Saint AUbin, talce overfrom the Recconaissance Squadron, Royal Canadian Dragoons. The main body of therotation is scheduled to takeplace, between the 3rd and 15thof this month.

S pring rotation fever has gripped the United Nations.... .Fo.ree in Cypl'US during the past weelt, with four of' themajOl' contingents of the Foree being involved, or shortly tobe involved, in partial or complete rotations. The only exception among the major contingents is DANCON who completeda full rotation in October of last year, and are due to rotateagain next month.

A United Nations spokesmandeclared last week at U.N.
Headquarters in New Yorkthat it was expected that theIrish Contingent with UNFICYP, numbering 50 officersand 468 other ranks, wouldbe withdrawn when its rotation date of 18 April camearound.
The present strength ofthe Force, including the IrishContingent is apprOXimately4,750 (taking into consideration the recent reduction inthe Finnish Contingent), and4,575 without the police.

The Fusiliers' families havestayed in Germany with asmall rear party, who remained in barI'i3.cks at Iserlohn.Some of the familieshave spent part of the tourwith relatives and friends inScotland, but will all be returning to BAOR to join husbands and f,athers on theBattalion's return. Aiding them in their many tasks the Fusiliers havehad the assistance of a British Cavalry Squadron of armoured cars ,and detachmentsof civilian police from Australia and New Zealand. Thearmoured car squadron forthe first half of the Batt,s.lion's tour was 'A' Squadron,14th/20th King's Hussars whowere relieved in January by'A' Squadron, 5th Royal Inniskilling Dragoon Guards. Cooperation with these unitshas been of the highest order.

T he Human Rights Com-mision last week ap
proved, without a dissenting vote, a resolution originally proposed by Polandand arnmended by sevenother States, seeking to ensure that no time limit beapplied to the prosecutionof those charged with warcrimes and crimes against humanity.
Recommendations madein the resolution, submittedby the Economic and Social Council, urge all States to take any measuresnecessary to prevent theapplication of statutarylimitations to war crimesand crimes against humanity; to continue efforts toensure arrest, extraditionand punishment of personsresponsible for such crimes; and to make relevantdocuments available toother States.
The resolution also asksthe Secretary-General tocarry out a study regarding arrest, extradition andpunishemnt; and to preparethe draft of a covention envisaged for adoption bythe General Assembly. atits 1967 session - whichwould _make it a bindingobligation not to apply timelimits to war crimes cases.
Asked if the United States'polIcy towards Peking was being reappraised, Mr Goldbergsaid that it remained underconstant review. The decisivefactor, he said, was the attitude of the Peoples' Republicof China herself.
