Job DescriptionPurpose of the Post:

To be responsible for ensuring the Trust’s health and safety practices are compliant to current legislation and policy and to ensure all risk assessments, reporting and staff training is performed to the highest standard across the Trust, including first aid, catering and cleaning services.

Reporting to: Trust Lead/Chief Operating Officer

Responsible for: Indirect supervisory responsibility for Site Managers, Cleaning Staff and Catering Staff

Location: Based at Poltair School but there will be a requirement to travel to undertake work at or for academies and sites within Cornwall Education Learning Trust.

Salary Grade: Grade H

Hours: Full-time, 37 hours per week, 52.143 paid weeks.A flexible approach to working hours is required.

Principal Responsibilities:

To support the Trust’s day-to-day management of health, safety and wellbeing matters in accordance with CELT health, safety and wellbeing related policies and working practices and procedures, through clear delegation of duties, staff training and communication.

To support the Trust Lead in guiding the Trust and Headteachers on all matters of health. safety and wellbeing legislation to ensure that the Trust properly discharges its duties under the Health and Safety Policy; the Health and Safety at Work Act, the Management of Health and Safety at Work Regulations; COSHH regulations; and any other relevant statute, regulation, directive, approved code of practice or compliance standards.

To oversee the production of and adherence to the Trust’s risk assessments in all required areas, including both premises and curriculum related activities, to ensure any identified risk or safety issues are highlighted in good time with the necessary responsible persons, and to ensure staff are trained and understand their responsibilities accordingly.

To feedback appropriate accident/incident statistics to the Trust Lead and CELT Executive, together with any relevant analysis and recommendations.

To work to a system of process and procedures, recording, reporting and providing information accurately and promptly when required including producing regular health, safety and wellbeing reports on the status of compliance schedules, health, safety and wellbeing audits and ongoing projects to the Trust.

To support and guide Headteachers and their staff in ensuring buildings and facilities are safe and secure at all times and adhere to health and safety requirements and other statutory guidance (e.g. Ofsted) for the health, safety and wellbeing of staff, students and visitors, including ensuring that there are adequate welfare facilities.

To ensure each location is audited for health, safety and wellbeing procedures and standards; to provide advice across the Trust; and to ensure all recommendations and action points from both internal and external health, safety and wellbeing audits are addressed to ensure compliance with all policies and statutory requirements so as to mitigate and assess associated risks and maintain high and manageable standards.

To work with Site Managers to ensure compliance with all relevant statutory requirements, inspections, checks and tasks including electrical inspections, fire safety, gas checks, asbestos, legionella controls, waste, fuel storage, boiler servicing, insurance inspections etc and to ensure these are logged and files are maintained to evidence this. To ensure any recommendations and action points from both internal and external health and safety audits are addressed.

To work with the wider CELT Estates Team to ensure health and safety management systems, processes and practices are consistent across the academies and are synchronised and co-ordinated across CELT sites, thereby realising efficiencies and assurance.

To provide advice and guidance to Site Managers, Headteachers and their staff on matters relating to educational trips and visits, public and on-site events, student activities, first aid procedures and risk assessments etc.

Where required, to act as a client liaison for the Trust with schemes undertaken across the portfolio of schools, e.g. School Access Initiative works. To be fully involved with the projects and ensuring appropriate internal and external communications, sign-off of works and holding contractors responsible to health and safety requirements and statutes for projects.

To ensure that any contractor appointed to deliver services or carry out works is competent to do so as per the Trust’s approved safe list and procedures and that safe systems of work are in place.

To take appropriate action where any contractor is found to be working in a manner which is considered to be unsafe.

To work with the health, safety and wellbeing co-ordinators appointed through the Local Authority and any other relevant external health, safety and wellbeing parties, and to give instruction, guidance, direction and information on health and safety issues.

To ensure that reporting and investigation procedures are compliant and consistent across the Trust in relation to all accidents, incidents, near misses and diseases with a view to recommending action to prevent recurrence, to include reporting all RIDDOR reportable accidents to appropriate external agencies, such as the Local Authority and HSE, accordingly.

To ensure tools, machinery and equipment and COSHH are maintained, monitored, stored and operated correctly and safely and that staff are given information, instruction, training and supervision accordingly.

To ensure all Trust sites have suitable and safe waste management procedures in place, including for hazardous substances.

To ensure that the correct personal protective equipment (PPE) is provided to all staff, as required, to ensure their safety and to ensure that PPE is utilised correctly and safely.

To ensure all staff receive training in relevant Health, Safety and Wellbeing matters (including H&S induction, DSE, fire safety, offsite visits, manual handling, asbestos awareness, ladders, EVAC chair etc.) and to assist in identifying staff training needs.

To carry out DSE Assessments for staff as required and to assist with Access to Work and Occupational Health recommendations, ensuring items are purchased to support staff health, safety and wellbeing as required.

Where required, to assist with the recruitment and induction of Trust site managers and staff to support training, development, work planning and schedules.

To play a key role in supporting academy site staff with advice on good practice to ensure they can carry out their roles effectively and to work with Headteachers/line managers to contribute effectively to site staff performance management and professional development/training.

To support the Trust Lead with Critical incident/Business Continuity/Crisis Management Plans in relation to health, safety and wellbeing matters across the Trust estate and facilities.

To work with Headteachers and appropriate staff to ensure any in-house catering and cleaning arrangements follow all necessary health and safety requirements.

To work with Headteachers and appropriate staff to oversee and manage outsourced cleaning and catering services, liaising with external contractors and ensuring standards of performance delivered (including health and safety standards), are followed at all times.

To liaise with the CELT Estates & Facilities Officers to oversee the work of each Site Manager to ensure all logged maintenance projects relating to health and safety are actioned in a timely, efficient and safe manner.

To assist with organising and running appropriate health, safety and wellbeing meetings across the Trust.

To support schools in arranging Health & Safety Governor inspections.

To work with and support a network of health, safety and wellbeing representatives from across the Trust, including staff and pupil health, safety and wellbeing representatives.

To undertake an annual review of the Trust’s health, safety and wellbeing related policies and to draft new policy documents and guidance notes as required and directed.

To assist in the review, audit and performance of due diligence of health & safety and premises standards in any prospective school/academy wishing to join the Trust and to report any health and safety concerns and action plans to the Trust Lead.

To promote a positive culture of health, safety and wellbeing across the Trust at all times.

To undertake all administrative duties as required to support the role.
