A statutory agreement (a contract) between two or more states established for the purpose of remedying a particular problem of multistate concern
The NLC is an interstate compact.
It authorizes a nurse holding one multistate license in the primary state of residence to practice (physically or via telehealth) in any compact state.

Nurse is issued a multistate license in the declared primary state of residence (PSOR) known as the home state
Nurse holds only one multistate license issued by the home state. (It is not a national license. It is still a state-issued license)

How Can Nurses Become Involved
in Supporting Legislation?
• Educate stakeholders about the NLC
• Send letter to legislator and governor via www.nursecompact.com;
contact or meet with these elected officials
• Start a petition at www.change.org and send to your legislator
• Volunteer to testify when a bill is heard before a legislative committee
• Be a leader within your organization for NLC advocacy
• Be the catalyst to get your national organization/employer to formally
endorse the NLC

A Definition of Nursing Practice
• Most states include these elements in the state’s
definition of nursing practice.
When a nurse utilizes her or his:
– Education / knowledge
– Judgment
– Decision-making skills

The practice of nursing is regulated by each state. Each state requires that a nurse be licensed in order to practice in that jurisdiction.
States regulate professions in order to protect the public in that state.
Public protection is key.

A nurse must have the authority to practice in the state where the pt/consumer is located at the time nursing service is provided.
“As the organizations representing…state…licensing boards…that regulate the practice of medicine, pharmacy and nursing, … (we) affirm that in a consumer protection model, health care practice occurs where the recipient of healthcare services is located.”

Benefits Related to Recruitment of Nurses
New Grads:
• Today’s millennials want mobility and maximized benefits.
• Nursing students overwhelmingly say that they plan to live and work in a NLC
state rather than a non-NLC state, post-graduation.
Employers:
• When a nurse holds a multistate license and is being recruited by an employer in
another NLC state, the nurse can be available to the prospective employer
immediately since the nurse already has the authority to practice in that state.

How Can Hospitals / Employers Best Ensure that Nurses Hired from other NLC States are Appropriately Licensed?
Is the nurse relocating to your state on a permanent basis? I.e., Changing primary state of legal residency(Is it the nurse’s intent to return to live in the home state in the foreseeable future?)
The nurse should immediately apply for license by endorsement in the new state of residence. There is no grace period. (Employers have managed this successfully by implementing a policy whereby the nurse must provide proof of application for licensure to the employer within X number of days.)Exception: You hire a nurse from a neighboring state who commutes daily. The nurse is able to practice in your state under the multistate license issued by the former home state, until the new multistate license is issued.
Is the nurse a travel nurse / temporarily in practicing in your state? I.e., The nurse is a visitor to your state and NOT becoming a legal resident.
The nurse can practice in the state under the multistate license issued by the home state/primary state of residence. There is no time limit.A military spouse working in a civilian facility and stationed in your state for several years, would fall in this category.

What are the Requirements for Military Spouses?
(Not the same as Military/VA personnel)
The NLC applies to military spouses in the same way it applies to other non-federal nurses. The military spouse may practice with a multistate license throughout successive military relocations while maintaining legal residency in a home state/domicile state/home of record.
