01 AN INTRODUCTION

Thank you for your interest in the Director of Care Services role here at Jewish Care.

We are the largest health and social care charity for the UK’s Jewish community. Our 1,400 strong workforce supported by a team of 3,000 volunteers touch the lives of 10,000 people every week. We are a well-respected organisation, not only in the Jewish Community but in the wider charity and social care world, for the quality of our services and the dedication and sensitivity with which we deliver them.

I am delighted and honoured to have recently been appointed as Jewish Care’s new Chief Executive. This appointment is one of two Director roles I am looking to recruit over the next few months which have the quality of our care and service offering at their heart. This is an exciting time for Jewish Care but will come with all the challenges that periods of change bring.

Our whole reason for being is to offer the Jewish community the highest quality care services, in our care homes, in our independent living communities, through day care services, at home, and in myriad other ways, when they need them. We occupy a unique place in the community, and we value the trust people put in us very highly. Looking ahead, we need to ensure that our services continue to be of the very highest quality, and are run as smoothly and consistently as possible, while adapting to the changing needs of future residents and customers. This is a critical challenge for us to rise to, and you will be critical to ensuring do so well.

As the Director of Care Services you will be responsible for developing and then implementing a strategy for our 11 care homes, each of which is home to c15 - 120 residents. You will need to be a compassionate, authentic leader with a track record in high quality service provision, and with the strategic and operational skills to lead the services which are the heart of our organisation.

02 ABOUT JEWISH CARECreated in 1990 through the merger of two charities, Jewish Care has built up strong links and merged its work with other Jewish charities in order to maintain its vision of high quality care for the community. Jewish Care’s income exceeds £45 million and comes from public sources, charitable trusts and fundraising. Some 1,400 dedicated staff and 3,000 volunteers run 70 centres and specialist services throughout London and the South East.

Jewish Care is a communal organisation that is dedicated to responding to and meeting the Jewish community’s social and associated health care needs. It is the largest health and social care charity for the Jewish community in the UK, touching the lives of 10,000 people each week. It provides a wide range of services to help meet the community’s physical, social and emotional needs, both directly and in partnership with other organisations.The key focus of Jewish Care’s work is to address health and disability issues, provide for the needs of older people and refugees, and deliver programmes that offer community-based support. With the firm belief that its work is “all about people”, Jewish Care understands that care and support must recognise the whole individual, particularly in times of distress or vulnerability. The environments therefore respect clients’ Jewishness; festivals are celebrated and support is offered throughout the whole community, regardless of the level or nature of an individual's religious observance. Jewish Care’s service provision is provided increasingly within the context of a competitive environment. Local Authority funding is increasingly difficult to secure as they tighten eligibility criteria for access to services and the advent of direct payments provides clients with greater choice as to their service provider. Jewish Care is a niche provider for the Jewish community and is therefore working in disparate and widespread locations, and unable to benefit to the fullest extent from economies of scale.

PURPOSEThe Director of Care Services is a key member of the Directorate Team and is responsible for developing and driving the implementation of the care strategy and plan across Jewish Care.

The role also provides strategic and operational leadership to the Care Services function (Care Homes, Disability and Dementia Team). The Director of Care Services works in close partnership with the Director of Community Services to ensure that the community’s needs are well met through integrated, customer focused services. In partnership with the Directorate team, delivers Jewish Care’s strategic aims and objectives and better outcomes for the people using our services.

Jewish Care’s Care Services directorate has an annual expenditure budget of c£20m and a staff team of c650.

CORE AREAS OF RESPONSIBILITY:

Work closely with the CEO and participate fully as a member of the Directorate Team to align care strategies that will sustainably deliver measurable outcomes for the community, people using Jewish Care’s services and their families.

Develop and lead delivery of the strategy for care services and implement the operational plan.

Discharge all the statutory responsibilities of the Director of Care Services and take responsibility for care service reputation dependencies.

Actively participate at Board level, promoting innovation in care services and co-ordinating new programmes as they develop

Lead and develop a highly engaged and high-performing Care Services team, acknowledged for care and customer service excellence.

Lead a cohesive, high performing and responsive Care Services management team who are able to drive through change and work collaboratively with other organisational teams. A team acknowledged for their care and customer service excellence who proactively share insights and shape change to efficiently deliver strategic priorities.

In partnership with the Head of Quality and Customer experience ensure that service user needs and quality/regulator standards are met, and that lessons are learnt from complaints/compliments with changes implemented to continuously improve.

Maintain an overview of all care-related and clinical governance risks and ensure that action is taken to manage, mitigate and minimise these and regularly update and report via the Clinical Governance Committee and the Care Services risk register.

In partnership with the Director of Finance define annual and longer term forecast budget requirements for care services and monitor to ensure delivery to quality standards and within budgets agreed.

Build an appropriate external profile and relationships within the community, care sector and beyond to allow Jewish Care to be better informed of care best practice and to contribute to the advancement in the sector as a whole.

Develop and maintain effective relationships with external agencies including CQC, LAs, PCTs etc., to enhance service ratings and secure optimum funding.
