Every Child Matters Forum (Children, Young People & Families Services Network) Minutes from the 25 th May 2016 Network Meeting 1. Welcome and House Keeping Actions/ Information Simone McCaskill welcomed everyone to the ECM Forum, Simone went through housekeeping rules and informed everyone there were no fire alarms scheduled for today. The members were asked if we could have a raise of hands if they were new to the ECM Forum and informed that we would be having information sharing at the end were new members are welcome to introduce themselves. Members were advised that all information from todays meeting will be available on website www.sefton.org.uk/network-forums/ecm and were encouraged to follow the twitter page at @ ECMForumSCVS. 2. A VCS workshop is planned to take place with on the 14 th June 2016 12.15pm – 3pm @ Crosby Lakeside adventure centre. This will be circulated to members. 2.2 Health Watch Sefton – ECM Forum Ambassadors Seat Vacancy SMc informed members that the ECM Forum ambassador’s seat vacancy is still open. Applications to be considered at the next ECM Ambassadors meeting 13th June. This vacancy has been promoted in ECM bulletin on the 18 th May 2016. 3. Simone McCaskill welcomed everyone to the ECM Forum, Simone went through housekeeping rules and informed everyone there were no fire alarms scheduled for today. 2. Matters arising from the March 2016 ECM Forum Action/Information

Actions/Information

3.1 Personal Health Budget3.1.1 SMc welcomed Tracy Forshaw from NHS Clinical Commissioning Group South Sefton/

Formby & Southport CCG. TF thanked Simone for inviting. TF has been in post since September 2015, she was seconded over but the role is now permanent.#

3.1.2 TF informed members of the forum what the difference is between personal budget care and a personal health budget. A personal budget is the amount of money the local authority allocates for your care, based on its assessment of your needs. You can be put in charge of this "budget" either by telling the local authority how you would like it spent, or by the council giving you the money so that you can directly pay for your own care (a direct payment). It could also be given to a separate organisation (such as a user-controlled trust) that will spend the money on your care as you see fit, if you

prefer. These are commonly known as Individual Service Funds. Additionally, you can choose a combination of the above (for example, a direct payment with some council-arranged care and support), often called a mixed package. A Personal Health Budget is an amount of money to support a person’s identified health and wellbeing needs and outcomes, planned and agreed by the service user and their local healthcare professional.

3.1.3 A PHB is an amount of money that can be given directly to a person receiving certain NHS care to allow them to pay for their help and support. The aim is to give people with long-term conditions and disabilities greater choice and control over the healthcare and support they receive. TF then went on to speak about who can have a PHB and how it will help with individuals such as

• Focus on people’s individual health and wellbeing needs. To “personalise” the things we do.

• People using a PHB, say they have more flexibility, choice and control over how money gets spent on their care and support and makes them feel more involved and more positive.

• A PHB means involves working with a healthcare professional to prioritise the care needs that are important to you, and create a support plan that reflects your own personal health and social goals.

3.1.4 Tracy spoke about the Consultation and Engagement activity that has taken place and explained the 2 different phases:

3.1.5 Phase 1 is now finished with just a few amendments to be made on leaflets which people first are involved in developing with them and then they will be going out.

3.1.6 Phase 2 will be an eengagement event planned for NHS professionals and other providers they are working with e.g. Sefton Carers Centre, CVS etc. This event will take place in September 2016. More information to follow.

3.1.7 CCG’s Progress with PHB’s:

• Developed Processes• Defined Local Offer• Developed Policy• Developing Leaflets• Continued Engagement Across Partnership• 4 CHC adult PHB’s up and running• 174 Joint packages of care receiving PHB• 22 children with SEND receiving PHB• 9 CHC adults in different stages of the process• Exploring Long term conditions

3.1.8 Tracy Forshaw explained to members how people can make an enquiry and also what types of payments you can receive:How to make an enquiry:

• Contact your Community Nurse to determine whether you are eligible to be considered for a PHB

• They will identify health needs and appropriate plan of care to support needs in a support plan

• An indicative budget will be allocated based on identified needs by the CHC Funded Healthcare Nursing Team

• An Independent provider will work with you to personalise the support plan within the costs identified, including employment, training costs and outcomes.

• Support plan with costs reviewed at PHB panel by CCG

3.1.9 There are 3 types of payments which you can receive:

Notional: this means the CCG NHS Funded Healthcare Nursing Team will buy the services you need directly from the service provider (e.g. a care agency)

3rd Party: this means we pass on the money to someone you know, who then organises your care for you (as described in your Support Plan)

Direct Payment: this means we pass on the money directly to you with support of an independent organisation, to organise your care (as described in your Support Plan)SMc asked what payment is the most popular, TF said the majority of people go with direct payments. Tracy then went through and discussed the Clarifications with members:

Integrated / Joint packages care e.g. SEND Restrictions exist on what the PHB can not be PHB’s are reviewed in line with CHC processes CCG can decline to agree a PHB – appeals process in place Financial auditing is required

3.1.10 Some applications can be declined, this is why they need to address all issues before this gets sent to panel, payments go through the authority and then the CCG’s pay the authority. The individual needs to have their own bank account a joint bank account can not be used.CCG approved independent support providers 3rd party insurance process. Providers do specialise in certain areas and all cover children. The 3 providers that the CCG use are:

TF gave out the useful contacts at the end (please see presentation for info)Simone thanked TF for attending the ECM Forum and would like to invite Tracy to come back to the next forum in July 2016 with leaflets for comment.

Emma Lambert – The next CWAN meeting will be taking place on the 14th June 2016 – Emma suggested it would be a good idea if TF was available to go along and replicate the same info to the CWAN members. SMc asked if anyone had any questions that they would like to ask Tracy to jot them down and pass to Simone who will then forward them over to Tracy Forshaw.

Simone to give details to Tracy for the next forum, so Tracy can forward info over to Gordon Jones/Geraldine O’Carroll at the CCG so they can attend the next forum when focusing on Mental Health.

4. Child Poverty Actions/Information

4.1 ECM Forum Mapping Update & Welfare Reform and Anti Poverty Plan Development

4.1.1 SMc gave members an update of where the mapping is up to regards to responses to the survey monkey questionnaire which we would still like further responses to: https ://www.surveymonkey.co.uk/r/antipovertyECM

The aims of this mapping set by the Forum are:

• To develop a better understanding of support available to families experiencing poverty and / or in need of crisis support

• To update the VCF directory with Anti-Poverty Response information so this is easily searchable at https://www.vcfdirect.org.uk/seftoncvs/

• To inform the developing Anti-Poverty strategy for Sefton• To identify gaps which we could respond to as a forum• To identify opportunities for partnership working which will benefit families

experiencing poverty

4.1.2 So far we have 15 organisations which have responded to the questionnaire who were thanked for their contribution. Others were encouraged to respond.

4.1.3 Simone fed back progress on the work being developed by the recently formed Welfare reform and anti poverty steering group which is led by Charlotte Bailey Executive Director Sefton MBC. The group now have a draft plan which will at a later date come to the Forum. The draft key objectives of the plan are:

Objective 1: To develop a sustainable approach to emergency support and crisis intervention through a partnership approachObjective 2: To take a proactive approach to helping those already in welfare system to get out of the welfare systemObjective 3: To build resilience in the wider population to prevent problems from arising and stimulate very early action workObjective 4: To have an active role in the development of Multi-Agency Teams through the Early Intervention and Prevention agenda*Objective 5: Co-ordinate training, data and communication and work to a set of agreed principles across the partnershipObjective 6: Develop digital and online methods of information, assessment and support*

(Objectives 4 and 6 will be delivered through separate partnership plans but will feature specific actions related to welfare reform and anti-poverty) Simone asked members what they thought and also if this was how we should be moving on?

4.1.4 Members were then given time to reflect and discuss this theme together and headlines/thoughts were fed back. One of the key suggestions was that once the Forum mapping activity was completed an event be held e.g. a market place to better market support available locally and to help network professionals.

Providers who have not responded to the Anti-poverty survey to please do so.

5. Sefton Children Update Plan Action/Information5.1.1 SMc gave a brief update on the Sefton Children’s Plan and recapped what the main priorities are:

Priority 1 - Ensure all children and young people have a positive educational experiencePriority 2 - Ensure all children are supported to have a healthy start in life and a healthy adulthoodPriority 3 - Improving the quality of lives of children and young people with additional needs and vulnerabilities, to ensure they are safe and fulfil their individual potentialPriority 4 - Ensure positive emotional health and wellbeing of children and young people is achieved.

5.1.2 This plan is now under the governance of the Health & Wellbeing Board and Lorraine Webb is the current ECM Forum representative on this group

5.1.4 WE will be focussing on the Emotional Health and Wellbeing objective at the July ECM Forum when Sharon Lomax will be bringing the developing Emotional Health & Wellbeing Strategy

5.1.5 SMc agreed to as Dwayne Johnston who is the Sefton Council Lead officer for the plan to come back to the ECM Forum in July and give us an update. Also get feedback from Lorraine Webb from the health & wellbeing board (informal meeting) which was due to take place today (same day as May ECM).

6 Members information sharing and any other business

CWAN Network – Next meets Tuesday 14th June 2016, 10am to 12pm @ Crosby Lakeside. Contact [email protected] – Emma Lambert informed members that Ofsted will be looking at SEND Reform progress. WE are therefore doing a self evaluation meeting against the Ofsted criteria to collate evidence, understand where the gaps are and how we can plug them. It would be good to get peoples feedback so we can put it in the plan.

Georgina Harvey – VENUS - Venus has just received funding from the Big Lottery Fund for ½ million pound to work with women who have had children removed from them. The programme is over 5 years with the intention to work with each woman for over a period of 12 months.
