Minutes of Warbleton Parish Council Meeting held on Thursday 16 July 2015 at 7.00pm in The Village Hall, Bodle Street Green.

15/062 Declarations of interest - No declarations of interest where expressed

15/063 MinutesThat the Minutes of the Meeting held on 18 June 2015 having been previously circulated, were agreed and signed.

15/064 Matters Arising - None

15/065 Public Adjournment – Mrs N Holyoake advised that the Parish Council website is not up to date with Minutes or new councillors. This was noted.The finger post at Padgham Lane has not yet been replaced and this was promised last year. Councillor Tratt advised that he had reported this to the Highway Steward this will be raised again at the SLR meeting to be held on 4 August . The road surface at The Smithy/Grovelye Lane is in a very bad condition. This is to be reported at the SLR Meeting. Jonathan Austin –Thanked ESCC for all the new road surfaces and tarmacking undertaken within the Parish. The road at Owlsbury Cross from Chapel is particularly pleasing. David Turton requested an update on Broadband for the Parish.Councillor Bentley advised that the cabinet at Joes Lane is not for the use of Bodle Street Green. The cabinet that will serve Bodle Street Green will not be green and will be smaller for fibre optic connection . The fibre optic programme is on target for the area.Councillor Simmons reported that problems have been found in urban areas for connection and in some cases rural areas are more difficult than expected. The Bodle Street Green cabinet will not be installed until 2016 which is on target. Concern was raised on underground cabinet installed by BT without contacting the Parish Council first on the The Green Rushlake Green. All fibre optic updates are on the ESCC website.

15/066 Reports –a) East Sussex County Council Councillor Simmons reported that the biggest issue for ESCC was finding cuts of £30million over the past 4 years. More savings are required of £100million this will mean cuts against all valuable services. The 2year road improvement/maintenance plan has the money allocated for works, this will not change. Tenders are being sent for new contract of highways maintenance works. All funding will need close monitoring. Councillor Wells reported that the road at Stunts Green – Rushlake Green is a disgrace with botched maintenance.Councillor Simmons also reported that jobseekers in East Sussex have reduced by 50% in the last 2years.Concerns were raised over the planned closure of the Bodle Street Green road and the length of the diversions. Public information bulletins have been sent to all properties in the area. Councillor Bentley reported on NHS Hospital Trust with a change of leadership . The Chief Fire Officer for the County is retiring and being replaced with his deputy and takes up the position in October. The Fire Service are selling Headquarters in Eastbourne. Neighbourhood plans are being taken up by developers and therefore neighbourhood plans need to develop before developers take over area.

Councillor Keeley reported hedgerow at The Causeway Bodle Street Green has been dealt with from last Parish Council meeting. Neighbourhood plans are being taken over by Developers. Therefore neighbourhood plans need to develop before developers take over area.

(c) The Dunn Village HallCouncillor King Nothing to report. (d) Bodle Street Green Village Hall Councillor Ralph reported that the recent Jumble Sale raised over £400 for hall funds. Bryan Gibson reported that the recent open garden was very successful and over £18,000 has been raised so far. Three more events are planned for this year and it is hoped to start the works on the extension next summer

(e) Rights of Way Councillor Tratt reported that the style outside the Chapel at Bodle Street Green has been reported. Quotations for finger posts works have been received this is to be discussed at the September meeting. Sponsorship has already been promised For finger posts at - Foords Lane/Cowden Lane = £500- end of Prinkle Lane +£400 .The Finger post at Dog Corner also requires attention.

(f) Planning and General Purpose Committee The planning meeting to be held on 21 July has been cancelled.

(g) Hedgerow Committee Councillor Cook reported the overgrown hedgerow at Turners Green Middle Lane.Councillor Wells reported that he had been unable to contact landowner and therefore had passed this over to the Highway Steward for attention.

(h) Wealden District Association of Local Councils –Councillor Tratt had attended the AGM and had been reappointed to Planning and Standards Committee. PAWS on watch is a dog walking scheme initiative that has been started by Wealden District Council for anyone to sign into.

(i) Emergency Planning – Councillor Jervis Read - Nothing to report.

15/067 Clerks report and Correspondence Received Correspondence received had been previously circulated to all Councillors.

15/068 FinanceThe Clerk outlined the Finance Statement and Cash Flow dated 16 July 2015 previously circulated for approval these were agreed. Proposed Councillor Wells seconded Councillor Powell.

Approved Payments for 16 July 2015 Clerks Salary and Expenses 393.96

D Weller – Internal Audit 200.00

Bodle Street Green Village Hall – mowing at BSG 300.00

Audit papers were agreed and signed by the Chairman.

15/069 Items Considered Urgent by the ChairmanConcern that the defibrillator at The White Horse Bodle Street Green had not been connected. Councillor Glass reported that this is a heating system for the cabinet only and the defibrillator is up and running..

15/070 Date of Next Meeting

The next Meeting of the Parish Council is to be held on 17th September 2015 at 7pm in The Village Hall , Bodle Street Green.
