Reactivate Making it easier to move and work/recruit European citizens aged 35+

Reactivate is an intra-EU job mobility scheme for jobseekers over 35 years of age. It helps EU citizens find work, apprenticeships or traineeships in another EU Member State and it assists employers to recruit people throughout the EU. Reactivate will in particular develop a virtual job centre, offering a set of services for employers and jobseekers to support them trough all the steps of European recruitment procedures. Who can Reactivate?

All employers legally established in EU countries offering job/apprenticeship/traineeship contracts of at least 6 months’ duration, provided that pay and conditions comply with national labour law.

EU28 citizens and legally resident in one of the EU28 countries, looking for a job in another EU country.

What support is available? Support to employers:

Recruitment support: a dedicated Reactivate adviser will ensure to each employer tailored and personal support and services;

Vacancy management: easy job/apprenticeships/traineeships posting and management in a user-friendly and flexible online platform;

Recruitment and placement of pre-screened candidates: Reactivate advisers assist employers in identifying their needs and then search for suitable candidates on the basis of the individuated requirements. Reactivate also offers support with on-the-job training development plans;

Training incentives: financial incentives for SMEs to offset the costs of providing on-the-job training to promote the integration of newly hired workers;

Workplace support: Reactivate provides on-going support in the workplace by monitoring job placements with the participant and the employer.

Support to jobseekers:

Career counselling and orientation, support in applications preparation, career path development;

Skill and career development: access to training resources, skill assessment, information on jobs and employers and career services;

Access to workplace: access to vacancies listing at European level, registration to career days, participation in pre-selections thanks to Reactivate job-matching tool, arrangement of interviews;

Financial incentives for interview, relocation (of the candidate and the members of her/his family), language training, recognition of qualification.

How can you take part? In order to participate in Reactivate, you must register on the Reactivate website. If you are an employer you will be contacted by our staff who will support you in the definition of your vacancies and offer recruitment and matching services. If you are a jobseeker, first check if we have job/apprenticeship/traineeship vacancies suitable for your profile. If yes, register on the portal and fill in your CV in English. Reactivate is an EU job mobility scheme for jobseekers over the age of 35. The scheme’s services benefit employers and jobseekers alike: it helps employers to recruit for their vacancies, matching them with motivated and activated jobseekers across Europe and it helps jobseekers to find jobs, traineeships or apprenticeships with an employer in a different EU country.

Reactivate provides a set of services: ✓ information ✓ recruitment and matching ✓ one-to-one pre and post placement support ✓ financial support to jobseekers for an interview trip

abroad, language training, recognition of qualifications and relocation expenses (also for the family members)

✓ financial support to SMEs to cover some training and integration costs.

Reactivate services are free of charge and tailor-made to employers and jobseekers needs. Reactivate is co-funded by the European Union within

the “EaSI 2014-2020” Programme and it is coordinated by the Metropolitan City of Rome (Italy).

Reactivate will provide pre-departure support and successful candidates may receive financial support for an interview trip abroad and relocation, as well as an integration programme to help them settle in the new country.

Qu’est-ce que Reactivate?

Reactivate est un dispositif de mobilité au sein de l’UE pour les demandeurs d’emploi de plus de 35 ans. Il aide les citoyens à trouver un emploi, des apprentissages ou des stages, dans un autre État membre de l’UE.

Ce dispositif aide par ailleurs les employeurs, en particulier les petites et moyennes entreprises (PME), à recruter des individus dans toute l’Union européenne.

Reactivate est mis en œuvre par des consortiums d’agences de l’emploi de l’UE . Des informations, des services de mise en correspondance des besoins, des placements, et un appui financier sont mis à la disposition des demandeurs d’emploi et des employeurs . L’ensemble des services est gratuit, et adapté à vos besoins .

En outre, en mettant en contact les demandeurs d’emploi et les employeurs (et vice versa) dans l’ensemble de l’UE, Reactivate peut vous aider à trouver les offres d’emploi que vous cherchiez, et renforcer la compétitivité des entreprises de l’UE .

Reactivate est ouvert à tous les États membres de l’UE, bien que des services sur place ne puissent être disponibles que dans les pays membres des consortiums . Tout citoyen ou employeur de l’UE peut toutefois avoir accès à ce dispositif afin de trouver un emploi ou des employés dans un autre pays participant .

Les agences de l’emploi de Reactivate peuvent apporter gratuitement un soutien, des informations et une assistance pour vous aider à trouver et à poser votre candidature pour un emploi, un apprentissage ou un stage dans un autre État membre de l’UE participant . Elles proposent également des conseils et des services d’orientation afin de vous aider à vous préparer à votre nouveau poste .

Selon les pays, différents services sont proposés, par exemple une aide pour la formation en langue pour vous aider à vous installer dans votre nouveau pays, ou d’autres activités préparatoires utiles .

Important: Les demandeurs d’emploi doivent être inscrits auprès d’une agence de l’emploi Reactivate. Les services destinés à votre recrutement, mise en correspondance et placement doivent être fournis par Reactivate, si vous souhaitez être éligible pour obtenir un soutien financier. Vous inscrire ne signifie pas que vous vous verrez octroyer une offre d’emploi ou un soutien financier.

Reactivate propose une aide financière pour vous aider à couvrir les frais suivants, entre autres:

■ les déplacements pour vous rendre à un entretien d’embauche,

■ votre déménagement et celui des membres de votre famille (conjoint et enfants) à l’étranger,

■ formation en langue,

■ reconnaissance de vos qualifications .

D’autres mesures de soutien financier peuvent être octroyées (cf . p .11) .

Comment Reactivate peut-il m’aider?

Qu’en est-il du soutien financier?

Si vous séjournez temporairement à l’étranger et que vous êtes éligible pour la carte européenne d’assurance maladie (CEAM), vous pouvez l’utiliser pour accéder gratuitement ou à tarif réduit à des soins de santé, le cas échéant. Vous devrez également prévoir votre propre assurance voyage.

Reactivate est destiné aux demandeurs d’emploi au chômage, notamment aux chômeurs de longue durée, mais vous pouvez également faire appel à ce service si vous souhaitez vous réorienter . Le dispositif est ouvert à des candidats ayant divers parcours en termes d’éducation et/ou d’expérience professionnelle .

L’offre de stages et d’apprentissages est variable, mais peut se révéler limitée par rapport au nombre d’offres d’emploi.

Comment Reactivate peut-il m’aider?

Qu’en est-il du soutien financier?

Cette aide peut prendre plusieurs formes:

■ gestion des offres d’emploi et des postes vacants,

■ trouver des candidats dont le profil correspond au poste proposé disponibles à l’étranger,

■ préparation en amont de l’arrivée du nouvel employé .

Ce soutien peut vous aider à payer différents aspects d’un programme d’intégration comme:

■ une formation initiale et des séances d'accueil,

■ une formation en langue,

■ un mentorat .

Reactivate fournit gratuitement des services aux employeurs afin de les aider à recruter des individus pour leurs postes vacants difficiles à pourvoir .

Si vous êtes un employeur, Reactivate peut vous aider à trouver de nouveaux candidats en vous mettant en correspondance avec des demandeurs d’emploi dont le profil répond à vos critères, âgés de plus de 35 ans, et résidents d’autres États membres de l’UE .

Reactivate peut également apporter un soutien financier aux petites et moyennes entreprises (PME), afin de les aider à intégrer au mieux leurs nouveaux employés .

Ces activités peuvent également comprendre une assistance visant à aider les travailleurs à s’installer dans un nouveau pays .

Puis-je utiliser Reactivate?

Oui, pour autant que vous soyez:

une entreprise ou autre organisation enregistrée légalement dans un

État membre de l’UE, quel que soit votre secteur économique,

apte à fournir une formation en cours d’emploi et d’autres activités de

soutien au candidats retenus .

Si vous souhaitez publier une offre d’emploi, celle-ci doit être:

rémunérée, soumise à un contrat, et d’une durée minimale de six mois

(les périodes plus courtes peuvent convenir pour des stages),

dans un État membre de l’UE (pas le pays de résidence du candidat),

qui respecte les lois relatives au travail et à la protection sociale,

conforme aux conditions particulières établies pour les stages ou les apprentissages (le cas échéant) .

Conditions de participation

Ce tableau reprend les personnes qui peuvent participer à Reactivate ainsi que les activités soutenues .

Qu’est-ce que Reactivate?

Reactivate est un dispositif de mobilité intra-UE pour l’emploi destiné à aider les citoyens de l’UE à trouver un emploi, un stage ou un apprentissage dans un autre État membre de l’UE .

Qui peut participer?

Les demandeurs d’emploi doivent être:

■ âgés d’au moins 35 ans lorsqu’ils introduisent leur candidature,

■ citoyen de l’UE, résidant légalement dans un État membre de l’UE,

■ en quête d’un emploi dans un autre État membre .

Vous pouvez participer, même si vous avez déjà participé à des activités de mobilité de l’UE . Aucune qualification ou expérience professionnelle spécifique n’est requise pour accéder à Reactivate .

Les employeurs doivent être:

■ des organisations ou des entreprises ayant un siège légal dans un État membre de l’UE, quels que soient sa taille ou son secteur d’activité,

■ qui est en parfaite conformité avec les obligations légales en matière de travail et de fiscalité dans les pays où ils sont établis .

Les PME (c’est-à-dire des entreprises comptant jusqu’à 250 employés) peuvent bénéficier d’un soutien financier .

Quels sont les types d’emploi soutenus?

Les services de Reactivate concernent les emplois, les stages et les apprentissages qui sont:

■ situés dans tout État membre de l’UE, à l'exception du pays de résidence du candidat,

■ conformes aux lois nationales relatives au travail et à la protection sociale, et fournissent des informations ouvertes et transparentes sur les droits et obligations des travailleurs et des employeurs,

■ rémunérés (par un salaire) et sont régis par une relation contractuelle,

■ d’une durée minimale de six mois (les durées plus courtes peuvent convenir pour des stages) .

Ce qui est exclu: ■ Les placements situés en dehors de l’UE et la participation de travailleurs et d’employeurs issus de pays extérieurs à l’UE,

■ Les placements professionnels au sein des institutions/organes de l’UE et autres organisations ou agences internationales similaires ou organisations financées par l’UE,

■ Les emplois saisonniers ou temporaires dont la durée est inférieure au minimum contractuel requis aux termes de Reactivate,

■ Les stages professionnels ou toute autre forme de formation qui s’inscrit dans les exigences obligatoires afin d’obtenir des qualifications certifiées (notamment dans le domaine des soins de santé ou du droit) .

Financement et soutien

Soutien financier direct (mesures d’accompagnement standards)

De manière générale, les allocations varient en fonction du pays d’accueil ou d’autres critères .

Les mesures destinées aux demandeurs d’emploi comprennent:

■ l’entretien avec un employeur,

■ le déménagement vers le pays d’accueil,

■ le déménagement de la famille,

■ une formation en langue,

■ la reconnaissance des qualifications .

Les mesures destinées aux employeurs comprennent:

■ des programmes d’intégration fournis par l’employeur aux nouveau(x) travailleur(s), stagiaire(s) ou apprenti(s) mobile(s) .

Remboursement des frais

Mesures pour les demandeurs d’emploi

Si cela ne fait pas l’objet d’un forfait, vous pouvez demander à ce que vos cours de langues soient remboursés à concurrence d’un montant maximum .

Prestation de services (Mesures d’accompagnement complémentaires)

Les services de l’emploi de Reactivate peuvent également fournir des services d’assistance gratuits aux candidats, en amont et en aval du placement . Par exemple:

■ informations et orientations,

■ formation préparatoire (p . ex . évaluation ou certification des compétences, ou des formations visant à obtenir des compétences non techniques),

■ formation en langue .

Reactivate soutient la mobilité professionnelle au sein de l’UE, sur les mêmes fondements que le dispositif «Your First EURES Job» . Il vise à:

■ exercer la liberté de mouvement des travailleurs, stipulée dans le traité sur le fonctionnement de l’Union européenne,

■ soutenir les demandeurs d’emploi qui souhaitent déménager dans un autre État membre de l’UE,

■ soutenir les employeurs qui souhaitent recruter dans d’autres États membres de l’UE,

■ placer des citoyens européens âgés de plus de 35 ans dans des emplois, des stages ou des apprentissages situés dans un autre État membre que celui dans lequel ils résident (en particulier les chômeurs),

■ aider les employeurs à trouver des candidats dans d’autres États membres de l’UE qui peuvent correspondre au profil requis pour un poste vacant difficile à pourvoir .

Reactivate est le prolongement du programme Your First EURES Job («Votre premier emploi EURES»), un dispositif européen de mobilité similaire destiné aux jeunes âgés de 18 à 35 ans, et aux employeurs .

Les activités de Reactivate ont commencé en 2017 par le biais de trois projets du consortium menés par les agences publiques de l’emploi de France, Italie et Suède . D’autres projets pourront suivre et faire partie de cette action . Les principales agences de l’emploi et les autres membres des consortiums constitueront les principaux points de contact pour ceux qui souhaitent participer .

Agences de l’emploi Reactivate

Les agences de l’emploi fournissent des services Reactivate dans les États membres de l’UE participants .

Apprentissage Placement qui combine une formation professionnelle avec un enseignement scolaire dont l’objectif est d’acquérir une série de connaissances, d’aptitudes et de compétences nécessaires pour accéder à une profession (voir également: Stage) .

Candidat Un demandeur d’emploi, ou un employé qui souhaite changer de poste, qui postule à un emploi, un stage, ou un apprentissage dans un autre État membre .

Consortiums Partenariats qui impliquent plusieurs organisations .

EURES EURES est un réseau de coopération entre la Commission européenne et les agences publiques de l’emploi des États membres de l'Espace économique européenne (EEE, c'est-à-dire les 28 États membres de l’UE plus la Norvège, l’Islande et le Liechtenstein) . La Suisse participe également à la coopération EURES . EURES aide les travailleurs et les employeurs qui souhaitent bénéficier de la liberté de mouvement des travailleurs au sein de la EEE .

Mobilité Processus au cours duquel les travailleurs peuvent naviguer entre plusieurs emplois, professions et, plus particulièrement, zones géographiques (dans le cas présent, entre plusieurs États membres de l’UE) .

PME Les petites et moyennes entreprises (PME) sont des sociétés ou d’autres organisations d’employeurs comptant jusqu’à 250 employés .

Programme d'intégration

Paquet comprenant au moins une formation d’intégration fournie par l’employeur à un nouveau travailleur mobile, afin de l’aider à s’intégrer dans l’entreprise ou l’organisation . Le paquet inclut des formations et/ou d'autres services de soutien .

Soutien forfaitaire Forme de financement basé sur les montants standards destinée à couvrir des catégories spécifiques de dépenses .

Stage Placement qui complète un programme pédagogique ou un CV individuel . Son principal objectif est d’améliorer l’employabilité et de faciliter la transition vers un emploi régulier (voir également: Apprentissage) .

What is Reactivate?

Reactivate is an intra-EU job mobility scheme for jobseekers over 35 years of age. It helps EU citizens find work, apprenticeships or traineeships in another EU Member State.

The scheme also assists employers, especially small to medium sized enterprises (SMEs), to recruit people throughout the EU.

Reactivate is implemented by consortia led by EU employment services . Information, matching, placement and financial support are available for both jobseekers and employers . All services are free of charge and tailor-made to your needs .

What’s more, by connecting jobseekers with employers (and employers with jobseekers) across the EU, Reactivate may help you find the work opportunity you have been looking for, as well as strengthening the competitiveness of EU businesses .

Reactivate is open to all EU Member States, although on-site services may only be available in the consortia countries . Any EU citizen and employer may nevertheless access the scheme to find employment or employees in another participating country .

Reactivate employment services can offer free support, information and assistance to help you find and apply for a job, apprenticeship or traineeship in another participating EU Member State . They also provide advice and guidance to help you prepare for your new position .

Other services can vary from country to country and may include, for example, language training assistance to help you get settled in your destination country, or other relevant preparation .

Important: Jobseekers must register with a Reactivate employment service. Your recruitment, matching and placement services must be provided by Reactivate in order to be eligible for financial support. Registration is no guarantee of a job offer or financial support.

Reactivate financial assistance is available to help you cover costs, such as:

■ trips to attend job interviews,

■ relocating you and your family members (spouse and children) abroad,

■ language training,

■ recognition of qualifications .

Other financial support measures may be available (see page 11) .

How can Reactivate help me?

What about financial support?

If you’re staying abroad temporarily and eligible for the European Health Insurance Card (EHIC) you can use it to access free or reduced cost medical care, should you fall ill. You will also need to arrange your own travel insurance.

Reactivate targets jobseekers who are unemployed, including the long-term unemployed, but you can also use the service if you are seeking a career change . The scheme is open to candidates with different levels of education and/or work experience .

The range of traineeship and apprenticeship opportunities can vary and may be limited in comparison to the number of job vacancies.

Yes you can, so long as you are:

at least 35 years of age

a national of any of the EU Member States

legally resident in an EU Member State

willing to relocate to another EU Member State, for a job, traineeship or apprenticeship

What about financial support?

This support may involve assistance in:

■ managing offers and vacancies,

■ matching vacancies to available candidates abroad,

■ preparing ahead of the new employee’s arrival .

The support can help you pay for specific aspects of an integration programme, such as:

■ induction training and welcome sessions,

■ language training,

■ mentoring .

Reactivate provides free services to employers to help you recruit for job vacancies which may be difficult to fill .

If you are an employer, Reactivate can help you find new candidates by matching you up with jobseekers who are over the age of 35 and residents of other EU Member States .

Reactivate can also provide financial support to small and medium-sized enterprises (SMEs) to help them integrate new employees .

These activities can also include support to help the worker settle in a new country .

Other service-based support may be available . Please check with your Reactivate employment service for more information .

Can I Reactivate?

Yes, provided you are:

a business or other organisation legally registered in an EU

Member State, in any economic sector

able to provide on-the-job training and other support for

the recruited candidates

Any vacancy that you wish to advertise must also be:

paid, in contract form, and at least six months in duration (a

shorter period may apply for traineeships)

in an EU Member State (not the candidate’s country of residence)

compliant with national labour/social protection laws

compliant with specific conditions for traineeships or apprenticeships (if applicable)

What is Reactivate?

Reactivate is an intra-EU job mobility scheme to help EU citizens aged 35+ to find a job, traineeship or apprenticeship in another EU Member State .

Who can take part?

Jobseekers must be:

■ aged at least 35 when submitting an application,

■ EU nationals, legally resident in an EU Member State,

■ seeking a work placement in another Member State .

You may participate even if you have undertaken EU mobility activities before . You do not need to have specific qualifications or work experience to access Reactivate .

Employers must be:

■ organisations or businesses legally established in an EU Member State, irrespective of corporate size or economic sector,

■ fully compliant with labour and fiscal laws of the countries where they are established .

SMEs (i .e . businesses with up to 250 employees) may benefit from financial support.

What kind of work placements are supported?

Reactivate services cover jobs, traineeships and apprenticeships that are:

■ located in any EU Member State except the candidate’s country of residence,

■ compliant with national labour and social protection laws and subject to open and transparent information on the rights and obligations of workers and employers,

■ paid (i .e . with a salary) and involve a written contractual relationship,

■ of at least six months in duration (a shorter period may apply for traineeships) .

What is excluded?

■ Work placements taking place outside of the EU and participation by workers and employers from countries outside the EU,

■ Work placements in EU institutions/bodies, other similar international organisations or agencies or EU-funded organisations,

■ Seasonal or other temporary work placements that are shorter than the minimum contractual duration applicable under Reactivate,

■ Vocational traineeships or any other form of training support forming part of mandatory professional certification requirements e .g . healthcare or legal professions .

Funding and support

This table summarises the most common measures and funding support provided by Reactivate . Other financial or service-based support may be available . Please check with your Reactivate employment service for more information .

Direct financial support (Standard Support Measures)

Flat-rate support

As a general rule all allowances are variable according to the destination country or other criteria .

Measures for jobseekers include:

■ interview(s) with an employer,

■ country relocation,

■ family relocation,

■ language training,

■ recognition of qualifications .

Measures for employers include:

■ integration programme provided by the employer to the newly recruited mobile worker(s), trainee(s) or apprentice(s) .

Reimbursement of costs

Measures for jobseekers

If not provided as a flat rate, you may be able to claim reimbursement for language courses up to a maximum amount .

Service provision (Additional Support Measures)

The Reactivate employment services may also provide free-of-charge support services to candidates, from pre- to post-placement . Examples include:

■ information and guidance,

■ preparatory training (e .g . assessment or certification of competences, soft skills training),

■ language training .

More about Reactivate?

Reactivate supports intra-EU labour mobility, building on the features of the YFEJ scheme . It aims to:

■ Exercise workers’ freedom of movement, as set out in the Treaty on the Functioning of the European Union,

■ Support jobseekers willing to move to another EU Member State,

■ Support employers willing to recruit from another EU Member State,

■ Place EU citizens over the age of 35 in jobs, traineeships or apprenticeships in an EU Member State other than their place of residence (particularly unemployed people),

■ Help employers to find candidates in other EU Member States who may fit vacancies which are difficult to fill .

Reactivate is an extension of Your First EURES Job (YFEJ), a similar intra-EU job mobility scheme for young people (aged 18-35) and employers .

Reactivate activities were initiated in 2017 with three consortia projects led by the public employment services of France, Italy and Sweden . Other projects may follow and participate in the action . The lead employment services and other members of the consortia will be the main contact points for those wishing to participate .

Glossary

Apprenticeship A placement combining work-based training with school-based education whose objective is the acquisition of the set of knowledge, skills and competences needed to pursue an occupation (see also: Traineeship) .

Candidate A jobseeker or job-changer applying for a job, traineeship or apprenticeship in another EU Member State .

Consortia Partnerships involving several organisations .

EURES EURES is a cooperation network between the European Commission and the Public Employment Services of the European Economic Area (EEA, i .e . the EU 28 Member States, Iceland, Norway and Liechtenstein) . Switzerland also takes part in EURES cooperation . EURES helps workers and employers wishing to benefit from the free movement of workers in the EEA .

Flat-rate support A form of funding based on standard amounts to cover specific categories of expenditure .

Integration programme

A package consisting of at least basic induction training provided by the employer to the new mobile worker, to help him/her settle into the enterprise or organisation . The package must include training and/or other support services .

Mobility A process by which workers are able to move between different jobs, occupations, and, in particular, geographical areas (in this case between EU Member States) .

Reactivate employment services

The employment services providing Reactivate services in the participating EU Member States .

SMEs Small and medium-sized enterprises (SMEs) are companies or other employer organisations with a staff of up to 250 people .

Traineeship A placement that complements an educational programme or individual CV . It aims mainly to improve employability and facilitate transition to regular employment (see also: Apprenticeship) .

Was ist Reactivate?

Reactivate ist ein Programm für berufliche Mobilität innerhalb der EU für Arbeitsuchende über 35. Es hilft EU-Bürgern, Arbeits-, Ausbildungs- oder Praktikumsplätze in einem anderen EU-Mitgliedstaat zu finden.

Das Programm unterstützt auch Arbeitgeber, insbesondere kleine und mittlere Unternehmen (KMU), bei der Einstellung von Arbeitskräften aus der gesamten EU.

Was sind die Vorteile?

Reactivate wird von Konsortien unter der Leitung von EU-Arbeitsverwaltungen umgesetzt . Sowohl Arbeitsuchenden als auch Arbeitgebern stehen Informations-, Matching- und Vermittlungsservices sowie finanzielle Unterstützung zur Verfügung . Alle Services sind kostenlos und auf Ihre Bedürfnisse zugeschnitten .

Indem Arbeitsuchende mit Arbeitgebern (und Arbeitgeber mit Arbeitsuchenden) in der gesamten EU zusammengebracht werden, kann Reactivate Bewerbern dabei helfen, die Beschäftigungsmöglichkeit zu finden, nach der sie gesucht haben, und gleichzeitig einen Beitrag zur Stärkung der Wettbewerbsfähigkeit von EU-Unternehmen leisten.

Welche Länder nehmen teil?

Vor-Ort-Services mögen zwar nur in den Konsortien-Ländern zur Verfügung stehen, Reactivate steht aber allen EU-Mitgliedstaaten offen . Jeder Bürger und Arbeitgeber in der EU kann das Programm in Anspruch nehmen, um eine Beschäftigung oder Arbeitnehmer in einem anderen Teilnehmerland zu finden .

Wichtig:Arbeitsuchende müssen sich bei einer Reactivate-Agentur registrieren. Einstellungs-, Matching- und Vermittlungsservices müssen im Rahmen von Reactivate erbracht werden, damit sie für finanzielle Unterstützung in Frage kommen. Die Registrierung ist keine Garantie für ein Stellenangebot oder finanzielle Unterstützung.

Wie kann Reactivate mir helfen?

Reactivate-Agenturen können kostenlose Unterstützungs-, Informations- und Förderleistungen bereitstellen, um Ihnen bei der Suche nach und der Bewerbung um einen Arbeits-, Ausbildungs-, oder Praktikumsplatz in einem anderen teilnehmenden EU-Mitgliedstaat zu helfen . Sie bieten außerdem Beratungs- und Betreuungsdienste an, um Sie bei den Vorbereitungen für Ihre neue Position zu unterstützen .

Andere Services können sich von Land zu Land unterscheiden und beispielsweise Sprachunterricht oder andere Vorbereitungsmaßnahmen umfassen, damit Sie sich in Ihrem Zielland besser einleben können .

Wie sieht es mit finanzieller Unterstützung aus?

Reactivate stellt finanzielle Unterstützungsleistungen bereit, um Ihnen u . a . bei der Deckung folgender Kosten zu helfen:

■ Anreise zum Vorstellungsgespräch

■ Umzug für Sie und Ihre Familienmitglieder (Ehepartner und Kinder) ins Ausland

■ Sprachunterricht

■ Anerkennung von Qualifikationen

Gegebenenfalls können andere finanzielle Unterstützungsmaßnahmen zur Verfügung stehen (siehe Seite 11) .

Wenn Sie sich vorübergehend im Ausland aufhalten und für die Europäische Krankenversicherungskarte (EHIC) in Frage kommen, können Sie diese im Krankheitsfall für eine kostenlose oder kostenreduzierte medizinische Behandlung nutzen. Sie müssen auch selbst eine Reiseversicherung abschließen.

Reactivate richtet sich an Arbeitsuchende, die arbeitslos sind, einschließlich Langzeitarbeitslose . Sie können den Service aber auch nutzen, wenn Sie einen Berufswechsel anstreben . Das Programm steht Bewerbern mit unterschiedlicher Bildungs- und/oder Arbeitserfahrung offen .

Die Auswahl an Praktikums- und Ausbildungsmöglichkeiten kann variieren und im Vergleich zur Anzahl von Stellenangeboten begrenzt sein.

Ja, unter der Voraussetzung Sie sind:

mindestens 35 Jahre alt,

Staatsangehörige(r) von einem der EU-Mitgliedstaaten,

Inhaber eines rechtmäßigen Wohnsitzes in einem EU-Mitgliedstaat,

Diese Unterstützung kann u . a . folgende Leistungen umfassen:

■ die Verwaltung von Angeboten und offenen Stellen

■ das Matching von offenen Stellen mit verfügbaren Bewerbern im Ausland

■ die Vorbereitung der Ankunft des neuen Arbeitnehmers

Wie sieht es mit finanzieller Unterstützung aus?

Reactivate kann kleinen und mittleren Unternehmen (KMU) auch finanzielle Unterstützung bereitstellen, um ihnen zu helfen, neue Arbeitnehmer zu integrieren .

Die Unterstützung kann zur Deckung der Kosten für bestimmte Aspekte eines Integrationsprogramms beitragen, wie z . B .:

■ Einarbeitungs- und Einführungskurse

■ Sprachunterricht

■ Mentoring

Diese Aktivitäten können auch Unterstützung umfassen, um dem Arbeitnehmer zu helfen, sich in einem neuen Land einzuleben .

Gegebenenfalls können andere servicebasierte Unterstützungsleistungen zur Verfügung stehen . Wenden Sie sich bitte an Ihre Reactivate-Agentur, um weitere Informationen zu erhalten .

Kann ich Reactivate nutzen?

Ja, unter der Voraussetzung Sie sind:

ein Unternehmen oder eine andere Organisation mit rechtmäßigem Sitz in

einem EU-Mitgliedstaat, unabhängig vom Wirtschaftssektor

in der Lage, eine Ausbildung am Arbeitsplatz und andere

Unterstützungsleistungen für die eingestellten Bewerber bereitzustellen

Jede offene Stelle, die Sie ausschreiben möchten, muss außerdem:

bezahlt sein, auf einem Arbeitsvertrag basieren und mindestens von

sechsmonatiger Dauer sein (Praktika können von kürzerer Dauer sein)

in einem EU-Mitgliedstaat sein (nicht dem Wohnsitzstaat des Bewerbers)

den nationalen Arbeits- und Sozialschutzgesetzen entsprechen

(ggf .) bestimmten Voraussetzungen für Praktika oder Ausbildungen entsprechen

Was ist Reactivate?

Reactivate ist ein Programm für berufliche Mobilität innerhalb der EU, um EU-Bürgern über 35 dabei zu helfen, einen Arbeits-, Praktikums- oder Ausbildungsplatz in einem anderen EU-Mitgliedstaat zu finden .

Wer kann teilnehmen?

Arbeitsuchende müssen:

■ zum Zeitpunkt der Bewerbung mindestens 35 Jahre alt sein,

■ Unionsbürger mit einem rechtmäßigen Wohnsitz in einem EU-Mitgliedstaat sein,

■ eine Beschäftigung in einem anderen Mitgliedstaat suchen .

Sie können teilnehmen, auch wenn Sie bereits EU-Mobilitätsmaßnahmen in Anspruch genommen haben . Sie brauchen keine bestimmten Qualifikationen oder Arbeitserfahrung, um Reactivate zu nutzen .

Arbeitgeber müssen:

■ Organisationen oder Unternehmen mit rechtmäßigem Sitz in einem EU-Mitgliedstaat sein, ungeachtet der Unternehmensgröße oder des Wirtschaftssektors,

■ den Arbeits- und Steuergesetzen der Länder, in denen Sie niedergelassen sind, in vollem Umfang entsprechen .

KMU (d . h . Unternehmen mit bis zu 250 Mitarbeitern) können in den Genuss von finanzieller Unterstützung kommen.

Welche Arten von Beschäftigungs-möglichkeiten werden unterstützt?

Die Services im Rahmen von Reactivate sind auf Arbeitsplätze, Praktika und Ausbildungen ausgerichtet, die:

■ in einem EU-Mitgliedstaat angeboten werden (mit Ausnahme des Wohnsitzstaates des Bewerbers),

■ den nationalen Arbeits- und Sozialschutzgesetzen entsprechen sowie offenen und transparenten Informationen über die Rechte und Pflichten von Arbeitnehmern und Arbeitgebern unterliegen,

■ bezahlt sind (d . h . mit einem Gehalt vergütet werden) und auf einem schriftlichen Arbeitsvertrag basieren,

■ mindestens von sechsmonatiger Dauer sind (Praktika können von kürzerer Dauer sein) .

Welche Arten von Beschäftigungs-möglichkeiten kommen nicht in Frage?

■ Beschäftigungsmöglichkeiten außerhalb der EU sowie die Teilnahme von Arbeitnehmern und Arbeitgebern aus Ländern außerhalb der EU

■ Beschäftigungsmöglichkeiten in Institutionen/Einrichtungen der EU, anderen ähnlichen internationalen Organisationen, Agenturen oder EU-finanzierten Organisationen

■ Saisonale oder andere vorübergehende Beschäftigungen, die kürzer als die von Reactivate vorgeschriebene Mindestvertragsdauer sind

■ Berufspraktika oder andere ausbildungsunterstützende Maßnahmen, die Bestandteil der obligatorischen Anforderungen an die berufliche Qualifikation sind, z . B . im Gesundheits- oder Rechtswesen

Finanzierung und Unterstützung

In dieser Tabelle sind die häufigsten im Rahmen von Reactivate bereitgestellten Maßnahmen und finanziellen Unterstützungsleistungen zusammengefasst . Direkte finanzielle Unterstützung (Standard-Unterstützungs-maßnahmen)

Pauschale Unterstützung

Alle finanziellen Unterstützungsleistungen sind je nach Zielland oder anderen Kriterien im Allgemeinen variabel .

Die Maßnahmen für Arbeitsuchende umfassen:

■ Vorstellungsgespräch(e) mit einem Arbeitgeber

■ Umzug in das andere Land

■ Umzug der Familienangehörigen

■ Sprachunterricht

■ Anerkennung von Qualifikationen

Die Maßnahmen für Arbeitgeber umfassen:

■ ein vom Arbeitgeber für den/die neu eingestellten mobilen Arbeitnehmer, Praktikant(en) oder Auszubildenden bereitgestelltes Integrationsprogramm

Kostenerstattung

Maßnahmen für Arbeitsuchende

Falls keine pauschale Unterstützung bereitgestellt wird, können Sie sich die Kosten für Sprachunterricht ggf . bis zu einem Höchstbetrag erstatten lassen .

Servicebereitstellung (Zusätzliche Unterstützungs-maßnahmen)

Die Reactivate-Agenturen können ggf . auch Bewerbern kostenlose Unterstützungsleistungen bereitstellen, sei es vor oder nach der Einstellung . Zum Beispiel:

■ Informationen und Beratung/Betreuung,

■ vorbereitende Maßnahmen (z . B . Feststellung oder Zertifizierung von Kompetenzen, Soft-Skills-Training),

■ Sprachunterricht .

Weitere Informationen über Reactivate?

Reactivate unterstützt die Arbeitskräftemobilität innerhalb der EU und stützt sich dabei auf das DEEA-Programm . Seine Ziele sind:

■ die Ausübung der Freizügigkeit von Arbeitnehmern gemäß dem Vertrag über die Arbeitsweise der Europäischen Union (AEUV),

■ die Unterstützung von Arbeitsuchenden, die bereit sind, in einen anderen EU-Mitgliedstaat umzuziehen,

■ die Unterstützung von Arbeitgebern, die bereit sind, Bewerber aus anderen EU-Mitgliedstaaten einzustellen,

■ die Vermittlung von Arbeitsplätzen, Praktika oder Ausbildungen an EU-Bürger(innen) über 35 in einem EU-Mitgliedstaat, der nicht ihr Wohnsitzland ist (insbesondere Arbeitslose),

■ die Unterstützung von Arbeitgebern bei der Suche nach Bewerbern in anderen EU-Mitgliedstaaten, die sich für offene Stellen eignen könnten, die schwierig zu besetzen sind .

Reactivate ist eine Erweiterung von „Dein erster EURES-Arbeitsplatz“ (DEEA), einem ähnlichen Programm für berufliche Mobilität innerhalb der EU für junge Menschen (im Alter zwischen 18 und 35) und Arbeitgeber .

Die Reactivate-Maßnahme wurde 2017 mit drei Konsortien-Projekten unter der Leitung der öffentlichen Arbeitsverwaltungen Frankreichs, Italiens und Schwedens ins Leben gerufen . Andere Projekte können folgen und sich der Maßnahme anschließen . Die leitenden Arbeitsverwaltungen und andere Mitglieder der Konsortien sind die Hauptanlaufstellen für interessierte Teilnehmer .

Glossar

Ausbildungsplatz Eine Stelle, die eine stellenbasierte Ausbildung mit einer schulischen Ausbildung kombiniert und deren Ziel der Erwerb von berufsbezogenen Kenntnissen, Fähigkeiten und Kompetenzen ist (siehe auch: Praktikum) .

Bewerber Arbeitsuchender oder Umsteiger, der sich um einen Arbeits-, Praktikums- oder Ausbildungsplatz in einem anderen EU-Mitgliedstaat bewirbt .

EURES EURES ist ein Kooperationsnetzwerk zwischen der Europäischen Kommission und den öffentlichen Arbeitsverwaltungen des Europäischen Wirtschaftsraums (EWR, d . h . der 28 Mitgliedstaaten der EU, Island, Norwegen und Liechtenstein) . Die Schweiz nimmt ebenfalls am EURES-Kooperationsnetzwerk teil . EURES hilft Arbeitnehmern und Arbeitgebern, die das Recht auf Freizügigkeit der Arbeitnehmer im EWR wahrnehmen möchten .

Integrations-programm

Ein Maßnahmenpaket, das aus mindestens einem elementaren Einführungskurs besteht, der dem neuen mobilen Arbeitnehmer vom Arbeitgeber angeboten wird, um seine Integration in das Unternehmen oder die Organisation zu erleichtern . Das Paket muss Schulungen und/oder andere Unterstützungsleistungen umfassen .

KMU Kleine und mittlere Unternehmen (KMU) sind Unternehmen oder andere Arbeitgeberorganisationen mit bis zu 250 Mitarbeitern .

Konsortien Partnerschaften, die mehrere Organisationen umfassen .

Mobilität Ein Prozess, bei dem Arbeitnehmer zwischen verschiedenen Arbeitsplätzen, Beschäftigungen und insbesondere geografischen Gebieten (in diesem Fall zwischen EU-Mitgliedstaaten) wechseln können .

Pauschale Unterstützung

Eine Art der Finanzierung, die auf Standardbeträgen basiert, um bestimmte Ausgabenkategorien zu decken .

Praktikum Beschäftigung, durch die ein Ausbildungsprogramm oder der persönliche Lebenslauf ergänzt werden soll . Ziel ist es in erster Linie, die Beschäftigungsfähigkeit zu verbessern und den Übergang in die reguläre Beschäftigung zu erleichtern (siehe auch: Ausbildungsplatz) .

Reactivate-Agenturen

Die Arbeitsvermittlungsdienste, die Reactivate-Services in den teilnehmenden EU-Mitgliedstaaten bereitstellen .
