Application PackThe Application Pack GuideThis application pack guide has been produced to assist with completing of the application pack. With information about the Referee Development Fund as well as a step-by-step guide to help completing all of the sections included in the application pack. In addition to this, a project checklist, frequently asked questions and contact information for any additional questions.

The Referee Development FundThis is an opportunity for you to receive funding and support in delivering a referee development programme, event or project. This Application Pack Guide provides all the information you need to complete an application to receive our support and funding.

The Referee Development Fund is a programme delivered by the RA-FA Youth Council and aims to provide effective support to County FAs, Local RAs, schools, community leaders and Youth Councils. It allows us to provide specific support to different areas of the country and ultimately have the greatest possible impact on match officials at every level.

We have in place Programme Representatives in each region of the country, who will support you throughout your whole Referee Development Fund application. They are your single point of contact and will assist in any way possible. To find out who your Programme Representative is please email us using the contact information below.

The Referee Development Fund also provides you with the opportunity of promoting the work of your organisation. Each year we will publish the projects of a number of applicants who are excelling in their programmes to develop match officials.

Who Can Apply? The Referee Development Fund is open to applications from all County FAs, County RAs, Local RAs, schools, community groups/leaders and Youth Councils. Applications will need the support of relevant organisations to ensure the application meets the aims and objectives of refereeing within the area. This support is shown by a counter-signature on the application form by a member of the organisation.

When & How Can I Apply?Applications can be made at any time up until the closing of the Referee Development Fund on Friday the 30th of March 2018.

Applications should be submitted using the form and emailed to the RA-FA Youth Council using the RDF email address [email protected].

How It Works…It’s an easy five-step process to receive funding from the Referee Development Fund. The RA-FA Youth Council helps you along the way; from completing your application to delivering your project, we’re with you every step of the way!

What Can

Be Funded?The Referee Development Fund can be used to support a range of programmes, schemes, or projects. The only requirement is that your submitted project plan will directly develop match officials and engage young people. Some examples are listed below:

If you would like some advice about the types of programmes that can receive funding, please contact your Programme Representative.

How Much Can Be Applied For?An application can be made for any amount from £100 to £500 to either part or fully fund a programme or project. The amount you wish to apply for must be stated on your application form and whether this will part or fully fund your initiative. It is important to note that funding will be awarded upon the successful completion of you project and meeting the Funding Agreement. The RA-FA Youth Council will inform you of the final amount of funding you will receive.The Funding Agreement

1Step 1: Submit ApplicationThe first step is to send us your completed application form and email to [email protected] making sure you include a clear plan of your project or event

2You will be notified if your application is successful. You will then receive a Funding Agreement that you need to sign

3 Step 3: Project DeliveryDeliver your project following your submitted project plan, ensuring you meet the requirements in the Funding Agreement.

4Step 4: Receive FundingUpon the successful delivery of your project, providing you meet the requirements in the Funding Agreement, you will receive funding from the RA-FA Youth Council (unless it has been paid beforehand)

5 Step 5: Project FeedbackAfter your project being delivered you will then forward feedback from those engaged in the project to the RA-FA Youth Council along with any other relevant information and figures so we can share its success!

Upon notification of your application being successful, you will receive a Funding Agreement from the RA-FA Youth Council. This will outline the requirements to be met for the delivery of your initiative to receive the funding. It will also be our commitment to you to provide the relevant and appropriate support to your project. Funding will not be awarded if the requirements outlined in the Funding Agreement are not met.

Two requirements must be met within the application and project:1. Funding is not spent on expenses and/or salaries2. The project directly engages match officials and/or young people

Step-By-Step GuidePlease see below a step-by-step guide which can be used to assist in completing the application pack to receive the funding.

Section 1 – Project LeaderAll areas in this section, needs to be completed relating to the applicant who will be completing the application pack. This is required to know who the application is completed by as well as contact details if there are any questions the RDF team may have.

Section 2 – Project OverviewYou will need to provide a brief summary of the project which you are applying funding for, which outlines what the project is about and why this project is required. Also, information on who will the project engage as well as approximate ages and levels.

Section 3 – Project PlanThis section goes into more detail of the project with start and end dates, if applicable, as well as venue are to be included in this section and how many people will be engaged with the project. Also, the Key Learning Aims of the project must be outlined, how these have been considered through delivery of the project and if they link to other pieces of work within the County. Included in this, should be who the project will be delivered by and what the specific roles are to help develop the referees in the County. A clear marketing plan which outlines how your project will be communicate is another area which will need to be considered when completing this section of the application pack.

Section 4 – Funding A value for the funding applied for is to be inserted and whether this will fully or part fund your project and how this funding will be used.

Section 5 – Feedback This section will need to show how feedback from the project will be sourced and collated along with information on how this will affect future similar projects that are to be held within the County and involve the Youth Council or involving young people within the County.

Section 6 – Sustainability This will need to show clear detail and evidence on how the project will be sustainable after completion and include a plan for future opportunities that arise from the initial outcomes.

Section 7 – Supporting ReferenceA member of staff or a suitable representative from a relevant organisation must complete the below section of this application. Please see the below table to ensure this is completed by the correct person.

Section 8 – Agreement The application will need to be signed and dated along with agreement to the terms and conditions of the Referee Development Fund.

Submitting Your ApplicationYou will receive an acknowledgement of your application upon submitting it to the RA-FA Youth Council. You will be notified of the outcome of your application within 20 working days of acknowledgement. Should you not receive an acknowledgement please re-submit your application.

You may receive communication from the RA-FA Youth Council requesting more information about your project plan.

Referee Development Fund Frequently Asked QuestionsHow old do I have to be to apply?To apply you must be at least 16 years of age.

Do I have to prove what the money is spent on?Yes. In the application you must define what the funding will be spent on. We will then incorporate this into your Funding Agreement. After the delivery of your project you will then receive your funding should you keep to the Funding Agreement requirements. The RA-FA Youth Council may agree to pay your funding before the delivery of the project.

What happens if I need more money?Unfortunately, we cannot provide additional funds for the same project. We will, however, offer support and advice to seek additional income from other sources.

What can the money be used for?The funding can be used to aid in the cost of delivering your project. This includes; facility costs, marketing costs, and purchasing materials/equipment.

What can’t the money for used for?Funding cannot be used to pay expenses or a wage for anyone involved in the project.

Can I amend our project plan once it is submitted?If you wish to amend your project plan after you have had your application submitted, contact the RA-FA Youth Council who will discuss this with you. It may result in an amendment of your Funding Agreement.

When do we receive the funding?You will receive your funding after the project has been delivered and that the requirements in the Funding Agreement have been met. In some circumstances, the RA-FA Youth Council may decide that funding can be paid before the project start date.

2Keep in contact with your Programme Representative about the progress of your project. Work with them to ensure you will meet the Funding Agreement requirements

2Make sure you have effectively marketed and promoted your project. You want to engage and involve as many referees as possible and use your workforce!

2Deliver your project, using your application form plan and ensuring you meet the requirements in the Funding Agreement

2Send the success and project feedback to the RA-FA Youth Council, including photos, press release article and proof you have met the Funding Agreement requirements

2Upon meeting the Funding Agreement you will receive a Certificate of Funding and be informed of how to receive your funding

Referee Development Fund Terms & Conditions

The RA-FA Youth Council will deliver the Referee Development Fund

The RA-FA Youth Council can amend these Terms & Conditions at any time

The RA-FA Youth Council have the final decision on awarding successful funds to applicants

Funding will only be awarded to applicants should the Funding Agreement be signed and met after the delivery of the project, unless funding is paid beforehand

Funding will be paid following an invoice being made by the applicant to The FA or The RA after the delivery of the project, unless the RA-FA Youth Council agree to funding being paid beforehand

An organisation may make multiple applications, however are limited to two successful funding awards

The RA-FA Youth Council can withdraw funding at any time

The RA-FA Youth Council will determine the final amount of funding to be paid

Successful applicants must use the Referee Development Fund logo on all promotional materials and branding for their project, referencing the RA-FA Youth Council

Applicants and organisations will allow the RA-FA Youth Council to highlight any projects deemed appropriate within promotional publications and on social media

Applicants must provide statistics and feedback from those involved in the project
