Seymour Here are several options that could work for toned down colour.
Audrey
The Singers The plain Modrian colour blocks are probably best. We also need something swankier for later on. The green dress below might be nice (vintage Dior), we could have one in each colour: yellow, red and blue

Bernstein, Luce and Snip
Even though they would be silent (or we could split up the lines) some of the cast could be part of a media scrum that follows Seymour and Luce/Bernstein/Snip as they move around the stage, like fish or birds. Each reporter could have colour or theme to go with it.
Bernstein (NBC Flower show) Maybe rainbows, or something very mod. It is for Seymour to do a flower show with NBC. The other option is something more glitzy, with gold and silver, but I don’t know how hard that would be. Or we can just pick a colour, like yellow, and dress everyone in yellow.
Mrs. Luce Black and white, although that could easily be for Snip
Snip This is for an educational tour. We can just randomly assign a colour, like green.
Other Male and Female characters
The basic idea is for each costume to stick to a colour. But maybe this is too “happy” for skid row. The other option is for all characters to start in black and white and gradually add in colour through costume changes. This also sets the 3 Singers immediately apart visually.

Lots of straight, heavy lines. This would not look overly realistic. Colours can be added in as we go.

In Negative We could reverse the style to white on black instead of black in white, like a negative image. This could be done in the cartoony style or something simpler.
