ORANJESTAD -- Last Mon-day, the Aruba Parliamentdealt with the change in thelaw with respect to slot ma-chines in the Airport. Thisprocess involved Ministers ofTransport, Justice and of Fi-nance arthur Dowers.

The Minister of Justice ex-plained that although the lawpertaining to the right to ope -rate a casino resorts under theMinister of Justice, his twocolleagues are also involvedin the process of the changeof the law. The reason being;the department that previ-ously operated the slot ma-chines was Lotto Pa Deporte, whereas the future operator, with the change of the law, will be the airport.

According to the Minister, the current law should neverhave been enacted. The goalof Lotto was never to operatea casino and consequentlythey suffered a great loss offunds which could have goneto support sports. What’smore, said Dowers, the lawwas enacted without any su-pervision; hence there was nocontrol on the part of theMinistry of Justice.

Disabled travelers to Aruba andislanders who find they requirespecialized equipment, nowhave a quick, convenient an-swer to their needs with Essen-tial Health Supplies, locatedadjacent to the Dr. Horacio E.Oduber Hospital and close toall the resort areas.

Essential Health Supplieswas founded by Sylvia Den-nert, an expatriate Americanwho is married to an islanderfrom a family of doctors. Shespent many years in the me -dical insurance business in theU.S., becoming well ac-quainted with the various needsof those who were bed-riddenor required ambulatory assis-tance.

Sylvia and her adoptedAruban family went throughthe trial of losing a belovedfamily member to cancer; adrawn-out and exhausting ex-perience for the patient and allthose who cared for him. It in-spired her to start this businessdedicated to the needs of the in-jured and very ill, where itwould be easily accessible forpatients coming out of the hos-pital needing specialized equip-ment as quickly as possible.

From her personal experi-ence, Sylvia recognized a se-vere need for this service onAruba. "We discovered howdifficult it was to care forsomeone who has totally lostmobility, and finding the equip-ment needed to best help care-givers deal with it. This waswith a family of doctors, whodon't have quite the experienceof giving every day care to theseriously ill and disabled thatnurses do, so it was still veryhard. I could imagine how verydifficult it must be for ordinaryfamilies without any healthcare experience whatsoever."

tions had been taken creatingthe appearance that the IRSwas not acting as it shouldhave," Shulman told the Sen-ate Finance Committee.

"The actions outlined inthat report have justifiably ledto questions about the fairnessof the approach taken here."

Shulman described a vastagency tasked with overseeingtax-exempt groups and care-fully scrutinizing those apply-ing for such non-profit status.

But while he acknowl-edged that the targeting "hap-pened on my watch," heinsisted that "in June of 2011 Iwas not aware" of the abuse.

Shulman was appointed bypresident George W. Bush inlate 2007, and served as IRSchief from 2008 until his termended in November 2012. Thetargeting program began in2010 and was phasing out byJune 2011.

Obama has said he knewnothing about the abuse untilthe internal IRS report leakedthis month.

The White House acknow -ledged Monday it was told inApril that an inspector generalwas finalizing an audit into In-ternal Revenue Serviceabuses, but stressed thatObama aides made no attemptto intervene or influence find-ings.

Attention turned to por-tions of the tax laws that delin-eate non-profit status, anddiscre pancies between the fed-eral statute and IRS regula-tions in determining what areknown as "501(c)(4) organiza-tions."

Such groups, which arenot required to reveal theirdonors, spent millions of dol-lars on political activity in2012, with some critics say-ing they played outsized rolesin shaping the presidentialcampaign.

WASHINGTON (AFP) - Thepolitical appointee whoheaded the IRS during the UStax agency's abusive treatmentof conservative groups in-sisted yesterday that he wasnot involved in the scandal.

US senators grilled retiredIRS boss Douglas Shulmanabout what he readily ac-knowledged was "inexcus-able" behavior by agents who, from 2011, singled out right-leaning groups for excessivescrutiny.

The IRS actions have be-come one of a series of allegedabuses of executive power thathave cast a shadow over Pres-ident Barack Obama's secondterm, and yesterday's hearingwas not the first into the case.

Last week House lawma -kers questioned outgoing IRSchief Steven Miller, whoObama had forced to resign inthe wake of the revelations.

"I was dismayed and I wassaddened to read the inspectorgeneral's conclusions that ac-

Local television footageon Monday showed childrenas young as nine being pulledout of the Plaza Towers Ele-mentary School in Moore, aresidential community of

The Moore Medical Cen-ter was evacuated after it sus-tained damage, and stateauthorities called out the Na-tional Guard to help rescueefforts as Obama ordered fed-eral aid to supplement localrecovery efforts.

China's health minister, LiBin, underlined that Beijingwas coming to terms with thecurrent outbreak but said con-cerns remained.

China is considered one ofthe countries at greater riskfrom bird flu because it is a topglobal poultry producer andmany chickens in rural areasare kept close to humans.

The number of forms of fluis vast, given that the viruscombines two proteins: one of17 types of haemagglutinin, which provides the H, and anyof 10 kinds of neuraminidase, which gives the N.

The more common strain ofavian flu, H5N1, has killedmore than 360 people globallysince 2003, according WHOfigures.

Fukuda noted that the fardeadlier H7N9 struck in Chinaaround the same time as fearsmounted elsewhere over theSARS-like novel coronavirus,of which there have been 40laboratory confirmed cases, in-cluding 20 deaths.

While the virus has beendeadliest in Saudi Arabia, which now counts 30 infec-tions, half of them fatal, caseshave also been reported in Jor-dan, Qatar, Germany, Britainand France.

It is one of a vast array of fluviruses carried by birds, theoverwhelming majority ofwhich pose little or no risk tohumans.

PARIS (AFP) - Scientists saidTuesday they had managed tokill lab-grown tuberculosis(TB) bacteria with good oldVitamin C -- an "unexpected"discovery they hope will leadto better, cheaper drugs.

A team from Albert Ein-stein College of Medicine inNew York made the accidentalfind while researching howTB bacteria become resistantto the TB drug isoniazid.

The researchers added iso-niazid and a "reducing agent"known as cysteine to the TB ina test tube, expecting the bac-teria to develop drug resist-ance.

Instead, the team "ended upkilling off the culture", ac-cording to the study's seniorauthor William Jacobs, whosaid the result was "totally un-expected".

Reducing agents chemi-cally reduce other substances.

The team then replaced thecysteine in the experimentwith another reducing agent --Vitamin C.

According to Nadelmann,"political pressures by the USand other governments wouldhave made that impossible."

The new focus on alterna-tives to prohibition reflects the"unhappiness" of Latin Amer-icans toward a US policy thatcontinues to focus on croperadication and militarizedcrackdowns, said Peter Hakimat the Inter-American Dia-logue, a leading Washingtonthink tank.

"Legalization is one alter-native. I don't think it's goingto really be widely adopted, but is a way of getting the de-bate started," he said.

OAS Secretary GeneralJose Miguel Insulza traveled toBogota to personally hand thereport to Colombian PresidentJuan Manuel Santos.

Santos, a key US ally inLatin America, is also one ofthe leading voices in callingfor a fresh look at counternar-cotics policies.

WASHINGTON (AFP) - AnOrganization of AmericanStates report published lastweek called for taking a closerlook at possibly legalizingmarijuana in Latin America.

The report examined anissue that until recently was ataboo topic in the region.Politicians, desperate formeasures to control drug-linked violence, are now opento legalization.

The report does not makespecific proposals, but looks atdifferent scenarios in whichcountries could handle thedrug trade blamed on scores ofdeaths.

"Never before has a multi-lateral organization engaged insuch an inclusive and intellec-tually legitimate analysis ofdrug policy options," saidEthan Nadelmann, executivedirector of the Drug Policy Al-liance, the largest US grouppushing for reforming drugpolicies in the United States.

WASHINGTON (AFP) -Google's Android mobile sys-tem boosted its lead in theglobal smartphone marketover Apple in early 2013,while Microsoft's Windowsedged into third place, a sur-vey showed.

The IDC survey showedAndroid's commanding leadwith a 75 percent market sharein the first quarter, to 17.3 per-cent for Apple's iOS platform.

The other platforms re-mained far behind, but Win-dows Phone posted the largestyear-over-year and moved pastBlackBerry into third place,IDC said.

IDC said Windows phonesaccounted for 3.2 percent ofthe market, after a 133 percentrise in sales, to 2.9 percent forBlackberry.

Nokia was largely responsi-ble for driving WindowsPhone sales, accounting for 79percent of the smartphonesusing the Microsoft platform.

"Windows Phone claiming

the third spot is a first andhelps validate the directiontaken by Microsoft and keypartner Nokia," said IDC'sKevin Restivo.

"Given the relatively lowvolume generated, the Win-dows Phone camp will need toshow further gains to solidifyits status as an alternative toAndroid or iOS."

IDC's Ramon Llamas saidthe survey shows some inter-est in alternative platforms de-spite the dominance ofAndroid and Apple.

"Android and iOS ac-counted for more than thelion's share of smartphones inthe first quarter, but a closerexamination of the other plat-forms reveals turnaround anddemand for alternatives," Lla-mas said.

A survey by the researchfirm Gartner earlier this weekhad similar results, butshowed Blackberry barelyahead of Windows.

BAGHDAD (AFP) - PrimeMinister Nuri al-Maliki in-sisted on Monday that some ofthe fake bomb detectors Iraqbought are actually functional, despite overwhelming evi-dence that none of them work.

"The best device in theworld does not detect (explo-sives) more than 60 percent (ofthe time)... and results we ob-tained indicate that these de-vices detect from 20 to 50percent" of the time, Malikitold a news conference.

"Some of the devices werereal and were detecting" explo-sives, while others were not,he said, adding that securityforces are in any case to startrelying more on police dogsbecause they are better able todetect explosives.

Maliki also said earlier thismonth that the governmenttook the necessary steps re-garding the devices "a longtime ago," despite the fact thatthey are still in widespread usein Iraq, putting lives at risk.

None of the hand-held "de-tectors," which are made ofblack plastic with a pistol-stylegrip and a small silver antennathat allegedly points out vari-ous materials including explo-sives, will reveal anything, except by chance.

The devices were purchasedfrom businessman James Mc-

Cormick, who has been sen-tenced to 10 years in jail by ajudge in Britain for fraud overthe sale of the devices to coun-tries including Iraq.

Britain's Department forBusiness, Innovation andSkills said that "tests haveshown that the technologyused in the ADE 651 and sim-ilar devices is not suitable forbomb detection."

It is expected that LatinAmerican traffic will be heavilyinfluenced by governmentmeasures and the presidentialelections in Venezuela. This im-pact on passenger volumes willcontinue to be substantial asVenezuela’s share in total trafficto/from Aruba is still approxi-mately 13% (2012). Anotheruncertain effect is representedby the future performance ofstart-up airlines Insel Air Aruba,Aruba Airlines and the fleet ex-pansion, if any, of Tiara AirAruba.

The resulting traffic growthfor Aruba is, under these cir-cumstances, expected to be ap-proximately 4.5%, in line withIATA’s expectation. The Boardof Directors of AAA expects toconclude 2013 with a net resultcomparable with that of 2012.

Substantialdifferences per region are againlikely to occur, where expecta-tions for the Latin Americanmarket continues to be positive, and the North American marketis expected to show thestrongest growth within the de-veloped economies. Furtherbenefits are expected from air-line consolidation. The budgetsequestration in the US could, however, negatively impact theoutlook. Europe is expected toremain flat.

The number of PassengerFacility Charge paying (depart-ing) passengers (“PFC passen-gers”) increased in total with4.5% to 1,029,738 for the fullyear, making 2012 the best yearever. The total number of pas-sengers processed by the air-port (including transfer, transitand general aviation passen-gers) amounted to 2,120,578(+1.6%), again the highest fig-ure ever. Total aircraft move-ments increased significantlywith 6.8% to 41,530 move-ments. This effect was mostlydue to increased general avia-tion flights.

Aeronautical revenues in-creased by 3.5%, slightly lessthan passenger growth. Totalnon-aeronautical revenue in-creased with 5.5%, indicatingslightly better performance perpassenger. Total operational ex-penses were 6.0% higher thanin 2011. Personnel expenses in-creased with 3.3%, mainly dueto a new collective labor agree-ment. Energy consumption wasslightly higher due to the com-missioning of the new aircrafthangars and a larger number ofretailers. The higher other ex-penses are partly due to a one-off payment to Land Aruba;without said payment total op-erating expenses would haveincreased with 5.1%. Analyzing the current statis-tics for 2013, it appears that amajor worsening of the Euro-zone crisis has been averted, but a number of South Euro-pean countries remain, or arepossibly entering, into a deeprecession. With the exceptionof Europe, IATA, however, hasreported that passenger growthhas been steady since October2012, at double the trend of thefirst three quarters of the year. The demand is accelerating onthe back of stronger businessconfidence, particularly inemerging regions. hate me; many of you in thisroom."

It has long been part ofMourinho's strategy to portrayhimself as a victim, but anysympathy for him is mitigatedby the list of misdemeanourshe has perpetrated in the Span-ish capital.

The image of Mourinho pok-ing then Barcelona assistantTito Vilanova in the eye duringthe Spanish Super Cup in Au-gust 2011 left an indelible stainon his reputation, and his longdispute with club icon IkerCasillas this season saw himalienate half the Madrid chang-ing room.

Mourinho's desire to succeedFerguson has long been appar-ent and the 50-year-old waslampooned in the British mediafor adopting what was seen asan uncharacteristically obse-quious tone after his side's vic-tory over United in theChampions League last 16.

LONDON (AFP) - Jose Mour-inho looks set to be welcomedback to Chelsea with openarms, but his reputation hasbeen sullied during his three-year stint at Real Madrid andhe will return to StamfordBridge with several thorny is-sues to address.

Having been released fromhis contract by Madrid, thecharismatic but controversialPortuguese is now widely ex-pected to return to Chelsea, with some British bookmakersoffering odds of 20/1 on that hedoes so.

Chelsea's fans have alreadymade their feelings knownabout the prospect of his return, having lustily chanted his nameon several occasions during thefinal weeks of the season.

His previous stint at the club, between 2004 and 2007, sawChelsea emerge as the domi-nant force in English footballand even their recent continen-tal successes carried echoes ofhis impact.

Seven different managerswill have been and gone by theend of the campaign, but theEuropa League winners remainvery much a Mourinho team --dogged, compact, and stillbossed by Mourinho loyalistssuch as Petr Cech, Frank Lam-pard and captain John Terry.

Mourinho left after his rela-tionship with owner RomanAbramovich broke down and,in his subsequent spell at InterMilan, he confirmed his statusas one of the great managers ofmodern times by leading theclub to league, cup and Cham-pions League glory in 2010.

It is nonetheless a chastenedMourinho who will return toLondon.

He found in Italy that thelocal media did not lap up hispot-stirring quite as enthusias-tically as their English counter-parts had, and in Spain thingswere even worse.

After Madrid went out of theChampions League following aone-sided semi-final loss toBorussia Dortmund, he told re-porters: "In Spain, some people
