Bisht and overall supervision of Addl. DCP/Crime P.S. Kushwah have apprehended Munna Chaudhary owner of a placement agency. 9 minor girls have been recovered. On specific information, on 13/07/2011, a team of Anti Human Trafficking Unit of Crime Branch alongwith Shakti Vahini – NGO raided the premises of Rajdhani Placement Agency at Rajouri Garden, Delhi. 3 minor girls were recovered. A case under Juvenile Justice Act, Child Labour (Prohibition & Regulation) Act and Indian Penal Code was registered. Munna Chaudhary (aged 41 years) s/o Mani Lal r/o Shivaji Enclave, Rajouri Garden, Delhi, owner of the Rajdhari Placement Agency was arrested and subjected to intensive interrogation. He disclosed that he has been running the placement agency for the last six years. He procures minor girls through brokers/agents from rural areas of Assam and after being brought to Delhi, they are employed as domestic help. The minor girls had no knowledge about their salary and they had no contact with the parents after coming to Delhi. All the girls expressed their willingness to go to their parents. All the rescued minor girls have been sent to Nirmal Chaya on the directions of Child Welfare Committee. Investigations revealed that brokers and agents of the placement agency trafficked minor children from Assam and West Bengal and brought them to Delhi. Munna Chaudhary (aged 41 years) s/o Mani Lal r/o Shivaji Enclave, Rajouri Garden, Delhi – He is resident of Village Paneri District Udalguri, Assam where he studied upto 7 th

standard. He shifted to Delhi in the year 2004 in search of employment. He started Radhani Placement Agency in the year 2005. His finances are also being probed.

and PS Bhajan Pura. 13 cases of chain snatching solved – 1 motorcycle and 4

snatched chains recovered. In addition to the recent cases of chain snatching 2 old cases of

Attempt to murder and 1 old case of Robbery also solved.A team of officers of Crime Branch led by Inspr. Arti Sharma and

consisting of SI Sharat Kohli, ASI Suresh Kumar, HC Shyam Lal, HC Rajender, HC Bahadur and HC Amit Tomar, Ct. Narender, Ct. Kamal, Ct. Gyaneshwar, Ct. Deepak and Ct. Dabbu under the supervision of Addl. DCP Joy Tirkey have busted a gang of snatchers. Two snatchers have been arrested. 16 criminal cases of Delhi including 2 cases of attempt to murder, one case of robbery and 13 cases of chain snatching committed in trans Yamuna area of Delhi worked out. One of the two snatchers is an absent Bad Character of PS Nand Nagri and PS Bhajanpura. One Bajaj Pulsar black motorcycle and 4 snatched gold chains have been recovered.

Information was received by SI Sharat Kohli on 15/07/2011 that a gang of snatchers involved in chain snatching would be coming to Jahangir Puri, Delhi. A trap was laid and on specific information a Bajaj Pulsar black colour motorcycle was intercepted and two persons were apprehended. They were identified as 1) Anil Goswami (aged 41 years) s/o Prem Dutt r/o Ghonda Delhi and 2) Sachin @ Sonu (aged 26 years) s/o Kamal Singh r/o Harsh Vihar, Delhi. 4 snatched and broken gold chains were recovered from their possession. The motor cycle on which they were traveling was seized. The apprehension of both the accused persons led to working out 13 cases of snatching committed in the area of Police Stations Karawal Nagar, Preet Vihar, Khajoori Khas, Shakar Pur, Welcome, Nand Nagri, Pandav Nagar, Mandawali and Anand Vihar of Delhi. Besides, 2 case of attempt to murder and 1 case of robbery of Delhi and UP have been worked out.

Both the accused persons were subjected to intensive interrogation. They disclosed that they have committed chain snatchings in the Trans Yamuna area of Delhi. They targeted ladies and snatched their gold chains. Anil Goswami rode the motorcycle while Sachin riding as pillion snatched the chain. Profile

BLIND MURDER CASE WORKED OUT, THREE ACCUSED PERSONS ARRESTED, ONE JUVENILE ALSO APPREHENDED, MOBILE PHONE OF DECEASED RECOVERED

With the arrest of three persons namely (1) Savita @ Anjali aged 32 years w/o Pawan Kumar r/o H.No. 280, near Tok Ram Surpanch Ki Kothi Brahaman Pada Burari Delhi, (2) Gautam Kumar Kaushik aged 22 years s/o Vijay Pal r/o H.No. 28, near Tok Ram Surpanch Ki Kothi Brahaman Pada Burari Delhi and (3) Kuldeep Kumar aged 21 years s/o Sh. Shiv Kumar r/o H.No.281, Jogi Mohalla, Village Burari Delhi, and apprehension of one juvenile in conflict with law, officials of North District police have worked out a blind murder case.INCIDENT

On 30.06.2011 information was received at police station Burari that one dead body is lying near Rain Well Pusta, Pradhan Enclave, Burari, on which police reached the spot, where a dead body of an unknown male aged about 30 years was lying. There were multiple wounds on the face and head of the dead body. The body could not be identified. Accordingly, a case vide FIR No 213/11 u/s 302 IPC dated 30.06.2011 was registered at police station Burari and investigation was taken up. INVESTIGATION

Photographs of the deceased were shown to the public in the area and information were made to identify the unknown male dead body, but the face of the deceased was militated and the same could not be easily identified. One tattoo mark of the sign of ‘heart’ was written on the right arm of the deceased. Hence, description of all missing persons were thoroughly checked and finally on the basis of the said tattoo mark the dead body was identified as Virender @ Vinay resident of Garhi Burari. Mobile no. of the deceased was taken from the

family members of the deceased was switched off since the day of his missing. The call details of the mobile number of the deceased were obtained and analyzed. During analysis of the calls it was revealed that the deceased made many calls to one another number on regular basis. Both the mobile phones were found switched off since the day of incident. The ownership details of the both mobile numbers was also found to have been fake. One friend of the deceased interrogated, who disclosed that the deceased had some illicit relation with one lady namely Savita @ Anjali R/o Village Burari Delhi. The said lady was interrogated and during her sustained interrogation she disclosed that she had illicit relations with the deceased and now she did not want to continue any relation with the deceased as he was getting aggressive. But the deceased pressurized her to continue the relations. She hatched a conspiracy with Gautam and Kuldeep to eliminate the deceased Virender @ Vinay. They along with other associates Mohit & one juvenile reached the decided place in a car. As per plan Savita @ Anjali called the deceased at Yamuna Pushta Burari Delhi at 04.00 AM. When the deceased reached at Yamuna Pushta the accused persons first hit the deceased with the car they were in and thereafter dragged the deceased towards fields and hit him with bricks on his head. Accused Savita @ Anjali came to her house with the mobile of the deceased. Savita @ Anjali also provided the money to the accused persons and gave her ATM card to Gautam to spend money over his accomplices. Accused Savita @ Anjali, Gautam & Kuldeep have been arrested in the case and one JICL has also been apprehended. Efforts are being made to arrest the remaining accused person Mohit, who had arranged the car used in the commission of the crime.

3. Kuldeep Kumar aged 21 years S/o Sh. Shiv Kumar R/oH.No.281, Jogi Mohalla, Village Burari Delhi- He has studied till class7th and is unmarried. He is a Cab driver.

1. Mobile phone of the deceased recovered from the possession of accused Savita @ Anjali.

2. ATM card of the accused Savita @ Anjali recovered from the possession of accused Gautam.

KIDNAPPING FOR RANSOM CASE SOLVED AFTER RESCUE OF THE MINOR CHILD AND ARREST OF CLOSE RELATIVE & HIS DREADED ASSOCIATES

INTRODUCTION: With the arrest of three persons namely (1) Dal Chand @ Dhalla, 19 yrs old S/o Hari Singh R/o N-25B/204, Lal Bagh, Azadpur, Delhi, (2) Sanjay Yadav @ Sanju, 20 yrs old S/o Ranbir Singh Yadav R/o Village Chakwa, P.O. Chitbhawan, P.S. Basrehar, Distt Etawah, UP, and (3) Raj Kishore, 22 yrs old S/o Ram Parkash R/o Village Chakwa, P.O. Chitbhawan, P.S. Basrehar, Distt Etawah, UP, staff of North-West Distt has successfully rescued a six year old male boy, kidnapped for ransom, from Village Chakwa, P.O. Chitbhawan, P.S.Basrehar, Distt Etawah, UP, within 5 days from the kidnapping, who had been kidnapped on the evening of 11.07.2011 from the area of P.S. Adarsh Nagar Delhi. INCIDENT: On the noon of 12.07.2011, the Complainant Sh. DharamVir R/o E-15 Lal Bagh, Azad pur, Delhi reported that his 6 year old son Prince was missing since the evening of 11.07.2011 from his house and he suspected the kidnapping of his son. He further informed that his wife was not at his house and she had gone to Agra due to the death of some relative there. The complainant used to work in a private company as Delivery Van driver. Accordingly a case vide FIR No. 179/2011, Dated. 12.07.2011, U/s 363 IPC, P.S Adarsh Nagar, Delhi had been registered and investigated. On the morning of 14.07.2011 the complainant Sh. DharamVir came to the PS Adarsh Nagar and informed that he had received a ransom call on the night of 13.07.2011 and the caller informed him that his son Prince was in their custody and demanded a sum of Rs 20 Lacs from the complainant for the release of the boy. He again received a ransom call on the noon of 14.07.2011 and the caller asked him to expedite the arrangement for the ransom money as the complainant was requesting him to minimise the amount of the ransom and also requesting for more time for the arrangement of the money. On the basis of the statement of the complainant regarding the ransom calls, Section 364 A IPC had been added in this case. The call details of the complainant and the caller have obtained and scrutinised. It was revealed that the caller had been making calls to the complainant from Distt Etawah, UP. INVESTIGATION AND INTERROGATION: Under the supervision of ACP/Model Town Sh. Satya Dev Dahiya, a team of local police and Special staff was formed comprising of SHO/Adarsh Nagar Insp. Virender Kadyan, Insp. Brij Pal, SI Ajay Kumar, SI A.P.Singh, ASI Shashi Kumar and others and the same departed to Distt Etawah, UP . The team immediately swung into action and reckeed the area of Distt Etawah UP.

One Dal Chand, who is the close relative of the complainant and had been living in the neighbourhood of the complainant was also found missing from his house in Lal Bagh, Azad Pur and it had been learnt that he had gone to his maternal uncle Raj Kishore’s house in Village Chakwa, Distt Etawah, UP. Also police team focused their investigation on the movement on Dal Chand and his contacts.

The police team reccee all the possible hideouts in that area discreetly so as to avoid any possible danger to the kidnapped boy. On 16.07.2011 it came to the notice of the police team that Dal Chand’s maternal uncle Raj Kishore has seen in the village so the police team took the assistance of the local police of P.S.Basrehar and then deployed the secret informer and got the information regarding the presence of the kidnapped boy at the house of another associate Manish in the Village Chakwa. Finally a raid was conducted at the house of the Manish where Dal Chand was found on the first floor of the house and the kidnapped boy was found inside a room with Raj Kishore while Manish managed to escape from the spot after watching the police team from distant place as he was on guard duty outside his house. On interrogation from the apprehended accused persons it had been revealed that their one more associate Sanjeev @ Sanju of the same village, used to make the ransom calls to the complainant, had gone to fetch some eatable items for Prince as he was crying. Immediately Sanjeev @ Sanju was also apprehended from his house in the village. During interrogation of the accused persons, it has been revealed that Dal Chand, who is the son of nephew (Bhanja) of the complainant, used to reside near the house of the complainant and so he was familiar with the boy Prince. He used to work with the complainant as a delivery man. During the proximity with the complainant, he came to know that Complainant has 6 bighas of land in his village Gotpur, P.O. Kharoa, P.S. Karel, Distt Mainpuri, UP and the adjoining land had been bought by the Reliance at the rate of Rs 5 Lac per bigha so the land of the complainant could fetch between Rs 25-30 lacs if sold in the market. It is the main reason which crop up in the mind of Dal Chand for hatching a conspiracy for the kidnapping of the only son of the complainant. He planned with his maternal uncle Raj Kishore, who is of the same age group and associated two more persons Sanjiv @ Sanju and Manish of Village Chakwa, Etawah, UP.On the morning of 11.07.2011, three persons Raj Kishore, Sanju and Manish came to Delhi from Etawah by train and reached at Azad pur where Dal Chand, who had kidnapped the boy Prince from his house on the pretext that he was taking him to his mother, handed over the boy to them and they took him to Etawah by bus. Thereafter Sanju started to make ransom calls to the complainant from Etawah, UP. Chitbhawan, P.S. Basrehar, Distt Etawah, UP, studying in Lala Ram Inter college, Unmarried, previously involved in a case of attempt to murder at P.S. Busrehar, Distt Etawah, UP and Raj Kishore, 22 yrs old S/o Ram Parkash R/o Village Chakwa, P.O. Chitbhawan, P.S. AUTO LIFTERS NABBED, NINE STOLEN MOTORCYCLES AND ONE DISMANTLED ENGINE

Gang involved in supply of liquor from Haryana busted with huge recovery.

With the arrest of (i) Anil Kumar s/o Nepal Singh r/o Village Junaidpur, PS Dhanori, Gautam Budh Nagar, UP, aged 20 years, (ii) Nanak Singh s/o Kartar Singh r/o H.No.52, Jaitpur Gillage, New Delhi age 58 years and (ii) Daya Shankar s/o Sh. Gainda Lal r/o Gali No.11, Old Chungi Ajay Nagar Ismailpur, Faridabad, Haryana age 50 years, the South East District has busted a gang of illicit liquor suppliers involved in supply of illicit liquor from Haryana. One Commercial Indica car bearing registration No. UP 16T 3923, one cycle rickshaw along with 28 cartoons containing 1358 quarters of illicit liquor seized.

TEAM & INVESTIGATION

In order to prevent bootlegging in South East District, special teams were constituted to check the crime. A team of Special Staff of South-East District consisting of HCs Anil Kumar, Jeet Singh, Constables Sachin, Ramroop and Anil led by Inspr. Akhilesh Yadav, Incharge Special Staff under the supervision of Sh. Virender Kalia ACP/Operations developed intelligence about illicit liquor suppliers who are operating in Delhi and NCR areas. The team received some credible information regarding few liquor suppliers who bring illicit liquor from Haryana via Delhi and supply the same in the area of Greater Noida, UP. The information was further developed. On the basis of a credible information on 17.07.11 at around 01:30 PM the team apprehended Anil Kumar s/o Nepal Singh r/o Village Junaidpur, PS Dhanori, Gautam Budh Nagar, UP, in an Indica car bearing commercial No. UP 16T 3923, on Road No. 13, near HP Patrol Pump, Kalindi Kunj Road, Sarita Vihar, New Delhi. On checking of car, 18 cartoons containing a total 864 quarters of illicit liquor of Bagpiper whisky for sale in Haryrna only were recovered from the car. A case vide FIR No. 149/11, u/s 33 Delhi Excise Act was got registered at PS Sarita Vihar in this regard.

Ismailpur border. He immediately reached Ismailpur Border and noticed a person coming on cycle rickshaw with some cartoons. On suspicion he signaled the cycle rickshaw to stop but frightened rickshaw puller speeded up in order to escape. HC Harender ran before the rickshaw and managed to overpower them. The cartoons were checked and it was found that cartoons contained illicit liquor. Ten cartoons containing 494 quarters of illicit liquor alongwith cycle rickshaw were seized. A case vide FIR No.185/2011 u/s 33 Delhi Excise Act was registered at Police Station Jaitpur. INTERROGATION & MODUS OPERANDI

On sustained interrogation the accused Anil Kumar disclosed that he alongwith his two brothers was engaged in business of milk supply but getting not much from the milk business, he shifted from milk supply to liquor supply. One cartoon of Bagpiper whisky costs him Rs.1100/- from Haryana and its sale in Greater Noida, U.P. gives Rs. 3500/-. He brings liquor from Faridabad (Haryana) and supply it to various bootleggers in the area of Greater Noida, UP. By this, he earned good profit. He is indulged in this business for the last one year and his two elder brothers are still in the business of milk supply.

On interrogation accused Nanak Singh, who is a BC of Police Station Jaitpur, disclosed that he alongwith Daya Shankar (rickshaw puller) were engaged in supply of illicit liquor from Haryana. Nanak Singh was ill for the last few months and due to expenses on illness got indebted. In order to earn quick money he started purchasing liquor from Haryana and sold in Delhi. On every trip he used to give Rs.500/- to Daya Shankar. Daya Shankar is an old man and was getting meager amount from passengers and preferred working with Nanak Singh who paid him Rs.500/- per trip.

RECOVERY Indica car bearing commercial No. UP 16T 3923. One cycle rickshaw. 28 cartoons (total 1358 quarters) of illicit liquor (864 of

Bagpiper whisky for sale in Haryrna only and 494 Rasbhari Masaledar country made liquor for sale in Haryana only).

The accused are being produced in Court today. Further investigation of the cases is in progress.

Yoga classes for police personnel of South East District.

Practicing Yoga makes one feel fitter, more energetic, happier and peaceful. The benefits of yoga are extensive and far reaching. Not only does yoga affect the physical aspect of the body, it addresses the mind and spirit as well. Daily exercises are a great way to help relieve the stress of the day and can bring a sense of well-being to life. 

South East District Police is organizing Yoga Camps for police personnel in collaboration with “Dhyan Foundation” on 19th July, 2011 from 6.30 a.m. to 7.30 a.m. Seven police personnel from each Police Station will attend these Yoga Camps. The Camp will be organized at Lotus Temple Garden and Humayun Tomb Lawn in the early morning for an hour.

The idea behind organizing Yoga camp is to reduce the mental stress of the police personnel and to enable them to cope up with the work pressure. Of late there have been instances of depression, increasing cases of illness etc. The Yoga session will aim at improving life style, increasing health consciousness and address mind and spirit as well which will ultimately result in better performance of police personnel.

BLIND MURDER CASE SOLVED WIFE & HER LOVER CONSPIRED AND KILLED THE HUSBAND

With the arrest of one Manoj Kumar, the Delhi Cantt. Police Station, South-West Distt. has solved a brutal blind murder case which took place on 12.7.2011. The wife of the deceased Rani who conspired in the murder with her lover Manoj has also been arrested.

PROFILE OF THE ACCUSED

The accused Manoj Kumar, aged about 25 years s/o Uttam Dwivedi is originally a resident of Village Bhaiyapur, Distt. Fathepur (UP) presently residing at a rented house at Mahipalpur, New Delhi. He has studied up to 6th class and has been working as a driver with a private organization in Mahipalpur, New Delhi.

Rani, aged about 26 years, the wife of deceased Guddu, s/o Medi Lal, originally belonging to Village Alampuri Giria, P.S. Khangreda, Distt. Fatehpur (U.P.) and presently residing at a rented House in Mahipalpur, New Delhi. She is a house-wife having a son aged about 6 years.

On 13.7.2011 at about 6 AM, a PCR call was received through PCR that an unidentified dead body (UIDB) is lying near the Metro Line, Domestic Airport Palam in the Cantonment land. On receipt of the information, the local police immediate reached the spot and after conducting on the spot inspection and necessary formalities, registered a case vide FIR No.132/11 dated 13.7.2011 u/s 302/201 IPC. The victim was found to be a male in the age group of 40-45 years. The face of the deceased was brutally smashed by some heavy object and therefore, the identity of the deceased was not clear. The body was found only in undergarments i.e. short and vest only. Blood was splattered around the head of the dead body.

INVESTIGATION

On receipt of the PCR call on 13.7.201 at about 6.10 AM, the local police from PS Delhi Cantt. reached the spot and found the unidentified dead body. The face of the deceased was brutally smashed with a heavy object. There were no clothes on the dead body except briefs and vest. To ascertain the motive and apprehend the culprit, a special team under the supervision of Shri J.L Meena, ACP/Delhi Cantt., Inspr. Rajender Meena, Inspr. Inv. PS Delhi Cantt., Sub Inspr Satish Kumar I/c PP Subroto Park, PSI Satya Prakash, HC Ram Partap and Ct Himmat was constituted to begin the investigations on war footing basis. The team, while inspecting the site of crime found a big blood stained stone near the dead body. On further search, the clothes (one pant with belt and shirt) presumed to be of the deceased were found hidden in bushes about 200 yards away from the dead body. A piece of paper was also found in the heavy grass a few yards away from the dead body. Some mobile number were written on the slip, when contacted on those mobile numbers, one mobile number happened to belonged to some one known to the deceased at Fatehpur (U.P.). He revealed that his cousin who lives in Mahipalpur area is missing. On further investigations, the residence of the deceased was traced in Mahipalpur, New Delhi. The wife of the deceased Smt. Rani revealed that her husband Guddu is missing from the night of 12.7.2011 and she is not able to contact him since then. She also identified the dead body of her husband. Strangely, although her husband was missing, Rani did not lodge any missing report in this regard in any Police Station. This raised a strong suspicion in the minds of the police team and they zeroed on Rani for interrogations.

INTERROGATION/ENQUIRIES

Upon interrogation, Rani first she tried to show her innocence and pretended before the police team that she had very cordial relations with her husband and that there was no issue between them. She did not even disclose any enmity with anybody which could have led to the culprit of the murder of her husband. However, the statements given by Rani, did not inspire confidence. She was subjected to further interrogation. Rani broke down and revealed that she is in love with another person namely Manoj living close to her house in Mahipalpur and that Manoj had murdered her husband Guddu on 12.7.2011. The police team immediately swung into action and raided the residence of Manoj in Mahipalpur, New Delhi. However, he was found absconding from his house. Thereafter, the police team contacted the firm where Manoj was working as a Driver but it was found that he was not coming to the office. The police team then started a massive hunt to trace Manoj at possible hide-outs but no concrete information could be collected in this regard. Policemen in plain clothes were deployed in and around the Mahipalpur area and finally, Manoj was nabbed at Mahipalpur Chowk while he was waiting for a bus.

After detailed interrogation, Manoj revealed that he was having illicit relations with and Rani for the last 5 to 6 months. They belonged to the same District in U.P. Manoj had also helped Rani in getting a job sometime back but she left the job after 15/20 days. During this

period Manoj came very close to Rani. He had also developed physical relations with Rani. Rani had complained several times befiore Manoj that Guddu is an alcoholic and that he use to beat her on trivial issues. The age gap between the husband and wife was also huge due to which Rani was also attracted towards Manoj. Both of them even planned to marry but Rani had told Manoj that she could not marry him as she already had a husband. But with passage of time, they became desperate and finally decided to get rid of Guddu by killing him. On 12.7.2011 in the evening, Manoj came to Rani’s house where both Guddu and Manoj consumed liquor. By about 10 PM, when Guddu had become properly intoxicated, Manoj took Guddu for a walk towards Domestic Airport side. Manoj then led Guddu to an isolated place in the forest area near below the overhead Metro line and attacked Guddu. During the scuffle, Guddu fell down and Manoj taking advantage of the drunken condition of Guddu, picked up a big stone and struck it on Guddu’s face which cracked open up his skull killing him instantly. After the brutal murder, Manoj took out the pant and shirt of Guddu so that his identity could not be revealed and hid the clothes in thick bushes about 200 yards away from the body. After committing the crime, Manoj went back to Rani and told her that he has accomplished the task of murdering Guddu. Thereafter, he slept with Rani on that night. Next morning i.e. on 13.7.2011, at about 5 AM, Manoj took Rani to the spot and showed her the dead body to convince her and confirm that Guddu is dead. Upon returning home, they both took a vow that henceforth they would live like husband and wife. Manoj then appliked ‘sindoor’ on Rani’s head to prove that they are now husband and wife.

The small slip of paper lying near the dead body having mobile number of the relatives/friends of the deceased which probably fell out of the pant/shirt pocket of the deceased led to the identification of the deceased. The police team with their continuous vigorous efforts were able to crack the blind murder case and arrest the accused.

Further, investigations are being conducted by the local police.

Vendors selling eatables and juices, at time, also station themselves unauthorizedly outside liquor vends which further

facilitates this undesirable activity. At times, Barats accompany Barat also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order.

2. And where it is necessary to take speedy measures in this regard to prevent danger to human life of safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility of the area.

3 Now therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. F-11.36/1/2010-UTL dated 09.09.10, I, A.K Lall, Asstt. Commissioner of Police, Sub Division Rohini of Outer District, Delhi do hereby make this written order for strict compliance by the owners of such liquor vends in the area of Sub Division Rohini of Outer District, Delhi:-

a) Install CCTV with sufficient number of cameras and recording system to cover upto 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption on liquor or any unauthorized vendor stationed in the coverage area.

b) This CCTV system should become operational within 45 days from the date of issue of this order.

c) The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

d) The vend owner or his agent shall cause to copy the CCTV coverage on a CD on a daily basis which shall then be handed over to the Beat Constable of the area, against proper receipt in a register to be maintained at the liquor vend.

e) Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the Police Station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Dairy Number on the intimation.

f) During the course of monitoring of the CCTV System, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

g) The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly pohibited. Telephone number of nearest Police Station shall also be mentioned on the sign boards.nt…2/

4. This order shall come into force with effect from 17.07.2011 and shall remain in force for a period of 60 days i.e. up to 14.09.2011 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section188 of the Indian Penal Code.

Vendors selling eatables and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity. Sometimes, “Baratis” of marriage processions also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquillity of the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of the Delhi Excise Act, 009 (Delhi Act 10 of 2010).

2. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquillity of the area.

3. Now, therefore, in exercise of the powers conferred upon me by Section -144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-110036/1/12008 UTL dt. 26.11.2008. I, Mehar Singh, ACP/Defence Colony, South Distt. New Delhi do hereby make this written order to do the following, for strict compliance by the owners of such liquor vends in the area of Sub-Division Defence Colony shall:-

a. Install CCTV with sufficient number of cameras and recording system with play back facility, to cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage area.

b. The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

c. The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

d. Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the police station simultaneously to be got duly received from the Duty Officer of the police station mentioning Daily Diary number on the intimation.
