Proposed Resolutions on Organisational Renewal Noting that: 1. Proposed Resolutions on Organisational Renewal

Noting that:

1. Since the birth of SANCO in 1992, 03, 21 in Uitenhage (Eastern Cape), the primary objective of the formation of SANCO was to consolidate all various Civic Organisations under one umbrella of a unitary organisation called SANCO.

2. SANCO objective was to unite and mobilize communities to fight for their basic needs.3. To build a United, Non-Racial, Non-Sexist, Democratic and Prosperous South Africa.4. Basic organisational Structures and Units have collapsed in some areas – Branches, Zonal

Structures, Regional Structures are weak and those in existence lack capacity.5. Our organisational Principles, Character, Culture, Values, Discipline, and Independence

have been compromised.

The Renewal is more important for SANCO because SANCO has been haemorrhaging (internal bleeding) for a long period of time.

The internal defence mechanism of SANCO has been weakened because of lack of political discipline; collective leadership have not been existing, systems not in place, organisational culture and value undermined.

Competition and greediness, non-existence of policies, no researched work. Resources and finances of the movement has been abused by individual, leaders bringing

the organisation (SANCO) into disrepute, which manifests a flagrant violation of the Moral Integrity expected from senior leaders and some members.

Provoking division and break up of unity in the Regions, Provinces and the organisation in general.

Allegation of creating parallel structures. Activities of unfair dismissal, undermining and sideling of members.

Principle of Democratic centralism not respected decisions not implemented. Abusing of the office/ position to obtain finances/ resources and other undue advantages. Changing constitution outside from the highest decisions making structures. Foreign behaviour of members eg. Dragging the organisation to court, pronouncing on

issues not properly discussed in structures. Failure to organise events to honour our heroes and heroine – complete forgotten of our

forebears of SANCO. Various Region, Provinces including the National Structure – operating in a vacuumed –

no office. Provinces using various membership cards – this is a strong indication that the centre was not holding failure to adapt to the changing conditions can consign organisation even those with the best ideals to the dustbin of History.

Why should SANCO be renewed and be assisted to grow?

In 20 years to come South Africa, Africa and the World in general shall be a different place. There are greater possibilities that Africa maybe a peaceful, prosperous and better place to live in, or our Africa Continent may be a bad place to live in. African history has taught us that you cannot trust the liberation movement especially after gaining power. Many of these liberation

movement have turn themselves into state of dictatorship, corrupt political master and state officials, abuse of human rights, infighting for political power, economic growth comes to a stagnant, and undermining the popular support gained from the poor masses. There will be more challenges in the next 20 years to come-technology will be highly developed, human resource skills will be better developed. By doing forward thinking and future analysis of the situation in the world, we can safely arrive at the following conclusions.

AFRICAN PARLIAMENT will be in place. There shall be one currency in AFRICA. Issues of borders will be better co-ordinated amongst AFRICAN STATES. HIV/ AIDS cure will be in place. Possible conflicts will be around the scarcity of water, political power and control of the

state resources. The environment will be seriously damaged. Mode of transport systems will be at an advance stage. Issues of skills will still be a challenge. Technology and ITC will be very advanced. Poverty, Crime, Unemployment will be better managed and reduced if there is political

stability, economic growth is at the higher level and peace is prevailing in Africa. If the ANC together with Alliance partners failed to manage the current political

squabbles, the ANC will break into two; this will create more problems for the Alliance, the Country and Africa in general. The split in the ANC will give birth to more-stronger oppositions; the disunity will compelled the Alliance – SANCO, SACP, COSATU and the new ANC to find new political Alliances. The split will further reverse the gains of the NDR by 180 degree.

The co-operative if implemented properly this will result to more jobs growth and poverty reduction.

Challenges of basic service delivery in a number of pockets areas will still be existing.

Because of the above greater possibilities of the things that may happened, that is why we argue very strongly for the renewal of SANCO so that it can be assisted to grow to become a bigger, better, professional, responsible, accountable, more effective and efficient new SANCO.

Therefore Resolve

1. Building Mass and Campaign Based Branches.1. Ensure that the entire municipality Wards, a SANCO Ward Based Branch is built by

Proposed Resolutions on Fighting Against Crime, Fraud and Corruption

Background

Gauteng is an attractive, densely populated province characterised by high level of competition for scarce resources within the three Metros and several District Municipalities as hub of economic destination.

It therefore facilities fertile and an unfortunate crime parallels indicative of economic centres around the world that undermines and challenges a Security and Justice system limited by resources on a daily basis.

SANCO acknowledges that each community and groups are affected by crime differently and generally characterised as follows:

Township Commercial and Business Suburb

Drug syndication pick pocketing, mugging and Burglaries and theftrobberies

Domestic Violence, common shop lifting, petty theft and bulk rape and assaultAssaults and rape syndicate theft

Mugging and robberies car jacking with car jacking and Intent to murder murderExtortion

Theft and burglariesOrganise and sophisticated white aggravated robberiesCollar crime

Car-jacking and murder drug syndicateCorruption

Petty crimes

Noting that:

1. News media are everyday littered with various forms of crime affecting communities. These continue to paralyse our communities as they hold the whole of South Africa at randsom by criminals within them.

2. Accordingly, there is no doubt that as morals decline they render communities helpless, they feed on anarchy and they create a threat of vigilantism towards lawlessness.

3. SANCO acknowledges that crime levels have spiraled out of control and its impact on citizens continues to leave deep dividing scars with long term effects on their social and traditional discourse.

4. Secondly, SANCO admits that there is an urgent need for to arrange justice and security stakeholders at all tiers of government and civil society for resolution.

5. SANCO needs to reflect on the role of various forums including the Community Policing Forum (CPF). Thus forum needs to be revitalized with sharp teeth in its operation rather than just participate in a charade of community endorsement.

6. The Independent Complaints Department (ICD) reports on the failure of the police services to convict its members who had committed crimes against people in their care must be a cause for concern for the CPFs.

7. Lastly, SANCO must evaluate its role around crime and initiate effective interventions for the communities’ peace of mind informed by its mission considering all events previously hosted successfully by South Africa; e.g.

Rugby World Cup (1995) World Summit on Sustainable Development (2002) Non-Aligned Movement and other crucial major conferences

8. No wonder, South Africa opponents maliciously campaign against the 2010 soccer World Cup preparations using crime to spread doubts and lies about our ability to host and stage a successful tournament.

9. SANCO is under no illusion about the socio-economic factors affecting our people and challenges of crime confronting them.

Further Noting that:

1. South Africa’s crime rate has fallacies and facts which make it quite difficult to determine the exact statistics.

2. Incidentally, crime experts always question the stats released by SAPS based on reported crimes and unreported crimes still cannot be accounted for.

3. Crime is terrorizing peaceful citizens daily and continue to make our country a perpetual nightmare; especially when it exposes the limitations of SAPS to deal with its many forms at once without the support of the communities and stakeholders.

4. South Africa can be a safe place when all members of the community go out and support organs of the state security to fight crime.

5. Stats continue to show that rape is still the major crime in South Africa according to Rape Crisis with the highest per capita rate of reported in the world close to 70% of all rapes that go unreported. They are generally effects of dating with dominant alcohol and drugs.

6. 54 310 reported rapes, indecent assault incest cases, (and only 1 in 20 is reported), then the actual figure is 2 976 rapes per day or more than 2 minutes.

7. Robbery and theft is increasing phenomenally; e.g. Cash-in-transit heist, shops (shopping malls, spazas, taverns, etc), and professional services (medical general practitioners, chemists, etc), copper theft with grave consequences for quality life (electricity, trains, etc).

8. Our murder rate is compared between Washington D.C, with a highest murder rate in US, and Pretoria with the lowest murder rate of any major cities in South Africa.

9. Johannesburg is compared to Diadem, Sao Paolo, Brazil on the basis of a higher murder rate.

Therefore Resolve

1. Mobilise civil society to act against crime.2. Engage different interventions and stimulate alternative community centred solution.3. Concretise working relationship with SAPS. Gauteng Traffic and Metro Police.4. Facilitate quarterly interval reviews in conjunction with the SAPS, Gauteng Traffic and

Metro Police.5. Evaluate impact and utilization of the information from the communities trough patrol

units.6. Observe and provide criminal patterns and their impact on community economy.

Further Resolve

1. Critical coalition and partnership of a social movement to stamp out crime and facilitate a safe and secure environment for the citizens in pursuit of the dictates of the National Democratic Revolution.

2. Improved regular monitoring processes reviewing criminal behaviour within communities.

3. Improve Inter Agency co-operation.4. Improve social engineering.5. Mobilise communication tools for communities to network information effectively and

efficiently.a. Develop appropriate forum to ensure consistent information flow among the

inculcate a culture of discipline to fulfill their expectations of peaceful and prosperous neighbourhood.

b. Coordinate seminars and training workshops to keep communities constantly empowered to deal with crime from its initial stages to its consequences with an aim of creating permanent remedy facilities.

6. Provide all structures with necessary information related to Operation Mpimpa.a. Sensitise communities to evident criminal sophisticated methods and tools against

policing operations in order to facilitate a dynamic corps dealing with crime.b. Set up toll numbers in emergency distress.

7. Mobilise all communities to strongly support Operation Mpimpa which should expose all criminals hiding in our communities before unleashing their crimes to the innocent targets.

8. Engage Local Structures such as Ward Committees, Local SANCO Branches, Local Churches et cetera in our full scale roll outs.

9. Target Local Schools notorious with drugs and gangsterism track-record.

Further Resolve

1. As champions of the cause of the community, we have a responsibility to protect and defend them from any form of depravation, especially terror tactics to submit their possessions.

2. It is a fact that our communities do know about committed (or about to be committed) crimes. Unfortunately, they do not see the impact of this crime until it hits them directly and squarely in their homes and families.

3. “I don’t care it’s not my money, and it’s not my business” attitude leads to declining morals in our communities. They must be aware that this attitude undermine the economy and deprives them of a good quality of life from stable business and job opportunities. Simply: our people are yearning for socio-economic expression.

4. We need to inject attention in the same way as we did in the 1980s with Street Committees, Self-Defence Units and collective responsibility against Apartheid terrorism. Let’s get back to basics and lead the community to the befit of relative peace, take a stand against crime and explore the opportunities arising out of the experience. There is always opportunity in adversity.

5. Our campaigns always have a positive impact with stakeholders joining hands against crime.

Proposed Resolution on Gender Based Violence

Noting that:

1. Widespread discrimination of women who are members of vulnerable groups still occure in South Africa.

2. Gender Based Violence is the major Public Health and Human Rights problem.3. It has profound health implications but is often ignored.4. One of the common forms of violence against women is that performed by a husband or a

male partner.5. This type of violence is frequently invisible since it happens behind closed doors.6. Some cultural norms do not treat it as a crime, but rather as a private family matter, or

just a normal part of life.

Therefore Resolve

1. To engage government to take concerted actions and make Health, Education and Criminal Justice Sectors to take this matter seriously.

2. To mobilise all our structures and communities to fight against all forms of Gender Based Violence.

Noting that:

1. Illegal dumping sites causes health hazards.2. Pit latrine in a number of informal settlements causes diseases.3. Mine dumps that are not properly controlled.4. Underground water is polluted.5. Massive destructions of Wetlands, Lakes, Water Streams.6. Air pollution is a major problem.7. Lack of enforcements of Bylaws and poor legal compliance.8. Lack of community Based Education.9. Uncontrolled Veld Fire.10. Non compliance of building contractors.11. Coal stoves and braze causes harm in human being life and the environment.12. Environmental degradation due to mining activities, urbanization and industrialization.13. Challenges of dolomite, mining, informal settlement, industry pollution.

Therefore Resolve

1. Organise Educational Workshops and Educational Tours.2. Lobby Municipalities to implement Bylaws.3. Organise SANCO Driven Clean Up Campaigns (Beautification of our towns and Cities).4. Convert/Change all empty spaces to be food gardens and Community Based Parks.5. Develop Programmes and Projects in partnership with various organisations to protect the

Wetlands, Lakes, Streams and Rivers.

Proposed Resolutions on Local Government Elections

Noting that:1. Local government works closest to the people. It is where each of our plans must be put

into practice. It must therefore be an effective instrument for change.2. The election on 5 December 2000 was the first fully democratic local election in South

Africa.3. South Africa's system of local government is one of the youngest and most democratic in

the world.4. and although change has come faster to some areas than others, many communities

around the country have seen positive change in the last five years:a. Water and electricity have become more accessible than ever before.

5. Municipal Elections 2000 marked the final stage in the democratic transformation of South Africa.

6. After the first fully democratic national and provincial elections of 27 April 1994, the transitional local government elections were held in 1995/96.

7. After that new policies and legislation were developed and the Municipal Demarcation Board set up.

8. The municipal elections were held on 5 December 2000 to complete the democratic transformation of local government in South Africa.

Therefore Resolve

1. Based on the 2001 and 2008 National Conference Resolutions, SANCO will fully support the ANC in the coming Local Government Elections and National Elections in 2014.

2. The List must reflect the Motive Force of the NDR.3. The List must reflect the inclusive geographical spread.4. The List must reflect Gender Balance according to Polokwane Resolution.5. Lobby the ANC leadership to consider the following split of SANCO members

representation in the Metros/Districts, Provincial and National Lists:a. Metro and District Municipalities a maximum of 10 members – a minimum of 6

and 1 position for inclusion in the Mayoral Committee.b. Province – Five MPLs – 1 consideration for MEC.c. National – Five Members – 1 consideration for Deputy Minister or Minister

Position.6. Ensuring that all SANCO structures fully participate in all election structures and

campaigns.7. Organise SANCO Driven Election Campaigns to contribute to ANC activities in ensuring

an overwhelming victory.8. Consider to support aspects in COSATU Pact.

Proposed Resolutions on History and Heritage

Noting that:

1. The struggling history of various Civic Activities of the 70s and 80s that resulted to the birth of SANCO, that history is not recorded.

2. SANCO history since its birth in 1992 its not recorded.3. Heritage of this Giant Civic Movement is not preserved and there is no protection of it.

Therefore Resolve

1. A Project and Campaign must be initiated to record the history of the Civic Movement.2. Project and a Campaign to be started to preserve and protection of the Heritage of

SANCO.3. Establish a Library or a Resource Centre to safely keep the History and Heritage of

SANCO.4. Organise Educational Classes, Memorial Services, Lectures etc in order to educate our

members and communities about the importance and relevancy of SANCO’s History.5. Lobby Libraries, Museums, Colleges and Universities to keep all information all

information about SANCO History.

Proposed Resolution on Alliance

Noting that:

1. ANC Strategy and Tactics define SANCO as a non-Strategic Partner.2. ANC 10th Provincial Conference That SANCO is not a Strategic Partner of the Alliance,

the Conference resolved that SANCO belong to MDM Structures.3. The formation of SANCO was not an accident of history but it was a Revolutionary

Strategic Movement.4. SANCO does not have an Ideology of its own.5. Ekurhuleni Alliance Summit declaration 1 and 2 recognise the importance existence of

SANCO and its imperatives to be part of the broader Political Alliance.6. Midrand Alliance Summit and the Polokwane Conference down play the Political

importance of SANCO as an Alliance Partner.7. The Gauteng Provincial Alliance Summit in Braamfontein 2008 – recognised the

importance of SANCO as an equal partner and that SANCO must be assisted to grow and develop.

8. The recent ANC Provincial Survey confirmed that 33% of ANC members are loyal members of SANCO and they contribute positively towards NDR goals.

9. The ANC president in January 8 Statement recognised the importance of SANCO in the NDR.

Therefore Resolve

1. Organise bilateral meetings with MDM structures, ANC, SACP and COSATU.2. Consider some elements in COSATU Pact Document.3. Consider the following 6 options in order to resolve the challenges confronted by

SANCO in the Alliance.

Option 1

Since we (SANCO) are not part of the Alliance, we should officially break away from the ANC led Alliance. This option will make SANCO a true Social Revolutionary Movement that is independent, not compelled in terms of our resolutions and outside political influence to blindly support the ANC on all elections and on almost all government policies from outside. Can’t place SANCO leaders on the ANC list – as SANCO nominee.

Option 2

Form Strategic Partnership with COSATU in terms of its election pact, support them on community campaigns that will benefit the interest of the poor and the poorest.

Form Strategic Partnership with SACP – Join and support them when they contest State Power in a near distance future. Support their call that the Alliance must be re-configured/changed. Support and participate in campaigns and programmes that will be of benefit to the communities led by SANCO. Can place SANCO leaders on the SACP list as our nominees.

Option 4

Opt to be the leader of the MDM formations with no blank cheque support for the ANC, SACP, COSATU and all MDM formations.

Option 5

Remain completely independent from ANC, SACP, COSATU and all MDM formations.

Option 6

Stay in the current so-called Alliance tolerate all the abusiveness, political undermining, allow SANCO to be good and recognised when it come to elections only. This option will result to the death of SANCO, independence compromised, support policies that we do not agree with – which may be detrimental to the poor of the poorest possible can influence the ANC and ANC led Government from within. Maintain our current confused state.

Proposed Resolutions on Service Delivery

Noting that:

1. The new Democratic State is 15 years old.2. The newly elected Administration is 4 months old.3. The past few months Gauteng Province has experienced Service Delivery Related Protest

Actions.4. The community Protest Action are genuine as a true reflection that there are problems of

Water, Sanitation, Housing, Electricity, Transport, Crime, Health issues, Storm Water etc.

5. Some criminal elements and parties opposed to ANC Led Government have exploited the situation for their party political gains.

6. These Protest Actions have became violent, destructive by causing human life and the burning down of the Sate properties and public reps properties and assets has been destroyed.

Therefore Resolve

1. Lobby the Provincial and Local State to fast track the service delivery by focusing on: Water and Sanitation provision, Electricity connection and providing alternative energy

Proposed Resolutions on Economic Meltdown

Noting that:

1. The global economic crisis originated with the bursting of the housing “bubble” (inflated asset crisis) in the United State.

2. The sharp fall in housing values precipitated a crisis in all those banks and unregulated financial institutions that had bought debt instruments (securitized loan), based on these now non-performing mortgages (the so-called “toxic” assests).

3. The crisis spread from housing markets, to banks, to the financial system in the USA, and then to financial institutions across the globe and to the global economy.

4. The financial crisis has led to a sharp fall in demand for goods, services and investment in countries across the globe, leading to the most severe recession since 1993.

5. Across the globe, people have lost their savings and millions have lost their jobs.6. What are the political, ideological and policy implications of the crisis?7. George Soros comments “Markets were seen as basically self correcting. That paradigm

has proven to be false, so we are dealing not only with the collapse of the system but with a collapse of a world view.”

8. Almost everywhere, governments have responded by efforts to recapitalize banks (by buying equity or toxic assets, relaxing monetary policy and significant increases in public spending funded by borrowing – fiscal stimulus).

9. They are doing so because only spending by government can sustain the economy (at least in the short run) where private investment has collapsed.

1. Working together with Gauteng Government to identifying people who must receive Social Grants.

2. Support Provincial Government to eradicate poverty stimulate economic growth and accelerate Service Delivery.

3. Fast Track the establishment of Cooperatives.4. Embark on education campaign to raise the community consciousness on the importance

of saving.5. Alignment with national priorities and across spheres.6. Combine “defensive”, counter-cyclical measures (short term) aimed at stimulating

demand and protecting our economy and society in the face of the economic crisis with transformative measures (long term) to deal with the structural constrains (including supply side) on labour absorption and economic growth (… the unique features of the impact of the global crisis in SA/Gauteng should be recognised. Although we are faced with a banking/financial crisis and consequently the size of the required stimulus required is much more limited, South Africa’s unemployment problem is structural, not merely cyclical).

7. Since lower growth will mean reduced revenues while the hardships of the people increase, we are going to have to do “more with less”.

8. This should involve cost savings and budget optimization (efficient allocation in accordance with priorities). In this regard, the role of Treasury becomes absolutely critical.

9. Recognise in the crisis an opportunity, to foreground the role the developmental state, shift policy discourse and prioritise people centred development (e.g. opportunity to

11. However, this places a premium on the capacity of the state to deliver (inefficiency of the state apparatus is even more of a risk factor in the current since borrowed money might be misspent).

12. Our interventions should be holistic, targeting both the economy (job retention/creation), and people taking strain (poverty alleviation).

13. The Provincial Government should a foster a positive outlook for the Gauteng economy by laying out a plan of public expenditure for the next five years which will clarify the opportunities for “crowding in” private sector investment by firms that would benefit from the stimulus.

Proposed Resolutions on Political Education and Cadre Development

Noting that:

1. The majority members of SANCO are adult and dominated by females.2. There is a scarcity of younger people.3. There is serious lack of political education among some members especially among new

members.4. There is a lack of Political Induction of new members.5. The main purpose of political education is to prepare cadres who can do the work of the

movement.6. As soon as a leadership is formed it begins to deplete, because comrades are deployed to

higher structures. Others move away. For these reasons our branches need to generate a steady stream of new cadres who are ready to take up the leadership and administration of the branch.

7. When political education is carried out consistently, it also becomes a way of recruiting new members. Ordinary citizens may be persuaded to attend classes, even though they might not be ready to pay a membership fee and join the SANCO. Political education classes can act as a stepping stone for smooth entry into the SANCO.

8. Gathering the membership and friends in local areas for the purpose of political education will also make it easier to launch sub-branches in those areas based on the students of political education.

11. The "bucket-and-tap" form of presentation, where students are buckets and the teacher is a tap, is no good for the purpose of Political Education.

Proposed Resolutions on HIV/AIDS

Noting that:

1. The “Conspiracy of Silence” has been broken at the senior national and international levels. However, there is a “Second Wall of Silence, not so well defined as the first wall, but even more damaging. This Second Wall of Silence includes the wall between the government officials and communities, between politicians and voters, between communities and households, between households and households, between husband and wife, between parents and children, between teachers and students and between boyfriend and girlfriend.

2. In order to win the war against HIV/ AIDS, it may not be necessary to stop all HIV transmissions, as in all epidemics the challenge is to make sure that each infected person on average infects less than one un-infected person.

3. HIV/ AIDS is no more an individual problem, it is the community/ society problem at large.

Therefore Resolve

1. Reflect the social context in which individuals construct and re-construct their roles (reduce high risk).

2. Play a vital role in giving necessary development and information.3. Remove the walls in successfully fight against HIV/ AIDS.4. Work with health services to make interventions and communicate efforts to change individuals

behaviour – (Individuals have serious difficulties to change their behaviour in the context of poverty, gender exploitation and peer pressure) – The social context determines individual behavior and not the other way round.

5. Embark on the awareness Campaigns, Positive Living Campaigns and helping in establishing more community support groups.

Propose Resolution on the Establishment of the SANCO Youth Desk

Noting that:

1. The weak state in which the youth movement finds itself currently. Part of the explanation for this is the fact that SANCO does not have a forum within this sector to assert itself and influence processes.

2. Our programme, which requires that we build SANCO as a strong, vibrant and dynamic civic organisation with a mass character.

3. That the 2001 Mogale City National Conference resolved that a SANCO Youth Desk be established at National, Provincial and Regional level.

4. That young people are in majority in Gauteng and most of whom are unemployed, affected by poverty, diseases and crime.

Believing that:

1. Resourceful people that they are, young people are capable of confronting problems specific to them by virtue of their youth, through variety of ways, including organised forms.

2. The youth is capable of taking initiative to organise itself in forms appropriate for the pursuit of a resolution of these problems, including into a structure that would carry forth the ideals of a Civic Movement.

3. SANCO is seized with the responsibility to harness the enthusiasm and preparedness of the youth to organise for the betterment of our communities.

Therefore Resolve

1. Establish the SANCO Youth Desk as a forum for recruitment, induction and training of young people into a Civic Movement with the capacity to contribute directly and decisively to the sustainability of SANCO for years to come. The SANCO YD shall be established immediately after the Provincial Conference to be held on the 19-20 September 2009. Some of the tasks to be undertaken as a build-up to the establishment Meeting will include:

2. The National Executive Committee assigning one in its ranks to assume political responsibility for the project, and

3. A National Consultative Meeting of young members of SANCO and progressive youth to be convened within two months of 9th Provincial Conference to consider all aspects pertaining to the Youth Desk, including composition, affiliation and programme.

Proposed Resolution on Senior Citizens

Noting that:

1. SANCO has a lot of Elderly comrades who are above 50 years, 60 years, 70 years etc.2. Our communities have a lot of responsible and highly respected elderly people.3. Given the Scourge of HIV/AIDS, the aged have taken over the responsibilities of caring

for orphaned and vulnerable children in our communities.

Elderly people are abused by their children, family members, community and society.8. Recreational facilities are not available for the age.9. Noting the failure of African values, norms and the spirit of Ubuntu – result to the neglect

and abuse of the aged.10. Skills, knowledge and experience that is posed by the Senior Citisens is ignored by

communities.11. Lack of places of safety and a new taboo attitude and tendencies of not wanting to stay

with our elderly.

Therefore Resolve

1. SANCO to urgently form the Provincial, Regional, Zonal Branch Level the Senior Citisens Desk in all our structures.

2. Embark on a Survey Campaign/door-to-door – to identify, record, refer and ensuring that all our Senior Citizens receive the necessary support, assistance and highest degree of caring and protecting.

3. Address the social impact of elderly people and children living with the elderly affected by HIV/AIDS and other various diseases.

4. Address the economic and cultural challenges confronting elderly people.5. SANCO Senior Citizens Desk in all our structures must address the following problems

of elderly people; these problems must be attended to in a systematic manner.

The problems are:

a. Lonelinessb. No decent clothingc. No meals/foodd. Robberye. Lack of support and facilities at pay point

6. Aging is nothing to be scared of, the aged are a force with skills, knowledge and experience that can be efficiently utilised to enrich our communities given an opportunity to do so.

7. Develop programmes and campaigns to encourage and support our communities to stay with their elderly people at their homes.

8. SANCO to organise various activities to celebrate the International Day of elder persons.

Proposed Resolution on the SANCO Investment Arm and Funeral Scheme

Noting That:

1. Over the past years SANCO initiatives and activities in trying to ensure that SANCO members and communities are financial assisted and the organisation to be financial sustainable and independent, the above activities have collapsed because of poor management, corruption, poor planning and lack of discipline.

2. SANCO members and communities never benefited from the above economic empowerment activities.

3. SANCO was the first Mass Democratic Organisation to establish the Business Investment Arm and Funeral Scheme.

4. The Gauteng SANCO Development Trust collapsed because of poor planning and management of the Trust.

5. Some SASCO members who served in the above various boards as member were not dedicated and there was a lack of organisational and Business Discipline.

6. Resources and Business Profit of the above business empowerment benefitted individual SANCO members.

Therefore Resolve

1. Re-organise and revive SANCO business activities and the Funeral Schemes for the purpose of benefiting the poor of the poorest, SANCO members and the communities.

2. Conduct a detailed research and survey on the necessity of resuscitating the Funeral scheme, Business Arm and Development Trust.

3. Conduct a detail forensic audit in order to establish what happened to SANCO assets, finances and resources.

Proposed Resolution on Poverty Eradication

Noting that:

1. The majority members of SANCO and hundreds of our communities are suffering from poverty, unemployment, lack of marketable skills.

2. COSATU and other federations have formed a Job Creation Fund.3. SANCO in the past years has failed to pay full attention in dealing with the matters of

poverty, unemployment and economic development.

Therefore Resolve

1. Establish Community Development Trust for the purposes of poverty eradication, developed income generating projects, form various co-operatives e.g.:

a. Skills and Capacity Development.b. Transport Co-operative.c. Income generating Co-operative.d. Food Growing (Agricultural) Co-operative.

Noting that:

1. The South African Public Transport is neglected by the State.2. The South African Public Transport is inadequately financed by the State.3. The public Transport system was (skewed) planned and implemented to ensure better

services in the former white residential areas and towns.4. Some rural areas are not serviced by the Public Transport.5. The Public Transport is not reliable.6. The Public Transport is deteriorating.7. We do not have an integrated, reliable and decent Public Transport servicing

communities.8. Trains are not operating in other areas.9. The Public Transport is not safe.10. The State seeks to outsource and/or privatise Public Transport.11. Some buses and mini-buses are in good condition to transport the Public.12. The Public Transport is running along the maximization of the profit lines.

Believing that:

1. The State should take care of the Public Transport.2. The State should increase budget for Public Transport.3. The Public Transport system in the neglected areas should be extended.4. The Transport system in the rural areas and/or remote areas ought to be improved.5. The Public Transport should be overhauled in to a timeous and reliable system.6. The state of the Public Transport should be improved.7. The State should build an integrated transport system for the benefit of the communities.8. The Transport should be extended to the areas, where they are needed the most.9. The State should provide security for the people who use Public Transport.10. The Public Transport should be run by the State.11. Unsafe buses and mini-buses should be taken off the road to protect the Public.12. The Public Transport should be overhauled to use a uniform ticketing system applicable

for buses, trains and the taxis.

Therefore Resolve:

1. That the Government should be urged to look after the Public Transport.2. To pressurize the Government to increase the Public Transport budget substantially.3. To urge the State to extend the Public Transport services to rural areas.4. To introduce and build up a strong Public Transport in the rural areas.
