In 2015, the Victorian Government set out a new approach to reducing the risk of bushfire in Victoria called Safer Together. Safer Together outlines an approach to reducing the risk of bushfires to Victorian communities, which focuses on how effective our actions are in reducing risk. It aims for a more integrated approach across public and private land.
Working together, FFMVic* and the Country Fire Authority (CFA) has developed this first Joint Fuel Management Program which covers the Barwon South West DELWP Region and South West CFA Region. It demonstrates our commitment to working more closely to deliver the best bushfire risk reduction outcomes for Victorians. It recognises that bushfire risk occurs across all land.
The Joint Fuel Management Program (JFMP) is compiled to achieve an integrated and risk-focused fuel management program across public and private land. It is designed to implement long-term strategic bushfire management strategies that outline how we will manage the risk of bushfires for the protection of life and property on public and private land, while maintaining and improving natural ecosystems.
Fuel management is recognised as one of the most effective ways to reduce the impacts of bushfires to communities and the environment.
This JFMP has been shaped by a variety of information, such as risk-based planning detailed within our strategic bushfire management plans, specialist input from FFMVic, CFA staff and key industries, as well as knowledge from local communities, including Traditional Owners and key stakeholders.
We have identified planned burns across all land tenures. However, for this first JFMP, only private property burns that are a direct risk reduction benefit, are high profile or where a community need is identified, are included. All other CFA planned burns which are not listed in this document, will be added to the JFMP map over time so the public can see the complete fuel management program from all agencies. In the future, burns will be planned with increasing collaboration, as we continue to work closely together.
All CFA planned burns are documented in Municipal Fire Management Plans held by the relevant local government authority. Some Municipal Fire Management Plans also include strategic fuel breaks, works required for the maintenance of fire access roads and other roadside and railway burns.
The Joint Fuel Management Program (JFMP) replaces the Department of Environment, Land, Water and Planning’s (DELWP) Fire Operation Plan (FOP).
Based on feedback and local knowledge from communities and key stakeholders, we will review and update the JFMP each year. We may make changes to burns or other fuel management activities. Our highest priority however, in carrying out fuel management activities is always the need to reduce the impact of bushfires on life and property.
We would like to acknowledge this as a significant milestone for Safer Together and recognise the work that has been put into developing this first Joint Fuel Management Plan, both by FFMVic staff, CFA and local communities. We encourage your continued input to ensure our plans protect those assets and values which are important to all Victorians.

Foreword
Purpose and objectives of the Barwon South West Region Joint Fuel Management Program
PurposeThe maps and schedules contained within this Joint Fuel Management Program set out where and when fuel management activities are planned to occur for the period 2018/19 to 2020/21 within the Barwon South West Region.
These activities are carried out to reduce bushfire fuels – like leaves, twigs, bark and grass – to make bushfires less intense, minimising the risk to communities and improving safety for fire-fighters. Activities are also done to maintain the health of ecosystems that rely on fire to regenerate.
It is important to note that the ability to carry out burns is dependent on seasonal and local weather conditions. To allow for this, planned burns from the second and third years of the program may be brought forward to the current year to replace a burn planned for the first year.
Fuel Management activities are under taken across the landscape on public and private land. Through the fuel management planning processes, the appropriate lead agency for delivery has been determined.
This document consists of Lead Agency District sub-plans and contains the following schedules:
Schedule 1 – Planned Burns. This schedule lists planned fuel reduction, ecological and other planned burns by indicative year for the three-year period.
Schedule 2 – Non-Burn Fuel Treatments. This schedule summaries the program that uses methods other than burning to achieve the fuel management objectives.
Schedule 3 – Strategic Fuel breaks. This schedule provides an overview of FFMVic strategic fuel breaks to be constructed during the three-year period. The locations of strategic fuel breaks are included for information only. These activities are approved via other DELWP and Parks Victoria processes.
It should be noted that CFA/Municipality led strategic fuel breaks are not included in this Regional JFMP. These activities are approved and listed as part of Municipal planning processes.

CFA led Planned Burns will continue to be planned and delivered through their respective Authorising District, irrespective of which regional JFMP they appear in.

Burns associated with logging regeneration as well as small heap burns are not included in the Joint Fuel Management Program process.
The Joint Fuel Management Program is prepared and will be implemented in accordance with the Code of Practice for Bushfire Management on Public Land 2012 (the Code), Safer Together: A new approach to reducing the risk of bushfire in Victoria and relevant CFA and FFMVic Instructions, Manuals and Guidelines.
ObjectiveThe Barwon South West Region JFMP has been developed to implement strategies set out in DELWP’s strategic bushfire management plans which address DELWP’s legal obligations, policy commitments and objectives, including:
bushfire risk reduction to protect human life and property, maintaining and enhancing ecosystem resilience, and achieving other desired outcomes as identified by communities.
Strategic Bushfire Management Planning
DELWP, in consultation with CFA and communities has developed long-term strategic bushfire management plans to identify where it is best to undertake fire management to achieve the above objectives.
The strategies apply four Fire Management Zones (FMZ) on public land as described in the Code. This zoning establishes the primary objective for fuel management in different areas of the public land landscape and include:
Asset Protection Zone (APZ): where intensive fuel management provides the highest level of localised protection to human life and property;
Bushfire Moderation Zone (BMZ): where there is fuel management to reduce the speed and intensity of bushfires, either close to towns or as they spread through the landscape;
Landscape Management Zone (LMZ): where fuel management is done to reduce fuel hazard, improve ecosystem resilience and manage the land for particular uses (such as forest regeneration and water catchment protection); and
Planned Burning Exclusion Zone (PBEZ): where there is no planned burning, mainly to protect areas that can’t tolerate fire.
The zones and other strategies in strategic bushfire management plans inform the development of the JFMP. They are used to determine where fuel management activities need to be carried out over the next three-year period to meet the longer-term strategy’s objectives, if weather and other conditions permit.

Burns are planned across all available fire management zones (APZ, BMZ and LMZ) for maintaining bushfire risk to desired levels. It is just as important to carry out planned burns in remote areas, as fires can start in these areas and spread to threaten houses and communities.
Fire Management Zoning will be expanded to cover private land as further analysis occurs. This next step will re-enforce our tenure-blind commitment to achieving an integrated approach to bushfire fuel management.
Strategic Direction in the Otways District
In the Otways district, the three-year JFMP is aligned with the Fuel Management Strategy, which was updated in 2017. This fuel management strategy is a landscape scale, long term (40yr +), cross tenure strategy emphasising planned burning around high risk-townships, whilst managing environmental trade-offs. This strategy was developed as an outcome of the Strategic Bushfire Risk Assessment & Strategy Selection (SBRASS) project. The Fuel Management Strategy has a focus on landscape-scale risk reduction outcomes and seeks to maximise equity in risk reduction outcomes for our communities, by maximising the number of high-risk townships that benefit from fuel management.
Key points for the Otways District
The strategic direction for fuel management in the Otways has placed emphasis on planned burning around high-risk townships. The effectiveness of each burn in protecting different communities is rated, including how many house losses undertaking the burn could prevent. The burns are then ranked, with priority given to those with the greatest impact on risk reduction.
Critical strategic burns undertaken between 2010-12 are now coming back onto the JFMP to be burnt again (see Figure 1). This burn rotation and frequency is in line with our strategic direction, and includes areas around Lorne, Aireys Inlet and Moggs Creek. Strategic burns around the Lorne township will be a high priority in the coming autumn seasons.
The Otways district have continued to treat fuels where risk reduction can be maximised, regardless of land tenure. A large proportion of burns (70%) on the current JFMP include areas of private land.

Strategic direction for the Far South West District
A new strategic bushfire risk assessment process is currently underway in the Far South West District. The project will develop and select a long-term fuel management strategy, that will provide a more balanced outcome across a range of competing values (life and property, plantations, environment, South Eastern Red-Tailed Black Cockatoo (SeRT-BC), etc.). This strategic planning work will complement operational fire planning in the Far South West Fire District in 2019-2021 and promote balanced outcomes for a range of values. The new strategic plan will include:
An updated long-term fire management strategy, including a clear articulation of spatial and temporal fuel management outcomes;
Broad revision of Fuel Management Zones in consultation with community and stakeholders; A clear articulation of the fire management strategy outcomes for a range of environmental, industry,
community and cultural heritage values; A review of the 15% scorch target in SeRT-BC habitat and consideration of alternative measures; A comprehensive rationale underpinning the preferred strategy incorporating contemporary
ecological theory; Fulfilment of the safer together 2017/18 policy objectives; Identification of key ongoing monitoring actions and associated funding requirements.
The above strategic risk assessment process will help inform Fire Operation Planning in the Far South West Fire District from 2019-2021. In the interim, the current JFMP (2018-2020) in the Far South West District has been reviewed in relation to the priority burns for 2018 (see Figure 2), and the extent of SeRT-BC feeding habitat within those burns. The current JFMP was also informed by The South Western Strategic Bushfire Management Plan, which was published in 2015, and primarily focuses on reducing risks to life and property in the Bushfire Risk Landscape area.
Key points for the Far South West District
The Far South West District’s JFMP largely focuses on areas to the north-west and south-west of vulnerable communities. These are the directions from which the most damaging fires could spread. Planned burning and non-burning fuel treatment activities will be undertaken at the southern end of the Cobboboonee Forest to mitigate risk to the communities of Bolwarra, Gorae and Portland and to the north-west of Nelson and Narrawong to reduce the threat of bushfires to these communities. Fuel management will also be undertaken around Digby, Hotspur, Dergholm and Chetwynd. A planned burn within Mt Clay State Forest will be undertaken to mitigate risk to Mt Clay sub-station, a highly important asset for providing electricity to South Australia and the Portland aluminium smelter. Fuel management will also be undertaken within the broader landscape to assist in reducing the spread of major bushfires and to mitigate risk to assets including plantations. There is also a focus on areas that have a high density of wild pines that have been mechanically treated. To consolidate on this weed-treatment, these areas will be targeted for burning to reduce the pine seed bank and kill pine wildlings.

BUSHFIRE RISK REDUCTIONFollowing the Autumn Planned Burning Season in 2018, the residual risk in the landscape that impacts the Otways District is 59.2% and the Far South West District 51.0%. Implementation of this JFMP will contribute to meeting the overall state-wide risk reduction target of 70%.
Current residual risk in Otways District is 59.2%, with no fuel management or bushfire fire this would increase to 74.7%, implementing the complete JFMP would result in a residual risk of 49.7% (a 25% better outcome).
Current residual risk in Far South West District is 51%, with no fuel management or bushfire fire this would increase to 85.6%, implementing the complete JFMP would result in a residual risk of 70.7% (a 14.9% better outcome).
The values that the Safer Together approach have identified as being protected by this JFMP are:
Safer Together commits DELWP and CFA to working together, sharing responsibility for fuel management with private landholders and local government. This new approach will enhance DELWP and CFA to plan, prepare and deliver a fuel management program across the landscape, regardless of land tenure.
Where cross-tenure and private property burns have been included on this JFMP, representatives from either/or both CFA and DELWP have worked collaboratively with the relevant landholder(s) to plan the burn. Burns conducted partially or wholly on private land are always undertaken with the landholder’s consent.
The values that the Safer Together approach have identified that are being protected by this JFMP include high risk townships, critical infrastructure, wet forests and water catchments. Other Safer Together activities that are occurring in the Barwon South West region include: updating the strategic bushfire management plan to include CFA fuel management and developing a better modelling approach to measure the effectiveness of roadside fuel management activities.
Working with communities
Managing bushfire risk is an ongoing and shared responsibility in which everyone has a role. To work well with communities to manage bushfire risk, DELWP operates under the principles of the DELWP Community Charter and CFA operates under the CFA Service Delivery Strategy 2015-2020.
In the Barwon South West Region, DELWP and CFA form partnerships with each other to work with communities, while each agency also maintains relationships with communities independent of each other. Under Safer Together, partnerships between DELWP, CFA, local government and other agencies will continue to be enhanced so that communities receive the best level of service.
DELWP and CFA work all year round with communities to understand and reduce bushfire risk. As a part of delivering Safer Together, DELWP has worked with many stakeholders and partners to develop the FOP, including Traditional Owner Groups, Local Councils, Apiarists, the South Eastern Red Tailed Black Cockatoo Recovery Group, Wine Growers Groups, Parks Victoria, Field Naturalists, Coastcare Committees, Community Hubs, Plantation Companies and landholders who have previously shown interest in the JFMP.
Community stakeholders have provided input through attendance of ‘Safer Together’ stands at events, Group Officer meetings, Municipal Emergency Management Planning Committee Meetings and Open Houses. Stakeholder Reference Groups e.g. the Balmoral Integrated Fuel Management Discussion Group and Fire Advisory Committees have provided valuable input throughout the year. This local knowledge has been incorporated into determining where planned burns take place, how they should be delivered and what values need protection.
This JFMP will have the most impact on the communities of Anglesea, Aireys Inlet, Lorne, Wye River, Separation Creek, Kennett River, Forrest, Gellibrand, West Otways, North East Otways, Portland, Gorae, Gorae West, Bolwarra and Heathmere. We will be working with these communities to manage this impact. Community Members in towns targeted for Community Based Bushfire Management (CBBM) e.g. Lorne, Wye River, Airey’s Inlet, Timboon/Peterborough, Balmoral, Gorae, Heathmere and Bolwarra have been engaged on the development of this JFMP. The recent recruitment of a CBBM facilitator in the Barwon South West Region will further strengthen the consultation with these communities on the JFMP in the future.
In the Far South West District, the priority communities for planned burning engagement are Balmoral, Bolwarra, Gorae West, Milltown, Casterton, Dergholm and Nelson. These communities have been engaged

via doorknocks of properties adjacent to planned burns and mulching works, a multi-agency open house at the Heathmere CFA Fire Station in 2017 and DELWP attendance at multiple community events, including: Sheepvention; Get Hooked on Portland; the Casterton Show and Wood Wine and Roses. The JFMP maps will also be displayed at the local council’s offices, local Post Offices and on town noticeboards. The JFMP will also be presented at CFA Group Officer Meetings, as in past years. Existing ‘Safer Together’ networks are being used to promote fuel management across a broad network in the Far South West. An example of how community engagement contributes to the development of the JFMP occurred as a result of DELWP’s attendance at Sheepvention in Hamilton. There DELWP officers engaged a private landholder from Digby who suggested a cross tenure burn including their property and adjacent state forest. This burn has been included in this JFMP.
Priority communities in the Otways District include Aireys Inlet, Anglesea, Forrest, Lorne, Gellibrand, Wye River, Kennett River, Cape Otway and the West Otways and North East Otway Communities. These communities are engaged through community hubs which have been identified in each community and built upon over the last few years. Engagement plans are developed that describe the activities that will take place before, during and after delivery of the fuel management program and are updated continually as we continue to learn about community’s requirements and as communities change. Community members have the opportunity to engage with DELWP 365 days a year through a number of channels, from the development of the strategy, development of the seasonal schedule and discussions on individual burn units. Feedback about values that are important to them and their community are taken on and DELWP works together with communities on mitigations. With our Safer Together partners (CFA), DELWP undertakes regular discussions with key stakeholders and community hubs all through the year about the planning and delivery of fuel management program. An example of collaboration with a community group occurred during the development of the Hurst Road burn in Anglesea. During the planning of this burn, there was significant communication with the Surf Coast Trail mountain biking group. Consultation with this group resulted in an increase in the size of the proposed burn block in an attempt to minimise the amount of ongoing disruption to the recreation activities in this area over subsequent years.

Cross-Tenure Fuel Management
In the Otways District 58 of the 80 burns on the JFMP have private property incorporated, and 11 of those are 100% private property. Overall this amounts to 2000 hectares of private property included in this JFMP. The Otways District worked with their CFA counterparts to identify cross tenure burns that are risk-focussed and tenure blind.
Over the next 12months, FFMVic will partner with Surf Coast Shire and CFA, to initiate a project investigating the expansion to existing township fuel breaks (Asset Protection Zones - APZ). The existing Community Based Bushfire Management forums will play a central role in informing and underpinning any recommended APZ expansion. The initial scope of the project is to; Review the existing APZ network and identify the standards, gaps, weak points and areas for further
investment as it relates to bushfire and community safety. Engage with communities including private property owners, local councils, CFA and others interested
parties to ensure the concept is understood, accepted and approved. Ensure federal, state and local planning requirements, particularly around Native Vegetation removal
and Cultural Heritage protection, are met.
In the Far South West District, the JFMP includes a high priority cross tenure burn at the Mt. Clay Substation. The substation is a vital piece of infrastructure as it is a 3-way junction between powerlines from the Latrobe Valley, the Aluminium Smelter in Portland and South Australia. This JFMP also includes two high-priority burns nominated by the CFA, including one on Wannon Water land and one on 100% private property, managed by the Winda-Mara Aboriginal Corporation.

Maintaining and enhancing Ecosystem Resilience
An objective of the Code is to “maintain or improve the resilience of natural ecosystems and their ability to deliver services such as biodiversity, water, carbon storage and forest products” (the Code). Strategic bushfire management plans include consideration of ecosystem resilience at a strategic level over the long term, particularly how we can measure it. However, DELWP is working towards developing a more detailed understanding of how planned burning might impact flora and fauna, and how we can use fire to maintain and enhance ecosystem resilience into the future.
Fuel management strategies are relevant to achieving ecological objectives because planned fire can be applied to generate Growth Stage Structures (GSSs), or ecosystem states, that maximise the abundance of multiple species. To optimise for environmental values, we take an all-species approach and closely analyse changes in key threatened species. This assists the region to identify suitable burn frequencies and spatial arrangements to maximise species abundance and address legislative obligations.
In the Otways district, the planned burning program is aligned with the updated 2017 Fuel Management Strategy. This strategy is a landscape scale, long term (40yr +), cross tenure strategy emphasising planned burning around high-risk townships; whilst managing environmental trade-offs. This includes designating areas throughout the landscape where no planned burns are scheduled and trying to limit the impact of burn frequencies on species abundance.
In the Far South West district, a new strategic bushfire risk assessment process is currently underway to select and develop a long-term fuel management strategy that will provide a more balanced outcome across a range of competing values, such as life and property and the environment. This strategic planning work will complement operational fire planning in the Far South West and attempt to optimise outcomes for the environment, including the Red-tailed Black Cockatoo.
Across the Barwon South West, trends in Tolerable Fire Index (TFI) and GSS are analysed to detect long-term change. Planned burns undertaken between 2010-12 are now coming back onto the FOP to be burnt again. This burn rotation and frequency is in line with our strategic direction. The area burnt while below minimum TFI, and the amount of vegetation in the juvenile and adolescent growth stages, is projected to increase over the next decade due to planned burning in higher-risk areas. Increased area of juvenile and adolescent growth stages affects animals by reducing the abundance of important habitat such as vegetation cover, logs and hollow-bearing trees.
In the Otways, the current area below TFI and the proportion of the landscape within younger and older growth stages is within the supported range set out by the long-term strategy. Approximately 22% of vegetation was below minimum TFI and 17% of vegetation was in the younger (juvenile or adolescent) growth stages at the beginning of the financial year. This burning results in around 1300ha of vegetation being burnt each year while below Tolerable Fire Interval (TFI), which is predicted to lead to a change in the composition and structure of the vegetation.
In the Otways, the spatial and temporal arrangement of planned burns considers the habitat availability threatened species such as Long-nosed Potoroo, Southern Brown Bandicoot and Swamp Antechinus. Wet forest, rainforest and riparian gullies are also high value ecosystems that provide important habitat for fauna and planned burning adjacent to these areas helps to minimise risk from bushfire.
In the Far South West District, the endangered South-eastern Red-tailed Black Cockatoo (SeRT-BC) is susceptible to food-scarcity due to scorch of food sources from bushfire and planned burning. Operational protocols are in place to undertake feed crop assessments, bird presence surveys and crown scorch severity and extent assessments which help minimise the impact of our risk reduction program. Work is underway to develop long term strategies for burning in SeRT-BC habitat. We are working with a range of local people to understand what the right amount of fire might be to meet a range of community, industry and environmental outcomes.
A number of burns on the JFMP in the Far South West District target infestations of pine wildlings (Pinus radiata) which are degrading the habitat value for a range of species including the SeRT-BC. GlossaryThis glossary provides information on terms contained within the body of this document and the schedules.
Burn Type – indicates the primary purpose of the burn including fuel reduction burn (FRB), ecological burn (ECO).
Burn Number and Name– the unique identifier for each burn or planned fuel management activity.
Cross-tenure burn – burns that cover both public and private land
Fire Management Zone (FMZ) – an area of public land in which fire is managed for specific asset, fuel and ecological objectives. Values included in this column can be APZ - Asset Protection Zone; BMZ – Bushfire Moderation Zone; LMZ - Landscape Management Zone, PBEZ – Planned Burn Exclusion Zone; or, NZ -Not Zoned.
Forest Fire Management Victoria (FFMVic) - is the organisation that delivers services to achieve DELWP’s legislated responsibilities. It consists of specialist staff from DELWP, Parks Victoria, Melbourne Water and VicForests.
Indicative Burn Season – indicates the preferred season in which the burn will be completed. Actual delivery may be any time of the year.
Land Manager – the organisation responsible for day-to-day management of the works site – DELWP (Department of Environment Land Water and Planning); PV (Parks Victoria).
Land Management Objective - identifies the desired land management outcome(s) of the burn.
Local Government Area (LGA) – the municipality in which the majority of the fuel management activity is located.
Location – a direction and distance of the planned burn from the nearest major township/locality.
Planned Burns - Planned burning is one of FFMVic and CFA’s most important fire prevention activities. It involves the controlled application of fire during periods of lower fire risk, to achieve one of three main purposes: fuel reduction, ecological management and forest regeneration.
It is important to understand that planned burning operations, particularly fuel reduction burns, do not stop or eliminate the risk of bushfires. However, Victorian research, and similar information from other parts of Australia and overseas, clearly shows that firefighters have a much better chance of managing bushfires in areas where fuel reduction burns have been carried out.
Approved burns in this year’s Plan will require a range of preparation works to make the planned area ready to ignite when the weather and other conditions are right. Preparation works may include, brushing up or grading of existing boundaries and internal tracks, management of hazardous trees, the construction and preparation of boundary and control lines with machinery and pest plant controls. The preparation works will have on-site inspections which will assess the surrounding assets and planned burn objectives.
Private Property Burn – burn that occurs wholly on private land.
Planned Burn Size – the maximum area of the fuel management activity measured in hectares (ha), including areas specifically excluded from disturbance.
Strategic Fuel break: A strategic fuel break is a strip of land where vegetation has been modified to reduce the amount of fuel available to burn during a bushfire.
New Burn– ‘NEW’ = New burn did not appear on last year’s FFMVic FOP. Blank box = Not a new burn. Burn was approved in the previous (2017/18- 2019/20) Fire Operations Plan but has not been carried out, it is included in this JFMP and may be conducted at any time.
Non-Burn Fuel Treatments – Non-burn fuel treatments such as the maintenance and construction of fire control lines, fire access tracks, fuel breaks, fire infrastructure and other fuel management activities are required to support the planned burning program. Treatments to achieve these works can include slashing, pruning, chemical application (in alignment with safety standards), grazing or other operations (such as ploughing, mulching or rolling) that may be more appropriate or practical in certain areas. For example, fuel on small areas or blocks located within townships may be treated mechanically, where burning is impractical. These methods may also be more suitable in certain vegetation types.
