Participant Biographies Giulia Ajmone Marsan is an Economist at the OECD Directorate for Science, Technology and Industry. Her main areas of research focus on interaction and connectivity among innovation system actors at the regional, national and international level. She manages the OECD project on “Open Science” and works in the team undertaking OECD Reviews of Innovation Policy. She has been involved in several OECD projects related to regional development such as Regional Innovation Reviews (Wallonia, Belgium and Central and Southern Denmark) and the publications Regions and Innovation Policy and Regions and Innovation: Collaborating Across Borders. She regularly publishes book chapters and articles in international journals as well as working papers. She keeps strong linkages with the academic world, where she is involved in several research projects on Complex Systems. She holds degrees in Applied Mathematics from the Polytechnic School of Turin, Italy, and a PhD in Economics from the Ecole des Hautes Etudes en Sciences Sociales, Paris, France and the IMT Institute for Advanced Studies, Lucca, Italy. Ali Eser Ministry of Science, Industry and Technology, Republic of Turkey Ali Eser is working as an EU Expert in the Ministry of Science, Industry and Technology, DG for Science and Technology mainly in the field of R&D and innovation policy. He worked previously in the preparation and follow-up of Turkish Industrial Strategy Document 2011-2014, he was the national coordinator of EU’s Competitiveness and Innovation Framework Program (CIP) and its first component (Entrepreneurship and Innovation Program-EIP) in Turkey. He participated to the EU’s Enterprise Policy Group meetings in Brussels as the delegate of Turkey. Moreover, he took part in various studies in relation to industrial policy, innovation policy, SME policy and competitiveness of different industry sectors in Turkey. He was graduated from İstanbul Technical University, Industrial Engineering Department. He completed his master degree in “Industrial Strategy and Trade Policy” from The University of Manchester, Institute for Development Policy and Management (IDPM), UK. For his master, he was awarded by the Jean Monnet Scholarship Programme of EU and the master thesis was on “Technology Policies”. Since December 2005, he is working in the Ministry and the thesis prepared in the Ministry to become an Expert was about “Competitiveness of business-related service industries in EU and Turkey”. In 2012, he was seconded in the OECD Directorate for Science, Technology and Industry (STI), Country Studies and Outlook (CSO) Division and worked as a consultant in the Country Review of Innovation Policy report of Sweden and STI Outlook 2012 publication.

Ms. Nazly Frias Public Policy Advisor, National Planning Agency (DNP) Colombia Public policy advisor at National Planning Department. Nazly Frias is a lawyer specialized in innovation and business development with emphasis on social innovation and social entrepreneurship. She has participated in the making of the National Innovation Strategy, being the main advisor for the construction of the Public Policy of Social Innovation, co-ordinating a team of public sector institutions towards the development of initiatives to foster social innovation. She has also experience on private and third sector in areas related to social innovation, inclusive business and leadership development. Dominique Guellec Head of Division Directorate for Science, Technology and Industry, OECD Dominique Guellec is Head of the STI’s Country Studies and Outlook (CSO) Division, created on 12 April 2010, which is responsible for conducting the analysis of country-specific information on member and non-member countries across the directorate. This notably includes the OECD Reviews of Innovation Policy, the STI Outlook, the web-based Innovation Policy Platform (IPP) and work relating to innovation for development. Mr. Guellec joined the OECD in 1995 and has worked in the Statistics Directorate and the Directorate for Science, Technology and Industry on statistics and quantitative economic analysis of research and development, innovation and growth. From 2004-2005, Mr. Guellec was Chief Economist of the European Patent Office (Munich). Mr. Guellec has authored several books and many articles on patents, innovation and economic growth. His (co-) publications in English include The Economics of the European Patent System (Oxford University Press, 2007); From R&D to Productivity Growth: the Sources of Knowledge Spillovers and their Interaction (Oxford Review of Economics and Statistics, 2004). Of French nationality, Mr. Guellec is a graduate from the École nationale de la statistique et de l’administration économique (ENSAE, Paris).    Raundi Halvorson-Quevedo Senior Advisor Development Co-operation Directorate, OECD Raundi Halvorson-Quevedo is a senior advisor to the OECD’s Development Co-operation Directorate, which conducts analytical work, develops policy advice and identifies good practice for the OECD Development Assistance Committee, whose members provide more than US$130 billion in aid each year to more than 145 developing countries. She has worked on international economic development issues for more than 30 years,

specialising in private sector development (including business management, financing and technology transfer), financial sector development, and strategic approaches for reducing poverty. She served as Deputy Director of the G8/NEPAD Africa Partnership Forum, and in that capacity worked on a range of key development challenges facing the African continent e.g. development finance, investment frameworks, ICT development, e-government, trade and regional integration, governance, gender equality, agricultural development, etc. She is currently leading work on inclusive innovation and development finance issues. Prior to joining the OECD, Ms. Halvorson-Quevedo worked for several years at the World Bank on industrial and financial sector development in Latin America and Africa. Ms. Halvorson-Quevedo has a joint masters degree in enterprise development and financial markets from the Fletcher School of Law and Diplomacy and the Harvard Business School. Dr. Zakri Abdul Hamid Science Adviser to the Prime Minister Malaysia Dr. Zakri Abdul Hamid currently serves as Science Adviser to the Prime Minister of Malaysia. He is respectively Chairman of the following bodies in Malaysia: National Science and Research Council; National Professors Council and the Malaysian Biotechnology Corporation (BIOTECHCORP). He is Joint-Chairman to the Malaysian Industry-Government Group for High Technology (MIGHT) and the Aerospace Manufacturing Innovation Centre (AMIC). Dr. Zakri’s academic interests lie in genetics, biodiversity and bio-diplomacy. He is a recipient of the Langkawi Award, awarded to personalities who have made significant contribution in the field of environment and a former Fulbright Scholar. Fellow scientists have honoured him by naming three species after him: a beetle (Paleosepharia zakrii); a cicada (Pomponia zakrii) and a nepenthes plant (Nepenthes zakriana). From 2001 to 2005, Dr. Zakri co-chaired the mega-study, “Millennium Ecosystem Assessment”. In January 2013, he was elected as the founding Chairman of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES). In September 2013, he was appointed by Ban Ki-moon as a member of the newly-founded Scientific Advisory Board to the UN Secretary General. Dr. Yongsuk Jang Research Fellow Science and Technology Policy Institute (STEPI) Korea Dr. Jang is research fellow of the Science and Technology Policy Institute (STEPI), a policy think-tank for science, technology and innovation (STI) policies in Seoul, Korea. Prior to his current position, he had worked as a senior research scientist at the Center for International Science and Technology Policy (CISTP) of the George Washington University (GWU), Washington, DC and remains as a research associate in the same institute. His primary research interests are STI policies with foci of R&D program evaluation, industrial R&D collaboration, national

innovation system, and international cooperation for innovation. He consults various domestic and foreign government agencies and international organizations including OECD, APEC and OAS. He actively publishes and involves in a number of academic associations such as American Evaluation Association (AEA), The Korea Society for Innovation Management & Economics (KOSIME), and so on. Currently he serves as a Korean delegation to the Committee of Science and Technology Policy (CSTP) of OECD. He also serves as the managing editor of ‘STI Policy Review,’ an international journal on STI policies around the world. He holds a Ph.D. in Public Policy from the George Washington University. He married with only son. Nonhlanhla Mkhize Chief Director: Science and Technology for Social Impact Department of Science and Technology South Africa Ms Nonhlanhla Mkhize is currently responsible for the Science and Technology for Social Impact programme, an area of work which focuses on Science and Technology based innovations supporting and contributing to the achievement of inclusive development in South Africa. She is responsible for coordinating the development of a strategic framework intended to guide and prioritise Science and Technology based innovations for inclusive development and ensuring that a conducive environment is in place for the full realisation of the goals of the strategic framework. Ms Mkhize is a qualified Microbiologist with experience in conservation of biodiversity and management of inclusive development projects. She has served in technical advisory committees and her current focus is on coordinating the Science and Technology innovation for inclusive development agenda. Professor Venni Venkata Krishna Centre for Studies in Science Policy, School of Social Sciences, Jawharlal Nehru University, New Delhi India Dr Venni V Krishna is Professor in science policy and Chair, Centre for Studies in Science Policy, School of Social Sciences at the Jawaharlal Nehru University, New Delhi. He has 40 research papers and five books. He is the founder-editor and currently Editor-in-Chief of an international journal Science, Technology and Society, published through Sage Publications. He is consultant to European Union and Indian correspondent for EU on research and innovation policies for ERAWATCH and Inno-Trend Policy networks. He has visiting positions at the University of New South Wales, Sydney. He Visiting Professor at the Institute of Advanced Study, United Nations University, Yokahama, Japan.

Karen Maguire Counsellor/Policy Advisor Regional Development Policy Division, OECD Ms. Maguire is a Counsellor/Policy Advisor on Regional Development and Innovation in the OECD’s Regional Development Policy Division. Her current work focuses on policies regarding regional innovation systems and clusters. She is the main author of several OECD publications, including Regions and Innovation: Collaborating Across Borders; Regions and Innovation Policy and Competitive Regional Clusters: National Policy Approaches. She manages the series of OECD Regional Innovation Reviews, and is primary author for reviews in the North of England, Mexico (15 states), Catalonia and the Basque Country (Spain), and Central and Southern Denmark. Prior to joining the OECD, Ms. Maguire worked as an investment banker for UBS in New York, an international consultant in economic development and a research analyst for the Urban Institute in Washington, D.C. She holds a Bachelor’s degree in economics and sociology from the University of Chicago and a Master in Public Policy from Harvard University’s Kennedy School of Government.   Prof.Dr.rer.pol.Ir.H. Didik Notosudjono, Msc. Ministry of Research and Technology (Ristek) Indonesia Prof. Dr.rer.pol.Ir.H.Didik Notosudjono Msc, joined the Ministry of Research and Technology of Indonesia as Head of Planning Bureau in 2011. He currently serves as Deputy of Assistant for Science and Technology & Intellectual property and Standardization of Ministry of Research and Technology (RISTEK). Prior joining the RISTEK, he had been working at the Agency for the Assessment and Application of Technology. He also had been serving as Director of Geographic Information System in the Pakuan University, between 2005 and 2012. His previous academic affiliations include Pakuan University and Brawijaya University, where his research focus on science technology innovation and energy. Professor Notosudjono holds a Master of the University of Flensburg, Germany, focusing on Micro Hydro in Rural Bali Island and Doko East Java and a Doctoral of the same university focusing on Rural Development with renewable Energy. He has written over seventy book chapters and articles in national and international refereed journals. Professor Govindan Parayil Vice-Rector, United Nations University (UNU) Director, United Nations University Institute of Advanced Studies (UNU-IAS) Professor Govindan Parayil, an Indian national, joined United Nations University as Vice-Rector in August 2008, and as Director of United Nations University Institute of Advanced Studies in January 2009. His previous academic affiliations include Cornell University, Illinois Institute of Technology and Rensselaer Polytechnic Institute. Professor Parayil holds a Bachelor of Science degree (Electrical Engineering) from the University of Calicut (India), a Master of Science degree (Science, Technology and Values) from Rensselaer Polytechnic Institute (USA), a Master of Arts degree (Development Economics) from American University (USA). He has authored and edited four books, and written over forty book chapters and articles in international refereed journals. He is active in research and advocacy work in science, technology and innovation for sustainable societies. Caroline Paunov Economist Directorate for Science, Technology and Industry, OECD Caroline Paunov is an Economist at the Directorate for Science, Technology and Industry at the OECD. She is responsible for the OECD project on “Innovation and Knowledge for Inclusive Development.” Currently she is also in charge of a project on national intellectual property rights systems in emerging countries. She is an active supporter of the “innovative” web-based Innovation Policy Platform project!! Caroline has also worked on the impacts of the global crises on innovation as part of her work on the Science, Technology and Industry Outlook 2012. Her academic research focuses mainly on micro-econometric analysis of the impacts of foreign direct investment, import competition and intermediate imports on firms’ productivity and innovation performance. She has published in the Journal of Development Economics and Research Policy. Previously she worked for the World Bank, the United Nations and cooperated on various projects for the public sectors in Brazil, Spain and Germany. She holds an B.A. and M.A. from the University of Oxford, an MSc from the University Pompeu Fabra and a PhD in Economics from the University of London. Ms. Alvini Pranoto Indonesian Ministry of Science and Technology (Ristek) Indonesia Alvini Pranoto, Mmaritime.Stud, M.Sc, is deputy assistant of science and technology for big industry, deputy of science and technology for utilization at the Indonesian Ministry of Science and Technology. She has worked for seven years at the Indonesian Ministry of Research and Technology. Before that she was the Indonesian Institute of Science (LIPI) employee. While at RISTEK she had produced two papers, one about S&T for Human Resources Development, published by Gramedia, Indonesia and another about IP Management

At present, she supports ministerial job related to S&T for big industry and another assignment related to the acceleration and expansion of Indonesia’s economic development. She holds a Master in Maritime Policy from Wollongong University, Australia and a degree from University of Indonesia in International Business Administration Science. She also participated in various training course on intellectual property and human resource development in and out of the country. One of the training courses was about the training of trainers (TOT) program for Technology Commercialization and innovation Promotion of Australian Leadership Award Fellowship (ALAF) in Brisbane, Australia. Beside that she has also participated in some national and international conferences and seminars related to intellectual property and human resources development fields. Christina Rosendahl Gesellschaft für Internationale Zusammenarbeit (GIZ) Germany Christina Rosendahl, Political Scientist, has been working for GIZ since 2008. She started off as a Junior Expert in a Programme on Private Sector Development in Namibia. Since 2010, she has been working in Eschborn on topics of Innovation system development and Private Sector Development in general, advising both Germany’s Ministry for Economic Cooperation and Development (BMZ) and GIZ projects abroad.

Dr. Hu Zhijian Executive Secretary General, Chinese Academy of Science and Technology for Development, Ministry of Science and Technology China Dr. HU Zhijian was appointed as Executive Secretary General in Chinese Academy of Science and Technology for Development, Ministry of Science and Technology in 2009.
