Head of Department leads their respective department and reports to the Project Manager. He

3.1.4. Urban Planner

The Urban Planner is responsible in assisting the Head of Urban Planning Department, and works

closely with the Community Consultant. The scope of an Urban Planner includes but is not limited to:

Performing site surveys and inspection

Analyse and compile information regarding the land use in matters of physical, social,

economic, environmental and cultural

Assist the appropriate party in obtaining planning permits

Creating and preparing a department report regarding the land use

Work with the design team on the formulation of plans and design

3.1.5. Community Consultant

The Community Consultant works closely with the Urban Planner and is responsible for assisting the

head of the Urban Planning department. They shall be the mediator between the company and the

community and are responsible for assisting the development of alternatives as necessary. The

community consultant is also responsible for creating awareness in the community about the

upcoming project.

3.1.6. Department Engineer

Each of the Department Engineers is responsible but not limited to the following:

Assisting and reporting to their respective head of department

Conducting research and creating designs according to the project requirement

Ensuring that all designs are within the budget of the client

Presenting and explaining their proposals, reports and findings to the head of department,

Project Manager and Client.

4. Project Description

A feasibility study is to be undertaken to investigate the possibility of a grade separation of South

Road and the Outer Harbor rail line, located at Croydon. The study will investigate a number of

possible options and evaluate their feasibility, as well as providing an estimated cost and time frame

for the final design.

Several Strategic problems have been identified by DPTI for this section of South Road:

The increasing demand from the diverse users of South Road is increasing congestion and

travel time whilst reducing reliability of the road, hence causing high costs for business’ and

reducing Adelaide’s liveability

Poor accessibility between east and west of Adelaide (including public transport)

The current high incident rate (including road crashes) along South Road causing direct and

indirect costs to the community.

A grade separation of the road and rail line would contribute a great deal towards resolving these

issues and Edge Engineering is committed to providing DPTI with the ideal design solution.

After the completion of the feasibility study, assuming a suitable solution is found; Edge Engineering

will commence work on the preliminary design.

The following goals and objectives have been identified in order to address the problems identified

by DPTI:

4.1. Goals

Ensure the National Network Transport Link (South Road) fulfils its role in accordance with

both State and National plans, and as a freight link as outlined in the 30-Year Plan for

Greater Adelaide

Support Adelaide’s future economic prosperity and liveability by ensuring efficient and

effective connectivity for people accessing employment, leisure and service opportunities

(both regional and local) and optimise the opportunity for integrated land use outcomes

Provide an integrated solution that directly and indirectly enhances transport system safety

for all road users (including motorists, public transport, pedestrians and cyclists)

Develop a corridor wide solution that makes the best use of both new and existing transport

network infrastructure, and is integrated with the broader multi-modal transport network of

Greater Adelaide

Develop a sustainable solution that provides the optimal balance between economic, social

and environmental outcomes.

4.2. Objectives

To protect and provide freight priority consistent with a National Network Transport Link

between Wingfield and Darlington to the Port of Adelaide, Adelaide Airport and other

industrial and commercial centres consistent with Adelaide’s 30-Year Plan

To improve travel time, reliability and vehicle operating costs in Adelaide’s north-south

transport corridor

To improve accessibility to employment, leisure and service opportunities of Adelaide’s east-

west traffic (including by motorists, public transport, pedestrians and cyclists)

To contribute to the achievement of the SA Government’s public transport mode share

target as outlined in the SA Strategic Plan

To minimise greenhouse gas emissions and improve air quality within the South Road

5. Scope of Works

The scope of works this tender considers is the feasibility study for the South Road and Outer Harbor

rail line grade separation, the location of which is shown in Figure 1. As traditional overpass options

have been ruled out by DPTI due to the close proximity of the Outer Harbor rail line to Port Road,

alternative solutions will have to be investigated.

Three possibilities have currently been identified which would allow for a grade separation; South

Road could run beneath the rail line, the Outer Harbor rail line could cross above South Road, or the

rail line could run beneath the road. Edge Engineering understand that it is also conceivable that

further solutions will be discovered which will be thoroughly investigated, allowing us to decide

which would best satisfy the goals and objectives outlined by DPTI while remaining cost effective.

This tender includes the scope of works which make up the areas identified in the management

structure; Transportation, Urban Planning, Structural, Geotechnical, Water, Environmental and

Quality Assurance. It is presented as a bid to undertake the feasibility study report, and stands as an

offer to continue conceptual detailed design for the proposed project.

6. Proposed Methodology

6.1. Transportation Component

Proposed Methodology

The transport team of Edge Engineering consists of 6 members: the head of transport department, a

senior engineer, 3 transport engineers and 1 graduate engineer. This team is full of passion, with

experience spanning several highly successful projects.

It is obvious that the transport facilities are currently not catering for the present demand. The

project area has a number of serious transport problems. The demand from the road users is

increasing congestion, travel time and reducing reliability of the road, resulting in high costs for

businesses and reducing Adelaide’s liveability. Traffic accidents occur frequently in this area. Those

accidents put a threat to the safety of both pedestrians and drivers.

The transport team of Edge Engineering will source data from the Department of Planning, Transport

and Infrastructure on the following:

Existing turn count data for South Road / Torrens Road.

Existing turn count data for South Road / Hawker Street.

Existing turn count data for South Road / Port Road.

Existing turn count data for South Road / Grange Road / Manton Street.

With the experience from the previous projects, our transport team can play a vital role in:

Reviewing the given data and past designs

The survey of other important transport data.

The analysis of the data

Finding those black spots where traffic jams and accidents occur frequently.

The design of other approaches for road users in those busy intersections.

Adjusting traffic signal phases to control traffic volumes on each road.

Potential Issues

Firstly, our transport plans will be designed with normal traffic loading in mind. If overloaded trucks

travel on the road, the road surface may be damaged. Secondly, the pipe work may be affected

when modification works are conducted, which may have an impact on the water and electricity

supply of residents around the project area. Lastly, during the construction period, the environment

around those areas may be negatively influenced, but every effort will be made to minimise the

impact on the surrounding environment.

Urban planning refers to the practical and political process that is concerned with the planning of

urban environment and the land use. The Urban Planning team of Edge Engineering is made up of 2

urban planners, 1 graduate engineer, and 1 community consultant, led by a Senior Urban Planner

Edge Engineering has a specialised urban planning team who have experience solving problems in a

professional way. Relocation of any affected residential and business sites will be the major focus of

the Urban Planning team, who will work with the local councils to make sure the construction plan,

obeys council regulations.

Potential Issues

Some major problems come with the development process; land relocation, environmental issues

and community dissatisfaction. It is inevitable that the construction phase of the project will cause

disruption to the community and the general public, but our best efforts will be put in to minimise

the disruption to all involved before and during construction. Community members who oppose the

design of the project are a key area of focus for the urban planning team, posing a hurdle which can

only be overcome through excellent communication skills and feedback from the public. Cultural

heritage and the environment are yet more areas of concern for the urban planning team.

6.3. Structural Component

Potential Structural Design

Identification of defects in surrounding infrastructure

Proposed Methodology

The structural component of the feasibility study will be undertaken by a team of engineers with

varying degrees of experience. The team will be led by a senior engineer with many years of

experience in the structural engineering field and with excellent leadership skills. Under the team

leader is a team which will consist of 1 senior engineer, 3 structural engineers, and 1 junior engineer.

An investigation of the surrounding infrastructure by our structural engineers will be undertaken to

identify any structural defects prior to the commencement of the project.

The structural team will also investigate the potential designs in order to determine the most cost

effective and efficient design. As the Outer Harbor rail line is in close proximity to Port Road,

traditional overpass options have been ruled out by DPTI. Three options are therefore available:

South Road could pass under the rail line, the rail line could pass under South Road or the rail line

could pass over South Road. Each of these three options could be implemented in various ways.

Close collaboration with each of the other teams, especially the geotechnical and transportation

teams will be required to ensure that the optimal design is reached and all goals are met. In order to

determine the optimal potential design during the feasibility study, the following information will be

required:

Geotechnical data, i.e. borehole logs, geological reports etc.

Estimated loads based on traffic data.

Using this data, it will be possible to develop a number of potential designs and evaluate them based

on their estimated cost. On delivery of the feasibility study, the structural team will be able to

commence working on the preliminary structural design.

Potential Issues

Available space may be a potential issue, as the project will occur in a built up residential and

industrial area. Certain designs may be impossible due to insufficient space and would have to be

eliminated during the feasibility study.

The close proximity of the Outer Harbor rail line to port road also means that traditional overpass

options have been ruled out by DPTI and alternative options will therefore have to be considered.

Proposed Methodology

The geotechnical component of the Outer Harbor rail line project will be conducted by a team of 6

engineers. A senior geotechnical engineer with outstanding leadership skills will lead a team

consisting of 1 senior engineer, 3 geotechnical engineers and 1 graduate engineer.

The first task the geotechnical team will complete during the feasibility study is several on-site soil

tests. The soil tests will encompass the entire site, including the road, the rail line and the

surrounding soil.

The soil tests will be followed by a site inspection, the aim of which is to construct a visual model of

the site, detailing local soil types, elevations and the existing road and rail line. The inspection results

will highlight areas where soil quality could impact construction and provide geological data for the

structural design.

The geotechnical team will also consider the potential pavement design in order to find the most

efficient and effective pavement design. The potential pavement design consists of two parts. The

first part is to determine the cross section and the second is to determine the suitable thickness of

pavement layers. As the typical cross section for the upgraded South Road has been provided by

DPTI, The geotechnical team will be able to be focus on the second part.

Cooperation with the other teams will also be essential. Traffic data from the transportation team

will be required in order to achieve the optimal pavement design and geological data will need to be

provided to the structural division.

Potential Issues

The complex variety of soil types and properties could be a potential issue. Poor quality soil in the

project area could result in a large delay and would take a great deal of time and money to improve.

It is therefore important to thoroughly investigate the site in order to identify any problem areas

prior to the structural design, so that they can either be avoided or plans can be made to improve

the soil quality.

A major concern to the project will be the possibility of coming across any indigenous sites,

particularly during construction. The team will need to be aware of what needs to happen if

anything is found, and procedures will be put in place for if something happens to be found.

Before the construction phase, the soil quality will be tested to confirm there are no sources of

contamination, where a soil sample will be taken as a benchmark to be tested against in the future

to ensure there is no significant increase to soil pollution during the construction phase. Soil erosion

in surrounding areas will be examined, and planting vegetation or other solutions may be

implemented to prevent soil erosion. Soil erosion is a large cause of the pollution in waterways and

can have negative effects on the safety of structural design.

Proposed Methodology

The water and services component of the feasibility study will be undertaken by a team of engineers

with varying degrees of experience. This will be led by a senior engineer who has many years of

experience and excellent leadership skills. The team will also consist of 1 water engineer and 1

graduate engineer.

An investigation of the surrounding area by our water engineers will be undertaken to collect any

required data for the calculation of the Average Recurrence Interval (ARI) and peak flow rate. The

water team will ensure the system effectively captures stormwater flows from the railway to

prevent stormwater damage occurring to the track. Catchment areas will have to be determined as

the project will affect surrounding area. The drainage system design will have to align with existing

infrastructure by the City of Charles Sturt Stormwater Management Plan for the surrounding

catchments.

The locations of existing services will be investigated as services such as electricity, water, gas and

telephone lines may have to be altered within the project area, and new connections for lighting will

be required. These alterations will depend heavily on the structural design chosen.

Potential Issues

Existing Services

The location of existing services and stormwater drainage systems will have to be considered during

the design. Care will have to be taken to ensure the new drainage system will not interrupt any

services running below ground in the project site. It will also be important that the new drainage

system integrates easily with the existing stormwater drainage network.

A feasibility study of the environmental issues related to the project will be undertaken by a team of

years of experience and excellent leadership skills, and includes 1 environmental engineer, and 1

graduate engineer.

Our environmental engineers will undertake a risk assessment study to identify any potential issue

during this project. The team will work closely with the other teams as each area overlaps and

requires communication to make sure the project comes together seamlessly, and using this data,

the team may evaluate the potential issues and provide suitable solutions to minimise

environmental impact.

Potential Issues

Flora and fauna issue

The site may have existing flora and fauna in the area. If removal is required, it will be handled with

extreme care so it can be relocated to a suitable place.

Noise/air pollution

The site is located near a residential area. The environmental team will provide a solution to

minimise the impact to the surrounding areas. Dust may arise from various construction activities.

This may include concrete and demolition works as well as construction traffic movements on

unpaved roads during the construction stage. Air pollution is a potential issue during the

construction phase. The site may have equipment such as a water sprayer in order to keep the site

moist to reduce dust particles in the air. The environmental team may test the air quality regularly to

confirm the air quality achieves a predetermined air quality target. The use of high powered

mechanical equipment may cause considerable noise pollution. For noise pollution during the

construction phase, the site may use temporary acoustic barriers and silenced equipment to

minimize the noise level.

Solid waste issue

Solid waste may be generated from construction and demolition. These materials should be

removed from site and sent to a specialised disposal facility.

Water quality

The site will have waste water during the construction phase. Stormwater runoff and sewerage are

the major concerns in this area, and will need to be monitored throughout.

Edge Engineering strive to provide clients with quality solutions and to help implement them, a team

is formed to focus on quality control headed up by the quality assurance manager to make sure

deadlines are met whilst maintaining a level of quality which is acceptable. The team will have access

addressed with full attention to detail. The key aim of the team is to make sure corners aren’t cut

whilst remaining on schedule to guarantee the work is of the highest quality. The team has been

Edge Engineering’s cost proposal is split into teams and resources, with a total of 32 employees in

consideration. The hourly rates for each employee depend on their experience and the level of

responsibility for the project. Senior engineers will lead the department teams due to their high level

10.2. Occupational Health & Safety

Occupational health & safety standards and policies are strictly adhered to by Edge Engineering.

Emphasis on undertaking tasks safely is enforced throughout the workplace to ensure the safety of

all parties involved in the day to day running of the company.

It is highly recommended that staff complete an OH&S and first aid course, and a select few are

nominated as OH&S officers and fire wardens. Steps are taken to identify potential hazards in the

work place and on-site to ensure the correct procedures are followed to prevent harm to

employees, and the community. Regular drills are undertaken and practised. Further undertakings

10.3. Environmental

Edge Engineering is very conscious of its environmental footprint within society and takes measures

to reduce this impact. In working with our global and local partners, clients and subcontractors, a

mutual agreement has been achieved to supply sustainable solutions to projects without a decrease

in quality on the project.

Some company guidelines have been developed to reduce the pollution and damage to surrounding

flora and fauna to the lowest levels possible, as follows:

Complying with all relevant environmental laws, regulations and best practices

Undertake positive mitigation measures for soil erosion and sedimentation in all our project

to prevent detrimental effects to the environmental

Ensure all parties involved are committed in the implementation of our environmental policy

Set realistic goals and measure progress to ensure continuous improvement in our

environmental performance

High targets for efficiency in the consumption of energy and natural resources

Recycling products where applicable

Applying up to date environmental protection techniques
