As part of the Government of Japan’s contribution to the 10 Year Framework of Programmes on Sustainable Consumption and Production (10YFP), The Ministry of Environment of Japan and the United Nations Environment Programme (UNEP), serving as the Secretariat of the 10YFP, invite government institutions/agencies, not-for-profit organisations and other executing agencies organisations from developing countries and countries with economies in transition to present proposals to the following call for proposals.

The 10YFP, adopted at Rio+20 by the world’s Heads of State, is a global framework for action to accelerate the shift towards Sustainable Consumption and Production (SCP) in both developed and developing countries. The 10YFP generates collective impact through multi-stakeholder programmes and partnerships, which develop, replicate and scale up SCP policies and initiatives at all levels. The 10YFP also fosters knowledge and experience sharing, and facilitates access to technical and financial resources for developing countries. At the core of the Framework, six thematic and sectoral programmes serve as ‘umbrellas’ bringing together partners, ideas, expertise, and resources to deliver SCP on an operational, concrete, and increasing scale. The implementation of the 10YFP is now recognized as the first target to be met under goal 12 of the adopted Sustainable Development Goals (SDGs), within the 2030 Agenda for Sustainable Development1. The United Nations Environment Programme serves as the Secretariat of the 10YFP.

Climate change has been highlighted as one of the most critical consequences of unsustainable consumption and production patterns. Linking climate change mitigation and lifestyles, low-carbon sustainable lifestyles provide an opportunity to re-examine our social and economic systems, and consider how changes in key domains of consumption (e.g. food, housing, mobility, energy, water) could reduce impact of lifestyles on the environment and mitigate climate change or ensure adaptation.

Today, our global footprint is about one and a half times the Earth’s total capacity to provide renewable and non-renewable resources to humanity. If nothing changes, in 35 years, with an increasing population that could reach 9.6 billion by 2050, we will need almost three planets to sustain our ways of living. Rethinking the ways we produce, consume and exchange has become crucial to move towards a society where we can all live well within the boundaries of our planet. As cultures and norms are core determinants of our diverse lifestyles, they will need to be considered as we rethink the way societies are organized, resourced and maintained. The design and implementation of effective policies, economic instruments, infrastructures and business strategies is essential in the creation of enabling conditions for sustainable lifestyles.

Theme of the call for proposal: Low-Carbon Sustainable Lifestyles: scaling up and mainstreaming innovative approaches

This call for proposals is aimed at contributing to the Sustainable Lifestyles and Education programme of the 10YFP2, co-led by the Ministry of Environment of Japan, the Government of Sweden represented by the Stockholm Environment Institute (SEI) and the World Wide Fund for Nature (WWF), and more specifically to the priorities idenfied under its first work area: Developing and Replicating Sustainable Lifestyles, including Low Carbon Lifestyles.

Budget Available: the total budget available for this call is between USD 650,000 and 1.000,000. The total value of this call is contingent upon the quality of proposals received, which meet the defined 10YFP criteria.

Objective of the call: Implement innovative ideas that help accelerate the transition toward Low-Carbon Sustainable Lifestyles, demonstrating the contribution of sustainable lifestyles to climate change mitigation, while contributing to the delivery of the 10YFP programme on Sustainable Lifestyles and Education on the ground.

Projects that will be supported through the call should focus on low-carbon lifestyles and clearly demonstrate the tangible sustainability benefits of the project, especially in relation to reduction or avoidance of CO2/greenhouse gas emissions and other pollutants contributing to climate change. Projects targeting key consumption and lifestyle domains with high climate impact, such as mobility, food, housing, tourism, energy, water are therefore encouraged. Projects are also encouraged to examine how broad systemic changes can affect lifestyles positively. The followings types of projects will be supported:

Implementation of projects to replicate and/or scale-up promising practices that link lifestyles to climate change mitigation, and solutions for sustainable and low-carbon lifestyles, based on bottom-up and participatory approaches, and tracking and measuring associated benefits;

Implementation of projects, especially at the local or community level, aiming at triggering or enabling policy, business strategies and behavioral change with high impact potential;

Implementation of projects that will change structures, procedures and practices of large public institutions in ways that have high impact on lifestyles;

Implementation of projects engaging youth in high-impact activities with large potential for CO2 reductions or measurable sustainability gains.

Project characteristics Project duration: between 12 and 18 months, and must be completed before December

2017. When developing the full proposal, applicants will be requested to provide for preliminary results to be reported in time for the mid term evaluation of the 10YFP, with reports to be delivered by mid-2017.

Project amount should range between 100,000 USD and 200,000 USD.

Requirements and recommendations

Projects should demonstrate that they have clear replication and scaling potential by providing (a) a solid analysis of barriers for replication and scaling up (i.e., why the selected approaches have so far not been replicated or scaled up) and (b) provide a clear pathways for replication and scaling up (ie., a solid description and analysis why and how this can be done: e.g. business cases for adoption). They should also seek to define a quantified baseline and measure the mitigation potential of their actions, including in a context of replication and/or scaling up..

Proposals must outline which tangible results / outcomes the proposed action seeks to contribute to, especially with regards to CO2/greenhouse gas emissions, and include a clear description of how the expected results will be measured in the course of the project.

The sustainability of the project activities should be ensured, once the funded project duration is over.

The applicant (and, as far as possible, also contributing project partners) should be or should commit to formally join the 10YFP Programme on Sustainable Lifestyles and Education programme as an implementation partner3.

Projects which may ultimately involve Sustainable Lifestyles and Education policy or legal changes, should be endorsed by a relevant national authority (such as Ministry of Finance, Planning or Economy, Ministry of Education, and/or Ministry of Environment).

Projects that involve significant private-sector involvement should demonstrate alignment with companies’ business strategies by formal letters of support from private sector actors that are willing to commit to supporting the implementation of SCP measures.

Projects are encouraged to demonstrate interlinkages between Sustainable Lifestyles and Education and other programmes of the 10YFP relevant to sustainable lifestyles, such as Sustainable Food Systems, Sustainable Buildings and Construction, and consumer Information.

Projects are also encouraged to demonstrate interlinakges between, and meet the objectives of the 10YFP, the SDGs and the COP21 agreeement on climate change.

It is highly encouraged for Applicants to provide endorsement letters and/or support letters from the relevant government authorities as well as from private sector partners.

Eligibility- Regional, national, local governmental institution / agency (or subsidiary body) or not-for

profit4 civil society, scientific or technical organisations, with headquarters in developing countries and countries in transition5 are eligible as applicants. The objective is to ensure projects respond to countries needs. All applicants are requested to share their proposal with the 10YFP National Focal Points of their country, when nominated6.

- Executing agencies could be commissioned by applicants to implement the project in their country, and could receive and administrate funds for the project implementation. Executing agencies can be: UN Agencies and other IGOs, not-for-profit organisations, or governmental institutions/agencies from developed, developing or in transition countries7.

- Projects proposals that show collaboration between developed and developing countries can be submitted. Such projects must include components of capacity building and knowledge transfer. Funding will only be made available for activities in and by developing country organisations. Thus projects must demonstrate that there is co-funding from developed country partners.

If your application is submitted late and/or is incomplete, the application will be considered ineligible.

Annex 2 – Suggested Criteria for Project selections

Based on the 11 criteria outlined in the 10YFP adopted document (A/CONF.216/5), and listed below as (a) to (k), the projects funded by the 10YFP Trust Fund need to fulfil the following criteria.

(a) Contribute to meeting the goals and principles of the 10-year framework of programmes, as well as to the three pillars of sustainable development;- The aim of the project is to support the shift towards SCP patterns, increased resource efficiency, conservation and sustainable management of the natural resource base and protection of the environment

- The project contributes to addressing basic needs and bringing a better quality of life, and contributes to poverty eradication- The project addresses the three dimensions of sustainable development - environmental, economic and social - in an integrated manner

(b) Respond to national and regional needs, priorities and circumstances;- The project responds to recognized regional or national needs / priorities established by regional / national consultations, scoping studies, actions plans or strategies, formal institutions or scientific institutes- The National Focal Point has been informed / has submitted the project proposal

(c) Be based on life cycle approaches, including resource efficiency and sustainable use of resources, and related methodologies, including science-based and traditional knowledge-based approaches, cradle to cradle and the 3R concept, as appropriate;- The project adopts a life cycle and / or decoupling approach, which addresses multiple (and preferably all) stages of product life cycles, including through resource efficiency and sustainable use of resources;- The proposal describes clearly the methodologies and tools the project will mobilize, including science-based and traditional knowledge-based approaches, cradle to cradle and the 3Rs concept, as appropriate, showing how they will be used to achieve the objectives.

(d) Be based on a solid scientific and policy knowledge base;;- The proposal provides a list of scientific references, policy relevant studies and any other relevant publications from multiple sources / institutions that support its objectives and activities.

(e) Be transparent

- The proposal was developed in coordination with different partners and includes information on how it will be implemented (information on partners, on steps of the project implementation, on location and timeframe) - Existing or secured financial support (sources, amounts, reporting requirements) and budget are

displayed clearly in the proposal.

(f) Be consistent with international obligations, including, where applicable, the rules of the World Trade Organization (WTO); - Cites and is consistent with relevant obligations contained in the WTO and multilateral environmental agreements (MEAs)

(g) Encourage the involvement of all relevant stakeholders;- The proposal provides a stakeholder analysis and identifies the main actors to be involved in the project and at what level;

(h) Consider the use of a mix of efficient instruments such as education, training and data collection, as well as research activities in each programme, as appropriate - The project proposal and its activities include the use of mix of instruments to promote SCP in an integrated manner, looking both at consumption and production aspects.

(i) Have established clear objectives and measures of success;- Includes a clear presentation of objectives both qualitative and quantitative, as well as of success indicators and the methodology adopted to measure progress (including sources); - Objectives and indicators are in line with the ones of the programme (s) to which the project contributes

(j) Promote synergies with work in similar areas, in order, inter alia, to promote co-benefits and opportunities to leverage resources towards mutual objectives and minimize duplication of ongoing efforts, including in other international forums;- Includes a stock-taking and mapping of relevant work in similar areas in the country / region;- Provides evidence of / demonstrates the complementarity of the initiatives, and which gaps the project is filling.
