Background The Home Country of Wales-Cymru is led by a voluntary National Council. This group of individuals represent stakeholders from within the Home Country and regularly meet to discuss activity and developments, but who also vote to agree on how resources are allocated to Special Olympics activity. The National Council is responsible for discussing, encouraging, agreeing (by vote), co-ordinating and promoting the: development of regular year-round sports coaching and competition opportunities for people with

intellectual disabilities in Wales in a variety of sports recording of competition event details within Wales participation of Welsh members in Welsh National and Special Olympics GB National competition

events in order that athletes may qualify for selection at higher levels of competition participation in International competition events through Special Olympics GB nomination and support of fundraising efforts for Special Olympics Wales-Cymru registered members

to take part in Special Olympics competition events benefits of regular sports activity to all people with intellectual disabilities inclusion of people with intellectual disabilities into mainstream sports activities partnership work with key organisations to fulfil the above

The Home Country annually accredits to Special Olympics GB and in doing so, its National Council adopts a Constitution that outlines the expectations of the Home Country and the support available from Special Olympics GB. One of the expectations is the appointment of 6 key roles within the National Council, alongside any other roles the National Council feel are required. These 6 key roles include:

Job title: Chairperson – Home Country (Wales-Cymru)

Estimated hours: 4 hours per month

The Home Country Chairperson is responsible for calling and chairing a minimum of 3 Home Country meetings per year as detailed in its Constitution adopted by the National Council.

Before Home Country National Council meetings, the Chairperson ensures that: a clear agenda is compiled covering relevant subjects the agenda is shared with all meeting invitees the previous meeting minutes are made available to meeting invitees all National Council members, including Club or Region representatives, are invited to attend

At Home Country National Council meetings, the Chairperson ensures that: the National Council functions properly there is full participation at meetings from all attendees all relevant matters and agenda items are discussed in an orderly, efficient and facilitative manner effective decisions are made and carried out by being impartial and objective plans are discussed to recruit or re-appoint National Council members as required the meetings discussions, actions and agreements are logged for future reference

After Home Country National Council meetings, the Chairperson ensures that: meeting discussions, actions and agreements are shared with attendees and invitees the Main Contact has enough information to contact Special Olympics GB, partners or members

for further support, information or guidance

Person Specification

Essential criteriaThe candidate must:

fully endorse the mission and philosophy of Special Olympics be committed to supporting a positive experience for all Special Olympics members (athletes,

Unified Partners, volunteers) in the Home Country be a minimum of 18 years of age and be able to complete the Special Olympics GB volunteer

registration process in full be able to coordinate and collate sometimes complex information, from a variety of sources be highly organised be able to demonstrate leadership qualities and the ability to foster a spirit of teamwork be able to facilitate positive discussions be able to act with tact and diplomacy be able to demonstrate impartiality when required have experience of working within both short and long term timescales, often without supervision have experience of arranging regular meetings for large groups of people have the ability to be flexible with the completion of tasks have experience in creating basic meeting agendas and minutes understand the role of the National Council

Desirable criteriaThe candidate could have:

experience of working with individuals with an intellectual (learning) disability experience of working with volunteers experience of working in the sports sector

Notes Although a beneficial experience to have, it is not essential the Chairperson is elected from an

accredited Special Olympics Club or Region This role does not require completion of a Disclosure and Barring Service check, though the

candidate may be required to provide a reference if requested by Special Olympics GB National Office or the Home Country National Council

This is a voluntary, unpaid role. The Home Country or Special Olympics GB do not usually pay for volunteer travel expenses, though this may be considered in exceptional circumstances

Unless appointed by Special Olympics GB National Office, the Home Country National Council are required to vote and elect / re-elect National Council members every year, including the Chairperson
