Dear Residents of the Webster Groves School District:

I am pleased to present this latest issue of

the Webster Groves School District Directory, published in cooperation with the Webster-Kirkwood Times . As the district’s new superintendent, I’d like to thank the Times for again collaborating with WGSD to help inform the community about our schools and all of the local merchants who supported this effort by purchasing ads . We appreciate your support .

We have much to celebrate in the district this year: The state of Missouri honored our district for the eighth consecutive year for “Distinction in Performance,” the highest accolade a public school district can receive . Three schools – Hixson Middle, Bristol and the Elementary Computer School – made the state’s Top Ten List for academic performance . Class of 2009 students earned more than $12 .6 million in scholarships . Recent bond issue projects – completed on time and under budget – have made solid improvements across the district for every school and student .

Clearly, we live and work in an exceptional school community . I’d like to thank residents of this district for supporting our mission of academic and personal success for every student . I look forward to a wonderful new school year .

school history:Webster Groves High School began as a general course offered to

ninth graders in 1889 .At the turn of the century, the school occupied the first floor of the

original Bristol School building; the elementary school took up the second floor . As enrollment increased, the high school used hallways and storerooms as supplementary classrooms .

In 1906, the district built a high school on Selma Avenue, a two-story brick building with three classrooms and an auditorium . Front wings were added in 1913 .

The Webster Groves Armory, constructed in 1917, was turned over to the high school following World War I and housed the lunch room and senior gymnasium .

Webster Groves High School was originally named Hamsher High School for Frank Hamsher, school superintendent from 1917 to 1924 .

In 1934, portions of the building built in 1906 and 1913 were razed . A large addition, including the Little Theater and additional classrooms, was completed in 1935 .

The district built Roberts Gym, named after coach and teacher Charles A . Roberts, in 1946 .

The most recent addition to the building is the gymnasium which was completed in 2008 .

The High School was named to the state’s “Top 10 List” in 2005 for most improved schools, in second place for improvement in tenth grade mathematics scores . From 2000-2004, the number of students scoring in the proficient or advanced categories of the MAP increased by 20 .8 percent . In 2006, the state ranked WGHS among the top 10 in the state for 10th grade math scores .

The Statesmen Preschool at Webster Groves High School is open to children three years up to school age . It operates Monday through Thursday mornings and children can attend two, three or four days a week .

The daily charge for the program, which operates in conjunction with child development classes at the High School, is $5 . Diane Stromberg, who holds a master’s degree in early childhood education, directs the program .

November 26th is the 102nd anniversary of the first Turkey Day football game between the Webster Groves Statesmen and the Kirkwood Pioneers .

What follows are scores from the Webster/Kirkwood games going back to 1907 . Gaps exist because the rivals didn’t play every Thanksgiving . From 1924 to 1927, suspended relations between the districts meant that Webster played Clayton for the County League Championship on Thanksgiving . In addition, some years Webster played Kirkwood, but not on Thanksgiving Day . Other years, the two football teams played each other more than once .

The teams didn’t play in 1988 because WGHS was playing the the state championship . The 2002 and ‘03 games were matchups of the two schools’ junior varsity teams because Webster was play-ing in the state championship for both years, two days later . In 2002, Webster won the state championship .

james gordon Forsyth, 1949, generously gave of his time and talents to a wide array of civic organizations including the YMCA,Webster University, churches and municipal governments .

Donald hoss, 1954, has dedicated his career to protecting the environment for future generations as a scientist at the Beaufort, N .C . laboratory of the National Oceanic and Atmospheric Administration Center for Coastal Fisheries and Habitat Research .

robert lindholm, 1953, a former assistant attorney general for Missouri, has dedicated his personal and professional life to furthering the cause of conservation .

jack lorenz, 1957 . As chief executive officer of the Izaak Walton League, Lorenz has been a leader and spokesman for the environmental movement .

Paul Marti, 1948, has designed handsome, enduring

architecture for more than 40 years including the Springfield Art Museum in Springfield,Mo ., the Desoto Public Library in Desoto, Mo ., the Oak Bend, Grand Glaize and Daniel Boone branches of the St . Louis County Library and total restoration of the west wing of the St . Louis Art Museum .

Keith Nolan, 1982, an American military historian specializing in the Vietnam War, wrote 11 books about battles .

john rosebrough, 1950, was one of three original founders who began what is now Duke Realty Investments .

richard toft, 1954, has had a long and distinguished career both in business and in community service as president, chief executive officer, director of the board and later chairman of Chicago Title and Trust Co .

Middle School the prestigious Gold Star honor . The Department of Elementary and Secondary Education said that Hixson’s student performance data placed it in the top 15 of more than 1,000 secondary schools in Missouri . In addition, Hixson was named to the state’s Top Ten list in 2008 for eighth grade mathematics scores and eighth grade science scores on the Missouri Assessment Program . Conversion to a middle school began in 1988 . The change was gradual and extended over a period of years . Passage of a recent bond issue brought an array of building improvements includ-ing central air conditioning, wireless technology for students and staff, roofing, and a complete renova-tion of the auditorium and cafeteria .

Education has long been a priority within the Webster Groves School District . In fact, the organization of the Webster Groves School District predates the incor-poration of the City of Webster Groves by 28 years .

On August 25, 1868, a group of 21 citizens voted unanimously to organize a district . A census was taken a month later, and 255 school-aged children were found within the fledgling district . Three teachers were chosen and classes began on October 11, 1869 in rooms rented from the Congregational Church . What has followed is more than 130 years of additional milestones and memories .

speech, occupational and physical therapy, are provided by the Special School District in district schools and in the Early Childhood Education Center . Students can receive services from age three through 21 . Special School District staff can be reached by calling their central office at 989-8100 .

If you think your child needs to be tested to receive special education services, call your child’s school counselor to request an evaluation . Schools are required to try several classroom intervention strategies before a child is referred for testing . Once a packet

requesting testing is complete and the child is accepted for testing, it may take up to 90 days before the evaluation takes place . If the school feels your child doesn’t need an evaluation, you can request one by writing to the principal or to Janice Brooks, director of Diagnostic Related Services, Special School District of St . Louis County, 12111 Clayton Road, St . Louis, MO 63131 .

The Webster Groves School District has a Parent Advisory Council for parents of children receiving special services . These parents meet regularly with the Special School District regional director and area coordinators to

discuss services . They also receive regular updates regarding Special School District Board of Education issues, upcoming events and other information . If you would like to discuss special education services or the evaluation process with another parent, council members are a good resource .

was organized in 1868 .As the school grew in its early years, it had to

rent space in three other buildings in town, includ-ing the Congregational Church . The school was named for Dr . Bennet J . Bristol in 1916, a physician and long-time member of the Board of Education .

Wings for the original frame building on Gray Avenue were built in 1909 and 1913 .

In 1920, the district moved the frame building toward the rear of the school grounds and began constructing the central part of the building, con-necting the wings . A new multipurpose room was

The Webster Groves School District is required to inform parents of information they have a right to know, according to the No Child Left Behind Act of 2001 (Public Law 107-110) .

Upon a parent’s request, the district must provide, in a timely manner, the following information:• Whether a teacher has met state qualification and licensing criteria

for the grade levels and subject areas in which the teacher provides instruction .

• Whether the teacher is teaching under emergency or other provi-sional status through which state qualification or licensing criteria have been waived .

• Whether your child is provided services by paraprofessionals and, if so, their qualifications .

• What baccalaureate degree major the teacher has and any other graduate certification or degree held by the teacher, and the field of discipline of the certification .

In addition to the information that parents can request, the district must provide to each parent:

• Information on the achievement level of the parent’s child in each of the state academic assessments as required under this part .

• Timely notice that the child has been assigned, or has been taught for four or more consecutive weeks by a teacher who is not highly qualified .

The Protection of Pupil Rights Amendment, a federal law, affords parents certain rights relative to collecting and using infor-mation for marketing purposes as well as conducting certain surveys and physical exams of students by the School District . Parents must consent prior to the district conducting student surveys regarding certain “protected areas” if any federal funding is used to conduct such survey, and parents must receive notice and an opportunity to opt out of any other such survey, regard-

less of funding source . Parents must also receive notice and an opportunity to opt out of any non-emergency, invasive physical exam or screening, with limited exceptions, or any activities involving collection, disclosure or use of personal information obtained from students for marketing, selling or otherwise distrib-uting such information to others . New elementary students enroll at their home schools . If you are uncertain which school is your home school, please call the central office at 961-1233 or any elementary school .

Incoming kindergartners should be five years old before Aug . 1 of the year they are enrolling . Sixth grade students enroll at Steger Sixth Grade Center, 701 N . Rock Hill Road; seventh and eighth grade stu-dents enroll at Hixson Middle School, 630 S . Elm Ave . and students in grades 9 - 12 enroll at Webster Groves High School, 100 Selma Ave .

The documents required for enrolling include two of the following: • Real estate deed • Lease agreement • Personal property tax receipt • Utility bill • Voter registration card • Driver’s license • Occupancy permit

In addition, you must bring a copy of the student’s birth certificate, social security card and a copy of the student’s health information and immunization record, as required by the state of Missouri . The follow-ing immunizations must be up to date: DPT, DT, oral polio, MMR, measles, mumps, German measles, hepatitis B, HIB and TBC test .

Parents or guardians of entering students must complete an appli-cation for admission, which should be notarized . The district provides a notary at the central office, 400 E . Lockwood Ave .

Clark has a full-time counselor, gifted teacher and a part-time social worker . Clark is a professional development school in partnership with Maryville University . The partnership fosters ongoing learning by every

pupil and staff member . It allows teachers to attend workshops, host junior practicum students and work with student teachers in their senior year . Clark staff members also teach and/or attend master-level classes within their own school building . Clark has a tradition of excellence . Clark students inaugurated the district’s camping program in 1950 at Camp Wyman . The school is named in honor of Anna M . Clark, who taught in the district for 30 years . Clark ranked sixth in the state for high

performance in communication arts scores for 2000-2005 in the Missouri Assessment Program . Parents as Teachers (PAT) is a family education and support program that begins prenatally and extends to age five . This voluntary program is based on the beliefs that parents are the first and most influential teachers of their children and that the early years lay the foundation for children’s success in school and in life .

PAT is designed for families of all configurations and life circumstances, including teen parents . Services are adapted to meet individual family needs . The program provides the following services:

Personal Visits PAT certified parent educators, trained in child development and home visiting, help parents understand and have appropriate expectations for each stage of their child’s development . They offer practical and fun ideas on ways to encourage learning and interaction with children .

Group Meetings Parents meet to enhance their knowledge, gain new insights and share their experiences, common concerns and successes . The meetings also provide families with fun parent-child activities such as the Family Fun Fair, Beach Party and My Time with Dad .

Developmental Screenings PAT offers periodic screenings of overall development, health, hearing and vision for detection of potential problems and early intervention services if needed . Referrals are made for appropriate services if needed .

Resource Network Families are provided information about other community services that are beyond the scope of the PAT program .

Stay and Play This is a fun parent-child small group that meets under the guidance of a certified parent educator . Activities are provided that are developmentally appropriate for the children . This is the only component of PAT that has a fee .

Gifted fine arts students in the Webster Groves School District welcomed teachers back for the new school year

during a celebration in Grant Gymnasium on the campus of Webster University.

Adventure Club operates year round providing children with a safe, healthy and fun environment during non-school hours . It was established in 1983 . Currently it serves more than 300 children in kindergarten through sixth grade .

Services are provided before and after school on regular school days and early dismissal days . The program also provides services from 6:30 a .m . to 6:00 p .m . when school is closed for teacher/family conferences and early release days, as well as spring break and summer . The program operates at each elementary school and is designed to extend and enhance the school day . The curriculum includes club kits such as Rain Forest, Egyptian Life, Math Fun, Kitchen

Chemistry, and other topics . Children also have a choice of other indoor activities, gym time, homework/tutoring, and time to socialize with peers .

All staff is required to earn 12+ hours of professional development, through educational courses, national, state, and regional school-age training, and CPR and first aid training . With our staff’s commitment to the program and a dynamic curriculum, the program is growing stronger each year .

two New ADMiNistrAtors joiN wgsD Jason Heisserer will be the new principal at Hixson Middle School this year . He succeeds Mary Stefanus, who retired at the end of last school year . Heisserer had been an assistant principal at Northeast Middle School in the Parkway District . He’s also taught in the Northwest and Bayless school districts, as well as at the university level . He holds a doctoral degree in education admin-istration from Maryville University, as well as a master’s degree from the same institution and a bachelor’s degree from Southeast Missouri State University .

Lisa Hilpert is the new principal at Hudson School in Rock Hill . Hilpert had been the administrative intern at Tillman School in Kirkwood . Before that, she taught at Tillman for ten years . She succeeds John Simpson, who has become the district’s assistant superintendent for curriculum and instruction . She holds master’s degrees in educational leadership and administration and middle level education, both from Maryville University as well as an undergraduate degree in elementary education, also from Maryville .

The Asbestos Hazard Emergency Response Act (AHERA, Public Law 99-5190), enacted in October 1986, required the Environmental Protection Agency to develop regulations that provide a comprehensive framework for addressing asbestos problems in schools . On Oct . 30, 1987, the EPA published the Asbestos-Containing Materials in Schools Rule (40 CFR Part 763 Subpart E) . This rule required all public and private schools to inspect for friable and non-friable asbestos, develop asbestos management plans that address asbestos hazards in school build-ings and implement response actions in a timely fashion .

The Webster Groves School District recognizes that the pres-ence of asbestos-containing building materials in schools consti-tutes a potential hazard to human health and the environment .

Therefore, the prevention of exposure to asbestos fibers at any level is a matter of concern to the district and the school com-munity, requiring the implementation of a carefully planned and thorough program to safeguard school children and personnel . This includes assessment of the potential hazard; application of precautions designed to prevent exposure to asbestos fibers and systematic abatement of asbestos-containing materials .

A reinspection of all district school buildings is performed peri-odically to comply with the rules and regulations of the United State Environmental Protection Agency . A report on the condition of each building and the location of asbestos-containing material is available at each building site .

Three district schools appeared on the state’s Top Ten List for high performance on the Missouri Assessment Program in mathematics, science and communication arts in the spring of 2008 .

Bristol Elementary ranked fourth in the state for schools its size for its performance in fifth grade communications arts scores . Schools earn a place on the list based on the percentage of students whose scores are in the test’s top two levels .

The Elementary Computer School ranked third in the state for its fourth grade mathematics scores and eighth in the state for its fifth grade math scores . Hixson Middle School ranked fifth in the state for eight grade math scores .

In addition, Computer School fifth grade science scores ranked sixth in the state and eighth grade science scores at Hixson were ninth .
