1. Opening remarks

Joe Doubleday official opened the meeting and welcomed everyone. Because several guest were present, everyone went around the room and made a short introduction about themselves.

Zakhele Nhlapo, manager of the South African Civil Aviation Authority Flight Inspection Office offered a warm welcome with his opening remarks. He stated his gratitude for the ICASC coming to South Africa. He also stated the importance of the upcoming IFIS not only to them but also surrounding African countries. He hopes the IFIS to be a valuable resource to encourage higher safety standards within South Africa and surrounding regions.

2. Member Updates

Florence Jacolot

Since last March, both King Airs have been running for FI, still full schedule every week despite ILS decommissioning. We still work in Paris CDG at day, but we are working on a program to be able to fly at night, for France and contracts abroad.

We have successfully equipped a Cessna F406 Caravan II aircraft in St Pierre and Miquelon close to Canada, after NAv Canada has notified DTI end of 2018 they could not collaborate with us any more due to fleet rationalization. 1st ILS check was performed in September successfully with our portable Carnac 30 FIS.1st PINS procedure : FI next month onboard Sécurité Civile EC145 helicopter with our Safran portable Carnac MS FIS. LPV minimum will not be flown since last IFPP panel draw that a bug exist in PANS OPS regarding obstacles assessment in the Missed Approach.Decisions to deploy RNAV visual (renamed as VPT RNP Visual Prescribed Tracck) on all major airports in France where there is noise reduction objectives . They were formerly named RNAV visual or Visual RNAV, we now use the term that comes out at ICAO of VPT RNPAs, most of the existing procedures use RF legs, the concept France is setting up following aircraft manufacturers is to back up the procedure with an RNP AR for the airlines equipped, and qualified crews and design it according to RNP AR criteria. As far as flight inspection and validation is concerned, they will require systematic simulator evaluation and a flight inspection for the interferences.We are also working on RNAV to ILS, and RNP to ILS. There’s a project in CDG to replace all the radar vectorings to the final ILS approach on the parallel runways by coded RNP initial approach, which is not simple because they are not separated by the 3NM separation distance? So procedures must be designed to avoid TCAS alerts while 2 aircrafts will be lining up. Lots of coding issues appear already, we will have a meeting with the major coders to discuss about the best approach to code the transitions.

We have stepped up in UAV world for FI starting with PAPIs but for the military airports. Presented a paper on GNSS interferences in Bangkok. Meeting was really interesting especially as regulators and ICAO representatives attended the meeting sharing questions from the regulator on how to accreditate a FISP or from an ANSP complaining about FI reports that

certifies the navaids as “restricted, un restricted, unable” but without any mention to any applicable document.

o Reduction of flight inspection cycles by application of ground based measurements under discussion

o GBAS Initiative (GBAS Alliance) -> Participation of DFS planned

o Drone for replacing ground measurements ; Tests together with FCS planned

3. Minutes from last meeting

Minutes from the 51st ICASC meeting were not approved. The approval was delayed pending the correction of some clerical problems with email addresses and one paragraph of the minutes.

4. Financial report

Money was withdrawn and then redeposited to check the status of the account. The account had indeed been suspended for inactivity. The account is now considered active again. No meaningful activity was done to the account, hence no change from last ICASC meeting. The current ICASC fund balance is still $674.78.

6. Discussion about the ICASC booth for the next IFIS

There was a discussion about the “News” tab currently available on the website. It was pointed out that no new news had been posted in years. It was also discussed that it was labor intensive to maintain this type of information. The committee decided to have this tab deleted from the website.

Christo discussed the plans for the upcoming IFIS. The theme for this IFIS will be “Dawn of a new Technological Era”. He talked about the sponsorship packages available, associated cost and levels of representation during the IFIS. There were general plans for the layout of the exhibition hall and the presentation hall. The presentation hall will be wider and not as deep to make it easier for everyone to see and hear the presentations. Also there were preliminary plans for the Ice Breaker, Cultural events and the Gala dinner. A proposed email signature block is shown below as a way to promote the IFIS. This should be used in ICASC correspondence when allowed by the members organization.

9. Facilities Tour of the Durban ICC

There was an early morning, before breakfast, tour of the Durban ICC. The tour was short and limited due to security concerns with an ongoing convention. Most agreed that it was a good indication that the security for the IFIS would also be serious and acceptable. The convention center appeared adequate for the display booths as well as the speakers presentation area. Ample side rooms were available for the ICASC and other activities as well.

10. Discussion on Future IFIS Hosts

Mr. Hisashi Takahashi, Mr. Oguro Kazuya, Mr. Keboushi Kazuyoshi and Mr.Nagai Ryuichi of the Japan Civil Aviation Bureau (JCAB) gave a presentation including a video. The presentation highlighted the capabilities and great interest that Japan offers in hosting events like the 22nd IFIS. The IFIS concept would be the fusion of tradition and new technology. The presentation showcased the city of Nagoya centrally located in Japan and easily accessible by foreign visitors. There was proposed a Japanese Style reception, Cultural experiences, tours, static displays and a Gala dinner. These plans are not finalized and changes may occur they were very likely. The committee voted to approve the proposal to hold the 22nd IFIS in Japan.

The committee also discussed and approved Norway as the host the 23rd IFIS in 2024. They have been eager to host and most graciously awaiting for their opportunity.

12. Membership Discussions.

Mr. Keboushi Kazuyoshi (Kebo) of the Japan Civil Aviation Bureau (JCAB) applied for membership to the ICASC. The committee discussed his background, experience and geographic representation and decided he would be a good addition to the ICASC.

The committee also discussed with Dave Powell recently retireing from the committee adding him as an honorary member. The committee voted to accept Dave as an honorary member.

Fabrizio brought up that we should develop criteria and formalize the process for future honorary committee members.

13. Next ICASC meeting

The 53rd ICASC meeting will be held July 11th ,12th ,17th , 2020 in Durban South Africa.

15. Closing

Zakhele thanked the committee for their hard work and expressed gratitude for the hard work they do and for coming to South Africa. He stressed the importance of the upcoming IFIS. It is important not only for South Africa but surrounding countries to achieve the highest levels of safety possible in the region.

Joe concluded the meeting thanking all the members for their work and dedication to this important function. Wished everyone happy travels going home, looking forward to another successful IFIS and seeing everyone again in the future.
