The Department’s functions and services include disability services; child protection and family support; social and affordable housing; youth justice; community initiatives and remote regional services reform.

Role StatementContributes significantly to the strategic leadership and management of a solution-focused employee relations consultancy and advisory service to the Department on the application of awards, agreements, employment legislation, employee relations policies and associated human resources management matters.

Prepares associated organisation related industrial matters and represents the Department as required in external jurisdictions.

Manages complex employee relations matters, including discipline, performance management, grievance resolution and fitness for work issues.

Duties and Responsibilities1. Contributes significantly to the strategic leadership and management of a solution-focused

employee relations consultancy and advisory service for the Department on the application of awards, agreements, employment legislation, employee relations policies and associated human resources management matters.

2. Provides leadership and direction to a team in the provision of employee relations services and ensures that matters are handled appropriately following compliant guidelines & the Public Sector Industrial Relations framework.

3. Contributes significantly to the development, implementation and management of the Department-wide industrial relations plan, frameworks, strategies, policies and procedures.

4. Contributes significantly to the development, negotiation and administration of agreements and awards.

5. Manages negotiations, and provides representation and advocacy on behalf of the Assistant Director and the Department for assigned employee relations matters before unions, Government, employees and industrial jurisdictions, including the Equal Opportunity Commission, State Administrative Tribunal, CCC & PSAB resolution processes.

6. Develops and maintains professional relationships and networks with other government agencies to collaboratively address common current and emerging issues.

7. As directed, represents the Department in public sector forums and conferences relating to employee and industrial relations.

8. Contributes to broader strategic planning and policy development and implementation for the Department to ensure employee relations matters are addressed.

9. Monitors and evaluates the effectiveness of policies and procedures and implements strategies for continuous improvement in employee relations practice.

10.Promotes and implements workplace reform strategies and strategic employee relations initiatives and policies, as well as providing advice on industrial implications of workforce reform.

11.Undertakes research and analysis of complex employee relations matters in relation to industrial disputes, awards and agreements and other general employee issues.

Essential Work-Related Requirements (Selection Criteria)1. Demonstrated significant experience in;

Managing performance management, disciplinary processes and investigations into suspected breaches and implementing recommendations.

Developing and implementing solutions to complex disputes and workplace relations issues, including change management.

Negotiating industrial matters (including enterprise agreements) and undertaking an advocacy role in industrial and other tribunals.

2. Knowledge of current industrial legislation and practices, emerging issues, and developing strategies that contribute to quality organisational outcomes.

3. Providing advice in relation to management of human resources, with an ability to identify and address inter-related industrial, occupational safety and health, and equal opportunity issues.

4. Experience in leading and developing a team to deliver organisational outcomes within a strategic employee relations context.

5. Excellent interpersonal and communication skills, particularly in the areas of relationship management, negotiations, credible influence and developing the capabilities of other.

Desirable Work-Related Requirements (Selection Criteria)1. Knowledge and understanding of working with, and the impact on service provision to,

people with disabilities, children in care and less advantaged individuals and families who have opportunities to prosper through home ownership.

Essential Eligibility Requirements / Special Appointment Requirements 1. Appointment is subject to a satisfactory National Police Clearance.2. Possession of a current Western Australian 'C' or 'C-A' Class Driver’s Licence or equivalent,

and the ability to travel in response to organisational needs. This requirement continues for the duration of employment in this position and from time to time production of the licence may be required upon request by the Department.

3. Able to travel by air to remote regional locations and to stay overnight or for short periods.
