McKinley Landing Residents Association (MLRA) 2017 AGM Meeting Highlights and Notes - June 28, 2017 The McKinley Landing Residence Association (MLRA) Annual General Meeting was completed as planned on June 28 th . The following notes capture the highlights and follow up items from the meeting. Approximately 45 to 50 residents, guests and Board Members 1 participated in the meeting. The Board extends its thanks to all the participants and guest speakers for taking the time to attend and engage with our community. The Board also extends their thanks and appreciation to retiring Board members Jan Dunlop, Bob Gabelhouse and Dave Roseberry for their diligent efforts and insights in support of our community. (Though Bob will no longer officially be on the Board, he has kindly agreed to look after the MLRA website for another year). At the meeting Kate Ramsden and Bob Campbell were nominated and accepted as new Board Members – welcome to both! Our community association efforts and successes are driven by the participation of member volunteers; we would like to encourage any individual who would like to participate on the Board or on a sub-committee to contact any member of the Board via the MLRA website www.mckinleylanding.com , and please share the MLRA information with your neighbours and encourage them to join and support the Association. The McKinley Landing Residence Association (MLRA) Annual General Meeting was completed as planned on June 28th. The following notes capture the highlights and follow up items from the meeting.

Approximately 45 to 50 residents, guests and Board Members1 participated in the meeting. The Board extends its thanks to all the participants and guest speakers for taking the time to attend and engage with our community.

The Board also extends their thanks and appreciation to retiring Board members Jan Dunlop, Bob Gabelhouse and Dave Roseberry for their diligent efforts and insights in support of our community. 1. Safety Focus – Ross Jones

Call 911 to report emergencies, fires or open flames. The community fire evacuation routes were reviewed, including i) Shayler

Road thru McKinley Beach property and ii) Bennett Road (via Melcor property. Each member of the community should review in detail (& print off a copy) of the community emergency plan - from the MLRA webpage at https://mckinleylanding.com/community/fire/

BC Fire Smart Guide – copies were provided at the meeting, all residents are encouraged to review the guide, complete the “property assessment’ and take corrective action as needed!http://www2.gov.bc.ca/assets/gov/public-safety-and-emergency-services/emergency-preparedness-response-recovery/embc/preparedbc/homeowner-firesmart.pdf

2. Presidents’ report highlights – Dave Roseberry

“Power comes with numbers, the larger the group the more people listen” … the challenge facing the community association is to increase our membership and community involvement. The community needs everyone to be involved in order for our interests & issues to be understood, actioned and resolved.

Areas of focus:o Membership and Social – organized the spring social BBQ, and

attracted 8 new members in 2017. Will continue to be a critical area of focus for the Board going forward.

o New webpage was funded by the City & substantially refreshed: www.mckinleylanding.com . Many thanks to Bob Gabelhouse for all his efforts!

o Water Committee – very active & positive engagement with GEID. GEID are in attendance and will present more information later in the meeting.

o Road Committee members have been updated, and Bob Campbell will be taking the lead. The Committee will continue to be very active

with a focus on monitoring the existing McKinley road system and engaging on the scoping of future changes. Of importance is road safety (e.g. Glenmore/McKinley Intersection) and the Clifton Road North extension. All residents are encouraged to review the road safety report prepared by the association (PDF attached).

o Local development, continues to be an area of critical focus; Melcor and McKinley Beach representatives are here tonight to provide an update and answer questions.

o Camping & open fires in the switch back area of McKinley road: we have been informed that the City is taking action, and that signage and barricades will be installed in this area over the next week. City has been asked to increase Bylaw inspection and enforcements in the community.

o Dog park, parking & beach access at the end of Dewdney Road continue to be serious issues. City has been asked to increase Bylaw inspection and enforcements in the community.

3. Membership and Treasurer report – Jim Ramsay

Currently have 87 members, with 10 new members over the last year. Membership is $25, with no annual fees. The new membership funds ($250) were used to fund the spring bbq. The association has $700 in their account.

4. MLRA Webpage Update – Bob Gabelhouse

We received a $1000 grant for the refresh; the funds were used to hire a consultant for the work. The webpage has been updated with new sections, features, photos and music.

Links to the City Service requests system, and Central Okanagan emergency services (CORD) have been added.

Board to contact City of Kelowna and ask them to revise their community webpage to point to the new MLRA webpage.

5. Board Nominations

At the meeting, Kate Ramsden and Bob Campbell were nominated and accepted as new Board Members.

This means that the 2017-2018 Board consists of 4 individuals: Jim Ramsay, Ross Jones, Kate Ramsden and Bob Campbell. (In addition, former Board member Bob Gabelhouse has offered to continue with updating the website, and association member Steve Hornstein has kindly offered to assist the Board with membership).

Our community association efforts and successes are driven by the participation of member volunteers; we would like to encourage any individual who would like to participate on the Board or on a sub-committee to contact any member of the Board.

6. GEID Water Management – Ian Wilks, Mike Rojem, and Steven Bonn

Information was provided on the history of GEID and the status of their current projects. Details can be found on the GEID web page at http://glenmoreellison.com/ .

The McKinley Landing water supply is expected to be switched over to the newly constructed system in the Fall of 2017. The switch will only occur after the commissioning, testing have been completed, and approval from the Interior Health Authority has been received.

Future water quality, water pressure, fire supply capacity is planned to be better with the new system. The new water supply includes both UV and Chlorine treatment, vs. the current chlorine only system.

Costs to customers of the new system will be the same as existing, with the exception of the ‘tax’ component which will be switched to use the actual land area of each customer vs. the arbitrary basis currently used.

During the presentation and discussion, the following actions items were identified:

o Recognizing that the MLRA only covers a portion of McKinley residents, GEID needs to develop and implement a plan to communicate the information and updates on their efforts to all community residents. Board to assist as practical.

o GEID to provide a piping system map to illustrate the existing system, and highlight the crossover piping that will be used to connect the new supply service. Board to post to the MLRA webpage.

o GEID committed to providing historical and upcoming quality and system test reports to the community members.

o GEID to improve communication of water advisories for McKinley residents. Via – direct email notices, and similar to the ‘fire hazard’ level sign at the entrance to McKinley road, GEID was asked to provide similar signage at the Reservoir.

o GEID committed to proactively follow up with Glenmore schools to prepare them for the switch over to the improved water supply, and the anticipated removal of the water quality advisories.

The integration of Kelowna’s various water systems was discussed briefly – highlighted as a political process. The Water Committee is tasked with continuing to monitor this item in order to best represent McKinley’s interests in the process.

7. McKinley Beach Development – Andrew Gaucher

www.McKinleyBeach.ca – approximately 100 acres of the 900 have been developed. 150 lots have been sold. Boat dock is in service, the beach and services are all publicly accessible.

McKinley Beach heavy equipment access to the site continues to be via the entrance off of Ridge road / Glenmore road. Residential house construction services will continue to be via McKinley road.

The Ridge road / Glenmore intersection will be improved. Paving of internal roads and the evacuation route will be undertaken during fall 2017 into 2018. Once the paving is completed, work at the intersection of McKinley / Glenmore will be done by McKinley Beach to create a better right hand turning lane – forecast for this work is late 2018.

Road bumps on Glenmore road continue to be an issue, McKinley Beach & the City of Kelowna are aware and responsible for corrections.

8. Melcor Development – Andrew Bruce

http://www.melcor.ca/residential/ Melcor issued a status update email this week. No pre-sales at this time,

Melcor indicated that they have had a lot if interest to date. Phase 1 at the Clifton road end is underway. Sewer, water, power and

natural gas services are being extended into the Melcor site. A gravel through road to Arthur court is in place to allow better access to

materials through out the site (e.g. sand piles) to support the infrastructure install.

All blasting on site will follow the strict BC provincial guidelines, all impacted residents will be contacted in advance.

The interconnection of the roads between McKinley and the new Melcor community to the south, is forecast to be 6 to 8 years away. Although the internal switch-back connection within Melcor at Bennett Road will be ready, it will not be placed into service until the Arthur Court connection is ready. (This was the City’s decision that took into account the preferences of those living on Bennett Road). The final design and functionality of the road system connection to & through McKinley has not been defined yet. It is expected that the City will begin the planning process to do so in 2017, via

their Capital Planning Process. This process will be the opportunity for the McKinley community to engage in and influence the final plans, including dealing with road related issues identified in the Road Safety Audit. To date the City has not responded to this Audit report. The design and functionality of the interconnections remain a critical community issue, and though construction may be a few years away, the opportunity to influence is imminent.

The “beach park” agreement is in place between Melcor and the City, for a 4 acre waterfront park. Parking adjacent to the park area is to be determined by the City. The actual development and partnership agreement to follow.

The development will include Fortis natural gas services extended from the Clifton area north. Any potential natural gas services to McKinley area would need to be determined by Fortis in the future.

Re the ‘permanent’ House boat at the beach area – this will become a City/Provincial responsibility once the park is transferred over.

9. City of Kelowna Engagement – Mohini Singh

Councillor Singh indicated that she has been engaged with the Board and asked members to engage with her directly on critical issues. Feedback was provided that the two way dialogue process could be improved.

Bylaw Officer attendance, engagement and enforcement was discussed. Feedback was provided that the bylaw service level was not meeting resident expectations, Officers need to be better informed about their responsibilities, the definition of City property, and be more active in enforcement. Key issues – parking, rowdiness, camping, open fires, drinking & driving.

Service request system - https://www.kelowna.ca/city-services/services allows an individual to provide direct feedback to the City on all issues of concern (e.g. parking, dumping, noise, road conditions, dogs off leash, signs). The City would encourage everyone to use their cell phone to complete the service requests as a cell phone allows for photos to be included as well as GPS location of the issue. Using this system and having multiple citizen reports for the same issue --- is an effective method for our

community to get the City to be aware and hopefully more responsive to our day-today concerns.

Bear sightings – several sightings in the area, recommended not to put your trash out the night before. Province of BC ---- To report a conflict with wildlife that threatens public safety call 1-877-952-7277.

Dog poop – some residents had complaints about people not picking up after their dogs, particularly on Arthur Court where dogs are often let “off leash”. It was suggested that residents and the Board follow up with the City or Regional District to gets signs and/or bag stations installed where needed.

10. Administration Items

Issues identification – the Board is interested in hearing from all members and would encourage members to share any concerns (& positive news) with the Board via the MLRA website.

Membership – Some of the advantages of having an Association and belonging to it include having a say and being able to influence Community events in a positive way; better access to Community information; and voting privileges on special cross-Community issues. List - The Board maintains a contact list of the MLRA community members, any changes to contact information should be made by contacting Jim Ramsay ([email protected]) or via the MLRA website.
