151.4.0 CHAIRMAN’S OPENING REMARKS

The Protem Chairman welcomed members to the 151th

meeting of the Board. He informed members that the

Provost had travelled to Saudi Arabia to perform lesser hajj

(Umrah) and directed him to take charge of the affairs of

the College until he returned. The Provost was praying for the

development of the College and he urged members to pray for

his successful Umrah and Journey mercies back to Nigeria.

He stated that the purpose of the meeting was to consider the

first semester results of 2016/2017 Academic Session to be

presented by Deans of Schools.

The timely presentation of the results to the Academic

Board would go a long way in solving a lot of problems

amongst students, parents, teachers and other

stakeholders. He cited an example of medical doctors that

whenever they conducted a successful surgical operation

to a patient they celebrated that mission had been

accomplished, while the teachers were not celebrating on

the approved results of the successful students. He advised

members of the Board to imbibe the culture of celebrating

on each results that were successfully presented and

approved by the Board as passed list.

He informed members that a National Workshop organized

by the School of Arts and Secondary Education held at Mal.

Nasir El-Rufa’I Hall few months back where he represented

the Provost at the Workshop. One of the presenters stated

that it was easier to study in F.C.E, Zaria than to collect

result. This was associated with the laxity of some lecturers

who were not marking the results in good time. Some

HODs were not properly supervising the lecturers to

comply with the set time towards effective and efficient

presentation of results at various levels (Department, School

and Academic Board).

He responded to the presenter that presently Management

had introduced a computerized method of computing results

through developing certain software by the M.I.S Unit and

Computer Science Department which would coordinate all

departments, schools, students and outside with a view to

downloading specific Student’s result electronically from the

College website. He urged members to be diligent towards

achieving excellence.

He explained that at Deanery levels, it was agreed that

Heads of Departments/Units were to invite external

persons that were chief lecturers from other schools to

attend a particular school meeting for consideration of

results. Also, it was expected that all the necessary

observations, corrections and adoption were to be made

at the school level before presenting the corrected

version of the results to the Academic Board for

consideration and approval.

Therefore, he requested the Deans of Schools to inform

members on the level of their compliance during

consideration of results at various schools levels. All the

Deans of Schools explained to members of the Board on

the process they followed towards consideration of

results at schools levels. After exhaustive deliberations, it was

observed that some Deans of Schools had complied with the

new policy of inviting Chief Lecturers from other Schools,

while some Deans did not invite the external members.

The Board resolved the following line of actions forthwith:

i. That invitation of external members to schools meetings

for consideration of results should be copied to the

Secretariat for notification.

ii. That the considered results of a particular School should

be forwarded to the M.I.S Unit both in soft and hard

copies to enable them upload in the College Website.

iii. That Deans of Schools would present the summary of

the results to the Academic Board for consideration and

approval.

151.5.0 CONSIDERATION OF MINUTES OF 149TH MEETING OF THE ACADEMIC BOARD HELD ON 2ND MARCH, 2017The minutes of 149th meeting were considered and the

following corrections were effected:

i. Page 2, line 9, letter N should be removed with letter

ii. Page 2, line 10, word English should read Hausa

iii. Page 2, line 17, letter should be replaced with letter J

151.6.0 ADOPTION OF THE MINUTES

Dr. P. A. Matemilola proposed a motion for the adoption of the

minutes as corrected. Dr. Ibrahim Tanimu seconded the

motion.

151.7.0 MATTERS ARISING FROM THE MINUTES

i) Page 4, Minutes 149.4.0 – Charges on Educational Trips

The Chairman Committee of Deans informed members

of the Board that they met on the issue but they were

yet to conclude on the recommendations on the charges

to be made by students. However, Deans of Schools

were advised to ensure that moderate charges were

made on any educational trips pending the outcome of

the Committee of Deans recommendations to the Board

for ratification. The Board directed the Chairman,

Committee of Deans to hasten the assignment and

present to the Board for consideration.

ii) Page 7, Minutes 149.7.0 – Mock Accreditation

The Director Quality Assurance reported that the

three (3) departments (Foundation, Curriculum

and Psychology) were duly informed through a

circular sent to them by the Academic Secretary to

prepare for another round of Mock Accreditation,

but awaiting the date to be fixed for the exercise.

final report for another round of Mock Accreditation to

the affected three departments that had interim status.

iii) Page 7, Minutes 149.7.0 – Final NCE Project Supervision

The Chairman of the Monitoring Committee sent an

apology for the deferment of presentation of report on

its activities to the next Academic Board meeting due to

an urgent matters to attend. The Board accepted the

Chairman’s apology and directed to present the report

on its activities to the next sitting of the Board.

iv) Page 8, Minutes 149.7.0 – Broken Chairs in the

Classrooms

The Chairman Committee of Deans reported that they

had communicated to all Heads of Departments to

ensure adequate maintenance and safety of

furniture/facilities for use in the classrooms by students.

The Board noted the report.

v) Page 28, Minutes 149.8.8 – Other Resolutions After the

Consideration of Results

a) Deans were to ensure that Heads of

Departments were registering students

accordingly. Also, Heads of Departments

were to crosscheck student registration

before signing.

informed to strictly comply with the provision of

the NCCE Minimum Standard in dealing with

students at all levels. The Board noted the report.

b) Deans, Heads of Departments, Director, Quality

Assurance and Coordinators, NCEpp were to

convene a meeting to discussion the contents of

the NCEpp Handbook.

The Chairman, Committee of Deans informed

members they had started reviewing the

Handbook in line with the Minimum Standards of

NCE Programme and assignment was in progress

and when concluded it would be presented to the

Board. The Board noted the position on the

review.

c) Deans were to nominate the membership of

Academic Board Standing Committee on Results

and submit to the Board for consideration.

The Chairman, Committee of Deans reported

that Deans had sent their nomination for the

Academic Board Standing Committee for

scrutiny of all results before the meeting of

the Academic Board, but the list of the

nominees was not ready for presentation to

the Board. The Board directed the Chairman,

Committee of Deans to tidy up the list and

present at the next meeting to enable the Board

to consider and approve as appropriate for further

necessary action.

vi) Page 29, Minutes 149.9.0 – 2016/2017 NCE (Regular)

and NCEpp Matriculation Committee

The Chairman, NCE Matriculation Committee reported to

the Board that the Committee had successfully

conducted a befitting matriculation ceremonies for fresh

NCE regular and NCE Part-time students that took place

on Friday, 17th March, 2017 and Friday, 22nd April, 2017,

respectively at the Nasiru El-Rufai’s Hall.

The Chairman further reported that, the Committee

liaised with Deans of Schools and the Programme

Coordinator, NCE Part-time on the orientation of fresh

NCE regular and Part-Time students which took place at

the School levels on various dates for regular students

and centrally for the Part-time students. The following

topics were presented during the orientation.

The Committee thanked the Chairman and

members of the Board for the confidence reposed

in them and made the following recommendations:

* Procurement of new matriculation gowns for

members of the Academic Board,

Management and students.

The Board noted the report on the 2016/2017

Matriculation Committee and commended the

Chairman and members of the Committee for a job

well done.

151.8.0 PRESENTATION OF NCE (REGULAR) FIRST SEMESTER RESULTS OF 2016/2017 ACADEMIC SESSION BY DEANS OF SCHOOLSThe Protem Chairman invited Deans of Schools to

present the first semester results of NCE (regular) for the

2016/2017 academic session. Consequently, the Board

considered the results as follows:

i. That the NCE I deferred students results should be merged with the NCE I as presented above.

ii. That the result was not presented in a memos format which would indicate the action sought from the Board.

iii. That Pre-NCE results were not captured in the submission.

i. It was observed that there was mass failure of the

exams conducted in the School. This was attributed to

the issue of late admission and the students were

registered and allowed to sit for the exams without

meeting the minimum of 75% attendance. The Board

blamed the Deans and Heads of Departments for

allowing students that came late to sat for the

examination.

ii. The number of students were reducing especially

Department of Home Economics and Applied Arts. It

shows a dangerous sign to the to the system which if

care were not taken it would led to staff downsizing

as it was not commensurate with the required NCCE

Minimum Standard of 1:30 teacher and students ratio.

The Board advised the affected departments to do

some exhibition, career guidance to students in the

secondary schools with a view to bringing in new

students that would raise the number of enrolment.

iii. It was observed that the report on the results

consideration at the School level was not sent to the

Provost. Henceforth, all results considered at the

School level should be forwarded to the Provost.

151.8.3.1 Observations

i. A member observed a wrong computation of NCE II

on the percentage on number passed as 40.60%

instead of 46.60%.

ii. The Registrar observed that the number of 3,652 of

total number of students sat for the NCE I General

Education was less than the number of students

that sat for NCE I General Studies Education totally

5,265.

iii. Another member opined that the difference on the

above number of students that sat for the exams

might be connected to the G.S.E. Department that

151.8.7.2 Observationsi. It was observed that some departments (Cultural and

Creative Arts, Theatre Arts and CRS) were having small number of students and that portrait a bad signal as already highlighted to the similar departments at various schools.The Protem Chairman responded that lack of adequate students in some departments showed that there was a poor coordination between the affected departments and other stakeholders. These stakeholders included, the immediate community, immediate secondary schools, States Ministry of Education, Film industries etc.He further advised heads of the affected departments to liaise with the appropriate stakeholders by organizing sensitization lectures at secondary schools and film industries. He cited an example with Hausa department when he was a Dean, School of Languages, where they liaised with Karrywood film industry and invited two famous actors in persons of Ali Nuhu and Sani Danja for an event in Hausa Department in the College.

151.9.1 The Protem Chairman announced the conferment of Doctorate

degree of Science (Biology) to Dr. (Mrs.) S. L. Muhammed, a

Chief Lecturer from Biology Department by the Senate of

Ahmadu Bello University, Zaria.

Members of the Board congratulated the officer and

wished her more academic success.

151.9.2 A member (Pastor John Apeabu) informed members of the

Board that he was not happy on the process of the last

election conducted for the selection of two members that

would represent the Board in the Governing Council, where he

contested, but deliberately deprived his chance of becoming

one of the two members that would represent the Board in the

Council.

He levelled the allegation against the Registrar who

manipulated the process under the pretense that some

members cast their votes by writing his name with a title of

Doctor.

He further stated that he kept mute on the wrong process

adopted by the Registrar during the election, because it

affected his personality and he did not want members to think

he was desperate to become a Council Member, representing

the Board. However now he deemed it necessary to draw the

attention of the Board being the highest body of the College

on academic matters and other related matters to be just and

fair in all its dealings in order to protect its image.

151.9.3 The Registrar responded to the above allegation levelled

against him by Mr. John Apeabu that he deliberately deprived

his chance of becoming one of the two members that would

represent the Academic Board in the Governing Council by

rigging the election process that was conducted during a

Special Meeting of the Board on Thursday, 1st June, 2017 as

follows:

i. The election procedures were set and agreed upon

by the members of the Board present at the Special

Meeting of the Board and not the Registrar.

ii. Mal. Halliru Umar nominated the name of FIFA

instead of Dr. Ibrahim Zubairu and the nomination

was initially rejected until when the correct name of

Dr. Ibrahim Zubairu was represented and the Board

accepted the nomination.

iii. Also, Pastor Temida Abashe nominated the aggrieved

person as Dr. Apeabu and was rejected and

members of the Board agreed that the title of Doctor

should be dropped after confirming the title was not

officially recognized. Then he was nominated as

Pastor John Apeabu and his re-nomination was

seconded by Chief C. A. Etete.

iv. After counting the votes cast amongst the four (4)

contestants in persons of Dr. Yusuf Sule Dantani,

Pastor John Apeabu, Mrs. Halima Sidi Bamalli and Dr.

Ibrahim Zubairu, it was confirmed that Pastor John

Apeabu scored forty-four (44) votes with seven (7)

invalid votes, while Mrs. Halima Sidi Bamalli scored

forty-nine (49) votes with two (2) invalid votes. The

Board then considered and approved the

nominations of Dr. Yusuf Sule Dantani and Mrs. Halima

Sidi Bamalli to represent the Board in the Governing

Council after scoring the highest votes of forty-nine (49)

respectively.

In view of the foregoing, the Registrar informed

members that he did not rig the election procedures

against the aggrieved member (Pastor John Apeabu)

as it was not his decision rather a collective

resolutions of the Board that considered and

accepted the election process, results of the votes

cast and declaring the winners.

The Protem Chairman of the Board appealed to the

aggrieved parties to be courteous and put the matter

to rest or to present it before the Provost when he

returned from the lesser haji.

151.9.4 A member expressed his happiness for the new approach

of power point presentation of the first semester NCE

(regular) results by the Board. He requested that copies of

the moderated results should be provided and signatures in

the soft copies should be appended in the subsequent

results. Also a need to have a bigger hall that would

contain all members during the Board meetings in view of

the increasing number of members of the Board.

The Protem Chairman opined that subsequently, the

meeting of the meeting of the Board would be held at Nasir

El-Rufai Hall or any befitting place that would accommodate

the increasing members of the Board.

151.9.5 Another member pleaded on behalf of students who had not

paid their school fees and were denied writing the exams if

the Board would consider giving them a chance to sit for the

missed exams.

The Protem Chairman responded that any student that did not

pay the school fees should not be allowed to sit for the exams.

Also, the Provost was making efforts to address the issue of

abnormal registration in order to have a central process of

registration through electronic process.

151.9.6 The Director, PDE requested to withdraw a memo distributed on ratification of the administrative approval for the Professional Diploma in Education (PDE) results for the 2015/2016 session which was administratively approved on 20th February, 2017 by the Provost to allow him make adjustment on the errors he discovered. The Board considered and approved the withdrawal of the results as requested by the Director, PDE and to represent in the next Academic Board for ratification.

151.9.7 In the same vein, the Director, PDE presented another memo to the Board for the ratification of the administratively approved first list of ninety five (95) candidates that applied for Professional Diploma in Education (PDE) admission list for 2017/2018 Session, (Rainy). The first list was administratively approved on 8th

June, 2017 by the Provost on behalf of the Academic Board.The Board approved the ratification of the first list admission of the PDE for 2017/2018 Session (Rainy).

151.9.8 In reaction to the issues raised by Pastor John Apeabu, one of the senior members in the Board and the College who served as Acting Provost of the College used the medium and appealed to the parties involved during the last election of the members to represent the Academic Board in the council to passionately and graciously put the matter to rest instantly without presenting the case to the Provost.Members of the Board unanimously accepted the closure of the case forthwith.He commended the new approach of result presentation which simplified the process and time. He advised as follows:i) Proper scrutiny should be enforced during the

consideration of results at the school level.ii) Lecturers should mark exams scripts in good time,

submit the result and the departmental exams officers compute the results in good time.

iii) To arrange a time-frame of results consideration at the school level then present the results to the Academic Board Standing Committee for the final consideration and for onward presentation to the Board for approval within a shortest period of time.

The Protem Chairman of the Board appreciated the useful suggestions offered for members to adopt. He further emphasized on the compliance with time-frame so that the work would be easier at each stage.He urged Deans to ensure strict compliance with time frame set for achieving a set goals.

151.9.9 In another development, a member appealed to members to always follow due process in communicating official matters affecting the operation of departments and schools. Members should learn on the procedure of writing memos by contacting the Registrar or the senior members that were knowledgeable on the subject matter. This would

151.10.0 CLOSING REMARKSThe Protem Chairman thanked members for their useful contributions and the support accorded him to chair the meeting in the absence of the Provost. He appealed to members to always be tolerant with each other in all perspectives.He specifically thanked two senior members in person of Dr. Olarewaju Omoniwa (former Ag.
